Will extremists be able to stir conflict and division, or will we unite on behalf of our shared security? Today, we look out on the horizon of a new century.And as we launch this dialogue, it's important for us to reflect upon the questions that will shape the 21st century.Will growth be stalled by events like our current financial crisis, or will we cooperate to create balanced and sustainable growth, lifting more people out of poverty and creating a broader prosperity around the world? Will the need for energy breed competition and climate change, or will we build partnerships to produce clean power and to protect our planet? Will nuclear weapons spread unchecked, or will we forge a new consensus to use this power for only peaceful purposes? Will extremists be able to stir conflict and division, or will we unite on behalf of our shared security? As we look to the future, we can learn from our past--for history shows us that both our nations benefit from engagement that is grounded in mutual interest and mutual respect.During my time in office, we will mark the 40th anniversary of President Nixon's trip to China.At that time, the world was much different than it is today.America had fought three wars in East Asia in just 30 years, and the Cold War was in a stalemate.China's economy was cut off from the world, and a huge percentage of the Chinese people lived in extreme poverty.在我們展望未來之時,我們可以借鑒過去——因為歷史向我們表明,我們兩國都受益于建立在共同利益和相互尊重基礎之上的接觸。在我任職期間,我們將迎來尼克松總統訪問中國四十周年紀念日。當時,我們所處的是一個與現在大不相同的世界。在短短30年里,美國在東亞就打了三場戰爭,而冷戰則陷于僵局。中國經濟與世隔絕,中國人口的很大一部分生活在赤貧之中。

Second, we can cooperate to advance our mutual interest in a clean, secure, and prosperous energy future.The United States and China are the two largest consumers of energy in the world.We are also the two largest emitters of greenhouse gases in the world.Let's be frank: Neither of us profits from a growing dependence on foreign oil, nor can we spare our people from the ravages of climate change unless we cooperate.Common sense calls upon us to act in concert.其次,我們能夠為在清潔、安全和繁榮的能源未來中增進共同利益展開合作。美國和中國是世界上兩個最大的能源消費國。我們也是世界上兩個排放溫室氣體最多的國家。坦率地說,我們必須展開合作,否則我們兩國將受制于對外國石油的更大依賴,我們的人民將飽受氣候變化之苦。這是基本常識,它要求我們共同采取行動。

Third, we can cooperate to advance our mutual interests in stopping the spread of nuclear weapons.Make no mistake: The more nations acquire these weapons, the more likely it is that they will be used.Neither America nor China has an interest in a terrorist acquiring a bomb, or a nuclear arms race breaking out in East Asia.That is why we must continue our collaboration to achieve the denuclearization of the Korean Peninsula, and make it clear to North Korea that the path to security and respect can be traveled if they meet their obligations.And that is why we must also be united in preventing Iran from acquiring a nuclear weapon, and urging the Islamic Republic to live up to its international obligations.第三,我們能夠合作促進我們在遏制核武器擴散方面的共同利益。毫無疑問:掌握核武器的國家越多,使用核武器的可能性就越大。恐怖主義分子謀取核彈,或是東亞地區爆發核武競賽,既不符合美國的利益,也不符合中國的利益。正因為如此,我們必須繼續合作,實現朝鮮半島無核化,并向北韓闡明,只要他們履行自己的義務,便能走上獲得安全和尊重的道路。也正因為如此,我們必須立場一致地制止伊朗謀取核武器,并敦促這個伊斯蘭共和國履行其國際義務。

This is not about singling out any one nation--it is about the responsibility of all nations.Together, we must cooperate to secure all vulnerable nuclear materials around the world, which will be a focus of our Global Nuclear Summit next year.And together, we must strengthen the Nuclear Non-Proliferation Treaty by renewing its basic bargain: countries with nuclear weapons will move towards disarmament;countries without nuclear weapons will not acquire them;and all countries can access peaceful nuclear energy.A balance of terror cannot hold.In the 21st century, a strong and global regime is the only basis for security from the world's deadliest weapons.這并非是把矛頭指向某一個國家——而是要求所有國家承擔責任。我們必須共同努力,保障世界各地所有危險核材料的安全,這將是我們明年要舉辦的全球核問題峰會(Global Nuclear Summit)的一個重點議題。我們還必須共同努力強化《核不擴散條約》(Nuclear Non-Proliferation Treaty),重申其基本前提:有核武器的國家應向核裁軍的目標邁進;沒有核武器的國家不應謀取武器;所有國家都應有和平利用核能的途徑。相互威懾的局面不可能長期維持。在21世紀,只有以一個強大的、全球性的制度為基礎,才能防范世界上最具殺傷力的武器。

