冬令時(shí)-簡(jiǎn)介

高緯度和中緯度的許多國(guó)家為了充分利用夏季的太陽(yáng)光照，節(jié)約照明用電，而又不變動(dòng)作息時(shí)間，實(shí)行夏令時(shí)。即在夏季到來(lái)前，把時(shí)針撥快一小時(shí)，到下半季秋季來(lái)臨前，再把時(shí)針撥回一小時(shí)。實(shí)行夏令時(shí)的日期一般是：4-9月（北半球）10-3月（南半球）。

在我國(guó)每年九月中旬第一個(gè)星期日的凌晨2時(shí)整（北京夏令時(shí)），將時(shí)鐘撥回一小時(shí)，這是冬令時(shí)；再?gòu)乃脑轮醒谝粋€(gè)星期日的凌晨2時(shí)整（北京時(shí)間），將時(shí)鐘撥快一小時(shí),這是夏令時(shí);一般以五月一日和十月一月作為分界線。我國(guó)于1986年開(kāi)始實(shí)行夏令時(shí)，夏令期間，北京時(shí)間改為北京夏令時(shí)，1992年終止實(shí)行。

歷史上，法國(guó)最早于1916年效仿英國(guó)實(shí)行冬令時(shí)制，二戰(zhàn)期間取消；第一次石油危機(jī)之后，為了節(jié)約能源，1976年，法國(guó)又恢復(fù)冬令時(shí)制。

法方認(rèn)為，法國(guó)實(shí)行夏冬雙時(shí)制，每年可減少4%的照明用電需求。

歐盟于1986年采用夏冬雙時(shí)制，但成員國(guó)做法上有些差別。

目前，大部分成員國(guó)是以柏林子午線為準(zhǔn)，冬季，格林威治時(shí)間+1；夏季，格林威治時(shí)間+2。

英國(guó)、愛(ài)爾蘭和葡萄牙是以格林威治子午線為準(zhǔn)，冬季，格林威治時(shí)間；夏季，格林威治時(shí)間+1。

希臘和芬蘭是以土耳其安卡拉子午線為準(zhǔn)，冬季，格林威治時(shí)間+2；夏季，格林威治時(shí)間+3。

目前，采用冬令時(shí)制的國(guó)家還有墨西哥、加拿大、美國(guó)、俄羅斯、巴西、敘利亞、以色列、埃及和約旦等。

而在中國(guó)，為什么開(kāi)始實(shí)行了冬令時(shí)后來(lái)又取消了呢？原來(lái)，在第一次世界大戰(zhàn)期間，有些國(guó)家為了節(jié)約燃料，用法律規(guī)定，將其疆域內(nèi)的統(tǒng)一時(shí)間在夏季提前一小時(shí)或半小時(shí),到了冬季,又恢復(fù)到原來(lái)的統(tǒng)一時(shí)間。這種在夏季提前的時(shí)間稱為法定時(shí)或夏令時(shí)。這種辦法后來(lái)一直被某些國(guó)家和地區(qū)沿用下來(lái)，例如英國(guó)、美國(guó)的一些州。10月29日是十月份的最后一個(gè)星期天，美國(guó)的夏令時(shí)結(jié)束了，改成冬令時(shí)。那天晚上十二點(diǎn)鐘，筆者將時(shí)鐘撥慢了一個(gè)小時(shí)，心想第二天早上可以好好的多睡一個(gè)鐘頭。沒(méi)料到生理時(shí)鐘又不爭(zhēng)氣，根本還沒(méi)有覺(jué)悟到什么是是夏令時(shí)，什么是冬令時(shí)，覺(jué)得應(yīng)該醒來(lái)的時(shí)候還是醒了，就這樣在星期一大早就無(wú)緣無(wú)故多出了一個(gè)鐘頭的時(shí)間，反正閑著無(wú)聊，臨時(shí)決定冒充冒充主流社會(huì)人士，模仿高級(jí)華人的豪華生活，泡一杯熱檸檬茶，配上幾塊可恥死（cookies）準(zhǔn)備享受一番。

