Remarks by H.E.Ambassador Liu Xiaoming at the Launch of the Cambridge Peking University China Centre 駐英國大使劉曉明在劍橋大學—北京大學中國中心啟動儀式上的講話 Peking University, 15 April 2016 2016年4月15日,北京大學 Sir Leszek, Chairman Zhu Shanlu, President Lin Jianhua, Dear teachers and students, Ladies and Gentlemen, 尊敬的英國劍橋大學校長博里塞維奇爵士,尊敬的北京大學校務委員會主任朱善璐先生,尊敬的北京大學校長林建華先生,老師們、同學們,女士們、先生們:
It is a great pleasure to join you for the launch of the Cambridge Peking University China Centre.Although I am on home leave and consultations, today’s event is the one that I would not want to miss. This is not least because of the invitation from Chairman Zhu Shanlu, an old friend of over twenty years.I also greatly value the meaning and importance of the event itself.
Peking University, or PKU, has a long history of association with Cambridge University. The China Centre is the latest outcome of cooperation between Cambridge and the PKU.But it is also a new highlight of educational and cultural exchange between China and the UK.Therefore, I would like to extend my warmest congratulations on the launch of the Centre.China study has been advancing fast in recent years.New books on China come out in an endless flow.Fresh ideas and perspectives are made every day. This goes to show the world’s rising interest in China. It is a measure of deepening understanding of China around the world. However, it is undeniable that the study of China has not kept pace with the development of China during the past three decades.Western understanding of China as a result has many limitations.Misinterpretations and misunderstandings still exist. In particular, there are waves of pessimistic predictions on China’s development that are divorced from the reality.
A Chinese sage once said, “Imitation won’t put one in the lead.Originality does.”
Given the increasing rise of China there is an urgent need for an objective, comprehensive and original approach about studying China. There are profoundly critical questions and analysis that are important for all of the world to study and understand.
· How did China emerge as the world’s second largest economy in a matter of three decades? · What can this country of 1.3 billion share with other developing nations in terms of development experience and concepts? · How to obtain an objective understanding of the advantages and effectiveness of the Chinese system and contrast that model with the Western ones? · What opportunities will China’s development bring to the world?
· What impact will China’s peaceful rise have on the international relations?
The answers to these questions call for joint study and exploration both in China and the rest of the world.PKU and Cambridge, the two world-class universities of the highest academic traditions, have a key role to play in this endeavour.PKU has been regarded as the top Chinese university ever since its founding more than a century ago.Today, PKU boasts flourishing academic achievements and a growing number of fine graduates.Among other things, it is a leading institution in China in the study of Europe and Britain.I have visited PKU more often than any other Chinese university.Back in 2010, I was with Prime Minister David Cameron when he visited PKU.Just a few weeks ago I was here discussing with the PKU Academy of Opera about its cooperation with Britain. And today, I am back once again.
Cambridge is one of the most prestigious universities both in the UK and worldwide. The study of China at Cambridge is symbolised by the truly exceptional sinology scholar, Dr.Joseph Needham. His influence has inspired many other distinguished academics both in Cambridge and around the world.I have visited Cambridge more times than any other British universities. In turn, I have met with Sir Leszek more than any other Vice Chancellors of British universities.Just not long ago, we were sitting together for a discussion on the cooperation between Cambridge and PKU.
Therefore, the founding of the China Centre, a joint venture of two prestigious universities, is a timely and most valuable initiative.By joining hands in strength, I believe, the China Centre will be a fresh momentum to boost the study of China in both countries and beyond. A university is a place where ideas interact and young minds get tempered. In his visit to PKU, President Xi Jinping encouraged the students here to learn widely and study hard.He advised them to build integrity and uprightness, and to commit themselves to serving the country and the people.
