鮑爾森財(cái)長，各位同事：

我非常高興在莊重典雅、具有中國古典建筑藝術(shù)風(fēng)格的“中信國安第一城”歡迎鮑爾森財(cái)長和各位美國同事，并在此舉行第三次中美戰(zhàn)略經(jīng)濟(jì)對(duì)話。

一年前，我們?cè)诒本┡e行了首次中美戰(zhàn)略經(jīng)濟(jì)對(duì)話，使胡錦濤主席和布什總統(tǒng)達(dá)成的創(chuàng)建中美戰(zhàn)略經(jīng)濟(jì)對(duì)話機(jī)制的共識(shí)成為現(xiàn)實(shí)。一年來，在中美兩國國家元首的密切關(guān)注和指導(dǎo)之下，中美戰(zhàn)略經(jīng)濟(jì)對(duì)話機(jī)制日趨成熟，發(fā)揮著日益重要的作用，對(duì)中美兩國經(jīng)貿(mào)關(guān)系乃至整體關(guān)系的穩(wěn)定和發(fā)展產(chǎn)生著越來越重要的積極影響，受到中美兩國人民乃至世界各國的廣泛關(guān)注。

首次中美戰(zhàn)略經(jīng)濟(jì)對(duì)話的主題是中美兩國的發(fā)展道路和經(jīng)濟(jì)發(fā)展戰(zhàn)略，第二次對(duì)話我們重點(diǎn)就影響中美經(jīng)濟(jì)關(guān)系的若干熱點(diǎn)問題進(jìn)行了討論，本次對(duì)話則是在更為廣泛的經(jīng)濟(jì)全球化的大背景之下，研究中美經(jīng)濟(jì)關(guān)系的現(xiàn)狀和未來的發(fā)展方向。我認(rèn)為本次對(duì)話的主題“抓住經(jīng)濟(jì)全球化的機(jī)遇和應(yīng)對(duì)經(jīng)濟(jì)全球化的挑戰(zhàn)”，既有戰(zhàn)略高度，又立足于現(xiàn)實(shí)的經(jīng)濟(jì)問題，順應(yīng)了當(dāng)今世界經(jīng)濟(jì)發(fā)展的主流和趨勢，反映了中美兩國人民十分關(guān)注的重點(diǎn)問題，也體現(xiàn)了中美兩國妥善解決經(jīng)濟(jì)關(guān)系快速發(fā)展過程中產(chǎn)生的矛盾和問題、深化合作的共同愿望。圍繞這一主題，會(huì)議將探討應(yīng)對(duì)經(jīng)濟(jì)全球化挑戰(zhàn)的政策措施、強(qiáng)化貿(mào)易誠信、加強(qiáng)在產(chǎn)品質(zhì)量和食品安全領(lǐng)域的合作、促進(jìn)經(jīng)濟(jì)平衡發(fā)展、加強(qiáng)在能源和環(huán)境領(lǐng)域的合作和改善投資環(huán)境。我相信根據(jù)這一主題，通過對(duì)重點(diǎn)問題的討論，會(huì)議一定能為深化中美兩國經(jīng)貿(mào)合作、推進(jìn)中美建設(shè)性合作關(guān)系的發(fā)展作出新的貢獻(xiàn)。

借此機(jī)會(huì)，我愿對(duì)中美經(jīng)貿(mào)關(guān)系未來發(fā)展和需要重點(diǎn)推進(jìn)的幾項(xiàng)工作提出建議：

第一，深刻理解中美兩國既是利益攸關(guān)方，又是建設(shè)性合作者的重要內(nèi)涵，理解中美經(jīng)貿(mào)關(guān)系是中美總體關(guān)系的基礎(chǔ)與紐帶的重要意義。中美貿(mào)易額從1972年尼克松總統(tǒng)訪華時(shí)幾乎為零的狀態(tài)，發(fā)展到今年有望突破3000億美元大關(guān)，雙方互為第二大貿(mào)易伙伴，中國連續(xù)五年成為美國增長最快的出口市場，這是中美兩國共同努力的結(jié)果，凝聚著兩國有識(shí)之士為雙邊經(jīng)貿(mào)關(guān)系發(fā)展付出的大量心血。中美經(jīng)貿(mào)關(guān)系的深化，直接造福于中美兩國人民，使他們的生活水平不斷提高。中美經(jīng)貿(mào)關(guān)系是互惠互利的，這一關(guān)系的發(fā)展同兩國政治關(guān)系、文化關(guān)系、科技關(guān)系等方方面面的發(fā)展密切相關(guān)、相輔相成。中美經(jīng)貿(mào)關(guān)系在不斷向前發(fā)展的過程中，推進(jìn)了中美其他領(lǐng)域合作的發(fā)展，成為中美整體關(guān)系的堅(jiān)實(shí)基礎(chǔ)。當(dāng)然，毋庸諱言，中美經(jīng)貿(mào)關(guān)系快速發(fā)展的過程中，也出現(xiàn)了一些矛盾和問題。對(duì)于這些矛盾和問題，只能通過對(duì)話和磋商加以解決。中美經(jīng)貿(mào)關(guān)系的歷史發(fā)展過程反復(fù)提示我們，對(duì)話勝于對(duì)抗，協(xié)商勝于指責(zé)。我們要以建設(shè)性的態(tài)度努力解決好中美經(jīng)貿(mào)關(guān)系中出現(xiàn)的問題，包括雙方共同努力采取綜合措施，逐步緩解中美貿(mào)易不平衡問題，并且通過化解矛盾、解決糾紛，將中美經(jīng)貿(mào)關(guān)系不斷推向新的高度，從而使中美兩國既是利益攸關(guān)方、又是建設(shè)性合作者的關(guān)系具有更加堅(jiān)實(shí)的經(jīng)濟(jì)基礎(chǔ)。

