１９ 難民つくらぬ世界へ

臨近21世紀，為了構筑一個沒有難民的世界，特別指定產生難民的根本原因，有必要采取有效的應對。雖然20年前難民的數量是250萬，但在東西方冷戰結束時，也就是1990年達到1500萬人左右，現在是1995年5月，聯合國難民高級專員事務所管轄下的難民月2300萬人。作為現在世界的特色之一，差不多115人中就有1個人在不安、危險、不安定中，因為住處而工作，追逐。在靠近21世紀時，如何消除作為現在世界性的課題而被廣泛討論。

雖然解決難民問題很困難，但我想到3個解決戰略。緊急事態對策的強化、促進自主返回環境額準備、然后是預防。接下來我想關于此事稍微具體的講解一下。

首先，如何做到緊急事態對策強化。我在（1991年1月）成為難民高級專員之后，產生了庫爾德難民、舊南斯拉夫難民、盧旺達布隆迪難民。經歷這些之后，不管怎樣為了提高緊急應對能力，必須充實人力、物力和財力。首先是人力，為應對緊急事態成立五人專業官員，每五人一隊。然后是物力，他們外出的時候得準備一套緊急用具（有電腦、紙、無線電臺等設備的四輪驅動自行車）。在錢的方面，準備2500玩美元的緊急救助金。只有這些是不夠的，多國、NGO，瑞典、美國的保健省等和丹麥、挪威、瑞典的民間團體做了緊急支援的協定，一旦有事發生，72小時內會出動約100人員，而且協定出動的都是有過一定訓練過的人員。第二，關于促進返回環境的準備，在和平的基礎上準備能夠回國的條件，然后難民就回去了。人最終還是想回到自己的家。最近作為最成功的回國的例子，37萬人在經歷了十四五年的難民生活后回到柬埔寨。難民回國以什么樣的形式對之后的那個國家的安定做貢獻呢？考，到面向21世紀的開發可能性，首先是和平協議，也就是政治上達成協議后在開始考慮難民回國的事情。然后我們開始回國的支援。首先回去的交通方式，回國的食物供給，收集回去之后重建家園的的物資。在柬埔寨，因為他們幾乎都是農民，回去之后要設立再次從事農業的土地。然后進行土地測量，進行各種調查，不管怎么說地雷很多。除去地雷，然后提供土地，直到回去要花費多長時間是我所不知道的。在柬埔寨，為新國家建設的選舉的時間是事先決定的，必須在期限內回去，出動只有聯合國有的維和部隊是不能長時間駐扎的。因此，那是要考慮的是，如果不能提供土地、那么提供現金并用于生活重建怎么樣，是要土地還是錢，給難民提供這樣一個選擇。這樣的話，驚訝的人們會選擇金錢，多虧這樣才能促進（他們）回國。最后是預防。預防是在所有國家中，如果有能做到好的政權，通過民主的程序搞政治，經濟安定，尊重人權這些條件的話，我想就不會有紛爭，難民也不會出逃了。但是，期待那樣的事情，最后這樣的世界就像天堂一樣，這無論如何都辦不到。因此，用現在有的方法什么樣的預防才是可能的呢？我的回答只有一個。我認為在有紛爭的國家，要確保國際影響力。在國際、地域憑借某種影響力，不能只看狀況，除了嘗試各種形式額“軟介入”還要有其他的。以預防為中心立刻想到的是前蘇聯各國。前蘇聯人們移動不規則，而且僑居海外的俄羅斯人在各共和國少數民族化，在加上保護不周，也存在蘊藏危險的地方。因此，我等設立聯絡事務所網，遇到危險狀況時，或是面臨法律上的問題，通過這些法律上的準備來應對的話會怎么樣，事先要注意法律上的支援。

21世紀的難民問題是世界人道問題，也是關系大世界政治、安全保障的大問題。以世界人道問題為頭緒，這之后，不真正地樹立世界合作態勢是不行的，而且，地球上居住的所有人員的合作也是必要的，這就是我對世界難民問題從心底日夜發出的呼聲。

一、教材簡說

課文寫的是殘疾女孩英子內心很自卑，一個偶然的機會讓她不得不面對全班同學的目光。想不到的是，同學們給了她鼓勵的掌聲。掌聲從此改變了英子的生活態度，她變成了一個活潑開朗的人，開始“微笑著面對生活”。課文通過英子的變化表現了同學之間的鼓勵和關愛。

（二）、掌聲時。

1、就在小英萬般無奈之時，小英聽到了什么？（生答：掌聲）請快速默讀第四自然段，用波浪線劃出描寫掌聲的句子。、掌聲一共響了幾次？

2、指名讀第一次掌聲。

（1）就在小英剛剛站定的那一刻，不知是在誰的帶動下，驟然間響起了一陣掌聲。那掌聲熱烈、持久，小英感動得流下了眼淚。“驟然間”你能換個詞嗎？

好的，你們現在就是小英的同學，請鼓起熱烈、持久的掌聲！

這真是熱烈、持久的掌聲呀！你們想通過掌聲告訴小英什么呢？指名說。(鼓勵、肯定)請女生讀讀這句話，把同學們的鼓勵、小英的感動都讀出來吧！齊讀。

3、指名讀第二次掌聲。（媒體相機點擊句子）

《掌聲》教學反思 《掌聲》這篇課文生動地記敘了身患殘疾而憂郁自卑的小英上臺演講時得到了同學們熱烈的掌聲，在這掌聲的激勵下，她鼓起生活的勇氣變得樂觀開朗的故事，贊美同學們的寬容和善解人意，也說明人與人之間需要尊重、鼓勵，要主動地關心別人，特別是對身處困境的人，同時也要珍惜別人的關心和鼓勵。

課文是以小英的感情變化為主線貫穿全文的，情節感人，描寫細致。那么如何讓學生通過學習受到情感熏陶，獲得思想啟迪，在教學中我注意以下方面：

一、情境談話，拉近人文

我先以貼近學生生活的小故事為話題引入課文的學習，激起學生學習情趣，縮小學生與文本之間的距離。

二、加強朗讀教學，放手學生自讀自悟

“讀書百遍，其義自見”，教學本課時，我多給學生讀書思考的時間，讓他們感情體驗，抓住人物的神態、動作描寫的句子，體會人物心理變化過程，同時，也體現了學生是學習的主人。

三、重視學生情感體驗，讓其融入文章角色。

在理解體會小英的情感變化過程中，我讓學生想象自己就是小英的同學，自己會怎樣做，這樣他們理解起來就容易獲得一種真切的感受了。而且，當時也收到了這樣的效果。
