順天大學(xué)中國留學(xué)生學(xué)生會(huì)干部選舉及納新制度

一、組織結(jié)構(gòu)

順天大學(xué)中國留學(xué)生學(xué)生會(huì)設(shè)：會(huì)長、副會(huì)長、名譽(yù)會(huì)長、秘書處、宣傳部、生活部、體育部、常務(wù)部。

人員設(shè)定：會(huì)長一名，副會(huì)長一名（暫定），名譽(yù)會(huì)長一名。每部（處）設(shè)部（處）長一名，副部長一名，干事若干名。以上職務(wù)均為學(xué)生會(huì)正式成員。

二、學(xué)生會(huì)干部選舉產(chǎn)生辦法

1、任職期限：一年可連選連任任職期間無特殊情況不準(zhǔn)辭職。

2、會(huì)長候選人由學(xué)生會(huì)提出（各部正部長均有權(quán)參選會(huì)長一職）,會(huì)長一職由 全體中國留學(xué)生公投公選產(chǎn)生。參與公投人員達(dá)到全體中國留學(xué)生的半數(shù)為有效公投。候選人獲得支持票數(shù)達(dá)到總投票人數(shù)的50%，此次選舉投票視為有效。出現(xiàn)公投失敗(參與公投人員沒有達(dá)到全體中國留學(xué)生的半數(shù))情況，學(xué)生會(huì)將會(huì)進(jìn)行學(xué)生代表走訪工作，了解大部分學(xué)生的想法，結(jié)合各候選人平時(shí)的干部考核成績，以及工作業(yè)績。推薦出新任會(huì)長。結(jié)果過程及時(shí)向外界公布，接受全體中國留學(xué)生監(jiān)督。

3、學(xué)生會(huì)選舉工作采取“會(huì)長負(fù)責(zé)制”的工作原則。會(huì)長當(dāng)選之后，副會(huì)長及各部正職部長的人事安排,均由當(dāng)選會(huì)長提名，全體學(xué)生會(huì)內(nèi)部成員投票表決，對(duì)會(huì)長負(fù)責(zé)。各部副部長，干事職位由該部正部長負(fù)責(zé)組織。

三、學(xué)生會(huì)納新制度

1、納新成員職位：常務(wù)干事隸屬部門：學(xué)生會(huì)常務(wù)部

2、任職期限：1個(gè)月左右(根據(jù)表現(xiàn)，可適當(dāng)?shù)脑黾踊蚩s減)

3、形式:以自愿報(bào)名，和老生推薦的形式。納新成員需經(jīng)過一段時(shí)間的培訓(xùn)熟悉學(xué)生會(huì)的各項(xiàng)事務(wù)之后，經(jīng)考核合格,結(jié)合本人意向及特長劃歸各部工作，成為學(xué)生會(huì)正式成員。

四、附注

1、學(xué)生會(huì)的選舉納新工作接受所有在讀順天大學(xué)中國留學(xué)生的監(jiān)督。

2、本制度的最終解釋權(quán)歸順天大學(xué)中國留學(xué)生學(xué)生會(huì)所有。

中國留學(xué)生學(xué)生會(huì)干部考核辦法

為了加強(qiáng)對(duì)順天大學(xué)中國留學(xué)生學(xué)生會(huì)成員的管理，提高學(xué)生會(huì)成員的工作積極性，對(duì)學(xué)生會(huì)成員進(jìn)行具體細(xì)致的評(píng)價(jià)，增強(qiáng)學(xué)生會(huì)成員管理工作的規(guī)范性和透明度，提高學(xué)生會(huì)的服務(wù)質(zhì)量，特制定本考核辦法。

一、考核對(duì)象

順天大學(xué)中國留學(xué)生學(xué)生會(huì)全體成員

二、考核時(shí)間：

每學(xué)期結(jié)束之前

三、考核標(biāo)準(zhǔn)及程序

考核負(fù)責(zé)：學(xué)生會(huì)主席團(tuán)、會(huì)長記錄存檔：秘書處

1、每學(xué)期學(xué)期結(jié)束之前由各部門負(fù)責(zé)人（部長）向?qū)W生會(huì)主席團(tuán)提交本學(xué)期工作總結(jié)。學(xué)生會(huì)各部門的考核工作由學(xué)生會(huì)主席團(tuán)完成，學(xué)生會(huì)各位干部的最終工作鑒定由時(shí)任會(huì)長完成。考核工作接受學(xué)生會(huì)全體成員的監(jiān)督。

2、考核工作將會(huì)按照各位干部對(duì)學(xué)生會(huì)制度遵守程度，學(xué)生會(huì)活動(dòng)和例會(huì)的出勤率，工作業(yè)績進(jìn)行評(píng)定。

