尊敬的劍橋大學(xué)校長(zhǎng)博里塞維奇爵士,老師們,同學(xué)們:

It is my great pleasure and privilege to visit Cambridge at the invitation of the Vice Chancellor and to speak at the Judge Business School.這是我出使英國(guó)后第一次來到劍橋,但我對(duì)劍橋絲毫沒有陌生感。

This is my first visit to Cambridge as Chinese Ambassador to the UK.Yet Cambridge is no stranger to me.雖然我到英國(guó)后先去了牛津,但我知道“牛津出首相、劍橋出諾貝爾獎(jiǎng)”這句佳話,知道劍橋大學(xué)校友獲得了88個(gè)諾貝爾獎(jiǎng),相當(dāng)于英國(guó)所獲諾獎(jiǎng)的總和,在世界所有大學(xué)中保持最高紀(jì)錄。

I heard a saying: “If you want to meet prime ministers, go to Oxford;but for Nobel Prize winners, go to Cambridge”.Cambridge alumni won 88 Nobel Prizes, as many as the prizes won by Britain as a country, ranking first in all the universities around the world.我最早相識(shí)劍橋,是因?yàn)樾熘灸ο壬谶@里留下了《再別康橋》這樣的千古絕唱,也是因?yàn)槔罴s瑟博士在這里寫就了鴻篇巨著《中國(guó)科學(xué)技術(shù)史》。

I first got to know Cambridge from Chinese poet Xu Zhimo who wrote his best-known poem Farewell to Cambridge, and later from Dr Joseph Needham who wrote and edited the epic series Science and Civilisation in China.我第一次走進(jìn)“劍橋”,是29年前我在美國(guó)塔夫茨大學(xué)弗萊徹學(xué)院讀書的時(shí)候。當(dāng)時(shí)弗萊徹學(xué)院由塔夫茨大學(xué)和哈佛大學(xué)共同管理,兩院校圖書館使用統(tǒng)一索引,我經(jīng)常去位于“劍橋”的哈佛大學(xué)圖書館查閱資料。

My first visit to a place called Cambridge was 29 years ago when I was a student at the Fletcher School of Law and Diplomacy, which was then jointly administered by Tufts and Harvard.As Fletcher and Harvard shared the same library call number, I went to the Harvard Cambridge Library quite often.今天,我走進(jìn)“正宗”的劍橋,這既是一次工作性質(zhì)的訪問,推動(dòng)劍橋大學(xué)與中國(guó)的教育合作,也是一次個(gè)人的精神尋旅,品味劍橋800年的文化積淀。當(dāng)然,我也愿就大家關(guān)心的中國(guó)話題,與你們交流討論。

Today I have finally come to the real Cambridge, both on a personal journey to fulfil a long-cherished dream of seeing Cambridge and experiencing its 800-year heritage and on an official visit to discuss educational cooperation and to talk about China.上周,根據(jù)中日兩國(guó)的最新GDP統(tǒng)計(jì)數(shù)字,中國(guó)正式超過日本成為了世界第二大經(jīng)濟(jì)體。世界上各大媒體都將此作為熱點(diǎn)新聞進(jìn)行報(bào)道。世界再次聚焦中國(guó),圍繞中國(guó)問題的討論一直方興未艾,現(xiàn)在再次升溫。我總結(jié)了一下人們熱議的幾個(gè)問題:一是中國(guó)成為世界第二說明了什么?二是中國(guó)是否很快會(huì)成為世界第一?三是中國(guó)能否持續(xù)高速發(fā)展?四是中國(guó)發(fā)展對(duì)世界意味什么?今天,我想就這些問題談?wù)勎业目捶ā?/p>

Last week one of the headline news was that China has officially overtaken Japan as the world's second largest economy.This has put China in the limelight once again and stoked an ongoing discussion about China.Many questions were asked: What does China being the second largest economy tell us? How soon is China going to be number one? Will China be able to sustain such rapid growth? What does China's development mean to the world? The list can go on and on.But these are the most asked questions.Let me share my thoughts about these questions.首先,中國(guó)成為世界第二大經(jīng)濟(jì)體說明什么?我認(rèn)為,它說明了中國(guó)發(fā)展道路的成功。

First question: What does it tell us that China rolls in at number two? I think it tells the successful story of China's development.中國(guó)為什么會(huì)取得如此成功?中國(guó)成功的經(jīng)驗(yàn)是什么?中國(guó)成功靠走適合自己國(guó)情的道路。一個(gè)十三億人口的大國(guó),一個(gè)有五千年文明歷史的古國(guó),該走什么樣的道路才能發(fā)展,教科書上沒有現(xiàn)成的答案,歷史上也沒有可以參考的先例。但中國(guó)人“摸著石頭過河”,牢牢把握自己的國(guó)情,不斷探索實(shí)踐,開拓創(chuàng)新,借鑒吸取世界各國(guó)有益經(jīng)驗(yàn),實(shí)現(xiàn)了天翻地覆的變化。

The secret of China's success is simple and open.That is China has found a development model well suited to its national conditions.How should we go about developing a country with 1.3 billion people and a history of 5 thousand years? Neither textbooks nor history has given us the ready answer.As Mr Deng Xiaoping termed it, we managed to “cross the river by feeling for the stones”.We explored our way forward in a pioneering spirit by combining the useful experiences of other countries with the unique circumstances of China.中國(guó)成功靠“改革開放”。開放,不僅是經(jīng)濟(jì)上的對(duì)外開放,從封閉半封閉到全方位、多層次、寬領(lǐng)域?qū)ν忾_放,更是思想頭腦的解放,社會(huì)的自由寬松,政府的公開透明。改革,不僅是改革經(jīng)濟(jì)制度,將高度集中的計(jì)劃經(jīng)濟(jì)體制改革為充滿生機(jī)和活力的社會(huì)主義市場(chǎng)經(jīng)濟(jì)體制,也是政治、社會(huì)、文化的全面改革和建設(shè)。

China's success also lies in its commitment to reform and opening-up.Opening-up means embracing the global economy at every level and in every area.But it is much more than that.It also means freeing your mind, fostering a more open and diverse society.It means nurturing a culture of open and transparent government.Reform is about transforming the planned economy to a vibrant socialist market economy.It is also about making comprehensive progress in political, social and cultural spheres.西方有些人認(rèn)為,中國(guó)只搞經(jīng)濟(jì)改革,不搞政治改革。這是對(duì)中國(guó)全面改革的一種誤解。事實(shí)上,30多年來,中國(guó)的經(jīng)濟(jì)體制改革每推進(jìn)一步,政治體制改革也深化一步。人民代表大會(huì)制度、中國(guó)共產(chǎn)黨領(lǐng)導(dǎo)的多黨合作和政治協(xié)商制度,在中國(guó)政治生活中的地位和作用越來越大。30多年來,中國(guó)民主法制建設(shè)不斷加強(qiáng),堅(jiān)持依法治國(guó),幾千年形成的人治社會(huì)正在向法治社會(huì)轉(zhuǎn)變。30多年來,中國(guó)人權(quán)事業(yè)有了大發(fā)展,我們將尊重和保障人權(quán)寫入了憲法,依法保障全體社會(huì)成員平等參與、平等發(fā)展的權(quán)利,同時(shí)加強(qiáng)國(guó)際人權(quán)合作。

Some people in the West believe China has carried out reform only in economic sector, not in political system.This is a misunderstanding of China's comprehensive reform.During the past 3 decades, political reform has come with economic reform every step of the way, and political progress has been achieved hand in hand with economic growth.We have seen a growing role of the National People's Congress and multi-party political consultation under the leadership of the Communist Party.Democratic decision making and the legal system has been strengthened.The millennium-old pattern of “rule by man” is giving way to the rule of law.We have also seen significant progress in human rights.The promotion and protection of human rights has been written into the Chinese Constitution.All citizens enjoy the rights protected by law to equal participation and development.We have also strengthened international cooperation on human rights.歷史上,中國(guó)并非沒有嘗試過西方式的民主,但都并未給中國(guó)帶來繁榮和富強(qiáng)。今天,我們找到了一條適合自己發(fā)展的道路,建立了有中國(guó)特色的民主制度,我們有什么理由動(dòng)搖?有什么理由折騰?

It was not for lack of trying that Western-style democracy did not bring China the prosperity and strength it had wanted so badly in its modern history.Now that we have found our own road to success and Chinese style democracy, why should we waver or give it up?

第二個(gè)問題,中國(guó)是否已在坐二望一,很快超過美國(guó)?回答這個(gè)問題前,我們不妨看以下幾對(duì)關(guān)鍵詞:

Second question, how soon is China going to overtake the US? Before we answer this question, let's look at some key words:

一是“總量”和“人均”。盡管中國(guó)經(jīng)濟(jì)總量成了世界第二,去年達(dá)到5.8萬億美元,但人均GDP只有4300美元,仍排在世界百位左右,離中等發(fā)達(dá)國(guó)家相距甚遠(yuǎn),僅占英國(guó)的1/9,美國(guó)的1/10。

“Aggregates” and “per capita”.China's economic aggregates stood at 5.8 trillion US dollars in 2010, ranking second in the world.But its per capita GDP was merely 4,300 US dollars, lower than about 100 other countries, only one ninth of the UK, and one tenth of the US.二是“沿?!迸c“內(nèi)地”及“城市”與“農(nóng)村”。中國(guó)的沿海很發(fā)達(dá),城市很繁榮,但是中國(guó)西部經(jīng)濟(jì)仍很落后,而且中國(guó)的城鎮(zhèn)化率僅有46%,城鄉(xiāng)居民收入比高達(dá)3.23:1。我曾在中國(guó)最貧困的省份之一甘肅擔(dān)任兩年省長(zhǎng)助理,對(duì)此深有感受。甘肅地處大西北,自然條件惡劣,沙漠化對(duì)當(dāng)?shù)厝嗣竦纳鏄?gòu)成了嚴(yán)峻挑戰(zhàn),經(jīng)濟(jì)發(fā)展困難很大。許多農(nóng)村的孩子們沒有電腦,更從來沒有上過互聯(lián)網(wǎng)。很多孩子在完成國(guó)家9年義務(wù)階段教育后,由于經(jīng)濟(jì)原因不得不中止學(xué)業(yè)。

