全國二、三級翻譯專業資格(水平)考試
一、考試簡介
根據《翻譯專業資格(水平)考試暫行規定》及《二級、三級翻譯專業資格(水平)考試實施辦法》的精神,從2003年4月21日起在翻譯專業實行資格(水平)考試制度。
二、組織領導
中國外文出版發行事業局(以下簡稱“中國外文局”)組建翻譯資格(水平)考試專家委員會。該委員會負責擬定考試語種、考試科目、考試大綱和考試命題,研究建立考試題庫等有關工作。人事部組織專家審定考試語種、考試科目、考試大綱,對考試工作進行檢查、監督和指導。
北京市翻譯專業資格(水平)考試納入北京市專業技術人員職業資格制度統一管理。北京地區翻譯專業資格(水平)考試工作由北京市人事局組織實施。北京市人事考試中心負責考試具體組織與實施工作。
三、考試等級劃分與專業能力
(一)資深翻譯:長期從事翻譯工作,具有廣博科學文化知識和國內領先水平的雙語互譯能力,能夠解決翻譯工作中的重大疑難問題,在理論和實踐上對翻譯事業的發展和人才培養作出重大貢獻。
(二)一級口譯、筆譯翻譯:具有較為豐富的科學文化知識和較高的雙語互譯能力,能勝任范圍較廣、難度較大的翻譯工作,能夠解決工作中的疑難問題,能夠擔任重要國際會議的口譯或譯文定稿工作。
(三)二級口譯、筆譯翻譯:具有一定的科學文化知識和良好的雙語互譯能力,能勝任一定范圍、一定難度的翻譯工作。
(四)三級口譯、筆譯翻譯:具有基本的科學文化知識和一般的雙語互譯能力,能完成一般的翻譯工作。評價方式
資深翻譯實行考核評審方式取得,申報資深翻譯的人員須具有一級口譯或筆譯翻譯資格(水平)證書;一級口譯、筆譯翻譯實行考試與評審相結合的方式取得。資深翻譯和一級口譯、筆譯翻譯評價的具體辦法另行規定。二級口譯、筆譯和三級口譯、筆譯翻譯實行統一大綱、統一命題、統一標準的考試辦法。申請人可根據本人所從事的專業工作,報名參加相應級別口譯或筆譯翻譯的考試。科目設置
各級別翻譯專業資格(水平)考試均設英、日、俄、德、法、西班牙、阿拉伯等語種。各語種、各級別均設口譯和筆譯考試。
各級別口譯考試均設《口譯綜合能力》和《口譯實務》2個科目,其中二級口譯考試《口譯實務》科目分設“交替傳譯”和“同聲傳譯”2個專業類別。報名參加二級口譯考試的人員,可根據本人情況,選擇《口譯實務》科目相應類別的考試。各級別筆譯考試均設《筆譯綜合能力》和《筆譯實務》 2個科目。
各級別《口譯綜合能力》科目考試采用聽譯筆答方式進行;二級《口譯實務》科目“交替傳譯”和“同聲傳譯”以及三級《口譯實務》科目的考試均采用現場錄音方式進行。各級別《筆譯綜合能力》和《筆譯實務》科目考試均采用紙筆作答方式進行。
四、考試時間
考試一般每年上半年、下半年各舉行一次,具體語種及考試日期見當年公布的考試安排的通知。
各級別口譯、筆譯考試均分2個半天進行。各級別《口譯綜合能力》科目、二級《口譯實務》科目 “ 交替傳譯 ” 和 “ 同聲傳譯 ” 考試時間均為 60分鐘。三級《口譯實務》科目考試時間為 30分鐘。各級別《筆譯綜合能力》科目考試時間均為 120分鐘,《筆譯實務》科目考試時間均為180分鐘。
五、報考條件
1、凡遵守中華人民共和國憲法和法律,恪守職業道德,具有一定外語水平的人員,均可報名參加相應語種、級別的考試。
2、根據翻譯專業資格(水平)考試有關規定,對取得二級交替傳譯合格證書的考生,憑二級交替傳譯合格證書,在報考二級口譯同聲傳譯時,免試《二級口譯綜合能力》,只考“口譯實務(同聲傳譯)”1個科目。
3、根據國務院學位委員會、教育部、人力資源和社會保障部《關于翻譯碩士專業學位教育與翻譯專業資格(水平)證書銜接有關事項的通知》(學位【2008】28號)文件規定,在校翻譯碩士專業學位研究生,憑學校開具的“翻譯碩士專業學位研究生在讀證明”(加蓋學校公章)在報考二級口、筆譯翻譯專業資格(水平)考試時免試《口(筆)譯綜合能力》科目,只參加《口(筆)譯實務》科目考試。4、15所全國翻譯碩士專業學位(MTI)教育試點單位名單和翻譯碩士專業學位研究生在讀證明表(樣式)見附件6、7。
經國家有關部門同意,獲準在中華人民共和國境內就業的外籍人員及港、澳、臺地區的專業人員,符合本規定要求的,也可報名參加翻譯專業資格(水平)考試并申請登記。

