Before I talk about that new government, let me say something about the one that has just passed.Compared with a decade ago, this country is more open at home and more compassionate abroad, and that is something we should all be grateful for。

據英國媒體5月12日報道，英國保守黨領袖卡梅倫12日晨就任首相，并發表就職演講。卡梅倫稱計劃組建一個由保守黨和自由民主黨組成的聯合政府。以下為卡梅倫演講全文：

在談論新政府之前，請允許我談一談最近剛剛發生過的一件事情。女王陛下要求我組建新一屆政府，我接受了這一要求。與十年前相比，這個國家對內更加開放，對外更加富有同情心，我們都應該為此感到高興。

我謹代表這個國家，對長期致力于公共服務的前任首相深表贊揚。

就未來而言，我們的國家擁有無任何黨派占明顯多數的議會，我們面臨著一些深刻而緊迫的問題------災年 龐大的赤字、深刻的社會問題以及需要改革政治制度。

基于這些原因，我計劃在保守黨和自由民主黨間組建適當并充分的聯盟。我想，這是為國家提供一個我認為我們非常需要的強大、穩定、完善、體面的政府的正確途徑。

尼克 克萊格(Nick Clegg)和我都是希望撇開黨派差異、為公益事業、為國家利益而努力的領導人。我認為，這是打造我們所需要的強大政府的最佳途徑，是打造今天我們需要的果斷的政府的最佳途徑。

很明顯，我們的任務之一就是重建對政治體系的信任。是的，這就要求我們清理開支、改革議會、保證對人民的管理并確保政治家始終是人們的公仆，而非主人。

我之所以從政，是因為我熱愛這個國家，我相信最好的日子還在前面，我深信公共服務。我認為，服務國家最重要的是直面我們真正的大挑戰，直面我們的問題，做出艱難的決定，并領導人民克服這些困難，這樣我們就能夠一起邁向更美好的明天。

但是我相信還有其他方面。這關乎于，要誠實地表現政府可能達到的業績。真正的變革不是僅靠政府之力就能完成的。真正的變革需要所有人齊心協力、眾志成城，需要我們每個人完成自己的責任，為自己，為家庭，為社會，也為其他人。

我希望幫助不列顛建立一個更加有責任感的社會。在這樣一個社會，我們不會只問“我們的權利是什么”，而是要問“我們的責任是什么”；在這樣一個社會，我們不會只問“我應該感激誰”，而是問“我能夠給與什么”。為了實現這樣的社會，不管是對那些能夠做到、愿意做到還是不能做到的人，我們都應該始終給與幫助。

我希望你們知道，我的政府一直在照顧我們國家的老者、弱者和貧困者。我們必須讓大家和我們一起面對一些我們之前曾面對過的困難決定。

總而言之，這將是一個建立在有著清晰價值觀上的政府 這個價值觀就是自由、公平和責任。我希望我們能夠打造這樣一個讓工作有所回報的經濟體制，我希望我們能夠建設一個擁有更堅固家庭、更完善社區的社會，我希望帶來一個人民能夠信任并且再次令人民尊敬的政治體系。

這需要艱苦卓絕的工作。聯合政府將面對各種各樣的挑戰。但是我堅信，基于這樣的價值觀 重建家庭、重建社區、重建我們國家的責任感，我們能夠提供我們國家所需要的堅強而穩定的政府。

這些是我關心的事情，也是這個政府即刻開始致力于處理的事情。謝謝。