“Coastal” and “inland”, “urban” and “rural”.We have in China both rich cities in the coastal regions and under developed poor regions in the west of the country.The urbanisation rate is only 46%, and the urban/rural income ratio is as high as 3.23 to 1.I served for two years as Assistant Governor in one of the poorest provinces in northwest China – Gansu.Gansu suffers from tough natural conditions.Desertification threatens the livelihood of the local people and economic development is a huge challenge.Many of the children in the countryside do not have access to computers or the internet.Many boys and girls have to drop out of school because their families cannot afford their continued education.三是“制造”與“創(chuàng)造”。中國(guó)是制造業(yè)大國(guó),但很多產(chǎn)品只有加工、封裝等勞動(dòng)力密集型環(huán)節(jié)在中國(guó)完成,研發(fā)設(shè)計(jì)、關(guān)鍵部件和市場(chǎng)營(yíng)銷都在國(guó)外,中國(guó)處在國(guó)際產(chǎn)業(yè)鏈的末端。中國(guó)出口商品中90%是貼牌生產(chǎn),每部手機(jī)售價(jià)的20%、計(jì)算機(jī)售價(jià)的30%、數(shù)控機(jī)床售價(jià)的20%到40%,都要支付給國(guó)外專利持有者。從“中國(guó)制造”到“中國(guó)創(chuàng)造”還有很長(zhǎng)的路要走。

“Made in China” and “created in China”.For all its manufacturing strength, China is still at the lower end of the value chain.In many cases only the labour-intensive parts of production such as processing and packaging are done in China.R&D, design, key components and marketing are done elsewhere.90% of China's export commodities are OEM products.20% of the retail value of every mobile phone, 30% that of computers and 20-40% that of Computer Numerical Control machine tools go to foreign patent owners.There is still a long way to go from “Made in China” to “created in China”.四是“粗放”與“集約”。有數(shù)據(jù)顯示,中國(guó)單位GDP的能耗是國(guó)際水平的三至四倍,是英國(guó)的八倍。中國(guó)消耗了全球46%的鋼鐵、16%的能源、52%的水泥,但僅創(chuàng)造了全球8%左右的GDP。中國(guó)經(jīng)濟(jì)發(fā)展效率還有待大幅提升,需要從“粗放型”向“集約型”發(fā)展。

“Energy-intensive” and “energy-efficient”.Statistics show that China's energy intensity is 3 to 4 times that of the international average and 8 times that of the UK.China consumes 46% of the world's iron and steel, 16% of energy, 52% of cement, and only produces 8% of the world's GDP.China still has a lot to do to raise the quality and efficiency of its economic growth.因此,中國(guó)經(jīng)濟(jì)總量雖然已居世界第二,但人均水平和GDP質(zhì)量還遠(yuǎn)沒有達(dá)到發(fā)達(dá)國(guó)家的水平。我們不是“謙虛”,也不是“虛偽”,更不是想逃避“責(zé)任”,而是中國(guó)仍然是一個(gè)不折不扣的發(fā)展中國(guó)家。集中精力搞建設(shè),一心一意謀發(fā)展,是我們長(zhǎng)期的優(yōu)先任務(wù)。我們不追求“虛名”,要的是實(shí)實(shí)在在的國(guó)強(qiáng)和民富。

Although China is now number 2 economy in the world, we still lag far behind developed countries in per capita income and quality of GDP.China is still a developing country, not because we are modest or hypocritical, or we wish to escape from our responsibilities.Development will remain a top priority for China for a long time to come.第三個(gè)問題,中國(guó)已經(jīng)高速行進(jìn)了30多年,今后還能持續(xù)快速發(fā)展嗎?

Third question: Can China sustain its fast growth after 3 decades?

回答是肯定的。中國(guó)還處在工業(yè)化中期階段和城鎮(zhèn)化加速上升階段,中國(guó)仍需要大量的基礎(chǔ)設(shè)施投資,需要在未來20年安置3億多人口從農(nóng)村遷移到城市,需要滿足人民消費(fèi)結(jié)構(gòu)從溫飽向小康升級(jí)換代的需求,需要實(shí)現(xiàn)西部地區(qū)向東部地區(qū)的發(fā)展水平看齊,因此中國(guó)經(jīng)濟(jì)并不缺乏動(dòng)力,仍有很大的發(fā)展空間,我們有充分理由保持樂觀。

The answer is positve.China is still in the course of rapid industrialisation and urbanisation.This is a phase when massive infrastructure investment is needed.300 million people are expected to move from the countryside to the cities in the next 20 years.The Chinese people need to upgrade their consumption pattern, and the western regions need to catch up with their eastern counterparts.So driving force is never lacking for the Chinese economy, and there is plenty of potential to be tapped.We have reasons to be optimistic about the future.中國(guó)去年底制定了“十二五”規(guī)劃,即將在下月交由全國(guó)人民代表大會(huì)審議,這將是未來5年中國(guó)發(fā)展的重要藍(lán)圖。

The National People's Congress will review China's 12th Five-Year Plan at its annual session next month.This is an important blueprint for China's development in the next 5 years.我們要對(duì)中國(guó)經(jīng)濟(jì)結(jié)構(gòu)進(jìn)行戰(zhàn)略性調(diào)整。我們將努力擴(kuò)大內(nèi)需,促進(jìn)經(jīng)濟(jì)增長(zhǎng)向依靠消費(fèi)、投資、出口協(xié)調(diào)拉動(dòng)轉(zhuǎn)變。我們將加強(qiáng)農(nóng)業(yè),提升制造業(yè)核心競(jìng)爭(zhēng)力,發(fā)展戰(zhàn)略性新興產(chǎn)業(yè),加快發(fā)展服務(wù)業(yè),促進(jìn)經(jīng)濟(jì)增長(zhǎng)向依靠第一、第二、第三產(chǎn)業(yè)協(xié)同帶動(dòng)轉(zhuǎn)變。我們將統(tǒng)籌城鄉(xiāng)發(fā)展,促進(jìn)區(qū)域良性互動(dòng)、協(xié)調(diào)發(fā)展。

We will carry out strategic economic restructuring to expand domestic demand and promote balanced growth driven by consumption, investment and exports.We will strengthen agriculture, increase the competitiveness of manufacturing, and give priority to emerging industries and the services sector.The aim is to seek a balanced and coordinated development between urban and rural areas and between east and west.我們要積極推進(jìn)科技進(jìn)步和創(chuàng)新,加快建設(shè)創(chuàng)新型國(guó)家。正如鄧小平先生曾經(jīng)指出的,科技是第一生產(chǎn)力。中國(guó)今后的發(fā)展必須向主要依靠科技進(jìn)步、勞動(dòng)者素質(zhì)提高、管理創(chuàng)新轉(zhuǎn)變。

We will promote scientific and technological progress and innovation.We will speed up efforts to turn China into an innovation-driven country.As Mr Deng Xiaoping pointed out, “There is no other productive force more important than science and technology”.Our future development must rely on scientific and technological progress, a higher quality labour force and innovative management.我們要更好地保障和改善民生。發(fā)展經(jīng)濟(jì),歸根結(jié)底是為了人民的幸福。我們將完善保障和改善民生的制度安排,把促進(jìn)就業(yè)放在優(yōu)先位置,推進(jìn)基本公共服務(wù)均等化,加大收入分配調(diào)節(jié)力度,使發(fā)展成果惠及全體人民。

We will continue to improve the lives of our people.Economic development is aimed at serving people's interests.We will improve social security, increase job creation, promote equal access to public services and balance income distribution.This will ensure that the benefits of development will be shared by all.我們要建設(shè)資源節(jié)約型、環(huán)境友好型社會(huì)。中國(guó)人均GDP要向西方國(guó)家看齊,但人均能源消費(fèi)絕不能趕超發(fā)達(dá)國(guó)家,因?yàn)槲覀兩畹牡厍驅(qū)嵲诔惺懿黄?。我們不能走西方?guó)家工業(yè)化的老路。我們要節(jié)約能源,降低溫室氣體排放強(qiáng)度,發(fā)展循環(huán)經(jīng)濟(jì),推廣低碳技術(shù),積極應(yīng)對(duì)氣候變化,促進(jìn)經(jīng)濟(jì)社會(huì)發(fā)展與人口資源環(huán)境相協(xié)調(diào),走可持續(xù)發(fā)展之路。

We will build an energy-efficient and environment-friendly society.We need to catch up with developed countries in terms of per capita GDP, but not per capita energy consumption, as this would be unsustainable for our planet.China cannot follow the traditional Western way of industrialisation.We must raise energy efficiency, reduce emission intensity, develop a circular economy, extensively apply low-carbon technologies and actively address climate change.We must promote sustainable development, achieving an appropriate balance between economic, social progress and population, resources and the environment.第四個(gè)問題,中國(guó)發(fā)展了,對(duì)世界意味著什么?是福還是禍?是機(jī)遇還是威脅?我們不妨看三點(diǎn):

The fourth and last question: What does China's development mean to the world, a blessing or catastrophe, opportunities or threats? This question can be answered in 3 aspects:

