第一篇：旅游管理專業中外合作辦學模式探討

隨著高等教育國際化趨勢的加強，中外合作辦學在高校各專業和領域中蓬勃開展起來，在引進外國優質教育資源的同時，促進了我國教育發展與改革，增強了我國教育的國際競爭力。旅游管理專業在我國起步較晚，在專業方向、培養方案、課程體系和教學內容等方面存在不足。因此，在我國高校的旅游管理專業實施“2+2”中外合作辦學模式，對于充分利用國外先進的專業教育資源，借鑒國外大學旅游管理專業本科教學經驗，探討我國高校旅游管理專業新的培養模式，均能起到一定的探索和借鑒作用。

大連大學與澳大利亞南十字星大學(southern crossuniversity)于2003年開始合作開辦旅游管理專業“2+2”合作辦學模式，現已有大批學生順利畢業，獲得了大連大學和澳大利亞南十字星大學的畢業證書及學士學位，并有部分學生在澳大利亞繼續攻讀碩士學位。本文以此為例，詳細探討旅游管理專業“2+2”中外合作辦學模式的做法和成效，以進一步提高旅游管理專業國際化人才培養的質量和水平。

一、合作背景

大連大學是一所立足大連、服務遼寧、面向全國，擁有哲、法、經濟、教育、文、史、理、工、醫、管理10大學科門類的大連市屬綜合性普通高等學校。大連大學現有24個學院，49個本科專業，35個碩士點，全日制在校學生近15 000人。

南十字星大學是澳大利亞公立大學之一，具有頒發學士、碩士、博士學位的資質。該校的專業設置與就業緊密聯系，緊貼科技和社會發展的需要，其在學科設置的靈活性、學生畢業后的就業率等方面已成為全澳大利亞的佼佼者，是澳大利亞享有盛譽的高等學府。

二、專業合作思路

旅游管理專業在大連大學與澳大利亞南十字星大學都是成熟專業，有著良好的專業辦學經驗和優秀的師資隊伍。澳大利亞南十字星大學的旅游管理專業是該校很突出的一個專業，隸屬于該校的旅游與酒店管理學院，該學院在澳大利亞利斯莫爾、考夫斯港、黃金海岸、悉尼分別有四個校區，同澳大利亞多家旅游組織和集團公司有著密切的合作伙伴關系，連續多年獲澳大利亞旅游行業教育優異獎。

為了引進國外優質教育資源，進一步提高旅游管理專業的辦學水平，經有關部門批準，大連大學與澳大利亞南十字星大學共同開辦旅游管理專業合作辦學項目。該合作辦學項目采用“‘2+2’”辦學模式，進入該項目的學生前兩年在大連大學學習，后兩年到澳大利亞南十字星大學學習，雙方互相承認學分。學生經過四年的學習，成績合格可分別獲得大連大學旅游管理專業本科畢業證書、學士學位證書，以及澳大利亞南十字星大學旅游管理專業的學士學位證書。

旅游管理專業是當今的急需專業，也是合作雙方的成熟專業。旅游管理專業“2+2”培養具有扎實的英語語言基礎，較高的語言交際能力，同時具備旅游管理專業知識和良好的綜合素質，系統地掌握旅游管理基本理論和技能，適應國內及國際市場經濟和旅游業發展，能在各級旅游行政管理部門、旅游單位從事旅游管理工作，具有現代化英語辦公能力、適應現代化管理的綜合型、應用型的國際人才。

三、教學模式探討

我國的旅游業本身起步較晚，相應的旅游管理專業高等教育體系形成也比較晚，大約在20世紀90年代才進入快速發展時期。在我國現有各大高校開設的旅游管理專業中，人才培養目標普遍比較籠統，專業綜合性較強，培養方案中體現出理論能力和實踐能力并重培養。在課程教學計劃中，公共基礎課占用大量學時，專業基礎課和專業方向課覆蓋范圍廣，針對性不強。

澳大利亞的旅游高等教育是由職業教育發展而來。最初的旅游專業課程出現在職業技術學院，后來隨著澳大利亞旅游業的不斷發展，旅游專業的高等教育也逐漸發展和完善起來。澳大利亞高校的旅游專業劃分較細，人才培養目標非常具體，不同的專業方向按照專業教學和能力要求開設不同的課程，注重旅游操作能力，實踐性強。針對細分的專業方向，各大高校的旅游專業課程設置門類劃分很細，突出專業方向性培養。

綜合我國旅游管理專業高等教育現狀，結合澳大利亞旅游專業高等教育的優勢，大連大學旅游管理專業“2+2”模式在教學模式和課程設置方面，注重外國語言基礎教育和旅游專業課程的國際導向。具體的課程設置如下所示。中方要求開設的課程