學(xué)生會(huì)基本制度的遵守：要求各位干部嚴(yán)格遵守學(xué)生會(huì)的各項(xiàng)規(guī)定（宗旨、規(guī)范），服從會(huì)長工作安排。

學(xué)生會(huì)活動(dòng)和例會(huì)出勤：學(xué)生會(huì)組織的活動(dòng)要求所有學(xué)生會(huì)成員（特殊情況除外，但須請(qǐng)假）必須出席。例會(huì)包括出勤、遲到、早退、事假、缺勤五部分。有特殊情況的必須聯(lián)系會(huì)長請(qǐng)假，否則按缺勤處理。

日常工作業(yè)績：本部門日常工作的執(zhí)行，例會(huì)工作的落實(shí)情況，工作總結(jié)。

四、考核結(jié)果

1、對(duì)于考評(píng)合格優(yōu)秀者將繼續(xù)留任，學(xué)生會(huì)酌情給予適當(dāng)獎(jiǎng)勵(lì)，以資鼓勵(lì)。

2、對(duì)于學(xué)生會(huì)事務(wù)玩忽職守，不認(rèn)真履行職責(zé)，考評(píng)結(jié)果較差者時(shí)任會(huì)長有權(quán)直接辭退。

五、特殊情況處理

在學(xué)生會(huì)工作、活動(dòng)過程中存在瀆職或其他有損學(xué)生會(huì)形象行為者，在學(xué)生會(huì)工作中出現(xiàn)誠信問題和財(cái)務(wù)問題者，違反校紀(jì)校規(guī)者，經(jīng)會(huì)長批準(zhǔn)予以辭退。

六、附注：

1、每學(xué)期的干部考核結(jié)果經(jīng)會(huì)長確認(rèn)后，歸入學(xué)生會(huì)檔案。

2、考評(píng)結(jié)果公開，如有質(zhì)疑，由會(huì)長指定部門作出解釋。

3、本辦法的最終解釋權(quán)歸順天大學(xué)中國留學(xué)生學(xué)生會(huì)。

第三篇：大學(xué)學(xué)生會(huì)干部例會(huì)會(huì)議制度

文科團(tuán)學(xué)分會(huì)干部例會(huì)會(huì)議制度

一、分會(huì)干部例會(huì)由團(tuán)總支或?qū)W生會(huì)主持召開。

二、要求參會(huì)人員：團(tuán)總支副書記、主席，學(xué)生會(huì)各分管副主席，各部門部長、副部長，各班班長、團(tuán)支書。

三、例會(huì)定為每月首個(gè)星期日晚六點(diǎn)二十在2-211召開。根據(jù)工作需要，可召開臨時(shí)會(huì)議，時(shí)間、地點(diǎn)另行安排。

四、例會(huì)主要任務(wù)：

1、通報(bào)團(tuán)總支及學(xué)生會(huì)有關(guān)議決、決定；

2、團(tuán)總支、學(xué)生會(huì)各部門進(jìn)行前期工作總結(jié)；

3、制定近期工作計(jì)劃，聽取各部門意見，對(duì)主要活動(dòng)進(jìn)行統(tǒng)一安排部署。

五、例會(huì)基本要求：

1、例會(huì)到會(huì)情況由組織部進(jìn)行嚴(yán)格考勤。

2、要求出席例會(huì)人員必須準(zhǔn)時(shí)參加例會(huì)，不得無故遲到、早退或缺席。因故不能出席的人員需提前向組織部提交書面請(qǐng)假條，由組織部遞交各分管科老師審核。

3、出席例會(huì)人員應(yīng)積極參與討論，對(duì)各項(xiàng)計(jì)劃發(fā)表意見，進(jìn)行表決。

4、例會(huì)期間參會(huì)人員不得隨意走動(dòng)或大聲喧嘩，擾亂會(huì)場紀(jì)律及秩序。

六、要求參會(huì)人員不得無故遲到、早退及缺席。凡例會(huì)遲到、早退及缺席者按《船山學(xué)院文科團(tuán)學(xué)分會(huì)學(xué)生干部考核制度》有關(guān)規(guī)定處理并扣其干部綜合測評(píng)加分項(xiàng)目；多次遲到、早退或缺席建議撤銷干部職務(wù)。

七、各部門負(fù)責(zé)人，班長和團(tuán)支書在例會(huì)上所做出的議決、決定必須本著公平、公正、公開的原則，對(duì)文科所有成員及文科團(tuán)學(xué)分會(huì)負(fù)責(zé)。

三峽大學(xué)學(xué)生會(huì)干部述職制度

第一條為加強(qiáng)對(duì)學(xué)生干部的監(jiān)督和管理，全面準(zhǔn)確地掌握學(xué)生干部的工作情況，提高學(xué)生干部的責(zé)任意識(shí)、服務(wù)意識(shí)和大局意識(shí)，依據(jù)《三峽大學(xué)學(xué)生會(huì)人事管理制度》，制定本制度。

