第四篇：黨內事務公開問詢制度

黨內事務問詢制度

第一條 為充分保障黨員的知情權和監督權，進一步擴大黨內民主，實行黨務公開，不斷拓寬黨員了解黨內事務的渠道，結合我鎮實際，制定本制度。

第二條 本制度所稱的問詢，是指黨員按規定對被問詢對象的工作不清楚、不滿意等方面提出詢問，要求被問詢對象當場或限期作出答復、解釋或改進的一種監督方式。

第三條 問詢必須堅持實事求是、理由充分、程序規范的原則。

第四條 黨員可以單獨，也可以聯名對黨組織及提出問詢。

第五條 問詢內容必須在以下范圍內進行：

（一）黨組織決議、決定及執行情況。執行中央方針政策，上級黨組織決議、決定和工作部署情況；本單位重要決策及執行，任期工作目標、階段性工作部署、工作任務及落實等情況。

（二）黨的思想建設情況。本級黨組織開展思想政治工作，理論學習計劃及落實、黨員干部教育培訓計劃及落實等情況。

（三）黨的組織管理情況。本級黨組織的設置、主要職責、機構調整、換屆選舉，黨員發展、民主評議、創先爭優，黨費收繳、管理和使用，黨務工作經費管理和使用，黨員權利保障等情況。

（四）領導班子建設情況。領導班子職責分工、議事規則和決策程序，執行民主集中制，召開民主生活會，考核評價等情況。

（五）干部選任和管理情況。干部選拔任用、輪崗交流、考核獎懲，干部監督制度執行等情況。

（六）聯系和服務黨員、群眾情況。聽取、反映和采納黨員、群眾意見和建議，幫助黨員、群眾解決生產生活實際困難，接待來信來訪、排查化解矛盾糾紛，辦理涉及黨員、群眾切身利益重要事項等情況。

（七）黨風廉政建設情況。執行廉潔自律規定、落實黨內監督制度、推進懲治和預防腐敗體系建設、落實黨風廉政建設責任制、處理違紀黨員等情況。

第六條 黨員問詢由各級黨組織分別受理，黨員開展問詢可以采取口頭或書面方式進行。書面問詢應當寫明問詢的對象、問題和內容。

第七條 黨員聯名問詢以舉手方式表決結果，問詢的黨員半數以上通過被問詢對象答復的，此項問詢結束；參加問詢的代表半數以上對被問詢對象的答復不滿意的，被問詢對象應當予以重新答復。

第八條 問詢在被問詢對象答復前，提出問詢的黨員本人或聯名問詢黨員中半數以上要求撤回的，此問詢終止。

第九條 被問詢對象必須遵守相關紀律，認真接受黨員問詢，任何人不得以任何方式干涉黨員的詢問權利，影響詢問的正常進行。

第十條 黨員開展問詢時必須是針對存在問題事實進行，不得故意刁難，無理糾纏。否則，視情況給予批評教育；情節嚴重的，根據有關規定予以處理。
