It is a great pleasure for me to join you at the third round of the China-US Strategic and Economic Dialogues(S&ED)here in Washington.We meet at a unique point in the history of China-US relations, as this year marks the 40th anniversary of the ping-pong diplomacy and of Dr.Kissinger's secret visit to China.Forty years ago, the desire of the Chinese and American people for friendly interactions, together with the decisiveness and courage of our political leaders, produced an unstoppable force of history.It pushed open the door of engagement between our two countries that had remained shut for over 20 years.Since then, no force in the world has ever had the power to close that door again.Today, as we review the past and look ahead to a better future of China-US relations, we cannot but pay high tribute to those ice-breakers, pioneers and builders of China-US relations.More importantly, we shall learn from their foresight and pioneering spirit, because we have to bring China-US relations forward.當前，中美關系同樣處在一個重要的歷史節點上。我們剛剛跨入本世紀第二個十年，正是在這個時候，胡錦濤主席同奧巴馬總統今年1月在華盛頓會晤，共同決定了建立和發展相互尊重、互利共贏的合作伙伴關系，為中美關系未來發展指明了方向。歷史正在并將繼續證明，兩國元首作出的這一決定是一個順應和平與發展歷史潮流、造福于中美兩國人民、造福于全人類的歷史性重大決定。

The China-US relationship, too, is at an extremely important point in history.President Hu Jintao and President Obama met in Washington this past January, a time when we have just entered the second decade of the 21st century.Together, the two Presidents decided to build a cooperative partnership based on mutual respect and mutual benefit, charting a clear course for the future of China-US relations.History will show that the decision they made is a historic one that accords with the tide of history and serves the benefit of the people of China, the United States and the world.誠然，要把這個重大的決定不折不扣地變成活生生的現實，把誓言變成實實在在的行動，不是一件容易的事情，必然會遇到種種困難、阻力和干擾。但我相信，只要中美雙方都看清21世紀和平、發展、合作的世界大勢，毫不動搖地堅持兩國元首確定的大方向，下定決心，排除萬難，就一定能走出一條嶄新的相互尊重、和諧相處、合作共贏的大國關系路子來，中美兩國人民和我們的子孫后代就一定能夠持久地生活在和平、友誼、合作的陽光之中。

I am doing this to implement the consensus of our Presidents for the achievement of one lofty goal: to make our two countries and peoples forever good friends and good partners, and to enable our children and children's children to live in peace and happiness.Could we ever let them down? 尊敬的克林頓國務卿、蓋特納財長，尊敬的王岐山副總理，女士們、先生們、朋友們：

今天，我們生活在地球兩端的兩個大國的代表再次相聚一起，繼續就事關中美關系的戰略性、長期性、全局性問題深入交換意見。

人們可以看到，中美戰略與經濟對話機制發展的3年，正是世界快速變化和中美關系快速發展的3年。胡錦濤主席與奧巴馬總統舉行了11次成功會晤。雙方發表了兩份《中美聯合聲明》。2011年1月，中美兩國元首達成了共建相互尊重、互利共贏的合作伙伴關系的重要共識，為新時期中美關系指明了方向。今年2月，習近平副主席成功訪美，進一步推動了中美合作伙伴關系的發展。實踐證明，3年多前中美兩國元首作出舉行中美戰略與經濟對話的決策是十分正確的。

朋友們，縱觀世界歷史，有太多大國爭霸禍及自身、殃及世界的慘痛教訓，兩次世界大戰更是給全人類帶來巨大的災難。我時常在想，我們身處21世紀，應該比我們的前人們更加聰明，應該能夠吸取歷史的深刻和慘痛教訓，順應世界歷史大勢，矢志不渝地努力探尋大國如何相處這個“老問題”的“新答案”，打破大國必然沖突對抗的所謂“歷史宿命”，為我們這個“地球村”帶來持久和平與繁榮。

自170多年前的鴉片戰爭以來，國家富強、民族復興、人民富足就一直是中國人民的崇高夢想，更是新中國成立60多年來中國人民堅持不懈的奮斗目標。我們走過彎路，經歷過挫折，也遭到過外來的各種封鎖、壓制和威脅，但是我們從來沒有動搖。今天，我們比任何時候都更加接近中華民族復興的目標，比任何時候都更加需要堅定不移地走自己所選擇的發展道路。與此同時，我們也要與世界上所有國家友好相處，共同發展。我們真誠致力于與世界上最大的發達國家美國建立和發展相互尊重、和諧相處、合作共贏的新型大國關系。

誠然，這不是一件輕而易舉的事情，但精誠所至，金石為開。不管前進道路上有多少艱難險阻，只要我們雙方都抱有赤誠，順應大勢，牢牢把握兩國元首確定的正確方向，以“愚公移山”的勁頭，每天挖山不止，不斷加強對話，增進互信，擴大合作，妥善處理分歧，就能實現我們的目標。我想，沒有任何力量能夠將中美兩個大國的關系推向沖突對抗的深淵，如果有人硬是要逆歷史潮流和人民意愿而動，必將受到歷史的審判。

在此我想特別指出的是，國與國之間相處的根本之道在于恪守國際關系基本準則，即相互尊重主權，尊重彼此核心利益，尊重各自對社會制度和發展道路的選擇。在大國之間尤其要這樣。13億中國人有權選擇走一條不同于美國和西方社會的、符合自己國情的、造福于中國人民也有利于世界的發展道路，任何人都不要指望中國人民離開自己的道路。

40年前尼克松總統訪華時，我還是一名青年外交官。近10年來，我有幸直接參與了中美關系的一些實際工作，同美國朋友們進行了多年的戰略對話，花了很多工夫探討構建中美兩個大國的新型關系問題。應該說，我們實際上達成了一個極具價值的共識，就是中美兩國絕不能重走歷史上大國沖突對抗的老路。是的，絕不能走那條路，那是一條絕路、死路。只能走一條新路，那是一條光明大道。