第二，通過深化對(duì)話和磋商，強(qiáng)化中美戰(zhàn)略互信，增進(jìn)彼此理解和照顧對(duì)方關(guān)切。經(jīng)濟(jì)全球化的快速發(fā)展，中美經(jīng)貿(mào)關(guān)系的不斷深化，使中美兩國人民經(jīng)濟(jì)生活的方方面面聯(lián)系更加密切，形成“你中有我、我中有你、互利共贏”的經(jīng)貿(mào)關(guān)系。我們均希望對(duì)方的經(jīng)濟(jì)能夠不斷持續(xù)地向前發(fā)展，從而使我們各自經(jīng)濟(jì)發(fā)展具有更廣闊的對(duì)外合作空間。正因?yàn)槿绱耍覀儾荒芡饽承├婕瘓F(tuán)以一己之私利，損害互惠共贏的雙邊經(jīng)濟(jì)關(guān)系。我們堅(jiān)決反對(duì)把經(jīng)貿(mào)問題政治化，坦率而言，經(jīng)貿(mào)問題政治化損害的不僅是對(duì)方利益，而且將兩敗俱傷。我特別關(guān)切美國國會(huì)迄今提出的50多項(xiàng)保護(hù)主義色彩濃厚的涉華經(jīng)貿(mào)議案，我必須坦率地告訴鮑爾森財(cái)長和各位美國同事，這些議案如獲通過，勢必嚴(yán)重?fù)p害中美經(jīng)貿(mào)關(guān)系。美國的企業(yè)家和美國的有識(shí)之士，已經(jīng)認(rèn)識(shí)到貿(mào)易保護(hù)主義傾向的嚴(yán)重后果和影響。我歡迎鮑爾森財(cái)長、古鐵雷斯部長和施瓦布貿(mào)易代表于7月30日就美參議院財(cái)委會(huì)和銀行委員會(huì)分別提出的有關(guān)議案聯(lián)名致信美國國會(huì)，指出美國國會(huì)的行動(dòng)“所起的作用適得其反”，并明確表示反對(duì)上述立法行動(dòng)。我也愿提醒大家注意9月26日美國160家跨國公司和行業(yè)協(xié)會(huì)致美國國會(huì)的聯(lián)名信。簽署這封信的公司，既包括英特爾、微軟、IBM、惠普這樣的高科技公司，也有沃爾瑪、百思買等大型零售店；既有花旗集團(tuán)、摩根斯坦利、紐約人壽等主要金融機(jī)構(gòu)，也包括可口可樂、寶潔、雪弗龍、通用電器等大型工業(yè)企業(yè)。聯(lián)名信特別強(qiáng)調(diào)，對(duì)華貿(mào)易制裁只會(huì)導(dǎo)致弊大于利的結(jié)果。使用貿(mào)易保護(hù)主義做法，要求某一國家為美國經(jīng)濟(jì)自身存在的結(jié)構(gòu)性問題承擔(dān)責(zé)任，不僅無效，而且將損害美國的利益。我希望美國政府、美國國會(huì)和美國媒體，能夠傾聽美國企業(yè)的呼聲，能夠從美國的整體利益出發(fā)，順應(yīng)經(jīng)濟(jì)全球化的歷史發(fā)展趨勢，理解中美關(guān)系的大局和中美經(jīng)貿(mào)關(guān)系互利雙贏的性質(zhì)，采取正確的經(jīng)貿(mào)政策措施，確保中美兩國人民能夠從不斷發(fā)展的中美經(jīng)貿(mào)關(guān)系中獲得更多實(shí)實(shí)在在的利益。

