Ladies and Gentlemen, On behalf of the Bureau International des Expositions, it is my great pleasure to be here amongst you all today on this occasion for several reasons.First and foremost, this Summit Forum, which concludes a whole series of forums which you have held, reminds us of the importance of the theme of the Shanghai World Expo, the theme of a better city for a better life.A World Expo such as this one that we have experienced over the last six months is a grand celebration, but the future of World Expos is also instilled in a reflection on the themes concerning the great challenges to which our planet is confronted with today.The theme of the Shanghai World Expo is particularly relevant at a time when the majority of our planet’s population is living in cities and while a large migration of the world’s rural population is moving into the cities, in particular within developing countries.女士們，先生們，我很高興能代表國(guó)際展覽局，與在座各位一起參加今天全天的活動(dòng)，原因有幾點(diǎn)。首先，本次論壇是對(duì)前期舉辦的一系列論壇的總結(jié)，再次喚起我們每個(gè)人對(duì)上海世博會(huì)“城市，讓生活更美好”這一主題的重視。我們?cè)谶^(guò)去六個(gè)月中所經(jīng)歷的世博會(huì)是一場(chǎng)歡慶的盛會(huì)，而世博會(huì)的未來(lái)也體現(xiàn)在其主題涉及到當(dāng)今世界所面臨的各項(xiàng)重大挑戰(zhàn)。當(dāng)前，全球大部分人口生活在城市，大量農(nóng)村居民還在不斷向城市遷移，因此上海世博會(huì)的主題特別具有現(xiàn)實(shí)意義。

Secondly, the Shanghai Declaration which crowns your thoughts is a positive element as it reminds once again the consequences of a savage urbanisation;insecurity, pollution, heavy traffic, isolation of peoples, poverty sitting right next to richness, all these must be tackled head on.These challenges can find solutions: the Shanghai Declaration reminds us that technological advances contribute by delivering remedies.But nothing can progress without the political will of us all.Finally, my third and last message is that this declaration will only be worth the attention and follow-up that we all give to it.Too many declarations in the past have remained just words on a piece of paper, and many fixed objectives have failed due to the difficulties of implementation.其次，凝聚著大家思想精華的《上海宣言》是一項(xiàng)積極的成果，它再次提醒我們注意粗放式城市化帶來(lái)的各種后果，包括不安全感、氣候污染、交通堵塞、人際疏遠(yuǎn)、貧富分化等等，所有這些都需要我們直面應(yīng)對(duì)。這些挑戰(zhàn)是可以戰(zhàn)勝的，《上海宣言》告訴我們，科技進(jìn)步能幫助我們找到補(bǔ)救的方法。但要取得進(jìn)步，需要我們每一個(gè)人都拿出政治意愿。我想談的第三點(diǎn)也是最后一點(diǎn)是，只有重視《上海宣言》并持續(xù)跟進(jìn)，才能確保實(shí)現(xiàn)其價(jià)值。過(guò)去達(dá)成的太多宣言最終都成了一紙空文，許多既定目標(biāo)也由于在執(zhí)行過(guò)程中困難重重而無(wú)法實(shí)現(xiàn)。

In this respect, I can but hope that, in the name of the Bureau International des Expositions, cooperation with the Chinese authorities, and in accordance with the methods that need to be defined, regular meetings together with the grass roots actors, the Mayors of large cities, architects, urbanists, sociologists and NGOs, will draft regular assessments of the implementation of this declaration that we have just adopted, in all our countries.The Shanghai Declaration crowns Expo 2010 Shanghai China.為此，我謹(jǐn)以國(guó)際展覽局的名義，希望能與中國(guó)有關(guān)部門一起，根據(jù)有待進(jìn)一步確定的各項(xiàng)辦法，與基層工作者、各大城市市長(zhǎng)、建筑設(shè)計(jì)師、城市規(guī)劃師、社會(huì)學(xué)家和非政府組織開(kāi)展經(jīng)常性交流，對(duì)《上海宣言》在各國(guó)的實(shí)施情況進(jìn)行定期評(píng)估。《上海宣言》代表了2010年上海世博會(huì)的最好成就。謝謝。

