三亞南灣猴島的開發現狀分析

摘要：南灣猴島,位于海南省陵水縣南灣半島,它以古樸的自然風光、濃郁特的疍家風情、生動有趣的猴藝表演、自然新穎的生態設施成為以熱帶海島獼猴文化為主題的海南省著名生態型主題景區。本文主要從旅游資源的基本概念和理論及基本特點出發,對海南南灣猴島的旅游資源進行分析,并提出開發利用該地旅游資源應注意的相關問題,有利于對該地旅游資源進行全面的了解。

一、猴島概述

南灣猴島是海南省省級自然保護區，位于中國海南省陵水縣境內，距三亞60公里,三面環海。保護區總面積約10.2平方公里，生態資源豐富，生物多樣性強，森林覆蓋率超過95%。島上最突出的特點是生活著約1500多只野生熱帶獼猴。猴島自然保護區于1965年成立，是我國第一個以保護靈長類動物為主的自然保護區，也是世界上唯一的熱帶海島型野生獼猴自然保護區。

猴島之“小”與猴島之“大”——南灣猴島生態旅游的發展現狀

猴島之小——猴島生態旅游景區面積較小。它位于自然保護區北部邊緣的旅游開放帶。從游客可游覽區域而言，猴島景區面積不足85畝，是一個名副其實的袖珍景區。

猴島之大——猴島雖小，但“小”中可以做出“大”文章。

猴島生態景區的面積雖然很小，但它的生態旅游發展空間和勢頭卻比較大。從1999年三特集團接手猴島景區的經營，其游客量由當年不足5萬人次，用短短五年間使游客量突破90萬。

南灣猴島生態旅游經過幾年的努力，得到了海內外廣大游客的認同，品牌知名度逐漸變大。

2004年，猴島景區被評為海南省十佳景區之一，確立了它海南省旅游行業中精品生態旅游景區的品牌地位。

2004年6月，南灣猴島景區一次性通過ISO9001質量管理體系認證及ISO14001環境管理體系認證。

2005年，海南省商業信用管理服務中心評定猴島景區為AAA級商業信用單位；海南省國家稅務局和海南省地方稅務局同時授予猴島景區“2005年度誠信納稅企業”稱號；海南 1

省物價局授予猴島景區“全國價格監測定點單位資格”。

2005年12月3日，中央電視臺“新聞聯播”對南灣猴島景區進行了長達三分鐘的專題報道，對景區在落實科學發展觀，保護生態資源領域的工作及推行可持續性發展經濟的成績予以了充分肯定。

2005年年底，國家旅游局評定南灣猴島景區為“AAAA級旅游景區”。

南灣猴島景區的生態旅游實踐，亦得到了中國旅游理論界的認同。2005年10月，南灣猴島景區入選由復旦大學、浙江大學、南京大學等國內著名高等院校聯合編寫的中國首部《中國旅游MBA實戰經典系列叢書》。南灣猴島景區以其生態旅游的實踐和獨到的發展觀念，成為中國旅游產業20年來發展的案例，被國內旅游學術界加以理論總結和經驗推廣。

2005年12月，由復旦大學及海南省旅游局發起在三亞舉辦了南灣猴島高峰論壇，來自復旦大學、浙江大學、南京大學等全國知名旅游專家教授，海南省旅游局領導及中國旅游報總編領導均參加了論壇，并對南灣猴島的生態旅游發展成績給予了高度評價。

二、猴島之“虛”與猴島之“實”——猴島的生態旅游發展之路

南灣猴島從小到大的發展過程是對生態旅游不斷探索的過程，這其間交織著猴島人對猴島生態旅游“務虛”與“務實”的不斷探索和實踐。

（一）猴島之“虛”——猴島的生態觀

我們認為，沒有理論指導的生態旅游近乎于沒有船舵的航船。猴島生態旅游的發展經過不斷的探索和追求，逐漸摸索出一條猴島的生態之路。

南灣猴島作為一個生態旅游景區，其生態旅游的核心是對生態環境的保護，為游客提供沒有或很少受到干擾破壞的自然和文化旅游環境，處處力求體現生態主題，實現人、猴、建筑與自然的融合，同時維護和強化整體山水格局的統一性。景區內的建筑風格、色彩和材料均采用符合海南地方特色，符合當地生態的形式，力求自然和諧。