It is my sincere hope that all of you, the young students of PKU, will apply your learning across cultures and gain a thorough understanding. The outcomes will have a powerful influence on your lives: · You will have both the Chinese perspective and a global vision.· You will be able to seize the opportunity of China’s development and the prevailing trend in the world.· And you will find ways to make innovations and truly contribute to the development of the country.
It is also my hope that the Cambridge Peking University China Centre will become a powerhouse, which pulls together the strengths in China studies of both our countries and from the rest of the world. As scholars your unique role, I believe, will help produce more innovative, first-class research and more prominent professionals in this field.I look to your active contribution to promoting academic and cultural exchanges between China and the UK, and deepening mutual learning between China and the West. Thank you.
Address by H.E.Ambassador Liu Xiaoming at the Launch of Cheung Kong Graduate
School of Business in Europe
Spencer House, 6 September 2011
Lord Green,Madame Chau Hoi Shuen,Professor Xiang Bing,Professor Sun Baohong,Ladies and Gentlemen,
It?s my great pleasure to join this ceremony to mark the launch of the Cheung Kong Graduate School of Business in Europe. This launch is an important landmark event.Cheung Kong is the first leading business school from China that has established itself in the European management education sector. What we witness today is a new milestone in commercial and educational cooperation between China and Europe.Let me offer my warm congratulations to Cheung Kong.
For this initiative, deep gratitude is due to the Li Ka Shing Foundation for its funding support. As you know, the Foundation was established by Hong Kong?s prominent and eminent entrepreneur Mr.Li Ka-shing.Over the past decade Cheung Kong has established itself as one of China?s top business schools.Cheung Kong has produced thousands of business leaders. Its graduates are now spread across China?s large state-owned enterprises, private firms and well-known multinationals.
I like the Cheung Kong motto. It makes a very striking message:
“Discern the trend, master the way and innovate the skills”.To my mind, those words provide a vivid expression to mark the launch of Cheung Kong Graduate School of Business in Europe.Let me explain why.
First, “Discern the trend”.The trends of Europe and China are at different stages of evolution. The European Union is the world?s largest developed economy.China is the largest developing country and emerging economy. These different stages of development offer strong economic potential. As China moves towards greater development, there is much to gain from ever closer Chinese and European commercial and economic co-operation.The European Union is already China?s number one trading partner and technology supplier.Despite uncertainties in the world financial systems, China?s economy continues to grow strongly. We have reasons to believe the long-run growth trend in China remains upwards.Currently, Europe is in debt crisis. However, that crisis should not distract from the fundamental strengths of Europe.China?s commercial cooperation and trade with Europe is robust. There was a 21.1 percent year-on-year growth in the first seven months this year. This gives us reasons to be confident that Europe will come out of the debt crisis and return to growth. This is the background around Cheung Kong?s choice to base its European business management education in Britain.I believe that this will prove to be a prudent forward-looking step.It will be a “trend” that enables bridges and links to be built across Europe.
Second, “master the way”.China has an age-old saying:
“A gentlemen makes money in a right way”.Such a right “way”, in today?s context, must be mutual benefit. In a globalised world, Chinese and European markets should be open to each other.Protectionism and market monopoly are not viable options.Only healthy competition can set higher bars for Chinese and European businesses.Only cooperation can generate a win-win scenario for both of us.In both China and Europe, governments, corporations and society need to pay greater attention to corporate social responsibility.Companies should give back to local communities. In turn society and the public should accommodate and support enterprises.Cheung Kong has a wealth of experience built up over years.I trust that it will turn this heritage into a widely-accepted ?way? of doing business. In this way its teaching and influence can create a powerful legacy among Chinese and European business leaders.
Third, “innovate the skills”.China and Europe have different cultural background and market environments. However there is great economic gain to be won from learning from different cultures and civilisations. As China has learned from Europe, then European business has much to gain from close study of how to operate successfully in China.I am aware that this is precisely what many of European and Chinese companies are doing right now. It?s my hope that Cheung Kong will lead this effort and help dispel doubts and misperceptions among Chinese and European entrepreneurs.Cheung Kong in this process has every potential to become a thought leader in China-Europe business cooperation.