尊敬的胡錦濤主席和夫人，各位政府領(lǐng)導(dǎo)人，各位總代表，女士們、先生們：國(guó)際展覽局代表其157個(gè)成員國(guó)，對(duì)以城市為主題的2010年世博會(huì)在上海舉辦，在中國(guó)這個(gè)世界人口最多、歷史最悠久、文化底蘊(yùn)最深厚，同時(shí)正在經(jīng)歷巨大和史無(wú)前例的城市革命的國(guó)家舉辦，感到無(wú)比高興。

這次精彩的世博會(huì)將展示21世紀(jì)初中國(guó)的崛起。

The International Expositions' Bureau has witnessed the dynamism of the World Expos through the grand scale, a variety of innovations, all kinds of imitative of the current one, and the themes, for example Shanghai themed city, Milan themed Feeding the Planet, Energy of Life, Yeosu

Your Excellency Premier Wen Jiabao,Distinguished Guests,Ladies and Gentlemen,尊敬的溫家寶總理，尊敬的各位來(lái)賓，女士們，先生們：

For the last 184 days we have worked hand in hand for a World Expo that has united us around a major goal: to create a grand international gathering of nations and cultures with the goal of educating citizens and promoting progress for “Better City and Better Life” for today and tomorrow.在過(guò)去的184天中，我們?cè)谑啦?huì)攜手合作，團(tuán)結(jié)在一個(gè)重要目標(biāo)周圍：創(chuàng)建一場(chǎng)全球參與的各國(guó)和各文化之間交流的國(guó)際盛會(huì)，在當(dāng)前和未來(lái)進(jìn)一步推進(jìn)“城市，讓生活更美好”的理念，普及大眾對(duì)這一理念的認(rèn)識(shí)。

Today’s Summit Forum is the tip of the iceberg: it reflects the thematic wisdom of Shanghai 2010;and it is the product of a cooperation effort between participants, governments and international organizations that is unprecedented in Expo history.今天舉行的高峰論壇是冰山的一角，它反映了2010年上海世博會(huì)的主題智慧，也是世博會(huì)歷史上參展方、各國(guó)政府和國(guó)際組織空前合作的成果。

In this sense, Shanghai 2010 has truly materialized the vision for the World Expos of the 21st Century.由此看來(lái)，2010年上海世博會(huì)的確體現(xiàn)了21世紀(jì)世博會(huì)的發(fā)展愿景。

In a world where the channels by which we interact and learn about one another are completely transformed and in a world where actions have global impact, Expos are called to fulfill a new role, which is potentially more powerful than the one in the past.當(dāng)今世界，人類互動(dòng)與學(xué)習(xí)的渠道發(fā)生了翻天覆地的變化，同時(shí)人們的行為也會(huì)產(chǎn)生全球性影響。人們因此希望世博會(huì)扮演新的角色，一個(gè)比過(guò)去更為強(qiáng)大的角色。

Today, to be effective platforms for education and progress, Expos must inspire and connect the actions of governments and civil society in their common effort to develop and implement sustainable solutions to the universal challenges we all face.今天，為了有效履行教育與進(jìn)步平臺(tái)的職責(zé)，世博會(huì)必須喚起政府和公民社會(huì)的共同行動(dòng)，使之共同努力尋找并實(shí)施可持續(xù)的解決方案，應(yīng)對(duì)我們面臨的共同挑戰(zhàn)。