一是中國(guó)給世界和平帶來威脅了嗎?中國(guó)奉行獨(dú)立自主的和平外交政策,莊嚴(yán)地向世界承諾永遠(yuǎn)不稱霸,永遠(yuǎn)不搞擴(kuò)張;主張不干涉別國(guó)內(nèi)部事務(wù)和談判解決國(guó)際爭(zhēng)端;倡導(dǎo)互信、互利、平等、協(xié)作的新安全觀。中國(guó)是聯(lián)合國(guó)安理會(huì)常任理事國(guó)中派出維和人員最多的國(guó)家,累計(jì)參與24項(xiàng)聯(lián)合國(guó)維和行動(dòng),派出上萬名維和人員;中國(guó)向索馬里海域派出護(hù)航艦隊(duì),與多國(guó)艦隊(duì)一道打擊海盜,維護(hù)國(guó)際水域的安全;中國(guó)大力倡導(dǎo)朝核問題六方會(huì)談,努力維護(hù)半島和地區(qū)的和平穩(wěn)定。無論從中國(guó)的外交思想,還是外交行動(dòng)來看,中國(guó)都是世界和平的維護(hù)者、穩(wěn)定的促進(jìn)者。

Is China a threat to world peace? China follows an independent foreign policy of peace.We solemnly pledged to the world that hegemony or expansion is never an option for China;China stands for non-interference in others' internal affairs and negotiated solutions to international disputes.China believes that security should be based on mutual trust, mutual benefit, equality and coordination.China is the largest contributor of peacekeepers amongst the UN Permanent 5, having sent 10 thousand peacekeepers on 24 UN missions.It has sent escort ships to the waters off the Somali coast and worked with the navies of other countries to combat piracy and improve safety in international waters.It has actively worked to facilitate the Six-Party Talks to uphold peace and the stability of the Korean Peninsula and Northeast Asia.China is in every way an upholder of peace and a facilitator of stability.二是中國(guó)給世界經(jīng)濟(jì)帶來威脅了嗎?金融危機(jī)以來,中國(guó)為全球經(jīng)濟(jì)增長(zhǎng)提供了重要支撐。2010年發(fā)達(dá)國(guó)家經(jīng)濟(jì)仍步履維艱,在全球有效需求不足的情況下,中國(guó)扮演著向全球輸出總需求的重要角色。歐盟去年對(duì)華出口增長(zhǎng)31.9%,英國(guó)則增長(zhǎng)42%。去年中國(guó)經(jīng)濟(jì)繼續(xù)保持兩位數(shù)增長(zhǎng),對(duì)世界經(jīng)濟(jì)增長(zhǎng)貢獻(xiàn)率達(dá)到20%。今后10年,中國(guó)將繼續(xù)奉行互利共贏的開放戰(zhàn)略,市場(chǎng)對(duì)外開放程度將進(jìn)一步提高,在國(guó)際貿(mào)易中的比重會(huì)不斷上升,從國(guó)際市場(chǎng)的進(jìn)口仍會(huì)迅速增加。這些對(duì)世界各國(guó)來說,只會(huì)是巨大的發(fā)展機(jī)遇。

China has been a crucial support for global growth since the start of the financial crisis.It drove global demand at a time when developed countries were in economic difficulties.This was reflected in the 31.9% increase of EU exports and the 42% increase of UK exports to China last year.China maintained a double-digit growth last year, and contributed 20% of global economic growth.China will continue to pursue a strategy of win-win opening-up over the next decade.Its market will open wider, its share in international trade will increase, and its imports will rise.These will no doubt create enormous opportunities for countries around the world.三是中國(guó)對(duì)現(xiàn)行國(guó)際體系構(gòu)成威脅了嗎?中國(guó)作為一個(gè)負(fù)責(zé)任的大國(guó),是國(guó)際體系的參與者、建設(shè)者和貢獻(xiàn)者。我們與發(fā)達(dá)國(guó)家和新興經(jīng)濟(jì)體就促進(jìn)世界經(jīng)濟(jì)金融治理廣泛開展合作,共同倡導(dǎo)加強(qiáng)G20機(jī)制;我們加強(qiáng)與發(fā)展中國(guó)家的傳統(tǒng)友誼,幫助經(jīng)濟(jì)開發(fā)和實(shí)現(xiàn)減貧,過去兩年里中國(guó)向其他發(fā)展中國(guó)家的貸款已經(jīng)超過了世界銀行;我們支持、倡導(dǎo)并踐行多邊主義,推動(dòng)國(guó)際關(guān)系民主化,積極參與區(qū)域合作進(jìn)程,努力促進(jìn)國(guó)際體系更加有效地應(yīng)對(duì)氣候變化、能源和資源、糧食安全、恐怖主義等全球性挑戰(zhàn)。

Is China a threat to the international system? China has been participating in and contributing to the current international system as a responsible major player.It has entered into extensive cooperation with its partners in developed and emerging economies on the reform of global economic and financial governance, and jointly advocated a greater role of the G20.It has strengthened traditional friendships with other developing countries and helped them develop their economies and reduce poverty.The loans it has provided to other developing countries in the past two years have surpassed those of the World Bank.It supports and practices multilateralism, and stands for greater democracy in international relations.This can be seen by its active participation in regional cooperation, along with the support it gives to tackling global challenges such as climate change, energy, resources, food security and terrorism.總之,中國(guó)的發(fā)展對(duì)世界是福不是禍,是機(jī)遇不是威脅。世界對(duì)中國(guó)不應(yīng)感到擔(dān)憂,更不應(yīng)感到恐懼。美國(guó)前總統(tǒng)弗蘭克林·羅斯福說的好:“我們唯一恐懼的就是恐懼本身?!?/p>

This is the second such event I attended during my six months in London.The last one was the relocation of the CCPIT London Office early July.In fact, there has been quite some good news about Chinese businesses in the UK recently.A latest UKTI report ranks China as the 6th largest investor in the UK last year with investments in 74 projects.According to Think London, China was the second largest new investor in London, with 24 companies opened or expanded in London last year.By the end of last year, FDI from China in the UK reached 620 million US dollars.就金融企業(yè)而言,目前,中國(guó)在英國(guó)有三家分行(中國(guó)銀行、建設(shè)銀行和中國(guó)工商銀行)、一家子行和多家代表處。我聽說,中國(guó)農(nóng)業(yè)銀行也正在積極籌備將倫敦代表處升格為分行。這些表明,中國(guó)機(jī)構(gòu)和企業(yè)重視英國(guó)市場(chǎng)和倫敦金融中心的地位,看中英國(guó)優(yōu)良的投資發(fā)展環(huán)境。我期待著今后收到更多中資企業(yè)成立、遷址儀式的邀請(qǐng),也非常樂意到場(chǎng)祝賀。

In the financial sector, Chinese banks have set up three branches(Bank of China, Construction Bank of China and Industrial & Commercial Bank of China), one subsidiary and quite a few offices in the UK.I heard that the Agricultural Bank of China are also planning to upgrade its London Office to a branch.This shows that Chinese businesses are increasingly taking the UK market as a big priority and are seeking to leverage London's status as a financial centre to expand their UK and European business.I'm sure there will be more occasions like today and I will be happy to attend.中國(guó)銀行倫敦分行于1929年設(shè)立,是中國(guó)銀行業(yè)在海外設(shè)立的第一家分支機(jī)構(gòu)。歷經(jīng)八十余載風(fēng)雨,今天的中國(guó)銀行倫敦分行依舊煥發(fā)著青春、充滿著朝氣:

First, it has set up offices in the City, London China Town, and in Manchester, Glasgow and Birmingham.Its UK subsidiary-Bank of China(UK)Limited, in particular, has won it access to the EU market.二是客戶日益多元。分行積極支持中國(guó)企業(yè)來英國(guó)投資發(fā)展,并為英國(guó)企業(yè)到中國(guó)投資提供融資和貸款。

Chairman David Reid,Ladies and Gentlemen,首先感謝TESCO的精心安排,使我有機(jī)會(huì)與各位新老朋友見面和交流。

I would like to thank TESCO for its kind invitation this evening.我來英國(guó)前就知道TESCO,因?yàn)門ESCO在我的家鄉(xiāng)沈陽(yáng)有6家大型超市,我來英國(guó)后進(jìn)的第一家超市也是TESCO。我很欣賞它的中文名字—“樂購(gòu)”,從意思上來說,“樂購(gòu)”非常生動(dòng)形象,在中文里就是“HAPPY TO BUY”。它提供的購(gòu)物環(huán)境和商品也確實(shí)非常好。TESCO is well-known to me even before I came to the UK.It has 6 stores in my hometown Shenyang, capital city of Liaoning Province.The first supermarket I went to since my arrival in London was also a TESCO store.TESCO's Chinese name “Le Gou” means “Happy To Buy”.As you would say, “it does what it says on the tin” by offering a nice shopping environment and products people want to buy.今天晚宴討論的主題是中國(guó)的發(fā)展和外資的作用。這是一個(gè)很大的題目。中國(guó)的發(fā)展,我認(rèn)為這既是過去時(shí),也是進(jìn)行時(shí),更是將來時(shí)。

This dinner is focused on China's development and the role of foreign investment.A big subject for one evening, but I'm sure the discussions will go on long after tonight.中國(guó)改革開放32年,借鑒世界各國(guó)的發(fā)展經(jīng)驗(yàn),實(shí)現(xiàn)了GDP年均10%左右的增長(zhǎng),創(chuàng)造了世界經(jīng)濟(jì)發(fā)展史上的奇跡。有的英美學(xué)者認(rèn)為,中國(guó)創(chuàng)造了一種全新的發(fā)展模式,冠名以“北京共識(shí)”,將之與“華盛頓共識(shí)”相提并論。雖然“北京共識(shí)”這頂“高帽”對(duì)我們有些偏大,但它說明國(guó)際上的有識(shí)之士已經(jīng)看到,中國(guó)成功走出了一條適合自己國(guó)情的發(fā)展道路。