All of these issues are rooted in the fact that no one nation can meet the challenges of the 21st century on its own, nor effectively advance its interests in isolation.It is this fundamental truth that compels us to cooperate.I have no illusion that the United States and China will agree on every issue, nor choose to see the world in the same way.This was already noted by our previous speaker.But that only makes dialogue more important--so that we can know each other better, and communicate our concerns with candor.上述所有問題都基于這樣一個事實:沒有任何一個國家能夠單獨應對21世紀的挑戰,也沒有任何一個國家能在閉關自守的情況下有效地增進自身利益。正是這個根本事實促使我們展開合作。我不會不切實際地以為美國和中國能就所有議題達成一致,或以同樣的方式看待這個世界。前面幾位講話的人士已經闡明了這一點。但這只會增強對話的重要性——以使我們加深相互了解,開誠?公地討論我們關切的問題。

For instance, the United States respects the progress that China has made by lifting hundreds of millions of people out of poverty.Just as we respect China's ancient and remarkable culture, its remarkable achievements, we also strongly believe that the religion and culture of all peoples must be respected and protected, and that all people should be free to speak their minds.And that includes ethnic and religious minorities in China, as surely as it includes minorities within the United States.例如,美國對于中國幫助億萬人民擺脫貧困所取得的進展表示欽佩。正如我們尊重中國古老與輝煌的文化及其杰出成就,我們同時也深信各民族的宗教和文化應受到尊重與保護,所有的人都應該能自由地表達他們的想法,這包括中國的少數民族和少數派宗教人士,當然也包括美國的少數民族和少數派宗教人士。

Let us be honest: We know that some are wary of the future.Some in China think that America will try to contain China's ambitions;some in America think that there is something to fear in a rising China.I take a different view.And I believe President Hu takes a different view, as well.I believe in a future where China is a strong, prosperous and successful member of the community of nations;a future when our nations are partners out of necessity, but also out of opportunity.This future is not fixed, but it is a destination that can be reached if we pursue a sustained dialogue like the one that you will commence today, and act on what we hear and what we learn.請允許我直言不諱:我們知道有些人對未來小心翼翼。中國的有些人認為美國將試圖遏制中國的雄心壯志;美國的有些人則認為一個崛起的中國有些可怕。我有不同的看法。我相信胡主席也有不同的看法。我所相信的未來是:中國是國際社會強大、繁榮和成功的一員;屆時我們的國家將不僅是出于需要而且也是出于尋求機遇成為合作的伙伴。未來并非一定如此,但是,如果我們堅持進行像今天即將開始的對話,并基于我們聽到和學到的內容行事,這應當是一個能夠達到的目標。

Thousands of years ago, the great philosopher Mencius said: “A trail through the mountains, if used, becomes a path in a short time, but, if unused, becomes blocked by grass in an equally short time.” Our task is to forge a path to the future that we seek for our children--to prevent mistrust or the inevitable differences of the moment from allowing that trail to be blocked by grass;to always be mindful of the journey that we are undertaking together.數千年前,偉大的哲學家孟子曾經說過:“山徑之蹊間,介然用之而成路,為間不用,則茅塞之矣。”我們的任務是要開辟出一條造福子孫后代的通向未來的道路,防止缺乏信任或不可避免的一時分歧使這條道路被雜草堵塞,要隨時想到我們正在共同完成的旅程。

Secretary Clinton,Secretary Timothy Geithner,Distinguished guests,Ladies and gentlemen,Dear friends,時隔兩年,中美戰略與經濟對話再次在北京舉行,中美雙方將共同探討新形勢下如何推動兩國關系向前發展。首先,我謹對第四輪中美戰略與經濟對話開幕,表示祝賀!對遠道而來的美國朋友們,表示歡迎!

Today after two years, a new round of China-US Strategic and Economic Dialogues(S&ED)has opened here in Beijing.During the dialogue, our two sides will discuss ways to advance China-US relations under the new circumstances.I wish to extend congratulations on the opening of the fourth round of the S&ED and welcome to our American friends coming from afar.2009年,我同奧巴馬總統在倫敦會晤時共同商定,建立中美戰略與經濟對話機制。3年多來,中美戰略與經濟對話作為兩國級別最高、參與部門最多、討論議題最廣的機制,促進了兩國高層戰略溝通,加深了對彼此戰略意圖和政策的了解,擴大了對中美關系發展方向的共識;有力推進了互利合作,增進了兩國人民相互了解和友誼;豐富了兩國各領域各層次交流溝通。

President Obama and I agreed to establish the S&ED when we met in London in 2009.This is the highest-level mechanism between our two countries that involves the most extensive participation by our government departments and has a most wide-ranging agenda.Over the past three years and more, the S&ED has facilitated high-level strategic consultation between our two countries.We have increased understanding of each other's strategic intentions and policies and expanded consensus on the future course of China-US relations.The S&ED has given a strong boost to our mutually beneficial cooperation and contributed to mutual understanding and friendship between our two peoples.It has enriched exchanges and consultations between the two countries in various fields and at various levels.在本輪對話中,希望雙方再接再厲,共同努力,既立足當前,又著眼長遠,推動中美戰略與經濟對話成為兩國加強戰略溝通、增進戰略互信、促進戰略合作的長效機制,為建設中美合作伙伴關系不斷進行探索和實踐。

I hope that the two sides will continue to make concerted efforts during this round of S&ED.We need to both focus on the present and look ahead to the future.We should make the S&ED a long-term mechanism for us to intensify strategic consultation, enhance strategic mutual trust and promote strategic cooperation, a mechanism that helps us explore ways to build China-US cooperative partnership.女士們、先生們!