Expos build bridges that connect different spheres of society.As such, they help promote ideas and initiatives with new publics, they foster the development of new forms of cooperation and, last but not least, they introduce a degree accountability for the actions of governmental institutions and civil society alike, as we are all called to contribute solutions to our common problems.世博會(huì)架起橋梁，溝通了社會(huì)的方方面面。因此，世博會(huì)能夠借助新政策推動(dòng)人們的思想和創(chuàng)意，培養(yǎng)新型合作模式，并為政府機(jī)構(gòu)和公民社會(huì)的行動(dòng)引入問(wèn)責(zé)制度，因?yàn)槲覀冃枰獮?/p>

This is why more recent Expos have elected the theme as their central core and organizing principle.這就是為什么最近幾屆世博會(huì)越來(lái)越多地選擇將這種主題作為其核心理念與組織原則。

Since the year 2000, there is a strong connexion between the selection of Expo themes and the main agendas established by the United Nations, through different programmes and agreements such as Agenda 21 from the 1992 Rio Conference and the Millennium Development Goals.自2000年起，世博會(huì)主題的選擇就與聯(lián)合國(guó)主要議程緊密相連，例如1992年里約熱內(nèi)盧地球峰會(huì)通過(guò)的《21世紀(jì)議程》及千年發(fā)展目標(biāo)等計(jì)劃與協(xié)議。

The future Expo of Yeosu 2012 focussed on the environmental protection of oceans and coasts makes reference to the 2012 UN Conference on Sustainable Development.Milan 2015, with its theme Feeding the Planet, Energy for Life, will help promote the Millennium Development Goals.下一屆韓國(guó)2012年麗水世博會(huì)將聚焦海洋與海岸的環(huán)境保護(hù)，這正契合了2012年聯(lián)合國(guó)可持續(xù)發(fā)展大會(huì)。意大利2015年米蘭世博會(huì)的主題 “滋養(yǎng)地球，生命之源”也將有助于宣傳聯(lián)合國(guó)的千年發(fā)展目標(biāo)。

As you can see, Expos are becoming key assets for governments and international organizations in their effort to communicate to the public the major issues at the top of their global agendas.They are new platforms for multilateral public diplomacy that help fill the existing awareness and knowledge gaps amongst citizens.如大家所見(jiàn)，世博會(huì)正成為政府與國(guó)際組織的重要財(cái)富，幫助他們就其全球議程上的重要議題與民眾展開(kāi)交流。世博會(huì)也為多邊公共外交提供了新的平臺(tái)，有助于彌補(bǔ)公民在意識(shí)和知識(shí)方面的現(xiàn)有差距。

As Shanghai 2010 has proven, in the 21st century, Expos are engines of change that strongly support the top-down policy efforts of governments and international organizations.上海世博會(huì)已經(jīng)證明，世博會(huì)是21世紀(jì)變革的推動(dòng)引擎，能有力地支持政府和國(guó)際組織自上而下貫徹政策的各種努力。

They translate complex and high-level concept into a visual language that is easily accessible to people from all walks of life.They show change by implementing it directly in both material and intangible ways through architecture, urban planning, services, culture and education.世博會(huì)將復(fù)雜、高層次的概念轉(zhuǎn)化為社會(huì)各界人士都易理解的視覺(jué)語(yǔ)言，通過(guò)建筑、城市規(guī)劃、服務(wù)、文化與教育等實(shí)物展示或抽象方式直接向人們呈現(xiàn)世界的變化。

The efforts of Shanghai 2010 to reach a true “universal” status, however, do not end here.然而，將上海世博會(huì)辦成真正具有普遍性的世博會(huì)的努力并未就此停止。

Recognizing that cities hold the keys to implement the solutions for building quality environments for urban life, it has invited them to be part of the Expo to exchange practices and to enhance the connection and the involvement of citizens.由于認(rèn)識(shí)到城市手中握有建設(shè)更美好生活環(huán)境的鑰匙，上海世博會(huì)邀請(qǐng)了世界各國(guó)城市來(lái)參與，以開(kāi)展實(shí)踐交流，增強(qiáng)公眾聯(lián)系，提高公眾參與度。