During the past 32 years of reform and opening-up, China has achieved an average annual GDP growth of close to 10% and the country was transformed.Some British scholars called it the “Beijing Consensus”, which is rather flattering.But we do believe that China has pursued a way of development that fits with its actual conditions.當(dāng)前,國(guó)際金融危機(jī)尚未完全消褪,主權(quán)債務(wù)和失業(yè)問題仍困擾著許多國(guó)家,但中國(guó)率先走出了金融危機(jī)的陰影,去年實(shí)現(xiàn)了8.7%的經(jīng)濟(jì)增長(zhǎng),對(duì)世界經(jīng)濟(jì)的貢獻(xiàn)率超過50%。今年第一季度,中國(guó)經(jīng)濟(jì)保持了強(qiáng)勁的增長(zhǎng)勢(shì)頭,達(dá)到11.9%,創(chuàng)下國(guó)際金融危機(jī)爆發(fā)以來最快增速。

China fared relatively well in the latest financial crisis.It achieved 8.7 percent growth last year, contributing over 50% to global economic growth.In the first quarter of this year, China's economy grew by 11.9%.當(dāng)然,中國(guó)今年面臨的形勢(shì)還很復(fù)雜,仍然面臨許多困難和挑戰(zhàn),我們將以履冰臨淵之心,繼續(xù)實(shí)施積極的財(cái)政政策和適度寬松的貨幣政策,并且根據(jù)宏觀經(jīng)濟(jì)中可能出現(xiàn)的新情況、新問題,提高政策的靈活性與針對(duì)性,管理好通脹預(yù)期;同時(shí),重點(diǎn)加快結(jié)構(gòu)調(diào)整、轉(zhuǎn)變發(fā)展方式。

Having said that, the Chinese economy is still facing a complex and uncertain situation both internationally and domestically.The challenge this year is to maintain fast growth, manage inflationary expectation and accelerate economic restructuring all at the same time.中國(guó)過去、現(xiàn)在的發(fā)展,有目共睹,但未來的中國(guó)經(jīng)濟(jì)前景如何,特別是在可預(yù)見的十年、二十年內(nèi)能否保持增長(zhǎng)動(dòng)力,這點(diǎn)我想不僅大家關(guān)心,也是中國(guó)政府認(rèn)真思考的問題。我認(rèn)為,中國(guó)經(jīng)濟(jì)發(fā)展的空間仍然十分廣闊,潛力仍然非常巨大。

The long-term outlook for the Chinese economy is still a highly positive one, thanks in part to the following factors.第一,工業(yè)化和城鎮(zhèn)化將繼續(xù)為中國(guó)經(jīng)濟(jì)發(fā)展提供強(qiáng)勁動(dòng)力。中國(guó)的工業(yè)化仍處于中期發(fā)展階段。中國(guó)的人均GDP只有3000美元左右,產(chǎn)業(yè)結(jié)構(gòu)中第二產(chǎn)業(yè)比重仍然最大,就業(yè)人口集中在第一和第二產(chǎn)業(yè),工業(yè)結(jié)構(gòu)大致處于由重工業(yè)化階段向高加工度化階段逐步推進(jìn)。因此,作為發(fā)展中國(guó)家,中國(guó)的后發(fā)優(yōu)勢(shì)依然存在,今后仍將處于經(jīng)濟(jì)加速追趕狀態(tài)。同時(shí),中國(guó)正在進(jìn)行人類歷史上規(guī)模最大的城鎮(zhèn)化。過去30年,4億多農(nóng)村人口遷移到了城市,未來20年,這個(gè)數(shù)字可能還有3億多。城鎮(zhèn)化不單純是農(nóng)民進(jìn)城,它也意味著國(guó)民經(jīng)濟(jì)增長(zhǎng)模式和國(guó)民生活方式的重大轉(zhuǎn)變,將持續(xù)成為中國(guó)經(jīng)濟(jì)增長(zhǎng)的基本動(dòng)力。當(dāng)然,城市飛速發(fā)展,城市生活也越來越面臨一系列挑戰(zhàn):空間沖突、文化摩擦、資源短缺和環(huán)境污染。這正是中國(guó)為什么將上海世博會(huì)的主題定為“城市,讓生活更美好”。中國(guó)希望集合世界的智慧,詮釋全新的城市生活,勾勒理想城市的藍(lán)圖。

First, industrialisation and urbanisation will continue to be powerful engines for China's economic development.China's industrialisation is still at the mid-stage.Over the past 30 years, more than 400 million farmers migrated to the cities.There will be over 300 million more doing so in the next 20 years.第二,消費(fèi)將成為中國(guó)經(jīng)濟(jì)增長(zhǎng)的新引擎。有人認(rèn)為,在拉動(dòng)經(jīng)濟(jì)的“三駕馬車”中,中國(guó)過度依賴出口和投資,而消費(fèi)嚴(yán)重不足,這種模式是畸形的,因此未來的高增長(zhǎng)是不可持續(xù)的。我認(rèn)為,這種看法的結(jié)論未免武斷。

Second, consumption will become a new driver of economic growth in China.Even before the financial crisis, China had tried very hard to boost domestic demand.實(shí)際上,金融危機(jī)爆發(fā)之前,中國(guó)就已多方努力轉(zhuǎn)變經(jīng)濟(jì)增長(zhǎng)方式,積極擴(kuò)大內(nèi)需。試想一下,13億中國(guó)人每人每天只需多花1元人民幣,一年就將增加消費(fèi)4900億元,直接拉動(dòng)經(jīng)濟(jì)增長(zhǎng)1.6個(gè)百分點(diǎn)。中國(guó)民眾并非不具備這種消費(fèi)實(shí)力,中國(guó)居民儲(chǔ)蓄總額高達(dá)20萬億元人民幣(約3萬億美元),而是由于我們的消費(fèi)“開發(fā)”得還不夠。因此,目前中國(guó)政府正在做的,就是通過加快調(diào)整國(guó)民收入分配結(jié)構(gòu),逐步提高居民收入在國(guó)民收入分配中的比重,加速城市化進(jìn)程,健全社會(huì)保障體系,促進(jìn)服務(wù)產(chǎn)業(yè)發(fā)展,從而釋放民眾的消費(fèi)需求,消除民眾的消費(fèi)顧慮,締造民眾的可持續(xù)消費(fèi)能力,提升民眾的消費(fèi)水平和結(jié)構(gòu)。

Just imagine, if every Chinese spends just 1 Yuan more a day, this would raise economic growth by 1.6 percentage points.去年,中國(guó)社會(huì)消費(fèi)品零售總額1.8萬億美元,扣除價(jià)格因素實(shí)際增長(zhǎng)16.9%,創(chuàng)下1986年以來的最高增速。預(yù)計(jì)今年國(guó)內(nèi)市場(chǎng)規(guī)模將達(dá)到2萬億美元。我相信,未來中國(guó)消費(fèi)增長(zhǎng)的潛力是巨大的,動(dòng)力是強(qiáng)勁和充沛的,中國(guó)經(jīng)濟(jì)也有望實(shí)現(xiàn)內(nèi)需和外需協(xié)調(diào)增長(zhǎng)、投資與消費(fèi)相互促進(jìn)。

Last year, retail sales in China increased nearly 17%.But consumerism is still in its infancy.The Chinese government is working hard to improve the social security system and increase people's income.中國(guó)內(nèi)需的擴(kuò)大、消費(fèi)的增強(qiáng),無疑對(duì)在華的外國(guó)企業(yè)和世界各國(guó)都是福音。在全球化時(shí)代,中國(guó)的市場(chǎng)是開放的,機(jī)遇是共享的,競(jìng)爭(zhēng)是公平的。

This is good news for companies both in China and Britain.Remember, China became the second largest importer last year after only the U.S.Continued openness of the Chinese market will offer enormous opportunities to Britain and other countries.第三,外資將繼續(xù)是中國(guó)經(jīng)濟(jì)發(fā)展的重要助推力。在中國(guó)經(jīng)濟(jì)發(fā)展過程中,外國(guó)投資無疑一直起到了關(guān)鍵的作用,外資進(jìn)入中國(guó),帶來的不僅是資金,更是帶來了全新的管理和技術(shù)。中國(guó)是吸引外資最多的發(fā)展中國(guó)家,截至2010年3月,外商對(duì)華投資累計(jì)設(shè)立企業(yè)近69萬家,實(shí)際使用外資超過1萬億美元。2009年中國(guó)進(jìn)出口總值中,外商投資企業(yè)進(jìn)出口總值12174億美元,占到55.16%。

Thirdly, foreign investment will continue to play a key role in China's economic development.China has been the largest destination for FDI among developing countries for years.By last March, nearly 690,000 foreign invested companies have been set up in China, investing over 1 trillion US dollars.In 2009, foreign-invested companies accounted for 55% of China's total foreign trade.未來相當(dāng)長(zhǎng)一段時(shí)間,中國(guó)仍將是外國(guó)投資者的“風(fēng)水寶地”。從全球大規(guī)模要素轉(zhuǎn)移的歷史來看,日本、亞洲“四小龍”、中國(guó)陸續(xù)成為承接地。目前,盡管中國(guó)的要素成本有所抬升,人口結(jié)構(gòu)不像原來那么“年輕”,但綜合考慮成本和市場(chǎng)因素,中國(guó)仍最具優(yōu)勢(shì),這個(gè)“接力棒”仍握在中國(guó)的手中。我聽說,TESCO正在中國(guó)“加速跑”,將投資1億多英鎊,組建新的合資公司,在青島等地新建三家大型購(gòu)物中心。這說明他們是很有戰(zhàn)略眼光的。For quite a long time to come, China will remain a “l(fā)and of treasure” for foreign investors.I am told that TESCO will reportedly invest 2 billion pounds in China in the next 5 years.I hope TESCO will be rewarded for its vision and commitment to China.中國(guó)政府今后對(duì)外資的政策,我個(gè)人認(rèn)為,歸納起來是三條:

With regard to Chinese policies on foreign investment, let me cite the following three basic principles.一是態(tài)度上繼續(xù)歡迎,同時(shí)合理引導(dǎo)投資方向。當(dāng)今世界各國(guó)都把節(jié)能減排、環(huán)境保護(hù),包括綠色經(jīng)濟(jì)、低碳經(jīng)濟(jì)放到重要地位,中國(guó)吸收外資應(yīng)該為自身的經(jīng)濟(jì)發(fā)展服務(wù),外資的導(dǎo)向政策也應(yīng)該符合國(guó)家的整體發(fā)展方向。我們歡迎高技術(shù)、服務(wù)業(yè)、有利于發(fā)揮中國(guó)勞動(dòng)力比較優(yōu)勢(shì)的外資,但對(duì)過度消耗能源和資源、制造污染的外國(guó)投資將拒之門外。

First, China will continue to welcome foreign investors, particularly in high-tech industries, low

A close dialogue between Chinese and British leaders is a key factor in the strength of Sino-UK relations.We are encouraged to see a productive year for our relations in 2011.Premier Wen Jiabao and Vice Premier Li Keqiang both visited Britain.Vice Premier Wang Qishan came this month to co-chair the China-UK Economic and Financial Dialogue.Just this week State Councilor Dai Bingguo came to London to co-host the Strategic Dialogue.These visits and dialogues have further increased our common understandings.Both countries now agree on the need to boost our cooperation with new ideas and new approaches, while managing differences on the basis of mutual respect and mutual adjustment.This positive approach will help us to seek common ground despite our differences and promote common development.This year, trade between us has continued its double-digit growth.British exports to China have remained robust.These rose 28.6 percent year-on-year in the first 8 months of this year.That is faster than any of Britain?s top 15 export markets.And China is still a leading investor in Britain.Our people-to-people exchanges have further deepened.The best example is the rapid increase of people of all ages studying Mandarin in many parts of this country.So far 2011 has shown a deepening of Sino-UK relations in all areas.This trend will continue.A couple of months from now, a pair of giant pandas from China will settle in Britain as “Ambassadors of China-UK friendship”.展望明年,中英將迎來建立大使級(jí)外交關(guān)系40周年,英國(guó)將舉辦第30屆夏季奧運(yùn)會(huì),中國(guó)將成為倫敦書展主賓國(guó)。我相信,雙方圍繞這些重要節(jié)點(diǎn),共同作出努力,中英明年的交流將更加廣泛深入,合作將更加富有成果。

Next year will be another milestone in China-Britain relations: · We will celebrate 40 years of full diplomatic relations.· Britain will host the 30th Summer Olympic Games.· And China has been named the Guest of Honour of the 2012 London Book Fair.I have the confidence that together, we will use these landmark events to great effect.These will be the catalysts to widen exchanges and create ever more productive cooperation between our countries.最后,我提議,In closing, please join me in a toast:

Vice Chancellor Alison Richard, Ladies and Gentlemen,It gives me great pleasure to come to Cambridge, a world-renowned university that I have long wanted to visit.Cambridge has produced many great scientists and thinkers Isaac Newton, Charles Darwin and Francis Bacon, to name but a few, and made important contribution to the progress of human civilization.This year marks the 800th anniversary of the university.Please accept my warm congratulations.This is my fourth visit to your country.Despite the great distance between China and Britain, the friendly exchanges between our peoples have been on the rise.The successful resolution of the question of Hong Kong and fruitful cooperation between our two countries in areas such as economy, trade, culture, education, science and technology have cemented the foundation of our comprehensive strategic partnership.Here, I wish to pay high tribute to all those who have been working tirelessly to promote friendly ties between our two countries.The title of my speech today is “See China in the Light of Her Development”.My beloved motherland is a country both old and young.She is old, because she is a big Oriental country with a civilization stretching back several thousand years.With diligence and wisdom, the Chinese nation created a splendid civilization and made significant contributions to the progress of humanity.She is young, because the People's Republic is just 60 years old, and the country began reform and opening-up only 30 years ago.The Chinese people established the New China after unremitting struggles and ultimately found a development path suited to China's national conditions through painstaking efforts.This is the path of socialism with Chinese characteristics.Following this path, our ancient civilization has been rejuvenated.The key element of China's reform and opening-up is to free people's mind and the most fundamental and significant component is institutional innovation.Through economic reform, we have built a socialist market economy, where the market plays a primary role in allocating resources under government macro-regulation.We have carried out political reform, promoted democracy and improved the legal system.People are the masters of the country.We run the country according to law and endeavor to build a socialist country under the rule of law.The essence of China's reform and opening-up is to put people first and meet their ever growing material and cultural needs through releasing and developing productive forces.It aims to give everyone equal opportunities for all-round development.It aims to protect the democratic rights of the people and promote stability, harmony and prosperity across the land.And it aims to safeguard the dignity and freedom of everyone so that he or she may pursue happiness with ingenuity and hard work.Over the past three decades, more than 200 million Chinese have been lifted out of poverty, the average life expectancy has increased by 5 years, and the 83 million people with disabilities in China have received special care from the government and the society.All this points to the tremendous efforts China has made to protect human rights.We have introduced free nine-year compulsory education throughout the country, established the cooperative medical system in the rural areas and improved the social safety net.The age-old dream of the Chinese nation is being turned into reality a dream to see the young educated, the sick treated and the old cared for.I want to quote from a Tang Dynasty poem to describe what is happening in China, “From shore to shore it is wide at high tide, and before fair wind a sail is lifting.” The Chinese people are working hard to modernize their country.This is a great practice in a large developing country both ancient and new.The Chinese people, with destiny in their own hands, are full of confidence in their future.My beloved motherland is a country that stood numerous vicissitudes but never gave up.Earlier in my career, I worked in northwest China for many years.There, in the boundless desert, grows a rare variety of tree called euphrates poplar.Rooted over 50 meters down the ground, they thrive in hostile environments, defying droughts, sandstorms and salinization.They are known as the “hero tree”, because a euphrates poplar can live for a thousand years.Even after it dies, it stands upright for a thousand years, and even after it falls, it stays intact for another thousand years.I like euphrates poplar because they symbolize the resilience of the Chinese nation.Over the millennia, the Chinese nation has weathered numerous disasters, both natural and man-made, surmounted all kinds of difficulties and challenges, and made her way to where she proudly stands today.The long sufferings have only made her a nation of fortitude and perseverance.The experience of the Chinese nation attests to a truth: what a nation loses in times of disaster will be made up for by her progress.I am reminded of the experience that I had in Wenchuan, Sichuan Province after the devastating earthquake there last May.That earthquake shocked the whole world.It flattened Beichuan Middle School and claimed many young lives.But only 10 days after the earthquake, when I went there for the second time, I had before my eyes new classrooms built on debris by local villagers with planks.Once again, the campus echoed with the sound of students reading aloud.I wrote down 4 Chinese characters on the blackboard, meaning “A country will emerge stronger from adversities.” I have been to Wenchuan seven times since the earthquake and witnessed countless touching scenes like this.I am deeply moved by the unyielding spirit of my people.This great national spirit is the source of strength which has enabled the Chinese nation to emerge from all the hardships stronger than before.With hard work over the past half century and more, China has achieved great progress.Its total economic output is now one of the largest in the world.However, we remain a developing country and we are keenly aware of the big gap that we have with the developed countries.There has been no fundamental change in our basic national condition: a big population, weak economic foundation and uneven development.China's per capita GDP ranks behind 100 countries in the world and is only about 1/18 that of Britain.Those of you who have been to China as tourists must have seen the modern cities, but our rural areas are still quite backward.To basically achieve modernization by the middle of this century, we must accomplish three major tasks: first, achieve industrialization, which Europe has long completed, while keeping abreast of the latest trends of the scientific and technological revolution;second, promote economic growth while ensuring social equity and justice;and third, pursue sustainable development at home while accepting our share of international responsibilities.The journey ahead will be long and arduous, but no amount of difficulty will stop the Chinese people from marching forward.Through persistent efforts, we will reach our goal.My beloved motherland is a country that values her traditions while opening her arms to the outside world.The traditional Chinese culture is rich, extensive and profound.Harmony, the supreme value cherished in ancient China, lies at the heart of the Chinese culture.The Book of History, an ancient classic in China for example, advocates amity among people and friendly exchanges among nations.The Chinese cultural tradition values peace as the most precious.This has nurtured the broad mind of the Chinese nation.The Chinese nation is generous and tolerant, just as Mother Earth cares for all living things.She is in constant pursuit of justice, just as the eternal movement of the Universe.In the 15th century, the famous Chinese navigator Zheng He led seven maritime expeditions to the Western Seas and reached over 30countries.He took with him Chinese tea, silk and porcelain and helped local people fight pirates as he sailed along.He was truly a messenger of love and friendship.The argument that a big power is bound to seek hegemony does not apply to China.Seeking hegemony goes against China's cultural tradition as well as the will of the Chinese people.China's development harms no one and threatens no one.We shall be a peace-loving country, a country that is eager to learn from and cooperate with others.We are committed to building a harmonious world.Different countries and nations need to respect, tolerate and learn from each other's culture.Today, 300 million Chinese are learning English and over one million of our young people are studying abroad.The cultures and arts of various parts of the world are featured daily on China's television, radio and print media.Had we not learned from others through exchanges and enriched ourselves by drawing on others' experience, we would not have enjoyed today's prosperity and progress.In the 21st century, economic globalization and the information network have linked us all together.Different cultures live together and influence each other.No culture can flourish in isolation.How much a country or a nation contributes to the culture of humanity is increasingly determined by her ability to absorb foreign cultures and renew herself.That is why China will remain open and receptive, value her own traditions while drawing on others' successful experience, and achieve economic prosperity and social progress in a civilized and harmonious way.Ladies and Gentlemen,I stress the importance of seeing China in the light of her development, because the world is changing and China is changing.China is no longer the closed and backward society it was 100 years ago, or the poor and ossified society 30 years ago.Thanks to reform and opening-up, China has taken on a new look.What the Beijing Olympic Games showcased is a colorful China, both ancient and modern.I therefore encourage you to visit China more often and see more places there.This way, you will better understand what the Chinese people are thinking and doing, and what they are interested in.You will get to know the true China, a country constantly developing and changing.You will also better appreciate how China has been tackling the ongoing global financial crisis.This unprecedented financial crisis has inflicted a severe impact on both China and Britain as well as other European countries.The crisis has not yet hit the bottom, and it is hard to predict what further damage it may cause.To work together and tide over the difficulties has become our top priority.I believe that closer cooperation is needed to meet the global crisis, and the level of cooperation hinges upon the level of mutual trust.The Chinese Government maintains that countries should: first and foremost, run their own affairs well and refrain from shifting troubles onto others;second, carry out cooperation with full sincerity and avoid pursuing one's own interests at the expense of others;and third, address both the symptoms and the root cause of the problem.A palliative approach will not work.We should not treat only the head when the head aches, and the foot when the foot hurts.As I reiterated at the World Economic Forum Annual Meeting in Davos, necessary reform of the international monetary and financial systems should be carried out to establish a new international financial order that is fair, equitable, inclusive and well-managed.We should create an institutional environment conducive to global economic growth.Let me talk briefly about how China has been responding to the crisis.The fallout of the financial crisis on China's real economy is becoming more evident.Since the third quarter of last year, our exports have declined sharply, economic growth has slowed down, and the pressure on employment has been rising.In the face of the grim situation, we have acted decisively.We have made timely adjustment to the direction of our macroeconomic policy, promptly introduced ten measures to expand domestic demand, and formulated a series of related policies.Together, they make up a systematic and comprehensive package plan aimed at promoting steady and relatively fast economic growth.Its main contents are:

First, substantially increase government spending to boost domestic demand.The Chinese Government has announced a two-year investment program that will generate, through fiscal spending, a total investment of RMB 4 trillion nationwide, equivalent to 16% of China's GDP in 2007.The money will mainly go into government-subsidized housing, projects related to the well-being of rural residents, the construction of railway and other infrastructural projects, social development programs, environmental protection and post-earthquake recovery and reconstruction.The Chinese Government has introduced a massive tax-cut program, which will reduce the tax burdens on businesses and individuals by about RMB 500 billion each year.We have also cut interest rates by a large margin, increased liquidity in the banking system and adopted a range of financial measures.Second, implement a large-scale industrial restructuring and rejuvenation program.We are pushing forward industrial restructuring and upgrading across the board and formulating plans for the restructuring and revitalization of ten key industries, including automobiles and iron and steel.We will take economic and technological measures to boost energy conservation and reduce emissions, and promote merger and reorganization of enterprises to raise the level of industry concentration and the efficiency of resource allocation.We encourage and support the extensive application of new technologies, techniques, equipment and materials and the development of marketable products by enterprises.Third, make energetic efforts for progress and innovation in science and technology.Science and technology are of fundamental importance in overcoming the financial crisis.A major crisis is usually followed by a revolution in science and technology, and no economic recovery is possible without technological innovation.We are stepping up the implementation of the National Program for Medium-and Long-Term Scientific and Technological Development, with special emphasis on 16 major projects including core electronic devices, development and use of nuclear energy and advanced numerically controlled machine tools.We will strive to make breakthroughs in a host of core technologies and key generic technologies to support sustainable economic growth at a higher level.We will promote the development of high-tech industrial clusters and cultivate new economic growth areas.All in all, we will rely on major breakthroughs in science and technology to foster new social demand and bring about a new round of economic boom.Fourth, significantly raise the level of social security.We will continue to increase basic pension for enterprise retirees and upgrade the standard of unemployment insurance and workers' compensation.We will raise the level of basic cost of living allowances in both urban and rural areas and welfare allowances for those rural residents without family support.We are advancing the reform of the medical and health system and working to put in place a nationwide basic medical and health system covering both urban and rural areas within three years and achieve the goal of everyone having access to basic medical and health service.We give priority to education and are now working on the Guidelines of the National Program for Medium-and Long-Term Educational Reform and Development.We are following a more active employment policy with special emphasis on helping college graduates and migrant workers find jobs.We are endeavoring to create more jobs and lessen the impact of the financial crisis on employment.The aforementioned measures will help us boost domestic demand, readjust and reinvigorate industries, enhance the support of science and technology and strengthen social security all at the same time.They will stimulate consumption through increased investment, drive economic growth while improving people's livelihood and creating more jobs, and see us through current difficulties while also improving the long-term prospect of the Chinese economy.They will not only benefit China's development, but also bring enormous business opportunities to other countries, Britain included.This once-in-a-century financial crisis is truly thought-provoking.It reminds us of the need to have serious reflections on the existing economic systems and theories.For many years in the past, China practiced a highly centralized planned economy and regarded planning as being absolute.This hampered the development of productivity.The ongoing financial crisis has made it clear to us, however, that the market is not a cure-all, either.A totally laissez-faire approach will inevitably lead to economic disorder and unfair social distribution, and will eventually take its toll.A credible market-oriented reform should never set the market against government macro-regulation.The invisible hand of the market and the visible hand of government and social supervision should both act, and act vigorously.Only in this way can resources be distributed according to market rules and distributed in a reasonable, coordinated, balanced and sustainable manner.The international financial crisis once again shows how dangerous a market economy without regulation can be.Since the 1990s, some profit-driven financial institutions in economies lacking effective regulation have raised massive capital with a leverage of dozens of times.While they reaped huge profits, the world was exposed to enormous risks.This fully demonstrates that a totally unregulated market economy cannot work.We must strike a balance between financial innovation and regulation, between the financial sector and real economy, and between savings and consumption.To effectively meet the crisis, we must fully recognize the role of morality.Nothing is greater than morality.It shines even more brightly than the sun.True economic theories will never come into conflict with the highest moral and ethical standards.Instead, they should stand for justice and integrity, and contribute in an equal way to the well-being of all people, including the most vulnerable ones.Adam Smith, known as the father of modern economics, held the view in The Theory of Moral Sentiments that if the fruits of a society's economic development cannot be shared by all, it is morally unsound and risky, as it is bound to jeopardize social stability.The loss of morality is an underlying cause for the current crisis.Some people have sacrificed principle and sought profits at the expense of public interests.They have crossed the moral baseline.We should call on all enterprises to take up their social responsibilities.Within the body of every businessman should flow the blood of morality.Ladies and Gentlemen,Britain is the last leg of my European trip.I have gained a deeper understanding of Europe through this visit.China-EU cooperation is now standing at a new historical starting point and I am all the more confident about the China-EU comprehensive strategic partnership.There are no outstanding issues left over from history or conflict of fundamental interests between the two sides.What we have is a solid foundation and a bright future for cooperation.As the first industrialized country, Britain has accumulated rich experience in economic development and environmental protection.We hope to learn from your experience and strengthen exchanges and cooperation with you.The future belongs to the younger generation.It is incumbent upon you to build an even more splendid future of China-Britain relations.Here and now, I cannot but mention Dr.Joseph Needham, a Cambridge alumnus who made important contribution to cultural exchanges between China and Britain.With his monumental masterpiece, Science and Civilization in China, he built a bridge between the two great civilizations of East and West.To honor tradition and innovation is the outstanding character of Cambridge.I hope more of you will turn your eyes to China, see my country in the light of her development, and act as ambassadors of China-Britain friendship.I believe that as 來到向往已久的劍橋大學(xué),非常高興。劍橋舉世聞名,培養(yǎng)出牛頓、達(dá)爾文、培根等許多杰出的科學(xué)家、思想家,為人類文明進(jìn)步作出了重要貢獻(xiàn)。今年是劍橋建校800周年,我謹(jǐn)致以熱烈祝賀!這是我第四次訪問英國(guó)。中英相距遙遠(yuǎn),但兩國(guó)人民的友好交往不斷增多。香港問題的圓滿解決,經(jīng)貿(mào)、文教、科技等領(lǐng)域的有效合作,為發(fā)展中英全面戰(zhàn)略伙伴關(guān)系奠定了堅(jiān)實(shí)基礎(chǔ)。在此,我向長(zhǎng)期致力于中英友好的朋友們表示崇高的敬意!

今天,我演講的題目是:用發(fā)展的眼光看中國(guó)。

我深深愛著的祖國(guó)——古老而又年輕。

說她古老,她是一個(gè)有著數(shù)千年文明史的東方大國(guó)。中華民族以自己的勤勞和智慧,創(chuàng)造了燦爛的古代文明,對(duì)人類發(fā)展作出過重大貢獻(xiàn)。

說她年輕,新中國(guó)成立才60年,改革開放才30年。中國(guó)人民經(jīng)過長(zhǎng)期不懈的斗爭(zhēng)建立了新中國(guó),又經(jīng)過艱苦的探索,終于找到了適合國(guó)情的發(fā)展道路——中國(guó)特色社會(huì)主義道路,文明古國(guó)煥發(fā)了青春活力。

中國(guó)改革開放,最重要的是解放思想,最根本、最具有長(zhǎng)遠(yuǎn)意義的是體制創(chuàng)新。我們推進(jìn)經(jīng)濟(jì)體制改革,建立了社會(huì)主義市場(chǎng)經(jīng)濟(jì)體制。在政府的宏觀調(diào)控下,充分發(fā)揮市場(chǎng)對(duì)資源配置的基礎(chǔ)性作用。我們深化政治體制改革,把發(fā)展民主和完善法制結(jié)合起來,實(shí)行人民當(dāng)家作主,依法治國(guó),建設(shè)社會(huì)主義法治國(guó)家。

改革開放的實(shí)質(zhì),就是堅(jiān)持以人為本,通過解放和發(fā)展生產(chǎn)力滿足人們?nèi)找嬖鲩L(zhǎng)的物質(zhì)文化需求,在公正的條件下促進(jìn)人的全面發(fā)展;就是保障人民的民主權(quán)利,讓國(guó)家政通人和、興旺發(fā)達(dá);就是維護(hù)人的尊嚴(yán)和自由,讓每個(gè)人的智慧和力量得以迸發(fā),成功地追求自己的幸福生活。

30年來,中國(guó)貧困人口減少了2億多,人均壽命提高了5歲,8300萬殘疾人得到政府和社會(huì)的特殊關(guān)愛,這是中國(guó)保障人權(quán)的光輝業(yè)績(jī)。九年免費(fèi)義務(wù)教育的推行,農(nóng)村合作醫(yī)療制度的建立,社會(huì)保障體系的完善,使學(xué)有所教、病有所醫(yī)、老有所養(yǎng)的理想,正在變?yōu)楝F(xiàn)實(shí)。

我愿借用兩句唐詩(shī)形容中國(guó)的現(xiàn)狀:“潮平兩岸闊,風(fēng)正一帆懸?!敝袊?guó)人正在努力實(shí)現(xiàn)現(xiàn)代化,這是一個(gè)古而又新的發(fā)展中大國(guó)進(jìn)行的一場(chǎng)偉大實(shí)踐。掌握了自己命運(yùn)的中國(guó)人民,對(duì)未來充滿信心!