（二）猴島生態之“實”——猴島的生態行

猴島致于思，在“務虛”中不斷探索總結，但猴島更重于行，猴島很“務實”。猴島這幾年一步一個腳印的快速發展。猴島的生態旅游實踐，可以集中概括為以下幾個方面：

（1）、在生態旅游理念上做文章——猴島旅游是一種可持續發展的生態旅游，提出“生態猴島、萬物共存”的理念作為發展指導思想，并明確了猴島的發展定位：營造“一睹南灣風光，共享獼猴親情”的旅游環境，建設以展示猴文化為核心，集觀光、休閑、娛樂、科普、科研于一體的生態旅游勝地。

（2）、在生態旅游的主題上做文章——獼猴是猴島獨特的旅游資源，但不具有唯一性，猴島緊緊圍繞旅游產品要素和主題進行規劃構思，形成了以“猴樂”為猴島生態旅游產品主題的創意，打開了猴島生態旅游產品的廣闊空間。在這里，尤其值得強調的一點是，猴島的生態旅游主題并不是單純地以猴為主題，而是進一步地推出“猴樂”的主題，這中間最大的區別在于前者是以資源為主要考量要素和出發點，而后者則結合資源特點以旅游產品需求和旅游市場需要為考量要素和出發點。在這個主題的選擇發展過程中，猴島更進一步將“猴樂”主題上升為“人猴同樂”的更高層次，從而更加有力地抒發和強化了人與自然和諧共生的生態旅游理念。

（3）、在生態旅游產品上做文章——猴島所做的生態旅游產品文章概括起來有四點： ①主題明確、特色鮮明——人猴同樂的主題明確，猴子表演、游泳池、猴王國拘留所等一切活動景點圍繞“猴樂”而展開，圍繞“猴樂”做文章；

②吸引力強——獼猴的頑皮對人有天然的吸引力；

③設計巧妙——對景區內的旅游設施進行巧妙的生態設計和裝飾，例如園內的游客休憩花棚和木屋生態廁所；

④注重參與性和休閑性——通過獼猴表演和人猴近距離交流，如人猴照相給游客強化景區的“人猴同樂”生態主題。

（4）、在生態文化上做文章——文化是旅游景區的靈魂，猴島對生態文化的領悟是：生態旅游資源本身蘊含著豐富的生態文化，生態旅游景區應努力挖掘其生態文化自身，而不是歷史?？梢哉f，猴島與其說是生態旅游的成功，不如說其生態文化挖掘和營造的成功。在“人猴共存”及“人猴同樂”的文化內涵和主題上做足文章，使猴島公園成為一個擁有濃郁“猴文化”的生態景區。

（5）、在生態創新上做文章——創新是猴島景區發展的動力。在猴島，從產品規劃，到景點的布局、綠化和猴藝表演，始終給人的感覺是總在變，總在創新。猴島這幾年，每年都在景區內推出新景點，增加新節目。在景點設置上，已陸續推出獼猴王國拘留所，星級游泳池，水簾洞，獼猴王國養老院等。對景區內的表演，猴島要求猴藝表演每年必須推出幾個新的表演節目。

（6）、在生態管理上做文章——猴島生態旅游管理系統由管理目標、管理對象、組織管理、開發管理和環保管理五個子系統構成，不僅在思想上強調保護性開發的觀念，也在應用管理模式上確立以猴為中心的環境與開發綜合決策模式，景區在任何時候都不以犧牲生態環境為代價去換取旅游增長，并且始終沿著保護區的邊緣向外擴展。為加強猴島的資源與環

