In today's world, telecommunications are more than just a basic service – they are a means to promote development, improve society and save lives.This will be all the more true in the world of tomorrow.在當今世界，電信不僅僅是一項基本服務，而是一種促進發展、改進社會和拯救生命的手段。未來的世界將更是如此。

The importance of telecommunications was on display in the wake of the earthquake which devastated Haiti earlier this year.Communications technologies were used to coordinate aid, optimize resources and provide desperately sought information about the victims.The International Telecommunications Union(ITU)and its commercial partners contributed scores of satellite terminals and helped to provide wireless communications to help disaster relief and clean-up efforts.在今年初發生了摧毀海地的地震之后，電信的重要性體現出來。通信技術被用來協調援助、優化資源和提供迫切需要的傷之人員的信息。國際電信聯盟及其商業伙伴捐贈了數十部衛星終端，并幫助提供無線通信服務，以協助救災和清理工作。

Information and communication technologies have transformed the global landscape.They power the world economy and have become the great enablers of modern society, helping people communicate across distances and cultural divides, facilitating trade and commerce, and providing access to critical resources such as healthcare and education.信息和通信技術改變了全球面貌。這些技術為世界經濟提供動力，有力推動了現代社會的發展，幫助人們逾越溝通的距離和文化差距，為貿易和商業提供便利，并提供獲取保健和教育等至關重要資源的機會。

Recent events around the world, in particular in North Africa and the Middle East, have also highlighted the catalytic role that mobile phones and social media can play in galvanizing public opinion against repression.And in the aftermath of natural disasters that have struck with greater frequency and force, we have seen how these technologies are a vital part of the aid response, establishing lines of communication that can save lives, reunite families and help emergency relief reach people in need.世界各地、特別是北非和中東近期發生的事件還突出說明，手機和社交媒體可在激發反對壓制的公眾輿論方面發揮催化作用。此外，我們已看到，在越來越頻繁、破壞力越來越大的自然災害發生后，信息和通信技術可在救援中發揮關鍵作用，開通通信線路可拯救生命，使家人團聚，并幫助陷于困境的人們獲得緊急救濟。

The theme of this year’s observance, “Better life in rural communities with ICTs”, highlights the need to harness the full potential of ICTs for the benefit of the world's rural population.Seventy per cent of the developing world's 1.4 billion extremely poor people live in rural areas.Their lives can be transformed as we connect village schools to information and knowledge on the Internet, bring telemedicine to far-flung rural health centres, provide accurate weather information to farmers and fishermen, and supply up-to-date market information to producers.今年慶祝活動的主題、“借助信息和通信技術讓農村社區生活更加美好”，突出的是有必要充分利用信通技術的潛力，造福世界農村人口。在發展中國家14億赤貧人口中，70%的人生活在農村地區。如果我們將鄉村學校與因特網的信息和知識連通，將遠距醫學送抵偏遠的農村保健中心，讓農民和漁民獲得準確的天氣資料，讓農業生產者得到最新市場信息，這些赤貧者的生活可以改變。

今年世界電信和信息社會日的主題是“寬帶促進可持續發展”。這一主題深刻揭示了寬帶網絡發展的重要作用和巨大潛力。當前，世界范圍內寬帶網絡加速發展，新技術新應用層出不窮，信息通信技術廣泛深入滲透到經濟社會各個方面，有力地促進了傳統產業改造提升，推動了新業態、新模式孕育發展，也極大地改善和提高了人民群眾生活質量。面向未來，適應新科技革命和產業變革趨勢，倡導和踐行“寬帶促進可持續發展”理念，加快寬帶網絡發展步伐，對于穩定經濟增長、發展社會生產力、轉變發展方式以及推動社會文明進步，將有著十分重要而深遠的意義。

黨中央、國務院高度重視寬帶網絡建設，明確將寬帶定位為“國家戰略性公共基礎設施”，提出了建設“網絡強國”目標，出臺了“寬帶中國”戰略及實施方案。這為寬帶網絡建設既指明了方向，也創造了良好條件。信息通信行業要深入貫徹落實黨中央、國務院的決策部署，切實增強使命感、責任感、緊迫感，順應行業大發展、大變革、大融合趨勢，抓住機遇，乘勢而上，以改革創新為動力，進一步加強寬帶網絡基礎設施建設，加快新一代信息通信技術發展，大力推進信息化和工業化深度融合，著力增強網絡安全保障能力，不斷在“網絡強國”建設征程上邁出堅定的步伐，為打造中國經濟升級版、全面建成小康社會作出新的更大的貢獻。

今天，值此歡慶xiexiebang.com60周年之際，我們必須看到，今天的同當初xiexiebang.com創建之時相比，已經發生了巨大的變化。xiexiebang.com必須體現這一新的時代，應對這個時代的種種挑戰。其中，最大的挑戰是，我們都知道，上數以億計的人無依無助，遭受著饑餓、疾病和環境退化的折磨，盡管不乏拯救他們的能力。

上個月，領導人在紐約聚集一堂，共商應付這些挑戰的共同對策。

無論是富國還是窮國的領導人，都作出了具體的政策承諾，倘若這些政策得到充分落實，可在今后十年中將饑餓和貧窮減少百分之五十。

他們決定設立新的xiexiebang.com機構來促進人權，以及為飽受戰亂的國家建立持久和平。

他們許諾打擊一切形式的恐怖主義，并在必要時采取集體行動，保護人民免遭種族滅絕及其他滔天罪行之害。

Oceans play a key role in our daily lives.They are integral to sustainable development and an important frontier for research.As scientists explore the oceans at greater depths than ever before, they continue to discover new forms of marine life.This research has great potential to advance human well-being.海洋在我們的日常生活中發揮著關鍵作用，是可持續發展的有機組成部分，是重要的科研前沿地帶。科學家正在對海洋進行前所未有的深入探索，他們不斷發現新形式的海洋生物。這一研究很有可能為人類謀取福祉。

But, if we are to fully benefit from what oceans have to offer, we must address the damaging impacts of human activities.The diversity of life in the oceans is under ever-increasing strain.Over-exploitation of marine living resources, climate change, and pollution from hazardous materials and activities all pose a grave threat to the marine environment.So does the growth of criminal activities, including piracy, which have serious implications for the security of navigation and the safety of seafarers.但是，如果我們希望充分得益于海洋所能帶來的惠益，我們就必須消除人類活動產生的破壞影響。海洋生物多樣性正日益面臨更大壓力。對海洋生物資源的過度開發、氣候變化及有害物質和活動所致的污染，這些都對海洋環境構成嚴重威脅。犯罪活動的增加，包括海盜行為，同樣也是嚴重威脅，對航行安全和海員的安全有著嚴重影響。