我深深愛著的祖國(guó)——?dú)v經(jīng)磨難而又自強(qiáng)不息。

我年輕時(shí)曾長(zhǎng)期工作在中國(guó)的西北地區(qū)。在那浩瀚的沙漠中,生長(zhǎng)著一種稀有的樹種,叫胡楊。它扎根地下50多米,抗干旱、斗風(fēng)沙、耐鹽堿,生命力極其頑強(qiáng)。它“生而一千年不死,死而一千年不倒,倒而一千年不朽”,世人稱為英雄樹。我非常喜歡胡楊,它是中華民族堅(jiān)韌不拔精神的象征。

千百年來,中華民族一次次戰(zhàn)勝了天災(zāi)人禍,渡過了急流險(xiǎn)灘,昂首挺胸地走到今天。深重的災(zāi)難,鑄就了她百折不撓、自強(qiáng)不息的品格。中華民族的歷史證明了一個(gè)真理:一個(gè)民族在災(zāi)難中失去的,必將從民族的進(jìn)步中得到補(bǔ)償。

此時(shí)此刻,我不禁想起在汶川地震災(zāi)區(qū)的親身經(jīng)歷。去年5月,四川汶川發(fā)生震驚世界的特大地震,北川中學(xué)被夷為平地,孩子傷亡慘重。可是,時(shí)隔10天,當(dāng)我第二次來到這里時(shí),鄉(xiāng)親們已在廢墟上搭起了板房教室,校園里又回蕩著孩子們朗朗的讀書聲。當(dāng)時(shí)我在黑板上,給同學(xué)們寫下了“多難興邦”幾個(gè)字。地震發(fā)生以來,我7次到汶川災(zāi)區(qū),碰到這樣感人的事跡不勝枚舉。我為我們中華民族這種愈挫愈奮的精神深深感動(dòng)。這種偉大的精神,正是我們的民族飽經(jīng)憂患而愈益堅(jiān)強(qiáng)、生生不息的力量源泉。

經(jīng)過半個(gè)多世紀(jì)的艱苦奮斗,中國(guó)有了比較大的發(fā)展,經(jīng)濟(jì)總量躍居世界前列,但我們?nèi)匀皇且粋€(gè)發(fā)展中國(guó)家,同發(fā)達(dá)國(guó)家相比還有很大的差距。人口多,底子薄,發(fā)展不平衡,這種基本國(guó)情還沒有從根本上得到改變。中國(guó)的人均GDP水平,排在世界100位之后,僅為英國(guó)的1/16左右。到過中國(guó)旅游的朋友,你們所看到的城市是現(xiàn)代的,而我們的農(nóng)村還比較落后。

到本世紀(jì)中葉,中國(guó)要基本實(shí)現(xiàn)現(xiàn)代化,面臨三大歷史任務(wù):既要努力實(shí)現(xiàn)歐洲早已完成的工業(yè)化,又要追趕新科技革命的浪潮;既要不斷提高經(jīng)濟(jì)發(fā)展水平,又要實(shí)現(xiàn)社會(huì)公平正義;既要實(shí)現(xiàn)國(guó)內(nèi)的可持續(xù)發(fā)展,又要承擔(dān)相應(yīng)的國(guó)際責(zé)任。中國(guó)要趕上發(fā)達(dá)國(guó)家水平,還有很長(zhǎng)很長(zhǎng)的路要走,還會(huì)遇到許多艱難險(xiǎn)阻。但是,任何困難都阻擋不住中國(guó)人民前進(jìn)的步伐,只要我們堅(jiān)持不懈地努力奮斗,中國(guó)現(xiàn)代化的目標(biāo)就一定能夠?qū)崿F(xiàn)。

我深深愛著的祖國(guó)——珍視傳統(tǒng)而又開放兼容。

中華傳統(tǒng)文化底蘊(yùn)深厚、博大精深?!昂汀痹谥袊?guó)古代歷史上被奉為最高價(jià)值,是中華文化的精髓。中國(guó)古老的經(jīng)典——《尚書》就提出“百姓昭明,協(xié)和萬邦”的理想,主張人民和睦相處,國(guó)家友好往來?!昂蜑橘F”的文化傳統(tǒng),哺育了中華民族寬廣博大的胸懷。我們的民族,既能像大地承載萬物一樣,寬厚包容;又能像蒼天剛健運(yùn)行一樣,彰顯正義。

15世紀(jì),中國(guó)著名航海家鄭和七下西洋,到過三十幾個(gè)國(guó)家。他帶去了中國(guó)的茶葉、絲綢、瓷器,還幫助沿途有的國(guó)家剿滅海盜,真正做到了播仁愛于友邦。

國(guó)強(qiáng)必霸,不適合中國(guó)。稱霸,既有悖于我們的文化傳統(tǒng),也違背中國(guó)人民意志。中國(guó)的發(fā)展不損害任何人,也不威脅任何人。中國(guó)要做和平的大國(guó)、學(xué)習(xí)的大國(guó)、合作的大國(guó),致力于建設(shè)一個(gè)和諧的世界。

不同國(guó)家、不同民族的文化,需要相互尊重、相互包容和相互學(xué)習(xí)。今天的中國(guó),有3億人在學(xué)英語(Q吧),有100多萬青年人在國(guó)外留學(xué)。我們的電視、廣播、出版等新聞傳媒,天天都在介紹世界各地的文化藝術(shù)。正因?yàn)槲覀兩朴谠诮涣髦袑W(xué)習(xí),在借鑒中收獲,才有今天中國(guó)的繁榮和進(jìn)步。

進(jìn)入21世紀(jì),經(jīng)濟(jì)全球化、信息網(wǎng)絡(luò)化,已經(jīng)把世界連成一體,文化的發(fā)展將不再是各自封閉的,而是在相互影響中多元共存。一個(gè)國(guó)家、一個(gè)民族對(duì)人類文化貢獻(xiàn)的大小,越來越取決于她吸收外來文化的能力和自我更新的能力。中國(guó)將永遠(yuǎn)堅(jiān)持開放兼容的方針,既珍視傳統(tǒng),又博采眾長(zhǎng),用文明的方式、和諧的方式實(shí)現(xiàn)經(jīng)濟(jì)繁榮和社會(huì)進(jìn)步。

女士們,先生們!

我之所以強(qiáng)調(diào)用發(fā)展的眼光看中國(guó),就是因?yàn)槭澜缭谧?,中?guó)也在變。如今的中國(guó),早已不是一百年前封閉落后的舊中國(guó),也不是30年前貧窮僵化的中國(guó)。經(jīng)過改革開放,中國(guó)的面貌已煥然一新。北京奧運(yùn)會(huì)向世界展示的,就是這樣一個(gè)古老、多彩和現(xiàn)代的中國(guó)。我希望朋友們,多到中國(guó)走一走、看一看,了解今天的中國(guó)人究竟在想什么、做什么、關(guān)心什么。這樣,有助于你們認(rèn)識(shí)一個(gè)真實(shí)的、不斷發(fā)展變化著的中國(guó),也有助于你們了解中國(guó)是如何應(yīng)對(duì)當(dāng)前這場(chǎng)全球性金融危機(jī)的。

在這場(chǎng)前所未有的世界金融危機(jī)中,中國(guó)和包括英國(guó)在內(nèi)的歐洲都受到嚴(yán)重沖擊?,F(xiàn)在危機(jī)尚未見底,由此可能帶來的各種嚴(yán)重后果還難以預(yù)料。合作應(yīng)對(duì)、共渡難關(guān),是我們的首要任務(wù)。

我認(rèn)為,應(yīng)對(duì)全球性危機(jī),需要增進(jìn)合作。有多大程度的相互信任,就可能有多大程度的合作。中國(guó)政府主張:第一,要首先辦好各國(guó)自己的事情,不把麻煩推給別人;第二,要精誠(chéng)合作,不搞以鄰為壑;第三,要標(biāo)本兼治,不能頭疼醫(yī)頭、腳疼醫(yī)腳。我在達(dá)沃斯會(huì)議上已重申,應(yīng)該對(duì)國(guó)際貨幣金融體系進(jìn)行必要的改革,建立公平、公正、包容、有序的國(guó)際金融新秩序,努力營(yíng)造有利于全球經(jīng)濟(jì)發(fā)展的制度環(huán)境。