境管理，保護獼猴生態，我們建立了質量與環境管理體系，并順利通過ISO9001及ISO14001質量與環境管理體系認證，為景區的生態旅游發展管理確立了制度保障。

三、猴島對生態旅游開發的理解

生態旅游是現代人類高尚欲望的一種體現，已經成為現代人類生態價值觀下的行為方式。在中國，生態旅游屬于一個新興的熱點領域，在實踐中就生態項目如何發展定位，如何策劃和規劃、如何處理生態保護和生態旅游開發的關系，如何構建與生態旅游相適應的經營和管理模式，如何進行生態旅游產品創新，是必須認真加以研究、且意義重大的課題。

猴島從自身生態旅游的發展，得出一些如何進行生態旅游開發的理解和總結，主要反映在四個方面：

（1）、生態旅游開發與生態保護

做好生態旅游開發，要正確處理生態保護與生態旅游開發之間的關系。保護與開發究竟是什么樣的關系？保護是不是拒絕開發？開發是不是破壞保護？在猴島看來，生態旅游開發與生態保護之間實際上是一種共存共榮關系：

首先、生態旅游是一種可持續發展的旅游，自然生態環境的保護應被置于優先地位； 其次、生態旅游和生態保護是一把雙刃劍，完全有可能促進生態保護，如果沒有正確的理論指導也完全有可能破壞生態環境，但顯然不能因噎廢食。

第三、生態保護不能為了保護而保護。生態旅游開發是一種積極的保護，而為了保護而進行的“生態保護”是一種消極被動的保護，其最終結果可能導致保護失敗。

第四、生態旅游與生態保護不是對立和排斥關系，生態旅游與生態保護從總體上具有異曲同工之“妙”，完全可以相互促進，相互作用。

第五、生態旅游開發與生態保護，實際上是一個方法的問題，即怎樣開發的問題，而不是一個對立方向的問題。

在猴島，我們始終在思考獼猴、游客和經營者三者之間的角色定位。我們認為，角色定位找不準，生態旅游這個系統工程的運轉就不可能協調和順暢,這與企業的管理道理是相通的。

在猴島看來：猴子是保護區和景區的主人，游客是客人，景區經營者則是仆人。作為仆人，首先要照顧好主人，同時還要為主人接待好客人。而自然保護區的核心區與生態游覽區的關系就好象主人的臥室和客廳，游客來了，主人在客廳與客人見面，而客人不能隨便進入主人的臥室。這種角色定位在我們處理猴島景區有關生態旅游開發和生態保護關系的實踐中 4

起到了重要的指導作用。

猴島的“三人”理念，將景區經營者變成對自然資源和游客的雙重服務者，使利用資源的行為和經營管理行為轉變為服務行為，使企業在自然資源和游客之間扮演了有機的凝合劑的作用和角色。這一理念，得到了國內眾多旅游理論界專家教授的好評。

（2）、生態旅游資源與生態旅游產品

做好生態旅游開發，要充分挖掘生態旅游資源，創新開發生態旅游產品。

在旅游界，很多人認為只要在自然保護區，國家森林公園中開展旅游，就是生態旅游，就能吸引游客。實際上有些自然保護區開發的生態旅游項目只是貼了生態旅游的標簽而已。我們認為，發現珍貴的生態旅游資源固然重要，但科學地將其開發轉化為生態旅游產品更重要。因為旅游者買的是產品，而不是資源。

在接管猴島景區之前，游客到猴島僅僅是走到景區的觀猴亭內，去看看猴，喂點猴食，然后同猴照張相，便可以離開了。這種旅游方式，原始而且簡單，是一種令游客單一地觀察生態旅游資源的淺層次旅游開發。三特進入猴島以后，改變了以往的模式，強調游客對猴島的生態體驗，一方面讓猴子與游客在同一個空間下自由地交融，另一方面，通過發掘“猴”這個資源特點，提煉出“猴樂”及“人猴同樂”的文化主題，并圍繞這些主題，推出了獼猴幽默一家子、獼猴雜技、獼猴儀仗隊等猴表演節目，同時建設了一批與猴相關的、擁有“猴樂”文化內涵的小景點，例如智慧猴雕塑、獼猴游泳池等，通過這些方式，將猴島的生態旅游資源有效地轉化成能滿足游客旅游及娛樂需要的生態旅游產品，收到了良好的效果。