第三，妥善處理中美經(jīng)貿(mào)關(guān)系發(fā)展過程中的新問題，化問題和挑戰(zhàn)為深化合作的機(jī)遇，拓展中美經(jīng)貿(mào)合作的深度和廣度。中美兩國經(jīng)貿(mào)關(guān)系規(guī)模之大，涉及范圍之廣，牽涉各方面利益之深，已經(jīng)使其成為當(dāng)今世界最為復(fù)雜的經(jīng)濟(jì)關(guān)系。這就需要我們站在戰(zhàn)略高度，用更高的智慧，更大的勇氣，采取更加有力的政策措施，創(chuàng)造性地處理好在經(jīng)貿(mào)關(guān)系發(fā)展過程中不斷出現(xiàn)的各種新問題，把問題和挑戰(zhàn)化為深化合作的機(jī)遇，為中美經(jīng)貿(mào)關(guān)系的健康發(fā)展創(chuàng)造新的動(dòng)力。當(dāng)前中美經(jīng)貿(mào)關(guān)系中出現(xiàn)的產(chǎn)品質(zhì)量和食品安全問題，就是一個(gè)突出的事例。在經(jīng)濟(jì)全球化的大環(huán)境之下，產(chǎn)品質(zhì)量和食品安全確實(shí)具有跨國境的全球性影響，這就要求相關(guān)國家增強(qiáng)合作意識(shí)，承擔(dān)相應(yīng)責(zé)任，強(qiáng)化有關(guān)機(jī)制，確保公眾生活質(zhì)量和安全。中國政府高度重視這一問題，成立了以我本人為組長的國務(wù)院產(chǎn)品質(zhì)量和食品安全領(lǐng)導(dǎo)小組，在全國范圍內(nèi)開展了為期四個(gè)月的專項(xiàng)整治特別行動(dòng)。同時(shí)，我也要實(shí)事求是地向美方指出，在強(qiáng)化產(chǎn)品質(zhì)量和食品安全方面美國應(yīng)負(fù)的責(zé)任。我注意到，美方也加強(qiáng)了相關(guān)的整治活動(dòng)。我高興地看到，在中美戰(zhàn)略經(jīng)濟(jì)對(duì)話的框架之下，雙方就這一問題進(jìn)行了深入坦率的討論，在加強(qiáng)互信和合作的精神指導(dǎo)下，磋商取得了實(shí)質(zhì)性的進(jìn)展。本次會(huì)議前，雙方簽署了《中美關(guān)于食品、飼料安全的合作協(xié)議》和《中美藥品、醫(yī)療器械安全合作備忘錄》，這突出表明我們雙方對(duì)話和合作的誠意和效果。我還要指出，雙方在環(huán)境和能源領(lǐng)域具有進(jìn)一步深化合作的巨大潛力，我們要進(jìn)一步擴(kuò)大合作領(lǐng)域，爭取取得新的合作成果。在中美經(jīng)貿(mào)不平衡方面，我曾反復(fù)表明，中方不刻意追求大額貿(mào)易順差，我們的政策是實(shí)現(xiàn)國際收支的基本平衡。解決好中美貿(mào)易不平衡問題，需要我們雙方共同努力。我再次強(qiáng)調(diào)，美國應(yīng)放寬對(duì)中國民用高技術(shù)產(chǎn)品的出口，這也是美國的國家利益所在。中國已連續(xù)五年成為美國出口增長最快的國家，美國在對(duì)華出口方面，仍有很大的增長空間，中國的政策是明確的，中國對(duì)美國產(chǎn)品敞開大門，關(guān)鍵在美方的政策。美方利益的實(shí)現(xiàn)，取決于美國自己對(duì)其政策的把握。我希望美方在這一問題上，能有新的思維，能夠擺脫傳統(tǒng)思想的束縛，從美國自身利益出發(fā)，擴(kuò)大美國對(duì)中國民用高技術(shù)產(chǎn)品的出口，增加美國對(duì)中國市場的占有率。胡錦濤總書記不久前在中國共產(chǎn)黨第十七次全國代表大會(huì)上宣布了確保到2020年實(shí)現(xiàn)全面建成小康社會(huì)的奮斗目標(biāo)，其中包括增強(qiáng)發(fā)展協(xié)調(diào)性，努力實(shí)現(xiàn)經(jīng)濟(jì)又好又快發(fā)展，中國要在2000年的基礎(chǔ)上，到2020年把中國人均GDP翻兩番；建設(shè)生態(tài)文明，即基本形成節(jié)約能源和保護(hù)生態(tài)環(huán)境的產(chǎn)業(yè)結(jié)構(gòu)、增長方式、消費(fèi)模式。這是非常重大的政策宣示，表明中國的國內(nèi)消費(fèi)將進(jìn)一步擴(kuò)大，中國國內(nèi)市場的空間將產(chǎn)生巨大的飛躍，中國的發(fā)展質(zhì)量將進(jìn)一步提高。中國對(duì)市場產(chǎn)品特別是環(huán)保產(chǎn)品的需求，將更加大幅度地增加。我希望我們的美國朋友，能夠把握住機(jī)遇，通過中美雙方的共同努力，使中美經(jīng)貿(mào)關(guān)系逐漸趨于平衡。