Shanghai 2010 has created an educational experience that is much greater than the sum of its parts by engaging cities in organizing the physical presentations in the Urban Best Practices area and by involving directly major international organizations in developing the framework for content.通過(guò)邀請(qǐng)各國(guó)城市以實(shí)物形式參展“城市最佳實(shí)踐區(qū)”，以及直接邀請(qǐng)各類重要國(guó)際組織參與制定其內(nèi)容框架，上海世博會(huì)創(chuàng)建了“個(gè)體融匯大于簡(jiǎn)單疊加”的教育性體驗(yàn)。

Shanghai 2010 has fostered innovation and cooperation by making the Expo a place where we have been learning from each other in a spirit of cooperation, and, where we have been learning with each other, in a spirit of innovation.上海世博會(huì)有力地推動(dòng)了創(chuàng)新與合作，為我們呈現(xiàn)了一個(gè)精誠(chéng)合作、互相學(xué)習(xí)和共同學(xué)習(xí)、立志創(chuàng)新的世博園。

This Expo has given us a common laboratory for urban future where we have been allowed to exchange, discuss and experiment in a non-confrontational, constructive, practical and truly universal way.本屆世博會(huì)創(chuàng)造了一個(gè)我們可以共享的城市未來(lái)實(shí)驗(yàn)室，讓我們以互不沖突的、建設(shè)性的、實(shí)用和可廣泛應(yīng)用的方式進(jìn)行交流、探討和實(shí)驗(yàn)。

The end of an Expo carries with it a certain degree of sadness.Parting from companions after sharing a major endeavour is never easy.However, the cooperation initiatives that have been launched within this Expo show that only the event is over, our relationships will continue.一屆世博會(huì)的落幕總會(huì)令人感到傷感，共同努力奮斗后與同伴揮手告別也從來(lái)不是容易的事。但是，本屆世博會(huì)所啟動(dòng)的合作倡議表明，結(jié)束的只是世博會(huì)本身，而我們彼此間的關(guān)系將持續(xù)下去。

I wish to express a particular appreciation to the United Nations for how the different organizations, agencies and programs have actively and enthusiastically contributed their expertise and know-how to support, to develop and to promote the theme of Shanghai 2010.我要特別感謝聯(lián)合國(guó)各組織、機(jī)構(gòu)和項(xiàng)目，感謝他們積極熱情地提供各類專業(yè)知識(shí)和技術(shù)來(lái)支持、發(fā)展和推進(jìn)2010年上海世博會(huì)的主題。

Through this Expo, the BIE and the UN have worked together hand in hand for the first time.It has been a successful experience that has highlighted important synergies that can only

They have led the way showing that Expos are at the service of the ideals of our global society and function as powerful instruments that engage the world’s citizens to contribute to the efforts of our international community.他們也證明了世博會(huì)可以服務(wù)于全球人類社會(huì)的共同理想，有力地促進(jìn)全世界人民為國(guó)際社會(huì)所作的努力。

In this sense, Shanghai 2010 has established even stronger foundations on which to expand Expos in the 21st Century: Shanghai has successfully demonstrated that Expo can be a core venue where citizens and global institutions come together to actively and constructively contribute to the solution of humanity’s challenges through peace, creativity and solidarity.由此看來(lái)，2010年上海世博會(huì)為21世紀(jì)接下來(lái)的各屆世博會(huì)進(jìn)一步壯大打下了更加堅(jiān)實(shí)的基礎(chǔ)：上海成功地證明了世博會(huì)能提供一個(gè)核心場(chǎng)所，將各國(guó)民眾與全球機(jī)構(gòu)凝聚到一起，本著和平、創(chuàng)意與團(tuán)結(jié)的精神，為應(yīng)對(duì)人類共同面對(duì)的挑戰(zhàn)做出積極的、建設(shè)性的貢獻(xiàn)。
