1、社會主義改革的特點是社會主義基本矛盾及其規(guī)律作用的結(jié)果

社會改革是在一定程度下,為了解決生產(chǎn)關(guān)系不適合生產(chǎn)力發(fā)展?fàn)顩r,上層建筑不適合經(jīng)濟(jì)基礎(chǔ)發(fā)展的某些部分或環(huán)節(jié),使該社會制度得到存在和發(fā)展,而對現(xiàn)存的制度、體制作一定的調(diào)整和革新。它是同一社會形態(tài)對某些不適應(yīng)的方面和環(huán)節(jié)的調(diào)整,不改變該社會制度的根本性質(zhì),是社會發(fā)展中的量變或部分質(zhì)變。社會改革是統(tǒng)治階級為了鞏固和完善自己建立的社會制度而在社會各個領(lǐng)域采取的革新舉措,它是在一定程度上解決社會基本矛盾、促進(jìn)生產(chǎn)力的發(fā)展,推動社會進(jìn)步的有效途徑和手段。這就是社會改革對社會發(fā)展的作用。

社會主義改革是社會主義發(fā)展的強(qiáng)大動力,因為社會主義社會的基本矛盾仍然是生產(chǎn)力與生產(chǎn)關(guān)系、經(jīng)濟(jì)基礎(chǔ)與上層建筑的矛盾,必須不斷改革生產(chǎn)關(guān)系與上層建筑中與生產(chǎn)力發(fā)展不相適應(yīng)的方面,才能使社會主義社會充滿生機(jī)和活力。但是社會主義社會的改革具有自身的特性,它不同于階級社會的社會改革。社會主義的改革是在堅持社會主義基本制度的前提下進(jìn)行的,是社會主義的自我完善和發(fā)展,是自覺地、主動地調(diào)整生產(chǎn)關(guān)系與生產(chǎn)力發(fā)展不相適應(yīng)的部分,調(diào)整上層建筑與經(jīng)濟(jì)基礎(chǔ)不相適應(yīng)的部分,從而推動生產(chǎn)力的發(fā)展和社會各方面的進(jìn)步。這就是社會主義改革的特點,也是社會主義基本矛盾及其規(guī)律作用的結(jié)果。

2、堅持四項基本原則和改革開放的關(guān)系

1978年12月召開的十一屆三中全會,確立了一心一意搞現(xiàn)代化建設(shè)的政治路線,把黨和國家的工作中心轉(zhuǎn)移到經(jīng)濟(jì)建設(shè)上來,做出了改革開放的戰(zhàn)略部署,并且隨即提出要堅持四項基本原則,“一個中心,兩個基本點”的思想開始形成,從而為黨在新時期的基本路線的形成奠定了基礎(chǔ)。

1987年,十三大制定了黨在社會主義初級階段的基本路線:“領(lǐng)導(dǎo)和團(tuán)結(jié)全國各族人民,以經(jīng)濟(jì)建設(shè)為中心,堅持四項基本原則,堅持改革開放,自力更生,艱苦創(chuàng)業(yè),為把我國建設(shè)成富強(qiáng)、民主、文明的社會主義現(xiàn)代化國家而奮斗。”

2.1、四項基本原則是立國之本

四項基本原則是我們黨一貫堅持的,它是中國人民長期流血奮斗取得的歷史經(jīng)驗,是黨和國家團(tuán)結(jié)、穩(wěn)定、發(fā)展、進(jìn)步的最重要政治基礎(chǔ),保證了改革開放和現(xiàn)代化建設(shè)的正確方向。我們通過改革開放解放和發(fā)展生產(chǎn)力,是完善和發(fā)展社會主義,而不是損害和背離社會主義;是為了改善和加強(qiáng)黨的領(lǐng)導(dǎo),而不是削弱和否定黨的領(lǐng)導(dǎo);是為了鞏固人民民主專政的國家政權(quán),而不是動搖這個政權(quán)。堅持四項基本原則,就是堅持改革開放和現(xiàn)代化建設(shè)的社會主義性質(zhì)和方向。

只有堅持四項基本原則,我們的國家才能長治久安,我們的事業(yè)才能從勝利走向新的勝利。

只有堅持四項基本原則,才能保證社會穩(wěn)定,正確處理改革發(fā)展穩(wěn)定的關(guān)系,消除一切不平等的社會因素,努力創(chuàng)造穩(wěn)定的社會政治環(huán)境,落實科學(xué)發(fā)展觀和以人為本的精神,積極構(gòu)建和諧社會。