鮑爾森財(cái)長，在中美經(jīng)貿(mào)關(guān)系歷史發(fā)展的關(guān)鍵時(shí)刻，我們將要舉行的第三次中美戰(zhàn)略經(jīng)濟(jì)對(duì)話具有特別的意義，我期待著通過本次對(duì)話，中美雙方將深化經(jīng)濟(jì)全球化對(duì)中美兩國經(jīng)濟(jì)影響的認(rèn)識(shí)，在具體議題的討論上取得重大進(jìn)展，有助于中美經(jīng)貿(mào)關(guān)系中出現(xiàn)問題的解決和矛盾的化解，堅(jiān)定不移地貫徹中美兩國國家元首關(guān)于中美戰(zhàn)略經(jīng)濟(jì)對(duì)話的共識(shí)，推動(dòng)中美經(jīng)貿(mào)關(guān)系的不斷向前發(fā)展，造福于中美兩國人民。預(yù)祝第三次中美戰(zhàn)略經(jīng)濟(jì)對(duì)話取得成功！

Dear Secretary Henry Paulson, Dear colleagues，I am delighted to welcome you to the Grand Epoch City, a garden city of classical Chinese architecture to attend the Third China-US Strategic Economic Dialogue.This time last year, following the agreement reached between President Hu Jiantao and President Bush, we held the First China-US Strategic Economic Dialogue in Beijing.Since then, thanks to the personal attention paid and guidance given by the two presidents, the SED mechanism has grown in strength.Attracting widespread public attention in both countries and the international community, it has played an increasingly important role in ensuring the stability and growth of not only China-US business ties, but also our overall relations.The First China-US Strategic Economic Dialogue focused on the Development Road and Economic Development Strategy of China and the United States.During the second Dialogue, we discussed key issues concerning China-US business relations.And we are meeting for this round of the Dialogue to review the current state of these relations in the broader context of economic globalization and look ahead at their future growth.The theme for the Dialogue, namely, Seizing the Opportunities of Economic Globalization and Dealing with the Challenges of Economic Globalization, is of both strategic and practical significance.It echoes the trend of the current global economic development, addresses key issues of concern to both China and the United States, and demonstrates our shared desire to resolve difficulties and problems that have occurred in the course of the rapid growth of bilateral business ties and deepen China-US cooperation.Under this theme, we will discuss such topics as policy steps to meet challenges posed by economic globalization, integrity of trade, cooperation on product quality and food safety, balanced economic development, cooperation on energy and environmental protection, and improving investment environment.I am confident that our discussions on both the general theme and specific topics of the Dialogue will help boost both China-US business ties and the growth of China-US constructive and cooperative relations.I wish to take this opportunity to discuss the future growth of our business relations and the priority areas we need to focus on..First, China and the United States are both stakeholders and constructive partners.We need to fully appreciate the important weight this relationship carries and the fact that business ties are both the foundation and a key area of the overall China-US relations.In 1972, when late President Nixon made his first visit to China, our trade was almost non-existent.By contrast, it is expected to exceed US$ 300 billion.China and the United States are each other's second largest trading partners, and China has been the fastest growing export market for the United States for five consecutive years.We owe such progress to the joint efforts of both countries, and we salute all the people in both countries who have worked so hard to build strong business ties between the two countries.The dynamic growth of China-US business ties has benefited our two peoples, making life better for them.Our business relations are win-win in nature.They are closely linked to our relations in the political, cultural, scientific, technological and other fields, and these ties are mutually reinforcing.The strong growth of our business ties has boosted our cooperation in other fields, thus becoming a solid foundation for the growth of overall China-US relations.In the course of the rapid growth of China-US business relations, some difficulties and problems have occurred.This is normal, and these difficulties and problems can only be resolved through dialogue and consultation.The history of China-US business relations has repeatedly shown us that it is dialogue and consultation, not confrontation and finger pointing, that have enabled the relations to grow.We should address issues in our business relations in a constructive way.We should make joint efforts and adopt comprehensive measures to ease trade imbalance and resolve disputes so as to further boost our business relations.And this will lay a more solid economic foundation for growing the relations between China and the Unites States who are both stakeholders and constructive partners.Second, we should strengthen strategic mutual trust, enhance mutual understanding and accommodate each other's concerns through deepened dialogue and consultation.Thanks to accelerated economic globalization, the growing China-US business relations featuring interdependence, mutual benefit and win-win progress have brought our two peoples increasingly closer to each other.We all hope that both our economies will enjoy sustained growth so as to create more opportunities to expand cooperation in the interest of our respective development.This is why we must not allow some interest groups to harm our win-win business relations in pursuit of their selfish interests.We must oppose attempt to politicize trade issues.Politicizing trade issues will harm the interests of not just one side, but both sides.I am particularly concerned about the 50 or so protectionist China-related bills introduced in the US Congress.Secretary Paulson and other American colleagues, I need to be quite candid about this: If these bills are adopted, they will severely undermine US business ties with China.I have noticed that the American business community and public figures with vision have seen the grave consequences of protectionism.In this connection, I welcome the joint letter sent by Secretary Paulson, Secretary Gutierrez, and Ambassador Schwab to the Congress on July 30th, concerning the bills respectively sponsored by the Senate Committee on Finance and the Senate Committee on Banking, Housing and Urban Affairs.Secretary Paulson, you and your colleagues rightly pointed out in the letter that these moves can only be “counter-productive”, and stated your explicit opposition to them.I also wish to draw your attention to