第二條干部述職應(yīng)當(dāng)有利于增強(qiáng)學(xué)生干部自覺接受監(jiān)督的意識(shí)、服務(wù)于廣大同學(xué)意識(shí)，應(yīng)當(dāng)有利于促進(jìn)干部隊(duì)伍的建設(shè)。

第三條干部述職應(yīng)當(dāng)堅(jiān)持民主與集中相結(jié)合。

第四條干部述職大會(huì)由組織部負(fù)責(zé)實(shí)施。

第五條學(xué)生干部述職每學(xué)年進(jìn)行一次。

第六條每學(xué)年下學(xué)期，學(xué)生會(huì)應(yīng)舉行干部述職大會(huì)，主席團(tuán)及各部部長應(yīng)就自己一年來的工作向與會(huì)代表作客觀、公正的述職。

干部述職大會(huì)的時(shí)間由組織部參照第六條第一款的規(guī)定具體安排。

第七條全體學(xué)生干部述職完畢，應(yīng)參加統(tǒng)一的民主測評(píng)。

第八條述職人員應(yīng)當(dāng)在規(guī)定時(shí)間內(nèi)將述職報(bào)告交指定部門存檔。

述職報(bào)告應(yīng)當(dāng)包括以下內(nèi)容：

（1）述職人員所任職務(wù)、任職期限；

（2）述職人員工作的指導(dǎo)思想；

（3）履行崗位職責(zé)的情況；

（4）述職人員在工作中取得的主要成績和存在的主要問題，以及今后的改進(jìn)措施；

（5）其他應(yīng)當(dāng)闡明的情況。

第九條述職的結(jié)果，將作為對(duì)干部選拔、考核、獎(jiǎng)懲的重要依據(jù)。

第十條對(duì)民主測評(píng)中群眾意見較大，組織部應(yīng)在調(diào)查核實(shí)的基礎(chǔ)上，視情節(jié)輕重，進(jìn)行組織處理。構(gòu)成違紀(jì)的，按有關(guān)規(guī)定給予紀(jì)律處分。

第十一條本制度自公布之日起開始實(shí)施，公布于二00七年五月的《三峽大學(xué)學(xué)生會(huì)干部述職暫行制度》同時(shí)廢止。

Good afternoon ,faculty students parents and friends.I am truly honored and grateful to speak at the commencement for the University of Maryland, Class of 2017.People often ask me: Why did you come to the University of Maryland? I always answer: Fresh air.Five years ago, as I step off the plane from China, and left the terminal at Dallas Airport.I was ready to put on one of my five face masks, but when I took my first breath of American air.I put my mask away.The air was so sweet and fresh, and oddly luxurious.（顯得格外的奢侈）I was surprised by this.I grew up in a city in China, where I had to wear a face mask every time I went outside, otherwise, I might get sick.However, the moment I inhaled and exhaled outside the airport, I felt free.No more fog on my glasses, no more difficult breathing, no more suppression.Every breath was a delight.As I stand here today, I cannot help, but recall that feeling of freedom.At the University of Maryland, I assume feel another kind of fresh air for which I will be forever grateful — the fresh air of free speech.Before I came to United States, I learned in history class about the Declaration of Independence, but these words had no meaning to me— Life, Liberty and the Pursuit of happiness.I was merely memorizing the words to get good grades.These words sounded so strange, so abstract and so foreign to me, until I came to University of Maryland.I have leaned the right to freely express oneself is sacred in American.Each day in Maryland, I was encouraged to express my opinions on controversial issues.I could challenge a statement made by my instructor.I could even rate my professors online.But nothing prepared me for the culture shock I experienced when I watched a university production of the play— Twilight: Los Angeles.《暮光：洛杉磯》

Twilight is a play by Anna Deavere Smith about the 1992 Los Angeles Riots.The riots followed acquittal of four Los Angeles police officers in the videotaped arrest and beating of Rodney King.For six days, the city was in chaos as citizens took to the streets.In Twilight, the student actors were openly talking about racism, sexism and politics.I was shocked, I never saw such topic could be discussed openly.The play was my first taste of political storytelling, one that makes the audience think critically.那個(gè)話劇是我第一次接觸到政治敘述故事，一個(gè)可以讓觀眾批判性思考的政治敘述故事。

I have always had a burning desire to tell these kinds of stories, but I was convinced that only authorities on the narrative, only authorities could define the truth.我一直有強(qiáng)烈的愿望想講這類故事，但我曾深信只有權(quán)威部門才能講述這些故事，只有權(quán)威部門才能定義真相。