（3）、生態與生態文化

做好生態旅游開發，要努力營造生態文化氛圍。

一提到生態，人們就會想到自然，持生態等于自然或純自然的觀念的人絕對不少。猴島對于生態有著獨特的見解：游客對于生態旅游的熱衷，一方面固然是因為山水自然的本色，但更大的賣點在于蘊含在山水自然之中的生態文化內涵。猴島認為生態旅游資源是發展生態旅游的客體基礎，而開發和利用生態旅游資源的過程也就是生態文化內涵的挖掘過程。生態文化是生態旅游的靈魂，生態文化挖掘到位，其生態旅游項目的生命力就鮮活，競爭力就強大。

幾年來，我們圍繞猴島的生態旅游產品要素和主題進行構思和規劃，逐漸形成了以“猴樂”為生態文化主題和內容的生態旅游產品，打開了猴島生態旅游的發展空間，例如 “哈默博士送給列寧的智慧猿雕像”、“獼猴儀仗隊”和“五星級游泳池”這些景點巧妙地點綴出猴島景區的生態文化內涵，使猴島生態旅游不僅有了“人猴共存”的文化亮點，更有了“人

猴同樂”的產品賣點。

（4）、生態旅游與媒體營銷

做好生態旅游開發，要充分運用媒體營銷手段。處于競爭激烈的營銷時代，以往“酒好不怕巷子深”的日子已不復存在，任何產品失去有效的營銷手段，都可能面臨失敗的命運，生態旅游項目也不能例外。

如何利用媒體，為生態旅游項目進行市場營銷，是景區經營者應該十分關注的問題。作為生態旅游項目，推出一個符合時代發展主旋律，符合媒體報道需要，又具有項目本身特色的生態旅游開發理念，顯得至關重要

猴島這些年，形成了一套獨特的“猴島三人說”，主人、客人及仆人的關系凸顯出猴島對自然的尊重，對保護環境的推崇，對建設可持續發展經濟的實踐，為媒體提供了一個宣傳猴島的切入點，多家媒體慕名到猴島求證——中央電視多個頻道、各個地方電視臺，境外的俄羅斯國家電視臺，韓國電視臺，新華社、人民日報、經濟日報、中國旅游報、海南日報等多家高規格媒體免費為猴島做了大量有意義和有份量的宣傳，從而大大促進了猴島旅游的市場營銷。

四、猴島之近與猴島之遠——猴島生態旅游未來發展戰略構想

沒有遠謀，必有近憂。猴島并沒有因為目前的一點點收獲而沾沾自喜，而是時刻保持危機感，清醒地意識到猴島生態旅游不僅面臨著巨大的壓力和挑戰，而且面臨著如何實現新的跨越的問題。猴島生態旅游目前存在的問題突出反映在以下方面：

（1）、景區面積過小，游客的持續增長與有限的景區游客容量形成矛盾，不利于猴島生態旅游發展；

（2）、環境壓力太大，每年幾十萬的游客接待，對景區環境和獼猴生態環境構成威脅和挑戰；

（3）、已經開發的生態旅游產品面臨漸趨老化的跡象，猴島生態旅游需要新的發展空間；（4）、猴島周邊新興景區的不斷推出，為猴島帶來了競爭壓力。

猴島已經站在新的十字路口，面臨著新的跨越。猴島著眼于“近”憂，開始建立猴島生態旅游未來發展戰略的“遠”大構想：

（1）、猴島制定了新的旅游發展規劃：猴島旅游將實現由“猴”向“海”的轉移戰略，由做生態“猴”的文章一個點開始拓展為生態“?！倍€點，實現由單一的“猴”點，開始向線，即猴島海岸線、和面，即南灣漁排海面全面挺進。

利用猴島優越的海上旅游資源，將“游于海，居于海，吃于海，樂于?！钡奶厣糜雾椖坑袡C地組合，形成獨特的海上生態旅游休閑項目。利用南灣猴島已有幾百年歷史的疍家漁排特色，通過五彩漁排、疍家漁燈、廊橋觀魚、開貝取珠、南灣漫步、埠舟唱晚等旅游活動，開展多姿多彩的南灣漁家樂港灣風情生態游。