a joint letter sent by 160 US multinational corporations and industry associations to the Congress on 26 September.The American corporations which signed the letter include high-tech companies such as Intel, Microsoft, IBM and HP, mega retail store chains such as Wal-Mart and Best Buy, Citibank, Morgan Stanley, New York Life and other major financial institutions and leading American companies like Coco-cola, Procter & Gamble, Chevron and General Electric.It is emphasized in the letter that US trade sanctions against China would only cause negative impact rather than a positive one.Obviously, to resort to trade protectionism and blame another country for the structural problems in the US economy is the wrong approach which would only harm the interest of United States itself.I hope that the US administration, the Congress and the media will heed the voice of the business community.I hope they will not lose sight of the larger interests of the United States, follow the historical trend of economic globalization, appreciate the importance of its overall relations with China and the mutually beneficial nature of our business ties, and pursue the right trade policy so as to enable our two peoples to gain more from the continuous growth of China-US business relations.Third, we should properly address new issues emerging in the course of the growth of China-US business relations, turn difficulties and challenges into opportunities for cooperation and develop China-US business ties in both depth and width.China-US business relationship is the most complex one in today's world owing to its huge scale, broad scope and the extensive interests of various parties involved.This requires us to view this relationship from a strategic height, demonstrate greater vision and courage, and adopt more effective policy measures to handle in a creative way issues that have occurred as our business ties expand.We should endeavor to turn difficulties and challenges into opportunities for cooperation, and add new momentum to the growth of our business relations.A case in point is the issue of product quality and food safety.As economic globalization gathers momentum, product quality and food safety have become a global issue.This means that the countries concerned must increase cooperation, assume their due responsibilities and strengthen related mechanisms to ensure the quality and safety of people's life.The Chinese Government takes this issue very seriously.For instance, the Leading Group for Product Quality and Food Safety under the State Council has been set up, and I am head of the Group.The Chinese Government has launched a four-month long nationwide campaign to improve product quality and food safety.At the same time, I need to point out frankly that the United States should also assume its due share of responsibility for improving product quality and food safety.I have noticed that the US side has intensified efforts to address this issue.I am glad that China and the United States have had in-depth and frank discussions on this issue within the SED framework.Acting in a spirit of enhancing mutual trust and cooperation, we have made substantive progress in the consultations.Before this round of the Dialogue, the two sides signed the Memorandum of Agreement on Food and Feed Safety and the Agreement on the Safety of Drugs and Medical Devices, which fully demonstrate our resolve to solve the issue through dialogue and cooperation and the progress made.I also wish to stress that there is enormous potential for further bilateral cooperation in the fields of environment and energy.We need to expand areas of cooperation and make new progress in them.As to China-US trade imbalance, I have repeatedly stated that China has no intention to seek large trade surplus with the United States.Our policy is to maintain a basic balance in international payments.To address China-US trade imbalance requires the concerted efforts of both sides.Here, I once again call on the United States to relax export control over export of high-tech products for civilian use to China.This is in your own interest.China has been the fastest growing export market for the United States for five years, and there is great potential for increasing US export to China.China's policy toward the US import is very clear, and its door is wide open to American products.The key is what policy the United States should pursue.Whether the United States can increase its export to China hinges on what policy it will follow.I hope the US side will change the outdated mindset and see the new horizon.My point is clear: Expand export of civilian-use high-tech products to China, and you can enlarge your market share in China.This is where your interest lies.At the recently-concluded 17th National Congress of the Communist Party of China, General Secretary Hu Jintao outlined the policy measures we will adopt to build a moderately prosperous society in all respects in China by 2020.We will promote coordinated development to ensure both sound and fast economic growth.We aim to quadruple China's per capita GDP of 2000 by 2020.We will promote a conservation culture.This means we will basically achieve the goal of making China's economic structure, model of growth and mode of consumption energy-efficient and environment-friendly.These policy steps have sent a very important message to the world: China will greatly expand its domestic consumption.This, in turn, will greatly increase the size of China's domestic market and sustain the balanced development in China.China's demand for products and particularly environment-friendly products will grow more rapidly.It is my hope that the United States will seize the opportunity and work in partnership with us to achieve eventual balance in trade.Secretary Paulson，The Third round of Strategic Economic Dialogue carries special significance as it is being held at an important stage in our business relations.I hope that through this Dialogue, we will gain a better understanding of the impact of economic globalization on our respective economies, and make major progress on specific issues on the agenda of the Dialogue.This will help us narrow differences and mitigate problems in our business relations, fully implement the agreement between the two presidents on the SED and grow our business relations to the benefit of our two peoples.In conclusion, I wish the Third China-US Strategic Economic Dialogue every success!