Forty years ago, the Chinese and American leaders of the older generation opened the door of China-US relations with a handshake across the Pacific Ocean, and this started the process of exploring how our two major countries, different in social system, history, culture and development stage, should treat each other.Today 40 years on, China-US relations have grown well beyond what people could have imagined at that time.一年前,我對美國進行了國事訪問,同奧巴馬總統就共同建設相互尊重、互利共贏的合作伙伴關系達成重要共識。中美分別是當今世界最大的發展中國家和最大的發達國家,中美關系持續健康穩定向前發展,不僅能給兩國人民帶來實實在在的利益,而且將為促進世界和平、穩定、繁榮作出寶貴貢獻。

A year ago, I paid a state visit to the United States and reached an important agreement with President Obama on working together to build a China-US cooperative partnership based on mutual respect and mutual benefit.China and the United States are respectively the largest developing country and the largest developed country.The sustained, sound and steady growth of our relations will not only deliver real benefits to our two peoples but also make valuable contributions to world peace, stability and prosperity.女士們、先生們!

To build such of a new type of relations between China and United States as two major countries, we need to think creatively.Forty years ago, China and Untied States made a creative move by issuing the Shanghai Communiqué.The Communiqué, which both affirmed the shared views of the two countries and listed their differences truthfully, established the basic principles on China-US relations.We are now in the second decade of the 21st century and we need to advance with the times in our thinking, policies and actions.We should, through creative thinking and concrete steps, prove that the traditional belief that big powers are bound to enter into confrontation and conflicts is wrong, and seek new ways of developing relations between major countries in the era of economic globalization.發展中美新型大國關系,需要相互信任。我們這個星球有足夠大的空間,應能容得下中美兩國和其他國家共同發展。改革開放30多年來,中國堅持和平發展,開創了一條依靠中國人民勤勞智慧、通過中國人民同各國人民合作共贏實現發展的正確道路。走和平發展道路,是我們始終不變的戰略選擇,是中國對全世界的鄭重承諾。

To build a new type of relations between China and the United States, we need to trust each other.The world we live in is big enough for China, the United States and all other countries to achieve common development.Over the past 30 years, since its reform and opening-up course started, China has, through the hard work and wisdom of the Chinese people and win-win cooperation with the people around the world, pursued peaceful development.This is the right path to development that we have embarked on.To follow the path of peaceful development is our strategic choice which we will never change, and it is a solemn commitment that China has made to the world.發展中美新型大國關系,需要平等互諒。中美兩國國情不同,不可能在所有問題上都意見一致。雙方必須學會相互尊重,善于抓住“同”,把共同利益的蛋糕做大;正確對待“異”,尊重和照顧彼此利益關切。對存在的分歧,應通過對話交流,增進理解,妥善處理,以免影響中美關系大局。

To build a new type of relations between China and the United States, we need to act in spirit of equality and mutual understanding.Given different national conditions, it is impossible for China and the United States to see eye to eye on every issue.The two sides must know how to respect each other, be good at expanding common ground and make the pile of our convergent interests bigger.We should approach our differences in a correct way and respect and accommodate each other's interests and concerns.We should properly manage differences through dialogues and exchanges and by improving mutual understanding, so that these differences will not undermine the larger interests of China-US relations.發展中美新型大國關系,需要積極行動。中國有句古話,為者常成,行者常至。我們要采取扎實有效的行動,把雙方達成的各項共識落到實處,推動廣泛領域務實合作,加強在國際和地區問題上的協調,促進亞太地區乃至世界和平穩定,讓兩國人民和各國人民切實享受中美合作帶來的好處。

To build a new type of relations between China and the United States, we need to work actively.As an old Chinese saying goes, only by working diligently can one achieve his goal and only by walking tirelessly can one reach his destination.We need to take solid and effective steps to implement what we have agreed upon.We should enhance practical cooperation in a wide range of areas, step up coordination on regional and international issues, promote peace and stability in the Asia-Pacific and beyond and bring the benefits of China-US cooperation to the people of our two countries and the whole world.發展中美新型大國關系,需要厚植友誼。國之交在于民相親。我們要積極推進兩國社會各界交流交往,讓更多人成為中美友好合作的參與者、支持者。我高興地得知,第三輪中美人文交流高層磋商將與第四輪中美戰略與經濟對話同時舉行,期待第三輪磋商進一步促進中美兩國人民相互了解和友誼。

To build a new type of relations between China and the United States, we need to nourish our friendship.Friendship between people holds the key to growing good relations between states.We should actively promote exchanges between China and America from all walks of life and encourage greater public participation in the course of promoting China-US friendship and cooperation.I am glad to know that the third meeting of China-US high-level consultation on people to people exchange will be held at the same time of the fourth round of the S&ED.I hope that this meeting will further enhance the mutual understanding and friendship between the two peoples.女士們、先生們!