（2）、猴島將建立猴島新的生態旅游形象——猴島未來的生態旅游將更著眼于整體與全局的發展思路，利用猴島品牌，進一步拓展，做強做大。逐漸實現由單一化的“猴樂”生態旅游向 “猴樂”、“海趣”及“漁家樂”多元化的生態旅游轉變。

（3）、猴島生態旅游將對旅游產品的功能和結構進行戰略調整。猴島生態旅游產品將實施整體戰略轉型，由原來的觀光生態旅游產品開始向休閑生態旅游轉移，由原來針對大眾消費市場向中高檔消費市場轉移。

應該這樣說，沒有猴島在“虛”與“實”之間的反復磨礪，我們不可能看到猴島生態旅游“小中見大”的今天。

在猴島由“近”及“遠”的發展戰略指導下，猴島將一如既往，在新的平臺上實現新的歷史跨越！

南非灣猴島的獼猴，學名叫做恒河猴，屬于靈長類，它的毛是棕色、臉孔是紅的，還長了一雙藍眼睛。這些小猴近似于人類，非常聰明、伶俐，在航天、醫學、人類起源等方面有著重大的研究價值，獼猴身上的猴棗(猴子受傷流血之后的淤塊)是昂貴的藥品。

隨著索道緩緩的前行，快樂也慢慢的蔓延。

到達索道的終點，便來到了獼猴們的家。我們會在景區講解員的帶領下參觀，俗話說的好“客隨主便”，來到猴島我們就要尊重主人的生活習慣：首先為了不把人類的病菌帶給獼猴們，因為他們的生理機能跟我們人類實在太象了，所以我們首先要通過消毒通道;

其次，您的相機等設備提前拿在手上，不要到了景區才從包里取，因為獼猴們會以為你們帶禮物給它們，不由分說就上來搶走，要不說是“猴急、猴急”呢;

第三，您要真的想跟它們逗樂可以準備些花生或糖果到時喂給獼猴們，它們剝食食物的模樣也煞是有趣可愛。當然食物也可以到景區買，不過 “猴精”們可能會在你付過錢后出其不意地將食物搶走，然后躲到你可以看到又夠不著的地方慢慢品嘗，您還別生氣，投訴無效，誰讓人家“我的地盤，我做主”呢。如果食物沒有了，就及時兩手一攤表示沒有了，千萬不要假裝拿東西來戲弄它們，因為獼猴也是有尊嚴的呀。傷害了它們的尊嚴，同樣會受到它們不客氣地“回敬”。

來到猴島，主人首先請一支身著紅衣的儀仗隊，兩列排開，手持彩旗，列隊迎接我們的到來;不過各位同它們合影的速度要快些，動作慢了，它們早就丟了旗子跑到一邊吃東西去了，因為每天造訪的游客太多，它們經常加班加點的工作也實在不容易呢。

接著我們會經過觀猴臺和猴子水上樂園“浴圣池”，我們將看到沒有任何人為雕飾，純天然的猴子高臺跳水、游泳、打鬧、嬉戲等動人的場面。這里是獼猴們的樂園，這里濃縮了生活在猴島的獼猴們的快樂和憂愁，是它們生活的縮略圖。

博鰲亞洲論壇國際會議中心總面積37000平方米，共分3層。博鰲亞洲論壇年會的主會場即位于會議中心第2層，總面積2592平方米，可以同時容納2000人與會。會場的主色調采用黃色，給人以規模宏大、金碧輝煌的印象。

會議中心更配有6+1同聲傳譯系統和360度高分辨率攝像、放像系統，中部還配備活動隔離墻，可以根據會議的需要將會場隔離成兩部分，其會場設施設備的先進程度在海南獨一無二，在全國亦是少有。

南非灣猴島的獼猴，學名叫做恒河猴，屬于靈長類，它的毛是棕色、臉孔是紅的，還長了一雙藍眼睛。這些小猴近似于人類，非常聰明、伶俐，在航天、醫學、人類起源等方面有著重大的研究價值，獼猴身上的猴棗（猴子受傷流血之后的淤塊）是昂貴的藥品。