這里我想談一談中國(guó)是如何應(yīng)對(duì)這場(chǎng)金融危機(jī)的。

金融危機(jī)對(duì)中國(guó)實(shí)體經(jīng)濟(jì)的影響日益顯現(xiàn)。從去年第三季度以來,出口大幅下滑,經(jīng)濟(jì)增速放緩,就業(yè)壓力加大。中國(guó)經(jīng)濟(jì)面臨著嚴(yán)峻的局面。面對(duì)危機(jī),我們果斷決策,及時(shí)調(diào)整宏觀經(jīng)濟(jì)政策取向,迅速出臺(tái)擴(kuò)大國(guó)內(nèi)需求的十項(xiàng)措施,陸續(xù)制定了一系列政策,形成了系統(tǒng)完整的促進(jìn)經(jīng)濟(jì)平穩(wěn)較快發(fā)展的一攬子計(jì)劃。主要包括以下幾個(gè)方面:

一是大規(guī)模增加政府支出擴(kuò)大內(nèi)需。中國(guó)政府推出了以財(cái)政支出帶動(dòng)社會(huì)投資,總額達(dá)4萬億元的兩年計(jì)劃,規(guī)模相當(dāng)于2007年中國(guó)GDP的16%。主要投向保障性安居工程、農(nóng)村民生工程、鐵路交通等基礎(chǔ)設(shè)施、社會(huì)事業(yè)、生態(tài)環(huán)保建設(shè)和地震災(zāi)后恢復(fù)重建。中國(guó)政府還推出了大規(guī)模的減稅計(jì)劃,一年可減輕企業(yè)和居民負(fù)擔(dān)約5000億元。我們還大幅度降息和增加銀行體系流動(dòng)性,出臺(tái)了一系列金融措施。

二是大范圍實(shí)施產(chǎn)業(yè)調(diào)整振興計(jì)劃。我們?nèi)嫱七M(jìn)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整和優(yōu)化升級(jí),制定汽車、鋼鐵等十個(gè)重點(diǎn)產(chǎn)業(yè)的調(diào)整和振興規(guī)劃。我們采取經(jīng)濟(jì)和技術(shù)的措施,大力推進(jìn)節(jié)能減排,推進(jìn)企業(yè)兼并重組,提高產(chǎn)業(yè)集中度和資源配置效率。我們鼓勵(lì)和支持企業(yè)廣泛應(yīng)用新技術(shù)、新工藝、新設(shè)備、新材料,開發(fā)適銷對(duì)路產(chǎn)品。

三是大力推進(jìn)科技進(jìn)步和創(chuàng)新??萍际强朔鹑谖C(jī)的根本力量。每一場(chǎng)大的危機(jī)常常伴隨一場(chǎng)新的科技革命;每一次經(jīng)濟(jì)的復(fù)蘇,都離不開技術(shù)創(chuàng)新。我們加快實(shí)施國(guó)家中長(zhǎng)期科學(xué)和技術(shù)發(fā)展規(guī)劃,特別是核心電子器件、核能開發(fā)利用、高檔數(shù)控機(jī)床等16個(gè)重大專項(xiàng),突破一批核心技術(shù)和關(guān)鍵共性技術(shù),為中國(guó)經(jīng)濟(jì)在更高水平上實(shí)現(xiàn)可持續(xù)發(fā)展提供科技支撐。推動(dòng)發(fā)展高新技術(shù)產(chǎn)業(yè)群,培育新的經(jīng)濟(jì)增長(zhǎng)點(diǎn)。我們就是要依靠科學(xué)技術(shù)的重大突破,創(chuàng)造新的社會(huì)需求,催生新一輪的經(jīng)濟(jì)繁榮。四是大幅度提高社會(huì)保障水平。繼續(xù)提高企業(yè)退休人員基本養(yǎng)老金,提高失業(yè)保險(xiǎn)金和工傷保險(xiǎn)金標(biāo)準(zhǔn),提高城鄉(xiāng)低保、農(nóng)村五保等保障水平。積極推進(jìn)醫(yī)藥衛(wèi)生體制改革,力爭(zhēng)用三年時(shí)間基本建成覆蓋全國(guó)城鄉(xiāng)的基本醫(yī)療衛(wèi)生制度,初步實(shí)現(xiàn)人人享有基本醫(yī)療衛(wèi)生服務(wù)。我們堅(jiān)持優(yōu)先發(fā)展教育,正在制定《國(guó)家中長(zhǎng)期教育改革和發(fā)展規(guī)劃綱要》。我們實(shí)施更加積極的就業(yè)政策,重點(diǎn)解決高校畢業(yè)生和農(nóng)民工就業(yè)問題。開辟就業(yè)崗位,緩解就業(yè)壓力。

我們采取這些措施,把擴(kuò)大國(guó)內(nèi)需求、調(diào)整振興產(chǎn)業(yè)、加強(qiáng)科技支撐、強(qiáng)化社會(huì)保障結(jié)合起來,把拉動(dòng)經(jīng)濟(jì)增長(zhǎng)和改善民生、增加就業(yè)結(jié)合起來,把克服當(dāng)前困難和促進(jìn)長(zhǎng)遠(yuǎn)發(fā)展結(jié)合起來。這樣做,有利于中國(guó)的發(fā)展,也將給包括英國(guó)在內(nèi)的世界各國(guó)企業(yè)帶來巨大的商機(jī)。

這場(chǎng)百年一遇的金融危機(jī),留給世人的思考是沉重的。它警示人們,對(duì)現(xiàn)行的經(jīng)濟(jì)體制和經(jīng)濟(jì)理論,應(yīng)該進(jìn)行深刻的反思。

中國(guó)曾長(zhǎng)期實(shí)行高度集中的計(jì)劃經(jīng)濟(jì),把計(jì)劃看成是絕對(duì)的,束縛了生產(chǎn)力的發(fā)展。這場(chǎng)金融危機(jī)使我們看到,市場(chǎng)也不是萬能的,一味放任自由,勢(shì)必引起經(jīng)濟(jì)秩序的混亂和社會(huì)分配的不公,最終受到懲罰。真正的市場(chǎng)化改革,決不會(huì)把市場(chǎng)機(jī)制與國(guó)家宏觀調(diào)控對(duì)立起來。既要發(fā)揮市場(chǎng)這只看不見的手的作用,又要發(fā)揮政府和社會(huì)監(jiān)管這只看得見的手的作用。兩手都要硬,兩手同時(shí)發(fā)揮作用,才能實(shí)現(xiàn)按照市場(chǎng)規(guī)律配置資源,也才能使資源配置合理、協(xié)調(diào)、平衡、可持續(xù)。

國(guó)際金融危機(jī)再次告訴人們,不受監(jiān)管的市場(chǎng)經(jīng)濟(jì)是多么可怕。從上世紀(jì)90年代以來,一些經(jīng)濟(jì)體疏于監(jiān)管,一些金融機(jī)構(gòu)受利益驅(qū)動(dòng),利用數(shù)十倍的金融杠桿進(jìn)行超額融資,在獲取高額利潤(rùn)的同時(shí),把巨大的風(fēng)險(xiǎn)留給整個(gè)世界。這充分說明,不受管理的市場(chǎng)經(jīng)濟(jì)是注定行不通的。因此,必須處理好金融創(chuàng)新與金融監(jiān)管的關(guān)系、虛擬經(jīng)濟(jì)與實(shí)體經(jīng)濟(jì)的關(guān)系、儲(chǔ)蓄與消費(fèi)的關(guān)系。

有效應(yīng)對(duì)這場(chǎng)危機(jī),還必須高度重視道德的作用。道德是世界上最偉大的,道德的光芒甚至比陽(yáng)光還要燦爛。真正的經(jīng)濟(jì)學(xué)理論,決不會(huì)同最高的倫理道德準(zhǔn)則產(chǎn)生沖突。經(jīng)濟(jì)學(xué)說應(yīng)該代表公正和誠(chéng)信,平等地促進(jìn)所有人,包括最弱勢(shì)人群的福祉。被譽(yù)為現(xiàn)代經(jīng)濟(jì)學(xué)之父的亞當(dāng)·斯密在《道德情操論》中指出:“如果一個(gè)社會(huì)的經(jīng)濟(jì)發(fā)展成果不能真正分流到大眾手中,那么它在道義上將是不得人心的,而且是有風(fēng)險(xiǎn)的,因?yàn)樗⒍ㄒ{社會(huì)穩(wěn)定?!钡赖氯笔菍?dǎo)致這次金融危機(jī)的一個(gè)深層次原因。一些人見利忘義,損害公眾利益,喪失了道德底線。我們應(yīng)該倡導(dǎo):企業(yè)要承擔(dān)社會(huì)責(zé)任,企業(yè)家身上要流淌著道德的血液。

女士們,先生們!

英國(guó)是我這次歐洲之行的最后一站。這次訪問,加深了我對(duì)歐洲的了解。中歐合作已經(jīng)站在一個(gè)新的歷史起點(diǎn)上。我對(duì)中歐發(fā)展全面戰(zhàn)略伙伴關(guān)系更加充滿信心。我們之間不存在歷史遺留問題,也不存在根本利害沖突。中歐合作基礎(chǔ)堅(jiān)實(shí),前景光明。英國(guó)是最早進(jìn)入現(xiàn)代化的國(guó)家,你們?cè)诎l(fā)展經(jīng)濟(jì)、保護(hù)環(huán)境等方面,都有許多成功的經(jīng)驗(yàn)。我們?cè)敢庀蚰銈儗W(xué)習(xí),加強(qiáng)交流與合作。

未來屬于青年一代。中英關(guān)系的美好前景要靠青年去開拓。撫今追昔,我想起對(duì)中英文化交流作出重要貢獻(xiàn)的劍橋校友李約瑟博士。他的鴻篇巨著《中國(guó)科學(xué)技術(shù)史》,在東西方兩大文明之間架起了一座橋梁。繼承傳統(tǒng)、勇于創(chuàng)新,是劍橋大學(xué)的優(yōu)秀品格。希望更多的劍橋人關(guān)注中國(guó),用發(fā)展的眼光看中國(guó),做中英交流的友好使者。我相信,只要中英兩國(guó)青年相互學(xué)習(xí),攜手共進(jìn),一定會(huì)譜寫出中英關(guān)系的嶄新篇章。