In closing, I expect to see Cheung Kong hugely prosper in Europe.I wish all those who benefit from Cheung Kong?s management courses every success in their career.I hope that Cheung Kong will be the inspiration for ever greater contributions to China?s commercial cooperation with Britain and Europe.
Thank you!
Speech by Ambassador Liu Xiaoming
at the Reception to Celebrate the Opening of 2010 Shanghai World Expo Chinese Embassy in the UK 30 April 2010
Mr Ian Pearson, Economic Secretary to the Treasury, My Lord Mayor, My Lords, Ladies and Gentlemen,
In about 15 minutes, the 41st World Exposition will open in Shanghai.I would like to thank all of you for coming to the Chinese Embassy to share this exciting moment with us.
Britain is home of the World Exposition. In 1851, The Great Exhibition of the Works of Industry of All Nations was held in the Crystal Palace – and was the first ever World Expo. China's participation in the Great Exhibition was a big success. This success was captured by British artist Henry Selous, who included a Chinese merchant in the painting 'The Opening of the Great Exhibition', and by the Illustrated London News, which included the Chinese booth in its seven-metre-long panoramic illustration of the event. But to round off the successes, Shanghai merchant Xu Rongcun won a medal for 12 packs of Huzhou silk, which he had sent by post. 159 years and 40 World Expos have passed since then. The Expo has grown in scale and influence, taking forward technical innovations and bearing witness to human progress. From ice-cream cones, bottled water and electric lamps, to lifts, cars and aircraft, – all of these have emerged from Expos to become part of our daily lives.
The themes of the Expo have also evolved, moving gradually from industrial strength, scientific and technological breakthroughs to where they are today, thinking about the future and the need for a harmonious coexistence between man and nature.
This is the first World Expo held in a developing country, and is another major global gathering in China following the Beijing Olympics back in 2008.It will be another close contact between China and the rest of the world in a 184-day long dialogue between nations. It will enable China to understand the world better and help the world to know China and Shanghai more and help foster greater friendship among the people. In the eight years of preparations for this Expo, Shanghai and in fact all of China has been working hard to stage a successful, splendid and memorable Expo.We have drawn upon the wisdom and experience of participating nations and groups, to ensure its success.--上海世博會是規模空前的一次全球盛會,將以最為廣泛的參與度載入世博會史冊。
The Shanghai Expo will be the largest to date, with 246 countries and international organizations taking part and 13,000 journalists covering it.During the Expo 188 National Days and 39 Honorary Days for International Organizations will be observed.Along with over 20,000 cultural events, it is expected to attract 70 million visitors, three and a half million of which will be coming from overseas.--上海世博會是對人類發展的思考,對城市未來的探索。
Under the theme of Better City, Better Life, the Shanghai Expo represents a reflection on building cities for the future. As Aristotle said, “People come to cities for a living, and live in cities for a better life.” Cities have brought better life for people, but they have also bred population explosion, traffic congestion, environmental pollution, resource depletion and friction between cultures.
The Shanghai Expo seeks to embody green, environmentally friendly and low carbon life in the cities. The participating countries and international organizations will fully demonstrate their achievements in urban development and share their experience in municipal management, by promoting new models for human habitation, life and work.--上海世博會是中國與世界的又一次近距離接觸,是一次長達184天的文明對話。 As the largest economic centre in China, Shanghai is an example of successful development following 32 years of reform and opening-up.The Chinese Pavilion Crown of the East showcases 5,000 years of the Chinese civilization. But the two million municipal and 200,000 expo volunteers are without doubt the best advertisement for the city. And Expo Families will provide a unique opportunity for visitors to mingle with the ordinary citizens and appreciate their local culture.