克林頓國務(wù)卿，蓋特納財(cái)長，各位來賓，女士們，先生們，朋友們：

Secretary Clinton，Secretary Timothy Geithner，Distinguished guests，Ladies and gentlemen，Dear friends，時(shí)隔兩年，中美戰(zhàn)略與經(jīng)濟(jì)對(duì)話再次在北京舉行，中美雙方將共同探討新形勢下如何推動(dòng)兩國關(guān)系向前發(fā)展。首先，我謹(jǐn)對(duì)第四輪中美戰(zhàn)略與經(jīng)濟(jì)對(duì)話開幕，表示祝賀！對(duì)遠(yuǎn)道而來的美國朋友們，表示歡迎！

Today after two years, a new round of China-US Strategic and Economic Dialogues(S&ED)has opened here in Beijing.During the dialogue, our two sides will discuss ways to advance China-US relations under the new circumstances.I wish to extend congratulations on the opening of the fourth round of the S&ED and welcome to our American friends coming from afar.2009年，我同奧巴馬總統(tǒng)在倫敦會(huì)晤時(shí)共同商定，建立中美戰(zhàn)略與經(jīng)濟(jì)對(duì)話機(jī)制。3年多來，中美戰(zhàn)略與經(jīng)濟(jì)對(duì)話作為兩國級(jí)別最高、參與部門最多、討論議題最廣的機(jī)制，促進(jìn)了兩國高層戰(zhàn)略溝通，加深了對(duì)彼此戰(zhàn)略意圖和政策的了解，擴(kuò)大了對(duì)中美關(guān)系發(fā)展方向的共識(shí)；有力推進(jìn)了互利合作，增進(jìn)了兩國人民相互了解和友誼；豐富了兩國各領(lǐng)域各層次交流溝通。

President Obama and I agreed to establish the S&ED when we met in London in 2009.This is the highest-level mechanism between our two countries that involves the most extensive participation by our government departments and has a most wide-ranging agenda.Over the past three years and more, the S&ED has facilitated high-level strategic consultation between our two countries.We have increased understanding of each other's strategic intentions and policies and expanded consensus on the future course of China-US relations.The S&ED has given a strong boost to our mutually beneficial cooperation and contributed to mutual understanding and friendship between our two peoples.It has enriched exchanges and consultations between the two countries in various fields and at various levels.在本輪對(duì)話中，希望雙方再接再厲，共同努力，既立足當(dāng)前，又著眼長遠(yuǎn)，推動(dòng)中美戰(zhàn)略與經(jīng)濟(jì)對(duì)話成為兩國加強(qiáng)戰(zhàn)略溝通、增進(jìn)戰(zhàn)略互信、促進(jìn)戰(zhàn)略合作的長效機(jī)制，為建設(shè)中美合作伙伴關(guān)系不斷進(jìn)行探索和實(shí)踐。

I hope that the two sides will continue to make concerted efforts during this round of S&ED.We need to both focus on the present and look ahead to the future.We should make the S&ED a long-term mechanism for us to intensify strategic consultation, enhance strategic mutual trust and promote strategic cooperation, a mechanism that helps us explore ways to build China-US cooperative partnership.女士們、先生們！

Ladies and gentlemen，40年前，中美兩國老一輩領(lǐng)導(dǎo)人用“跨越太平洋的握手”開啟了中美關(guān)系的大門，開始探索不同社會(huì)制度、歷史文化、發(fā)展階段大國的相處之道。40年來，中美關(guān)系發(fā)展的廣度和深度，遠(yuǎn)遠(yuǎn)超過了當(dāng)年人們的想象。

Forty years ago, the Chinese and American leaders of the older generation opened the door of China-US relations with a handshake across the Pacific Ocean, and this started the process of exploring how our two major countries, different in social system, history, culture and development stage, should treat each other.Today 40 years on, China-US relations have grown well beyond what people could have imagined at that time.一年前，我對(duì)美國進(jìn)行了國事訪問，同奧巴馬總統(tǒng)就共同建設(shè)相互尊重、互利共贏的合作伙伴關(guān)系達(dá)成重要共識(shí)。中美分別是當(dāng)今世界最大的發(fā)展中國家和最大的發(fā)達(dá)國家，中美關(guān)系持續(xù)健康穩(wěn)定向前發(fā)展，不僅能給兩國人民帶來實(shí)實(shí)在在的利益，而且將為促進(jìn)世界和平、穩(wěn)定、繁榮作出寶貴貢獻(xiàn)。

A year ago, I paid a state visit to the United States and reached an important agreement with President Obama on working together to build a China-US cooperative partnership based on mutual respect and mutual benefit.China and the United States are respectively the largest developing country and the largest developed country.The sustained, sound and steady growth of our relations will not only deliver real benefits to our two peoples but also make valuable contributions to world peace, stability and prosperity.女士們、先生們！