2.2、改革開放是強(qiáng)國之路

改革開放是決定當(dāng)代中國命運的關(guān)鍵抉擇,是發(fā)展中國特色社會主義、實現(xiàn)中華民族偉大復(fù)興的必由之路;只有社會主義才能救中國,只有改革開放才能發(fā)展中國。改革開放與中國特色社會主義道路的開辟和中國特色社會主義理論體系的形成,是一個相輔相成的過程。改革開放為中國特色社會主義理論的創(chuàng)立提供了理論形成的前提和實踐基礎(chǔ),而中國特色社會主義理論又引導(dǎo)改革開放沿著正確的方向不斷深入和發(fā)展。堅持中國特色社會主義,就必須堅持改革開放不動搖;堅持改革開放,就必須始終高舉中國特色社會主義理論的偉大旗幟。

2.3、兩者相互區(qū)別,各有側(cè)重

四項基本原則是立國之本,它規(guī)定我國社會發(fā)展的正確方向,主要解決什么是社會主義以及如何堅持社會主義的問題。

改革開放是強(qiáng)國之路,它是我國進(jìn)行社會主義現(xiàn)代化建設(shè)的直接動力,主要解決怎樣建設(shè)社會主義,以及如何推動社會主義發(fā)展的問題。

2.4、兩者相互聯(lián)系,不可分割

如果離開四項基本原則來談改革開放,會失去正確的方向,造成社會**,改革開放就搞不下去;離開改革開放來談堅持四項基本原則,就可能陷入空洞僵化的教條主義,不能真正堅持四項基本原則。中國特色社會主義在今天之所以具有強(qiáng)大的生命力,就在于它是破除舊觀念,實行改革開放的社會主義;而我們的改革開放之所以能夠不斷深入地健康發(fā)展,又在于它是符合廣大人民群眾根本利益,有利于鞏固和發(fā)展社會主義的改革開放。

實踐反復(fù)告訴我們,堅持黨的基本路線不動搖,必須把改革開放和四項基本原則統(tǒng)一起來,改革開放要在四項基本原則的指導(dǎo)下進(jìn)行,四項基本原則要在改革開放中獲得新的時代內(nèi)容,他們兩者統(tǒng)一的基礎(chǔ)就是建設(shè)中國特色社會主義的偉大實踐。

新冠疫情對經(jīng)濟(jì)的影響是全方位的,運用馬克思主義基本方法來分析,疫情帶來的經(jīng)濟(jì)影響是一分為二的。顯然易見的,疫情主要對經(jīng)濟(jì)的第二產(chǎn)業(yè)和第三產(chǎn)業(yè)有負(fù)面影響,在投資、消費、出口等方面尤為突出。在消費方面,短期內(nèi)疫情高發(fā)的時間里,居民的生活消費和交通需求都受到了極大的限制,對服務(wù)業(yè)中的餐飲、零售、娛樂等和交通運輸業(yè)造成了巨大的沖擊。在投資方面,房地產(chǎn)業(yè)因受疫情防控政策的影響,其銷售受到一定程度上的影響。人們也受疫情后對就業(yè)、消費的因素影響,理財?shù)挠蟠蠼档汀T谕赓Q(mào)出口方面,各國在疫情下經(jīng)濟(jì)發(fā)展都不同程度的放緩,購買力也大大下降,從而可能減少對我國的進(jìn)口。旅游業(yè)受到多國對中國人口和物流的限制,加上人們對新冠疫情的心理因素,旅游經(jīng)濟(jì)也發(fā)展緩慢。疫情停工期間,企業(yè)仍需承擔(dān)租金、員工工資及五險一金等,復(fù)工后,由于企業(yè)復(fù)工較晚,復(fù)工的不全面和員工的到崗率低,企業(yè)的生產(chǎn)力下降,并且出于防控措施的需要,企業(yè)的生產(chǎn)率也在降低,這些都直接或間接地影響到了經(jīng)濟(jì)的發(fā)展。各類企業(yè)當(dāng)然也是疫情的受害者,疫情停工期間,企業(yè)仍需承擔(dān)租金、員工工資及五險一金等,復(fù)工后,由于企業(yè)復(fù)工較晚,復(fù)工的不全面和員工的到崗率低,企業(yè)的生產(chǎn)力下降,并且出于防控措施的需要,企業(yè)的生產(chǎn)率也在降低,這些都直接或間接地影響到了經(jīng)濟(jì)的發(fā)展。實體企業(yè)的經(jīng)濟(jì)受傷害影響程度更大,人們?nèi)f眾一心,聽從國家規(guī)定,減少不必要的外出,這無疑對實體經(jīng)濟(jì)造成直接的沖擊。