We hope that the Expo will present to the world a true and objective insight into dynamic China, a China that stands for peaceful development and mutual benefit achieved through cooperation among all nations.--上海世博會是推進中英經貿和科技合作的機遇,是促進中英相互了解、增進兩國人民友誼的平臺。
The Shanghai Expo provides an opportunity for closer trade and investment ties between China and the UK, along with greater scientific and technological cooperation. The British Pavilion, known as the Pavilion of Creativity, or the Seed Cathedral, has been given the interesting name of Dandelion by Chinese internet users. Both the architectural design and interior decoration of the Pavilion have shown extraordinary creativity and demonstrated Britain's rich experience and vision.
The British government, business and society at large have taken an active part in the Shanghai Expo.I am also told that there will be more than a hundred events involving British businesses during the Expo, including:---the Financial Week,---Creative Industry series,---And Science and Innovation Workshops, along with a rich variety of cultural and technological shows.
Rebecca Miller, a 20-year-old British girl from Newcastle, who now lives in Shanghai and hosts Learning Chinese in Fun on local TV, was full of expectations about the Shanghai Expo. She said, “Many people from my hometown have never been in China.I really hope they will come and see it during the Expo.”
This is also what we hope and look forward to.The 2010 Expo is for Shanghai, for China, but more importantly it is an Expo for the world.
I hope that between now and the 31 October, you will have the chance to visit the Expo, to get to know Shanghai, get a taste of China and know more about the world. Thank you.
Speech by H.E.Ambassador Liu Xiaoming At the UK Confucius Institute National
Conference
Portcullis House, 14 September 2011 2011
Mr Lindsay Hoyle, Mr Wang Yongli, Mr Mark Hendrick, Professor Martin Earwicker, Ladies and Gentlemen,
It?s a real delight for me to be with you again today.Let me first express my warm thanks to the organisers of this UK Confucius Institute National Conference. These are the All Party Parliamentary China Group and London South Bank University. It is your support that has brought the conference to such a distinguished and unique location, the British Parliament. My thanks also go to Han Ban for leading the effort for Mandarin promotion in Britain. This UK Confucius Institute National Conference embodies the important task of building deep, lasting and long term Sino-UK understanding.Creating that kind of understanding will be won in schools and universities. So, I appreciate very much this opportunity to share my thoughts with university and school leaders. It is they who have done so much to promote Mandarin teaching here in Britain.
In my 18 months in the UK, I have attended many cultural activities.Among them, events related to Mandarin promotion, Confucius Institutes and Confucius Classrooms have always been a priority for me.Whenever my schedule allows, I will always turn up and take part!
In fact, the first event I attended as Chinese Ambassador to the UK was the UK preliminary for the ?Ninth Chinese Bridge Competition.? As you may know, this is a highly successful global contest organised by Han Ban.Then last September, I spoke at the Second Joint Conference of European Confucius Institutes.Shortly afterwards, I unveiled the Confucius Classroom at the St Mary?s Primary School. When Vice Premier Li Keqiang was here on an official visit this past January, I was with him at an exchange with British students learning Mandarin. Two months later, I joined His Royal Highness the Prince of Wales at the official unveiling of the Confucius Classroom at Llandovery College in Wales. The same month, I attended the UK Regional Final for the ?Tenth Chinese Bridge Competition.?
In two days time I will be giving a reception at our Embassy for the UK contestants in the ?Chinese Bridge Competitions?.They will be joined by their teachers and families. That will be another occasion for us to celebrate the outstanding performances of these young British contestants. It is a proud symbol of the success in Mandarin teaching in this country.
You may now be asking: Why is the Chinese Ambassador devoting so much time on Mandarin promotion in the UK? There are three reasons.Let me take each in turn.
First, Mandarin is at the very core of Chinese culture and civilization. It is one of the most popular cultural products of China. So if China is to be truly understood and integrated with the world, we must promote the learning of Mandarin. One question put to me by many visiting Chinese delegations is this: “What does Britain sell most to the rest of the world?”