主要指按照國家教育部規定所學的各門公共基礎課程、專業基礎課程和專業課程，包括英語類課程、計算機類課程、數學類課程、政治理論類課程以及專業基礎課程和高級專業課程。基于“2+2”的培養模式，在英語類課程設置方面，不同于國內四年制的旅游管理專業，而是重視學生英語能力的培養和提高，增加英語學時，開設了英語聽、說、讀、寫以及雅思專項培訓等大量英語課程，為學生后兩年出國學習奠定基礎。與澳大利亞南十字星大學的對接課程

主要指澳大利亞南十字星大學要求在中國境內為學生開設的專業基礎課程及部分高級專業課程。這類課程由澳大利亞南十字星大學指定英文原版教材，提供課程的詳細大綱和樣本試卷，在大連大學采用雙語授課，試卷采用英文出題和作答。按照大連大學與南十字星大學的合作辦學協議，旅游管理專業有6門該類對接課程。此類課程集中體現了合作辦學的專業特色，引進和吸收了國外優質的教育資源。旅游管理專業“2+2”的具體課程設置

旅游管理專業“2+2”的專業特色是系統學習發達國家旅游管理理論和實務，使學生掌握西方旅游管理前沿理論和實踐，能夠從事跨文化環境下的國際商務和旅游與飯店管理工作。按照專業培養目標，結合“2+2”專業學生的學習特點，大連大學旅游管理專業“2+2”模式每學期開設的具體課程如圖1所示，圖中8個模塊分別表示第1學期～第8學期的課程設置，其中第1學期一第4學期的課程在大連大學完成，第5學期～第8學期的課程在南十字星大學完成。

圖1所有課程中綜合教育課程為46個學分，學科基礎課程為43個學分，專業基礎課程為38個學分，專業方向課程為54個學分，合計181個學分。按照《大連大學學分制學士學位工作細則》，如果旅游管理專業“2+2”模式的學生修滿規定的學分，將由大連大學授予他們管理學學士學位，由澳大利亞南十字星大學授予商學士學位。

旅游專業中外合作辦學建設報告

隨著全球化走向深入，無論對發達國家還是對發展中國家來說，國際合作辦學都是中等職業教育發展的新趨勢。就我校來說，開展國際合作辦學不但可以提升學校辦學層次、辦學水平，使教職員工具有更加開放、包容的國際化辦學理念和視野，也可以通過學習國外先進教學經驗，改善課程結構等，給學生提供接受國外先進高等教育的機會，提升學校在地方區域內的知名度。

為加大學校辦學模式改革力度，吸收更多國際職教先進經驗，增強學校辦學實力，同時為學生提供更多、更好的發展選擇，2011年9月，我校與新加坡智源教育學院簽署了旅游及酒店管理專業聯合辦學協議書，為本專業學生出國深造乃至就業提供了機遇與平臺。按照協議，赴智源教育學院留學的學生前三年在我校就讀，取得我校合格畢業的基本條件并滿足智源教育學院其它就讀條件之后，根據個人意愿并由我校擇優推薦，第四年進入智源教育學院完成大專課程進修，成績合格后由智源教育學院頒發大專畢業證書并推薦至國外相關行業就業。該項工作將于2013年下半年正式啟動。

同時為深化兩校合作，充分整合雙方教育資源，實現優勢互補，更好地借鑒吸收先進辦學理念，為本次國家中職教育改革發展示范校建設及本校今后的進一步發展注入新動力，智源教育學院同時表示愿意為我校提供

教師培訓業務，并提供一切培訓師資、培訓環境和培訓條件。我校國示校建設領導小組旅游專業建設領導李言奎、肖險峰兩位同志于2012年6月19日赴新加坡南洋理工學院進行了為期10天的“NYP辦學理念與院校管理”培訓，并順利取得了結業證書；2013年7月12至16日，專業帶頭人陳晴老師赴新加坡參加“職業教育模式與課程體系建設”培訓學習，引進了新加坡智源教育學校先進的課程體系理念、職業教育先進思想，從而指導旅游專業的教育教學改革，并與新加坡智源教育學院簽訂了《師資培訓意向性協議書》。

小結：

通過兩年示范校建設，旅游專業通過中外合作辦學，在更廣領域、更高層次與世界職業教育發達國家進行交流與合作，充分整合了雙方的教育資源，實現了優勢互補，共同培養師資和優秀的旅游及酒店管理專業人員，加強了我校師資的培養，提高了教師的素質；為學生提供了良好的學習環境和出國留學與就業的機會，更好的滿足了廣大家長希望子女接受良好教育的愿望；成為樂山區域中職類學校首家與國外職業教育學院簽訂聯合辦學的學校，起到了引領、示范作用。