不可否認(rèn),疫情同時帶來了許多的機(jī)遇,疫情只會短暫限制人們的消費,但疫情不會降低人們出去消費的熱情,等到疫情防控取得勝利,人們被壓制的消費需求也將反彈,帶動經(jīng)濟(jì)的極大回升。中國經(jīng)濟(jì)雖然遭受巨大的沖擊,但是中國在疫情中的表現(xiàn)也展現(xiàn)出來中國雄厚的經(jīng)濟(jì)基礎(chǔ)和顯著的制度優(yōu)勢,因此疫情對中國經(jīng)濟(jì)的蕭條是短暫的。首先,在疫情期間,有許多行業(yè)有了新的商機(jī)和發(fā)展,比如口罩、消毒液、手套、體溫儀等防疫物品的制造業(yè)有明顯的經(jīng)濟(jì)提升,對醫(yī)藥產(chǎn)業(yè)的發(fā)展有較大的促進(jìn)作用,對關(guān)于傳染疾病的防控能力無疑有著較大的提升,而中國又作為全球供應(yīng)鏈最強(qiáng)的國家,外貿(mào)出口恢復(fù)也將很快恢復(fù)發(fā)展。其次,從長遠(yuǎn)的角度考慮,疫情也將催生新的商業(yè)格局,適當(dāng)?shù)木€上線下相結(jié)合的新零售形式表現(xiàn)的尤為突出,例如河馬生鮮、叮咚買菜等。不僅促進(jìn)了遠(yuǎn)程辦公、信息化管理等技術(shù)的發(fā)展和運用,線上教育的開展、無人配送的開發(fā)等新的商業(yè)模式都因受到疫情的啟發(fā)而在逐步發(fā)展當(dāng)中。再者,疫情作為一種壓力,它為政府機(jī)構(gòu)的透明管理、積極實施措施有有著激勵作用,而一個好的政府管理模式不僅會贏得人們的信賴,還將促進(jìn)國家經(jīng)濟(jì)的發(fā)展。信息化的發(fā)展有著多方面的益處,信息化明確了資金的動向,可以減少貪腐;遠(yuǎn)程辦公信息化,可以減輕交通壓力,可以緩解人口集中的壓力和就業(yè)壓力。中國在疫情防控方面對比各國,中國率先控制住疫情,恢復(fù)了生產(chǎn),這進(jìn)一步鞏固了我國世界工廠的地位,通過大量生產(chǎn)防疫物品,優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)在深入中國制造可靠、安全觀念的同時,恢復(fù)了我國的經(jīng)濟(jì)發(fā)展,提高了我國的國際地位。

疫情的發(fā)展必定給中國經(jīng)濟(jì)發(fā)展帶來了一定的沖擊和挑戰(zhàn),但從長遠(yuǎn)和大局看,它只是中國積極發(fā)展快車行進(jìn)路上的小顛簸,我們要從顛簸造成的變化中,理性和科學(xué)地分析、應(yīng)對變化,并主動謀求變化,善于在變化中把握帶來的新的機(jī)遇,從而把“危”轉(zhuǎn)為“機(jī)”。中央政府針對新冠疫情造成的經(jīng)濟(jì)損失和緩慢發(fā)展制定了關(guān)于租金、社保、稅收等一系列的財政和經(jīng)濟(jì)政策。此外,做好互聯(lián)網(wǎng)、云計算、大數(shù)據(jù)、人工智能等新領(lǐng)域的建設(shè)和發(fā)展。寒冷的黑夜必將過去,經(jīng)濟(jì)的停滯必將過去,白晝的光明定會到來,未來的經(jīng)濟(jì)也必將會有新的發(fā)展。