I respond: “That must be English”!
Let me give you some compelling statistics.Today, roughly 1 billion people are learning English worldwide. An additional 1.5 to 2 billion are speaking or exposed to English every day.In contrast, Mandarin is spoken by over 1 billion users. This means Mandarin has more native speakers than any other language.More importantly, Mandarin is part of the very ?DNA? of Chinese civilisation, the core building block of Chinese culture.China is the longest continuous civilisation in the world.Mandarin has been an integral part of the development of China for the past five millennia.Coming back to the language statistics, Mandarin now has more than 40 million learners across the globe. This is a key trend for the people of the world outside China to truly grasp the depth and breadth of Chinese culture and civilization. One powerful example of Mandarin?s growing popularity is the Confucius Institutes initiative.Confucius Institutes started from scratch six years ago.No one then could have imagined how far this initiative could come in so short a time.Today, global numbers are over 300.There are 360,000 registered students benefiting from its language teaching programmes.Mandarin is now well on its way to become China?s fastest-growing cultural export and means of communication.
The second reason I devote some much time to this vital effort is this: Mandarin is the most effective key to understanding today?s China. As you may be aware, the development of China is moving very quickly. In China today many aspects, such as cities, can change beyond recognition in a short period of time.If one relies on British media coverage and journalists perspectives alone, he will fail to understand the larger picture of my country, or even be influenced by biased and misguided reports. This lack of reporting and analysis means it is vital to equip young British people with Mandarin skills.By being able to speak Mandarin, the youth of Britain can go and explore China themselves. They can then learn first hand the reality of my country today.Mandarin offers a path to grasp all facets of the Chinese society, from outside to inside. So understanding China truly starts from Mandarin. The Confucius Institute and Confucius Classroom couldn?t come at a better time. They have offered high-quality venues around the world for Mandarin teaching and learning. In turn they have created non-profit and excellent platforms that have earned wide recognition and respect.
My third reason for devoting time to Mandarin learning is its role in China–UK relations. From my visits to many Confucius Institutes and Classrooms I have seen the evidence that here is the most dynamic and vibrant core of Sino-UK cultural exchange.Meeting many of the teachers and students has hugely impressed me with their enthusiasm and passion.I sense that this is providing a powerful impetus to drive the learning of Mandarin into all corners of Britain.Such eagerness to learn is shown by so many people.Business leaders, young people and even children: overall more than 100,000 Britons are learning Mandarin. What is happening now can be best described by a well known observation of Confucius. That is: “Education is for all”.
At the end of July when I left Britain for consultations back home, I had noted that there were 13 Confucius Institutes and 54 Confucius Classrooms in Britain. When I returned to London last week, I was told their numbers had jumped to 17 and 57 respectively.I am delighted to note that these figures means Britain will remain in the pole position across Europe in developing Mandarin education.Today, Confucius Institutes and Confucius Classrooms now reach out across all parts of Britain. They have spread around England, Scotland, Wales and Northern Ireland. This movement is already having results.Confucius Institutes and Confucius Classrooms have educated and trained a large number of students. These pupils now speak Mandarin and as a result better understand Chinese culture and appreciate my country. Some of these students have done extraordinarily well in the global ?Chinese Bridge Competition?.In turn these contestants have now become active in boosting cultural exchanges and building understanding between our two nations.
In recent years, Chinese leaders coming to Britain have made frequent visits to Confucius Institutes and met with young Mandarin learners. These visits reflect strong high level support for the further advance of Mandarin teaching. As a result the government education departments of both our countries are giving a big push to Mandarin teaching. One recent development was last year?s signing of a Sino–UK government framework cooperation agreement. The objective is to provide higher quality Mandarin education and more resources in support of such programmes.I highly appreciate the All Party Parliamentary China Group warmly supporting such teaching programs and co-hosting today?s conference. As Chinese Ambassador, I hope this rising demand for Mandarin will become an even stronger force.I will do everything I can to add to its momentum.