望著熱氣騰騰的檸檬茶和擺在進(jìn)口的碟子（中國(guó)進(jìn)口）上的可恥死，筆者突然想到1987年第一次從「主流國(guó)」（注：「主流國(guó)」是旅美自稱高級(jí)的華人對(duì)美國(guó)的昵稱）回到中國(guó)，剛好碰到中國(guó)那一年首次實(shí)行夏令時(shí)制度，跟親朋好友約定見(jiàn)面時(shí)間，他們一個(gè)個(gè)都會(huì)緊接著問(wèn)一句：「是新時(shí)間，還是舊時(shí)間？」剛開(kāi)始筆者聽(tīng)了這句話真的是丈二和尚摸不著頭腦，不明白中國(guó)為何有新舊時(shí)間之分？后來(lái)才了解到原來(lái)中國(guó)政府學(xué)習(xí)美國(guó)「節(jié)省能源之說(shuō)」推行夏令時(shí)，但是中國(guó)的老百姓不習(xí)慣夏令時(shí)間，特別是農(nóng)民，往往將約定的時(shí)間弄錯(cuò)了，于是乎他們稱夏令時(shí)為「新時(shí)間」。

筆者曾好奇地問(wèn)當(dāng)?shù)氐霓r(nóng)民：「夏令時(shí)一到，你們把時(shí)鐘調(diào)快一個(gè)鐘頭，凡事按照夏令時(shí)作業(yè)不就得了，干嗎要這么勞心費(fèi)神的分為舊時(shí)間、新時(shí)間，這不是自己給自己添亂嗎？」

沒(méi)想到農(nóng)民義正辭嚴(yán)正色地回答說(shuō)：「實(shí)行夏令時(shí)才是真正給我們添亂子、找岔子，看天上太陽(yáng)的位置明明是九點(diǎn)，可夏令時(shí)硬要說(shuō)是十點(diǎn)，我們是必須充分利用陽(yáng)光能源的人，日出而作、日落而息是我們農(nóng)民真正的工作時(shí)間表。老天爺不會(huì)因?yàn)橄牧顣r(shí)的出現(xiàn)讓太陽(yáng)提早一個(gè)小時(shí)下山的，我們也不會(huì)因?yàn)橄牧顣r(shí)的出現(xiàn)而更改原先的作息時(shí)間。」第二年中國(guó)廢止了夏令時(shí)的實(shí)行。

眾所周知，夏天日長(zhǎng)夜短，把時(shí)間撥快，晚上八九點(diǎn)才天黑，感覺(jué)上愈顯得白天特別長(zhǎng)了；冬天日短夜長(zhǎng)，將時(shí)間撥慢，傍晚四五點(diǎn)就已經(jīng)天黑了，冬夜顯得更加的漫長(zhǎng)了。按照地球自轉(zhuǎn)的規(guī)律，要真正利用太陽(yáng)能，應(yīng)該將夏天時(shí)間撥慢，冬天時(shí)間撥快才對(duì)，筆者想來(lái)想去想不通，不知道現(xiàn)在每一年都在美國(guó)實(shí)行的夏令時(shí)當(dāng)初是誰(shuí)最早提倡的？為什么至今不廢止？因?yàn)橄牧顣r(shí)并沒(méi)有真正到達(dá)節(jié)省能源、利用太陽(yáng)能的目的。

中國(guó)農(nóng)民「我們必須是充分利用陽(yáng)光能源的人」一句話一針見(jiàn)血地點(diǎn)出了夏令時(shí)的弊病。筆者糊里糊涂過(guò)了三十多年的夏令時(shí)，而且年年都在夏令時(shí)、冬令時(shí)交接的時(shí)候，必須花費(fèi)一、二個(gè)星期甚至更長(zhǎng)的時(shí)間“倒時(shí)差”，以適應(yīng)「新時(shí)間」的到來(lái)，卻從未考慮到夏令時(shí)本身存在的弊病，直到今天才恍然大悟，表面上看來(lái)應(yīng)該是屬于落后一族的中國(guó)農(nóng)民，他們的思維卻比筆者先進(jìn)了幾十年。再?gòu)牧硗庖粋€(gè)角度來(lái)看，也從最根本的角度反應(yīng)出西方國(guó)家推行的制度并不像高級(jí)華人口中所形容的絕對(duì)完善，絕對(duì)正確。