衷心希望本輪對話能對構筑中美新型關系做出新的努力和貢獻。

第五篇：第三輪中美戰略與經濟對話

中美關于促進經濟強勁、可持續、平衡增長和經濟合作的全面框架

遵循胡錦濤主席和奧巴馬總統于２０１１年１月２０日在華盛頓達成的共識，胡錦濤主席特別代表、中國國務院副總理王岐山和貝拉克·奧巴馬總統特別代表、美國財政部長蒂莫西·蓋特納在２０１１年５月舉行的第三輪中美戰略與經濟對話上確立了中美關于促進經濟強勁、可持續、平衡增長和經濟合作的全面框架（以下簡稱“全面框架”）。

中美兩國確認，雙方將基于共同利益，從戰略性、長期性、全局性的角度，推進更為廣泛的經濟合作，以共同建設全面互利的經濟伙伴關系，增進兩國繁榮與福祉，推動實現世界經濟強勁、可持續、平衡增長。

第一條

原 則

１．全面框架基于兩國各自促進經濟強勁、可持續、平衡增長以及不斷增加就業的國家利益。同時，中美經濟關系基于廣泛的共同利益和交匯利益。雙方認識到，對方經濟的健康和持續增長對自身繁榮不可或缺。

２．作為世界上最大的兩個經濟體，中美兩國的經濟發展成果和政策行動對全球經濟的健康有重要影響。雙方認識到并考慮其政策對全球經濟的影響，并合作加強支持全球增長和穩定的國際貿易和金融機構。

３．作為更大規模、更加緊密和更為廣泛的經濟合作的一部分，中美雙方正就影響對方利益的政策行動加大磋商力度。

４．依托現有對話和合作機制，落實中美合作框架。兩國重申落實中美戰略與經濟對話框架下經濟對話《聯合成果情況說明》中的承諾。

第二條

深化宏觀經濟合作

雙方認識到，兩國關于促進強勁、可持續和平衡增長的目標從根本上是一致的，承諾進一步加強宏觀經濟政策交流和協調。

５．雙方正進一步利用現有渠道，就與兩國經濟和世界經濟健康相關的宏觀經濟、財政、金融和結構性問題深化合作。

６．雙方重申支持二十國集團強勁、可持續和平衡增長框架，重申通過強勁的經濟增長和擴大就業來提高全體人民的生活水平，并采取全方位措施鞏固全球經濟復蘇，減少過度外部失衡并將經常賬戶失衡保持在可持續水平。雙方確認積極支持二十國集團互評進程。

７．雙方承諾與其他國家共同努力，維護國際貨幣環境的穩定。美方承諾對匯率過度波動保持警惕，中方承諾繼續增強人民幣匯率彈性。

第三條

發展更加平衡的貿易和投資關系

雙方認識到開放的貿易和投資對推動創新、創造就業、增加收入和促進經濟增長的重要意義，雙方承諾進一步擴大雙邊貿易與投資，促進更加開放的全球貿易與投資，反對貿易和投資保護主義。

８．雙方承諾采取綜合性措施促進更加平衡的中美貿易。

９．雙方承諾本著建設性、合作性和互利性的態度積極解決雙邊貿易和投資爭端。

１０．雙方認識到在首輪和第二輪中美戰略與經濟對話中雙方認同的政府采購和創新政策中非歧視原則的重要性，并重申繼續支持強有力的知識產權保護。

１１．雙方致力于營造開放、公平的投資環境，并繼續為兩國投資者增加透明度和可預見性。

１２．雙方同意在各自轉變經濟發展方式和調整經濟結構的過程中，包括基礎設施建設中，探索新的合作機遇。

１３．雙方承諾積極開展地方層級經濟合作，促進兩國企業、智庫、大學之間的溝通交流。雙方致力于完善中美投資論壇、中美省州長論壇、中美城市經濟合作會議機制，進一步推動兩國企業界和學術界“二軌”對話機制。

第四條

深化在金融領域的合作

雙方承諾進一步深化在金融部門發展、投資和監管領域的雙邊和多邊合作，合作支持生產性的資本流入兩國金融市場，促進兩國金融市場的效率與穩定。

１４．雙方認識到公平、開放的投資環境的重要性，在符合審慎原則并與國家安全要求一致的情況下，支持為金融服務投資和跨境證券投資營造開放的環境。

１５．雙方承諾深化雙邊以及在二十國集團、金融穩定理事會和國際標準制定機構的合作，確保金融穩定，加強金融監管。

第五條

加強區域和國際經濟合作

１６．美方歡迎中方在國際經濟事務中發揮更大作用。中國承認美國在國際經濟體系和亞太地區的重要作用，并歡迎美國參與亞太地區經濟穩定與繁榮并為其做出貢獻。

１７．雙方承諾加強交流和協作，支持二十國集團在國際經濟和金融事務中發揮更大作用。

１８．雙方認可亞太經合組織作為亞太經濟合作平臺的重要作用，承諾加強在亞太經合組織框架下的協調與合作。

１９．雙方承諾共同努力加強全球金融體系和改革國際金融框架。雙方繼續強有力的合作以提高國際貨幣基金組織、多邊開發銀行和其他涉及全球經濟治理機構的合法性和有效性。

２０．為實現聯合國千年發展目標，雙方共同促進國際社會援助發展中國家、特別是最不發達國家的努力。雙方致力于與多邊開發銀行協作，尋求合作支持全球減貧、發展和區域一體化，為包容性、可持續的經濟增長做出貢獻。