Ladies and gentlemen，當(dāng)今世界，經(jīng)濟(jì)全球化深入發(fā)展，科技進(jìn)步日新月異，機(jī)遇和挑戰(zhàn)并存。各國人民都期待２１世紀(jì)成為人類歷史上第一個(gè)共享和平安寧、共同發(fā)展繁榮的世紀(jì)。人們認(rèn)為，中美合作將給兩國和世界帶來巨大機(jī)遇，中美對(duì)抗將給兩國和世界帶來巨大損害。無論國際風(fēng)云如何變幻，無論中美兩國國內(nèi)情況如何發(fā)展，雙方都應(yīng)該堅(jiān)定推進(jìn)合作伙伴關(guān)系建設(shè)，努力發(fā)展讓兩國人民放心、讓各國人民安心的新型大國關(guān)系。

The world today is in deepening economic globalization and rapid scientific and technological advances.We face both opportunities and challenges.People of all countries hope that the 21st century will be the first century in human history in which we can all enjoy peace, stability, development and prosperity.People believe that cooperation between China and the United States will bring enormous opportunities to the two countries and the whole world, while confrontation between the two will bring grave harm to all.Whatever changes may take place in the world and no matter how the domestic situations in our two countries may evolve, China and the United States should be firmly committed to advancing the cooperative partnership and build a new type of relations between major countries that is reassuring to both of our two peoples and to peoples across the world.發(fā)展中美新型大國關(guān)系，需要?jiǎng)?chuàng)新思維。40年前，中美發(fā)表《上海公報(bào)》是一個(gè)創(chuàng)舉，《上海公報(bào)》在肯定雙方共同點(diǎn)的同時(shí)，如實(shí)列出存在的分歧，確立了中美關(guān)系的基本指導(dǎo)原則。當(dāng)前，人類已進(jìn)入21世紀(jì)第二個(gè)十年。我們的思想、政策、行動(dòng)應(yīng)該與時(shí)俱進(jìn)，以創(chuàng)新的思維、切實(shí)的行動(dòng)，打破歷史上大國對(duì)抗沖突的傳統(tǒng)邏輯，探索經(jīng)濟(jì)全球化時(shí)代發(fā)展大國關(guān)系的新路徑。

To build such of a new type of relations between China and United States as two major countries, we need to think creatively.Forty years ago, China and Untied States made a creative move by issuing the Shanghai Communiqué.The Communiqué, which both affirmed the shared views of the two countries and listed their differences truthfully, established the basic principles on China-US relations.We are now in the second decade of the 21st century and we need to advance with the times in our thinking, policies and actions.We should, through creative thinking and concrete steps, prove that the traditional belief that big powers are bound to enter into confrontation and conflicts is wrong, and seek new ways of developing relations between major countries in the era of economic globalization.發(fā)展中美新型大國關(guān)系，需要相互信任。我們這個(gè)星球有足夠大的空間，應(yīng)能容得下中美兩國和其他國家共同發(fā)展。改革開放30多年來，中國堅(jiān)持和平發(fā)展，開創(chuàng)了一條依靠中國人民勤勞智慧、通過中國人民同各國人民合作共贏實(shí)現(xiàn)發(fā)展的正確道路。走和平發(fā)展道路，是我們始終不變的戰(zhàn)略選擇，是中國對(duì)全世界的鄭重承諾。

To build a new type of relations between China and the United States, we need to trust each other.The world we live in is big enough for China, the United States and all other countries to achieve common development.Over the past 30 years, since its reform and opening-up course started, China has, through the hard work and wisdom of the Chinese people and win-win cooperation with the people around the world, pursued peaceful development.This is the right path to development that we have embarked on.To follow the path of peaceful development is our strategic choice which we will never change, and it is a solemn commitment that China has made to the world.發(fā)展中美新型大國關(guān)系，需要平等互諒。中美兩國國情不同，不可能在所有問題上都意見一致。雙方必須學(xué)會(huì)相互尊重，善于抓住“同”，把共同利益的蛋糕做大；正確對(duì)待“異”，尊重和照顧彼此利益關(guān)切。對(duì)存在的分歧，應(yīng)通過對(duì)話交流，增進(jìn)理解，妥善處理，以免影響中美關(guān)系大局。

To build a new type of relations between China and the United States, we need to act in spirit of equality and mutual understanding.Given different national conditions, it is impossible for China and the United States to see eye to eye on every issue.The two sides must know how to respect each other, be good at expanding common ground and make the pile of our convergent interests bigger.We should approach our differences in a correct way and respect and accommodate each other's interests and concerns.We should properly manage differences through dialogues and exchanges and by improving mutual understanding, so that these differences will not undermine the larger interests of China-US relations.發(fā)展中美新型大國關(guān)系，需要積極行動(dòng)。中國有句古話，為者常成，行者常至。我們要采取扎實(shí)有效的行動(dòng)，把雙方達(dá)成的各項(xiàng)共識(shí)落到實(shí)處，推動(dòng)廣泛領(lǐng)域務(wù)實(shí)合作，加強(qiáng)在國際和地區(qū)問題上的協(xié)調(diào)，促進(jìn)亞太地區(qū)乃至世界和平穩(wěn)定，讓兩國人民和各國人民切實(shí)享受中美合作帶來的好處。