世界五大洲諸多國(guó)家眼中，歐美國(guó)家是重視科學(xué)、科技尖端的發(fā)達(dá)先進(jìn)國(guó)家，尤其是美國(guó)，其實(shí)不然，這些國(guó)家面對(duì)明明是錯(cuò)誤的，行不通的事情，卻也常常不能及時(shí)將它們糾正過(guò)來(lái)。譬如說(shuō)，以前英國(guó)鼓勵(lì)割掉剛出生不久的嬰兒的闌尾，生在英國(guó)貴族家庭的嬰兒更是絕對(duì)不能幸免的，以及因喉嚨發(fā)炎鼓勵(lì)病人割掉扁桃腺，就是與目前實(shí)行夏令時(shí)相類似的例子。眾所周知，闌尾和扁桃腺是人體內(nèi)的警鐘，沒(méi)有了這兩個(gè)警鐘發(fā)出提醒病人應(yīng)該吃藥、打針的警告，醫(yī)生無(wú)法正確掌握病人的病情發(fā)展、病理狀況，等發(fā)現(xiàn)病人病情嚴(yán)重的時(shí)候，往往已經(jīng)是病入膏肓的時(shí)候。多年的臨床教訓(xùn)，醫(yī)生終于發(fā)現(xiàn)闌尾和扁桃腺不是到了非割不可的時(shí)候，千萬(wàn)不能割掉，于是就灰溜溜地暗自決定不再鼓勵(lì)割嬰兒的闌尾和病人的扁桃腺了，沒(méi)有任何公開(kāi)的聲明，也沒(méi)有向民眾表示對(duì)不起。也許那一天美國(guó)的政客們突然心血來(lái)潮，夏令時(shí)也像英國(guó)割闌尾、割扁桃腺一樣，一夜之間突然銷(xiāo)聲匿跡了，不再重現(xiàn)美國(guó)，當(dāng)然也不會(huì)有任何聲明，和承認(rèn)錯(cuò)誤之說(shuō)。

當(dāng)今世界的每一個(gè)國(guó)家不管是先進(jìn)的、發(fā)展中的、還是落后的都在追求能源，追求取之不盡、用之不竭的太陽(yáng)能，夏令時(shí)并不像美國(guó)政府剛剛推行時(shí)所鼓吹的那樣能夠節(jié)省能源，為什么仍然年復(fù)一年實(shí)行夏令時(shí)？為什么從來(lái)沒(méi)有那一位政客或是改革家提出廢止夏令時(shí)？最主要的原因是因?yàn)橹袊?guó)是世界上第一個(gè)廢止夏令時(shí)的國(guó)家，美國(guó)的眾多政治家雖然沒(méi)有公開(kāi)表明反共主張，但在其骨子里頭徹徹底底將中國(guó)視為美國(guó)的假想敵國(guó)，他們因?yàn)榉垂菜枷刖芙^承認(rèn)實(shí)行夏令時(shí)是一個(gè)不恰當(dāng)?shù)臎Q策，不承認(rèn)夏令時(shí)帶來(lái)的諸多弊病。

歐美的政治家、改革家對(duì)于中國(guó)的發(fā)明、新發(fā)現(xiàn)（除了耍盡騙、偷、搶、奪等手段占為己有，然后改頭換面變成他們手中的發(fā)明、新發(fā)現(xiàn)，另當(dāng)別論），往往出現(xiàn)習(xí)慣性排斥，當(dāng)作看不見(jiàn)，沒(méi)有這么一回事。他們持著「如入芝蘭之室，久而不覺(jué)其香；如入鮑魚(yú)之肆，久而不聞其臭」的態(tài)度拒絕接受，那怕是對(duì)人民有用處的、有價(jià)值的，他們依舊假裝看不見(jiàn)，并自欺欺人地認(rèn)為中國(guó)的發(fā)明、新發(fā)現(xiàn)是錯(cuò)誤的，是不可信的。最后受損失的是這些國(guó)家的人民。美國(guó)連一個(gè)節(jié)省能源的問(wèn)題都沒(méi)有辦法與其他國(guó)家包括中國(guó)在內(nèi)取得一致的看法，又從何談起建立所謂的全球性的地球村？