六、合格證書
參加考試人員,須在一次考試內通過相應級別口譯或筆譯2個科目考試,方可取得《中華人民共和國翻譯專業資格(水平)證書》。
翻譯專業資格(水平)考試納入國家職業資格證書制度,統一規劃。考試合格,頒布發人事部統一印制并用印的《中華人民共和國翻譯專業資格(水平)證書》。該證書在全國范圍內有效。
翻譯專業資格(水平)證書實行定期登記制度。每3年登記一次。有效期滿前,持證者應按規定到指定的機構辦理再次登記手續。再次登記,還需要提供接受繼續教育或業務培訓的證明。
取得二級口譯、筆譯翻譯或三級口譯、筆譯翻譯資格(水平)證書,并符合《翻譯專業職務試行條例》翻譯或助理翻譯專業職務任職條件的人員,用人單位可根據需要聘任相應職務。

根據原人事部《翻譯專業資格(水平)考試暫行規定》(人發〔2003〕21號)和《二級、三級翻譯專業資格(水平)考試實施辦法》(國人廳發〔2003〕17號)和原人事部辦公廳《關于2007二級、三級翻譯專業資格(水平)考試有關工作的通知》(國人廳發〔2007〕12號)及人力資源和社會保障部人事考試中心、國家外國專家局培訓中心《關于做好2012翻譯專業資格(水平)考試考務工作的通知》(人考中心函〔2012〕6號)精神,結合我省實際情況,現就做好我省2012一級、二級、三級翻譯專業資格(水平)考試(筆譯、口譯)考務工作的有關問題通知如下:
一、考試時間和科目
2012全國翻譯專業資格(水平)考試時間分別于5月26、27日和11月10、11日舉行。根據人力資源和社會保障部人社部發﹝2011﹞51號文件規定,從2012年開始增設一級翻譯考試,每年舉行一次,2012安排在上半年進行,只設一級英語筆譯、一級英語口譯兩個專業。
二、報考條件
凡遵守中華人民共和國憲法和法律,恪守職業道德,具有一定外語水平的人員,均可報名參加相應語種、級別的考試。
經國家有關部門同意,獲準在中華人民共和國境內就業的外籍人員及港、澳、臺地區的專業人員,符合上述規定要求的,也可報名參加翻譯專業資格(水平)考試。
根據翻譯專業資格(水平)考試有關規定,參加二級口譯同聲傳譯的考生,持二級交替傳譯合格證書,可免考“二級口譯綜合能力”,只考“口譯實務(同聲傳譯)”1個科目。2012年二級英語口譯“同聲傳譯”類考試仍在北京舉行,考試時間為11月10日。
根據國務院學位委員會、教育部、人力資源和社會保障部《關于翻譯碩士專業學位教育與翻譯專業資格(水平)證書銜接有關事項的通知》(學位〔2008〕28號)文件規定,在校翻譯碩士專業學位研究生,憑學校開具的“翻譯碩士專業學位研究生在讀證明”(加蓋學校公章)在報考二級口、筆譯翻譯專業資格(水平)考試時免試《口(筆)譯綜合能力》科目,只參加《口(筆)譯實務》科目考試。全國現有159所翻譯碩士專業學位(MTI)教育試點單位見附件1,翻譯碩士專業學位研究生在讀證明表(樣式)見附件2。
三、報名時間及程序
(一)我省一、二、三級英語翻譯專業資格(水平)考試(口譯、筆譯)上半年的報名時間統一定于2012年3月1日至3月30日;下半年考試的報名時間統一定于2012年8月1日至8月31日。
(二)筆譯考試報名
筆譯考試報名采取網上報名方式進行。
1.選擇級別。報考者登錄四川人事考試網(),認真閱讀有關文件,了解有關政策規定和注意事項等內容,然后根據本人的實際情況選擇級別進行報名。
2.填報信息。報考者按網絡提示要求通過注冊,如實、準確填寫《全國一級、二級、三級英語翻譯專業資格(水平)考試(筆譯)報名信息表》的各項內容。報考者如隱瞞有關情況或者提供虛假材料,所造成的一切后果由報考者本人承擔。
3.上傳相片。報考者按網絡提示上傳相片,相片為報考者近期的免冠照片,文件格式為JPG格式,大小應在16K至30K之間。省考試中心根據報考者所傳相片的質量在網上進行審核,并在報考者上傳相片后的2個工作日內提出審查意見。對相片質量審查不合格的,應說明理由并要求重新上傳。
4.免試資格審核。全國159所翻譯碩士專業學位教育單位在讀研究生將學校及教務處蓋章的《翻譯碩士專業學位研究生在讀證明表》交市(州)人事考試機構審核后,市(州)考試機構通過考務通確認免試資格。
5.網上繳費。上傳相片審查合格的考生,參加上半年考試的須于2012年3月1日—3月31日,參加下半年考試的須于2012年8月1日—9月1日登錄到四川人事考試網按網絡提示進行網上繳費。網絡報名成功且上傳相片質量合格的考生未在規定時間內進行網上繳費,視為自動放棄考試。網上繳費成功的考生,可分別于2012年3月1日至4月10日、2012年8月1日至9月10日到當地人事考試機構打印發票。未在規定時間內打印發票的,視為自動放棄發票。
四、考試收費按國家發展和改革委員會、財政部發改價格〔2009〕1586號和省物價局川價費〔2003〕237號文件規定的標準執行,即:一級口譯1050元,一級筆譯1350元,二級口譯530元,二級筆譯460元,三級口譯460元,三級筆譯400元。
五、我省一、二、三級英語翻譯專業資格(水平)考試口譯(交替傳譯)考點設置在四川大學出國留學人員培訓部考試中心(地址:成都市一環路南一段24號,聯系電話:028-85407413,聯系人:張曉峰),有關報名、考試考務工作等事宜,請考生直接與考點聯系。
翻譯專業資格(水平)考試筆譯考場由省考試中心統一規劃、設置,準考證由省考試中心統一編排,準考證由考生在考試前一周在四川人事考試網上自行打印。考生憑身份證(不含過期身份證和身份證復印件)和準考證進入考場,兩證不全者不得參加考試。考試時,應考人員可攜帶黑色墨水筆、2B鉛筆、橡皮等,參加“筆譯實務”科目考試時可攜帶紙質中外、外中詞典各一本。答題所用草稿紙由考場統一發放。
各級別筆譯考試采用紙筆作答,分為主觀題和客觀題兩種,主觀題在答題紙上作答,客觀題在答題卡上作答。