Ladies and gentlemen,我們所在的這個大廳叫芳菲苑。中國唐代詩人韓愈有兩句詩:“草木知春不久歸,百般紅紫斗芳菲。”意思是時不我待,必須奮發進取。中美關系正面臨進一步發展的機遇,同時也面臨新的挑戰。讓我們抓住機遇,排除干擾,共同努力,走出一條相互尊重、合作共贏的新型大國關系之路。

The room in which we are having this meeting is called Fangfeiyuan, or the Hall of Flowers.The name of the hall reminds me of a line in a poem by Chinese Tang Dynasty poet Han Yu describing late spring--the plants know spring will soon wave them goodbye, hundreds of red and violet flowers in beauty vie.It shows that time waits for no man and one must work hard and keep advancing.China and the United States now face new opportunities to further grow our relations.We're also confronted with new challenges.Let us seize opportunities and remove interference and work together to build a new type of relations between major countries featuring mutual respect and win-win cooperation.預祝第四輪中美戰略與經濟對話取得圓滿成功。

(In progress)– Strategic and Economic Dialogue, and I know that both Secretary Geithner and I greatly appreciate all the work done by both of our delegations and the months of preparation for this meeting.I’ve read readings from President Obama and a letter from him expressing how important the Strategic and Economic Dialogue is to the U.S.-China relationship and how important this relationship is to the United States.(正在講話)--戰略與經濟對話,而且我知道蓋特納部長和我對于雙方代表的所有工作以及連月來的會議籌備都表示十分感謝。我已讀到歐巴馬總統的聲明以及一封信函,其中表明戰略與經濟對話對于美中關系的重要性,以及這一關系對于美國的重要性。

As President Obama says, the United States remains committed to building a cooperative partnership based on mutual benefit and mutual respect.Since we launched this dialogue three years ago, high-ranking officials from both our governments have criss-crossed the Pacific dozens of times.Our relationship has grown closer and more consequential, and the web of connections that link our nations is increasing.如同歐巴馬總統所言,美國繼續致力于建設一種基于互惠與互相尊重的合作關系。自從我們在三年前啟動這項對話以來,雙方政府的高級官員已在太平洋兩岸往返了數十次。我們的關系更加密切也更富成效,聯系我們兩國的紐帶也與日俱增。

Now, having said that, we understand too that building a cooperative, resilient, mutually beneficial relationship is not easy.That’s why this dialogue is so critical as well as the Strategic Security Dialogue that took place here yesterday.We are discussing how the talks are opening economic activity to advance prosperity, support innovation, and improve the lives of people, how to promote greater military transparency to avoid misunderstandings, to build trust and maintain mutual stability, how to tackle some of the world’s most urgent crises from climate change to proliferation.在此基礎上,我們也理解要建立一種合作、堅韌、互惠的關系并不容易。這就是這一對話以及昨天在此舉行的戰略安全對話如此重要的原因。我們討論了對話如何開啟經濟活動以促進繁榮、支持創新并改善人民生活,如何提倡提高軍事透明度以避免誤解,建立信任并維護共同穩定,如何應對全世界從氣候變化到核擴散的一系列最緊迫的危機。

The United States welcomes China’s increased engagement on the highest priority regional and global issues, and in our strategic track, we will be discussing these.For example, on Iran, the United States and China share the goal of preventing Iran from acquiring a nuclear weapon.And we had a productive first meeting as members of the P-5+1 in Istanbul, and are looking forward to the next meeting in Baghdad because we both understand it is critical to keep pressure on Iran to meet its international obligations, to negotiate seriously, and prove that its nuclear program is solely for peaceful purposes.美國歡迎中國日益投入于最重要的地區和全球事務,我們將在戰略會談中對此進行討論。舉例而言,在伊朗問題上,美國和中國都抱有制止伊朗獲得核武器的目標。作為5常加1的成員,我們已在伊斯坦布爾召開了富于成效的第一次會議,并期待下一次會議在巴格達召開,因為我們雙方都理解,繼續對伊朗施壓以使它履行其國際義務、嚴肅地進行談判、并證明其核項目完全用于和平目的,都是至關重要的。