Your theme for this conference is ?The Sustainable Development of Confucius Institutes in Britain?.I fully support the choice of this theme. It is a vital and necessary task to ensure there are solid foundations that will last for all time.Of course, we have every reason to be proud of the achievements to date.New Confucius Institutes are being created quickly. All around the world they have made a big difference to Mandarin teaching outside of China. And the plan to create a global network has been largely successful. As you explore the theme of this conference, I would encourage deep thinking and analysis. We should never stop searching for better approaches to promote the development of Confucius Institutes.More needs to be done to raise teaching standards, and promote sharing of resources and the spread of best practices. In addition, we need to put more efforts in training local teachers. Then there is the use of new techniques and methodologies to make Mandarin teaching more productive. So I encourage you in this conference to build on the success and bring forward a new vision for the future.I believe that this is the only way we can set Mandarin education in Britain on a ?sustainable course.?
In closing, I wish this conference a great success!
Thank you!

Remarks by Ambassador Liu Xiaoming at Yundi Li's Piano Recital Hosted by the Chinese EmbassyFebruary 201
Secretary of State Jeremy Hunt,Deputy Speaker Nigel Evans,Chairman Kassler,Ladies and Gentlemen,Dear Friends,
A very warm welcome to the Chinese Embassy.Tonight we will share together a great music. We will have the pleasure of enjoying a performance from Yundi Li, a world famous Chinese pianist. This is the first time in many
1years for us to stage a concert at the Chinese Embassy.I am delighted my Embassy can host a recital that is truly world class, thanks to the talents of Yundi Li.I had the pleasure to attend a concert by Yundi Li in London two years ago. That was the first concert I went to since I came to London. So I have a clear idea about the musical treat we will be given this evening.
I'm sure many of you know Yundi very well.He was born in the early 1980s and grew up in the years of China's reform and opening-up.Yundi's great talent was recognized at an early stage. He won this in 2000.He became the youngest Chinese player ever to win the International Frédéric Chopin Piano Competition.Since 2000 Yundi has won world-wide popularity. He has performed in the most prestigious concert halls. His beautiful and poetic rendition of musical masterpieces has won much acclaim from his global audience.Yundi's success bears witness to how far China has come in the past 30 years. It also shows that China's development is comprehensive in nature. For us, economic development is not the only thing that matters.Development of culture is important too.Our people have been able to enjoy much better lives both in the material sense and in terms of cultural refinement.
What strikes me most about Yundi is not only his mastery of western music, but also his deep passion for traditional Chinese music.China's musical history goes a long way back. The earliest musical instrument according to historical records was TAOXUN, with a history of over 6,000 years. The first government office for music, YUEFU, was created over 2,000 years ago.The earliest surviving GUQIN music was composed 1,500 years ago.Music knows no borders.Music links the world through shared pleasures. It is through his music that Yundi has been a good ambassador for building understanding between China and the world. In 2011, he released his first Chinese music album called The Red Piano. This year, Yundi plans to set out on a global 'Red Piano' tour. His hope is to give new meaning to China's classical music. In this way it is Yundi's wish to promote a better understating of China's profound culture.
This year marks 40 years of China-UK ambassadorial diplomatic relations. This 40-year journey is extraordinary. We have together built up a strong partnership that has covered all fields. Also this evening is symbolic. There is a growing recognition that culture has become a big part of China-UK relations. This concert is a tribute to 40 years of our full diplomatic relations. As importantly, we hope the concert will inspire all of us to work even harder to strengthen China-UK cultural exchanges. This will, in turn, contribute to greater mutual understanding and closer cooperation.
To conclude, I want to thank EMI Music and Bank of China(UK)for their kind support.I wish Yundi a successful performance tonight. And I wish all of you a great evening.Thank you!