中國(guó)在這方面表現(xiàn)得比較出色，比較英明，可以汲取外國(guó)的經(jīng)驗(yàn)，在實(shí)踐過(guò)程中如果發(fā)現(xiàn)不符合中國(guó)國(guó)情的，馬上廢止。但是筆者堅(jiān)決反對(duì)凡事都跟隨美國(guó)，照搬照抄美國(guó)現(xiàn)行的制度、政策，不要說(shuō)美國(guó)現(xiàn)行的制度、政策存在有諸多的漏洞和不完善的地方，即使是符合美國(guó)人民利益的，也不一定完全符合中國(guó)人民的利益。

總而言之，用全盤(pán)西化的方式發(fā)展中國(guó)是行不通的，中國(guó)應(yīng)該努力探討實(shí)踐走有中國(guó)特色適合中國(guó)國(guó)情的道路。

Every time I ponder about the reasons why our predecessors would produce works with such inenarrable emotions, I find there seem some similarities between our minds.Yet I cannot help lamenting their literary masterpieces while I am struggling for the very cause in my innermost world.Now I come to realize that it has been ridiculous for me to equate death with life, long life with short life.The descendents view us just the way we look at our predecessors, and how woeful it is!Hence I write down all the names of the attendees and put their poetry into record.Conditions may go with the changes of time, but people’s emotions shall stay the same.I believe the following readers will still have much to mediate about life and death when appreciating this poetry anthology.每覽昔人興感之由，若合一契，未嘗不臨文嗟悼(jiē dào)，不能喻之于懷。固知一死生為虛誕，齊彭殤(shāng)為妄作。后之視今，亦猶今之視昔，悲夫！故列敘時(shí)人，錄其所述，雖世殊事異，所以興懷，其致一也。后之覽者，亦將有感于斯文。

was happy once the Passover started because I like the Passover a lot.I was sad and scared when the Passover ended because just as it ended, the news came that Assyrian army was invading Israel.At least it wasn’t Judah that Assyria was attacking.But I was still scared because I heard from our own spies that Assyria was planning a attack on Judah right after they captured Israel.I was almost scared to death by the thought of being invaded.每次過(guò)逾越節(jié)我都很高興，我個(gè)人是非常喜歡這個(gè)節(jié)日，但是這次卻是個(gè)例外。剛過(guò)完這節(jié)日沒(méi)多久，我就聽(tīng)到了一個(gè)令人沮喪的消息。北邊大國(guó)亞述的軍隊(duì)入侵了以色列國(guó)。雖然說(shuō)他們沒(méi)有繼續(xù)進(jìn)攻猶大國(guó)，但我還是心里忍不住擔(dān)心受怕，因?yàn)閾?jù)我們的情報(bào)人員報(bào)告說(shuō)：亞述人打算成功占據(jù)以色列后，猶大國(guó)就成了他們的下一個(gè)獵物目標(biāo)。我現(xiàn)在一思想這樣的情景就有點(diǎn)害怕。

“Why should they come here finding lots of fresh water to drink?” Hezekiah said.He then gathered his army for the defence of the cities in Judah.I decided to volunteer for the army.I was an officer from the beginning.“亞述王來(lái)，為何讓他得著許多水喝呢？”希西家問(wèn)道。接著他就集聚，許多人塞了一切泉源，并通流國(guó)中的小河。讓他的軍隊(duì)肩負(fù)起保護(hù)猶大國(guó)的責(zé)任。我深受鼓舞，也決定參軍去

保衛(wèi)祖國(guó)。要知道我一開(kāi)始就給一個(gè)小軍官當(dāng)呢。

Hezekiah also built another wall in front of the first wall of Jerusalem.He reinforced the supporting landforms that guarded Jerusalem like the hills outside of Jerusalem.Our king also made large quantities of shields and weapons.希西家王下令在耶路撒冷原來(lái)的圍墻外再加固一堵墻。他力圖自強(qiáng)，修筑好所有被毀壞的城墻。所建的新墻皆與城樓相齊，又在城外又筑一城。制造了許多軍器、盾牌。

“We should be strong and courageous,” He said to the army officers.“Just like Joshua was when he was leading the Israelites.We should not be discouraged by the large army that Sennacherib has prepared for the siege of Judah.” He added.“Most importantly, God will be with us in the battle and we do not have to be afraid.”