七、我省一、二、三級翻譯專業資格(水平)考試(筆譯)的培訓工作由我廳委托成都市科技培訓中心(地址:成都市體育場路2號,聯系電話:86628987,聯系人:何紅嘉)負責組織,具體事宜請直接與成都市科技培訓中心聯系。
八、根據原人事部辦公廳國人廳發〔2007〕12號文件規定,截止2006年底,二級、三級日語、法語翻譯專業資格(水平)筆譯、口譯考試已在全國范圍內舉行。各地、各部門不再進行翻譯系列英語、日語、法語的翻譯、助理翻譯專業技術職務任職資格的評審工作。2012二級、三級日語翻譯專業資格(水平)考試考點設在北京、上海、大連、山東(濟南、青島)、天津、重慶、福建、廣東、浙江、江蘇、吉林、黑龍江、湖北、武漢等;二級、三級法語、德語專業資格(水平)考試考點設在北京和上海;二級、三級俄語、西班牙語、阿拉伯語專業資格(水平)考試考點設在北京。英、日、法、阿拉伯語的考試時間為5月26、27日;英、俄、德、西班牙語的考試時間為11月10、11日。有關考試具體事宜考生可直接與考點所在地的人事考試中心聯系(北京市人事考試中心聯系電話:010-63959505、63959168,重慶市人事考試中心聯系電話:023-89077283、89077285,上海市人事考試中心聯系電話:021-54961738、54961806)。自2008起,各地、各部門不再進行翻譯系列阿拉伯語、俄語、德語、西班牙語的翻譯、助理翻譯專業技術職務任職資格的評審工作。

第五篇:2011年全國翻譯專業資格水平考試安排
一、考試性質
根據國家人事部有關規定,翻譯專業資格(水平)考試納入國家職業資格證書制度,已納入考試試點的省市,相應語種和級別的翻譯技術職務評審工作將不再進行。翻譯專業資格證書分為口譯證書和筆譯證書,考生可根據自身的水平和優勢來選擇考口譯或是筆譯,也可選擇兩種都考。
二、報考條件
(一)凡遵守中華人民共和國憲法和法律,恪守職業道德,具有一定外語水平的人員,均可報名參加考試。
(二)對報名參加2011二、三級翻譯專業資格(水平)考試《口(筆)譯綜合能力》和《口(筆)譯實務》兩個科目的,不限制報名條件。
(三)根據翻譯專業資格(水平)考試有關規定,對取得二級交替傳譯合格證書的考生,憑二級交替傳譯合格證書,在報考同聲傳譯時,可免考“二級口譯綜合能力”,只考“口譯實務(同聲傳譯)”1個科目。
(四)在校翻譯碩士專業學位研究生,憑學校開具的“翻譯碩士專業學位研究生在讀證明”(加蓋學校公章)在報考二級口、筆譯翻譯專業資格(水平)考試時免試《口(筆)譯綜合能力》科目,只參加《口(筆)譯實務》科目考試。

(五)香港、澳門、臺灣居民可以參加二、三級翻譯專業資格(水平)考試,考試成績全科合格,在辦理資格證書時應向當地考試辦證機構提交本人有效身份證明(臺灣居民須提交來往大陸通行證)。如資格考試報名有相關條件規定的,還應提交相關條件的證明材料。
三、考試科目及時間
2011全國二級、三級日語翻譯專業資格(水平)考試只有一次,考試日期為5月
28、四、考生須知
(一)各級別筆譯考試采用紙筆作答,分為主觀題和客觀題兩種。應考人員應攜帶黑色墨水筆、橡皮和2B鉛筆(填涂卡用)。參加二、三級《筆譯實務》科目考試時,應考人員可攜帶紙質中外、外中詞典各一本。