To build a new type of relations between China and the United States, we need to work actively.As an old Chinese saying goes, only by working diligently can one achieve his goal and only by walking tirelessly can one reach his destination.We need to take solid and effective steps to implement what we have agreed upon.We should enhance practical cooperation in a wide range of areas, step up coordination on regional and international issues, promote peace and stability in the Asia-Pacific and beyond and bring the benefits of China-US cooperation to the people of our two countries and the whole world.發(fā)展中美新型大國關(guān)系，需要厚植友誼。國之交在于民相親。我們要積極推進(jìn)兩國社會(huì)各界交流交往，讓更多人成為中美友好合作的參與者、支持者。我高興地得知，第三輪中美人文交流高層磋商將與第四輪中美戰(zhàn)略與經(jīng)濟(jì)對(duì)話同時(shí)舉行，期待第三輪磋商進(jìn)一步促進(jìn)中美兩國人民相互了解和友誼。

To build a new type of relations between China and the United States, we need to nourish our friendship.Friendship between people holds the key to growing good relations between states.We should actively promote exchanges between China and America from all walks of life and encourage greater public participation in the course of promoting China-US friendship and cooperation.I am glad to know that the third meeting of China-US high-level consultation on people to people exchange will be held at the same time of the fourth round of the S&ED.I hope that this meeting will further enhance the mutual understanding and friendship between the two peoples.女士們、先生們！

Ladies and gentlemen，我們所在的這個(gè)大廳叫芳菲苑。中國唐代詩人韓愈有兩句詩：“草木知春不久歸，百般紅紫斗芳菲。”意思是時(shí)不我待，必須奮發(fā)進(jìn)取。中美關(guān)系正面臨進(jìn)一步發(fā)展的機(jī)遇，同時(shí)也面臨新的挑戰(zhàn)。讓我們抓住機(jī)遇，排除干擾，共同努力，走出一條相互尊重、合作共贏的新型大國關(guān)系之路。

The room in which we are having this meeting is called Fangfeiyuan, or the Hall of Flowers.The name of the hall reminds me of a line in a poem by Chinese Tang Dynasty poet Han Yu describing late spring--the plants know spring will soon wave them goodbye, hundreds of red and violet flowers in beauty vie.It shows that time waits for no man and one must work hard and keep advancing.China and the United States now face new opportunities to further grow our relations.We're also confronted with new challenges.Let us seize opportunities and remove interference and work together to build a new type of relations between major countries featuring mutual respect and win-win cooperation.預(yù)祝第四輪中美戰(zhàn)略與經(jīng)濟(jì)對(duì)話取得圓滿成功。

To set up the S&ED mechanism is an important agreement that President Obama and I have reached.It is also a strategic move aimed at strengthening the mutually-benefcial cooperation between the two countries in various areas and promoting the sound, steady ,comprehensive and in-depth development of China-US relations in the new era.Since the launch of this mechanism in April, Chinese and US teams headed by special representatives of the two presidents have made careful preparations and tremendous efforts to implement the agreement of the leaders and ensure the smooth convocation of the first-round dialogue as scheduled.I highly appreciate your efforts.作為世界上有重要影響的國家，中美兩國在事關(guān)人類和平與發(fā)展的一系列重大問題上肩負(fù)著重要責(zé)任，擁有廣泛的共同利益和廣闊的合作空間。在當(dāng)前復(fù)雜多變的國際經(jīng)濟(jì)政治形勢下，中美雙方通過戰(zhàn)略與經(jīng)濟(jì)對(duì)話，擴(kuò)大共識(shí)，減少分歧，加深互信，促進(jìn)合作，符合雙方共同利益，有利于推動(dòng)中美關(guān)系朝著積極合作全面的方向發(fā)展，對(duì)世界的和平、穩(wěn)定與發(fā)展、繁榮也具有重要意義。

As two countries with significant influence in the world，China and the United States shoulder important responsibilities on a host of major issues concerning peace and development of mankind and enjoy extensive common interests and broad space for cooperation.In the face of the complex and changing international economic and political situation, our two countries should endeavor to expand common grounds,reduce differnces and enhance mutual trust and strengthen cooperation through the stategic and economic dialogues.This serves the common interests of the two sides and will help advance a positive, cooperative and comprehensive relationship between China and the United States.It is also of great importance for peace, stability and prosperity of the whole world.希望雙方平等協(xié)商，坦誠交流，集思廣益，就兩國關(guān)系發(fā)展中戰(zhàn)略性、長期性、全局性問題進(jìn)行深入溝通；希望雙方開闊思路，務(wù)實(shí)進(jìn)取，共謀雙贏，廣泛探討擴(kuò)大兩國互利合作的新領(lǐng)域、新方式、新途徑。我相信，在雙方團(tuán)隊(duì)的共同努力下，中美戰(zhàn)略與經(jīng)濟(jì)對(duì)話機(jī)制一定能夠不斷完善和發(fā)展，為促進(jìn)兩國各領(lǐng)域互利合作、發(fā)展積極合作全面的中美關(guān)系，注入新活力、作出新貢獻(xiàn)。