“我們應(yīng)該勇敢的保衛(wèi)自己的國(guó)家，就像當(dāng)年耶和華帶領(lǐng)著以色列人那樣。雖然亞述王西拿基立已經(jīng)做好充分的準(zhǔn)備來(lái)侵略我們的國(guó)家，但我們也不應(yīng)該感到害怕。”希西家王對(duì)他的那些軍官們說(shuō)道。緊接著，他又加了一句：“最重要的是，上帝永遠(yuǎn)與我們同在。你們當(dāng)剛強(qiáng)壯膽，不要因亞述王和跟隨他的大軍恐懼驚慌，因?yàn)榕c我們同在的，比與他們同在的更大！與他們同在的是肉臂，與我們同在的是耶和華我們的神！他必幫助我們，為我們爭(zhēng)戰(zhàn)。”百姓就靠猶大王希西家的話，安然無(wú)懼了。

Sennacherib and all his forces were going to siege Lachish.He also sent his officers to Jerusalem with a message for Hezekiah.那個(gè)時(shí)候亞述王西拿基立正在集中火力進(jìn)攻拉吉，但他還是派臣仆來(lái)見(jiàn)希西家王并帶來(lái)口信。

“This is what Sennacherib, our master says: How are you going to find your own confidence that you remain in your homes under siege?” The messengers said.“When you say God will save us, he is misleading you and going to let you die of hunger and thirst.Did you not know what happened to all the other nations?” They mocked.“Were the gods of those nations able to stop them from my hand? No, so how can your God save you from my hand?” Sennacherib’s officers then kept on speaking against the Lord our God and against our King Hezekiah.臣仆說(shuō)：“我們亞述王西拿基立說(shuō)的原話如下：當(dāng)我們亞述的軍隊(duì)兵臨你們城下時(shí)，你有何信心保衛(wèi)你自己的國(guó)家呢？”臣仆接著說(shuō)：“當(dāng)你們說(shuō)上帝會(huì)來(lái)拯救你們時(shí)，要知道這是在誤導(dǎo)你們，你們的神最終將會(huì)讓你死于兵荒馬亂。你知道其他那些國(guó)家的慘狀嗎？當(dāng)我們大肆殺戮他們的軍隊(duì)和民眾時(shí)，你們的上帝在哪里呢？祂怎么不出面來(lái)阻止我們的殺戳行動(dòng)呢？現(xiàn)在，你們又怎么能指望祂來(lái)拯救你們呢？”亞述王西拿基立的那個(gè)臣仆不僅冷嘲熱諷，還說(shuō)了些對(duì)上帝和希西家王極不尊敬的話。

They also wrote letters insulting our God.The commanders of Sennacherib’s army called out to our people in Hebrew.亞述王西拿基立還寫(xiě)信辱罵我們的上帝，還把猶太居民集中在一起，用希伯來(lái)語(yǔ)念這封信。

“The God of Jerusalem will fall like the other Gods of the other people in the world, the work of men’s hands.” When Hezekiah heard the words, he and Isaiah, the prophet, burst into tears and cried out to the Lord in heaven about the matter.The Lord answered sending a angel and he killed all the fighting men, leaders and officers of the army of Assyria in the camp.Sennacherib went back home terrified.As he was praying to his own gods, two of his own sons killed him and ran away.The Lord and Hezekiah are now highly regarded by all nations!

“耶路撒冷的神將和世界上其他地方的那些神那樣，面對(duì)我們強(qiáng)大的亞述軍隊(duì)都將束手無(wú)策。”當(dāng)希西家王聽(tīng)到這番話后，他和亞摩斯的兒子先知以賽亞因此流淚禱告，向天上的父