上海立信會計學院中外合作辦學自主招生是與英國國際會計師公會合作的雙證書國際本科項目。立足于全球推崇的AIA管理、會計教學體系，課程內容為：會計、會計與金融、商務、工商管理、商務管理、商務會計、商務金融、商業與金融服務、國際會計、國際銀行與金融、國際物流與貿易金融、法律與金融、金融風險投資管理為中國學子提供廣泛專業方向的海外大學本科學歷.上海立信會計學院中外合作辦學出國的學制：2+1、3+1（即國內2年或3年 英/澳1年）、2+2（國內2年 美國2年）畢業獲得的證書是英國國際會計師資格證書英美澳學士學位（本科）。

上海立信會計學院和英國AIA會計師公會合作的出國留學項目。中外合作辦學計劃外招生，自主招生，免高考成績！報名之后需要參加我校組織的英文入學考試。

報名后，學生必須參加立信AIA國際的入學考試，確認入讀AIA專業課程的資格。測試成績相當于IELTS 5.0分及以上者，獲準進入2+1模式學習；測試成績相當于IELTS 4.0分及以上者，獲準進入3+1/3+0模式學習；測試成績相當于IELTS 3.5分者，獲準進入AIA預科課程學習。

本協議未盡事宜,或需變更,需經甲,乙雙方共同協商,做出書面補充協議;補充協議與本協議具有同等法律效力.ⅶ.change of the agreement

any change or affairs not stated in this agreement shall be covered by written supplemental agreement reached between both sides through negotiation.the supplemental agreement has the same legal effect as this agreement.八,協議的終止和不可抗力

本協議有效期滿時,自動終止.由于政治原因,自然災害,戰爭及其它不可預見因素,或對其發生及后果不能防止或避免的不可抗拒因素影響本協議的履行或不能按預定條件履行的,遇上述不可抗拒因素的一方應立即通知對方,并應在三十日內提供詳情及有效證明文件.因不可抗力致使本協議中止時,簽約雙方互不承擔經濟責任.因不可抗力致使本協議中止時,簽約雙方應共同對參加本教育項目學習的學生做出妥善安排,并將學生的損失降到最低限度.本協議執行期間,任何一方如有不規范操作,違背協議約定,在對方提出三次整改要求后仍未改正的情況下,對方有權提出解除本協議.但甲,乙雙方應繼續履行各自職責,完成未完成的培訓,不得侵犯已入學學生的合法權益.ⅷ.termination and force majeure

1.the agreement will be automatically terminated upon expiration.2.when unpredictable circumstances like political policy, natural disasters, war or other force majeure whose occurrence and consequences cannot be prevented, and which leads to the situation in which the agreement cannot be carried out or be implemented as planned, the party who suffers one of the above shall notify the counterpart without delay and provide details and valid supporting documents within thirty days.if the agreement has to terminate because of force majeure, neither side shall bear the economic responsibilities.in addition, both parties shall make proper arrangements for participants of the education program, and do their best to minimize the students'loss.3.during implementation of the agreement, if any party's improper conducts breach the agreement, and the said party makes no corrections after the counterpart's warning for three times, the counterpart shall have the right to suggest terminating the agreement.nevertheless, both sides have duties to complete the ongoing training and must not violate the legal rights and interests of the enrolled students.九,違約責任的認定和賠償

簽約的任何一方,不能按約定的時間,方式和要求履行本協議應承擔的責任,義務,均視為違約.違約方因其違約行為造成本協議目標不能實現或給簽約對方造成經濟損失,均應承擔相應的賠償責任.違約方因其違約行為或因已方不當行為侵害了教育項目的學生合法權益,或社會相關方面合法權益,或違反了中國法律及政府法令,均應獨自承擔相應的法律責任.違約方因其違約行為或因已方不當行為引發與第三方糾紛,致使無責任的簽約方被要求承擔連帶賠償責任時,無責任的簽約方有權要求有違約責任或實施不當行為的簽約方賠償相應的損失.ⅸ.establishment of breach responsibilities and indemnifications

1.it shall be regarded as breach if any side cannot implement the agreement and perform its own duties or responsibilities in accordance with the time, manner and requirements stipulated.2.if behaviors of the breach side cause the objective of the agreement not being realized or cause economic loss for the counterpart, the breach side shall bear the relevant compensation duties.3.if the breach behavior or improper behavior of the breach side violates the legal rights or interests of the students in this education program, or the relevant legal rights or interests of related organizations in the society, or the laws or government decrees of prc, the breach side shall undertake the related legal duties independently.4.if the breach behavior or improper behavior of the breach side causes dispute with a third party and involves the counterpart into the compensation affairs, the party who has no fault shall have the right to request the breach side(or the side which has improper behaviors)to indemnify the relevant loss.十,爭議的解決
