為了認真實施好?十二五?期間20戶以下自然村廣播電視村村通工程建設,根據省、市總體安排和要求,結合我縣實際,現制定如下實施方案:
一、目的意義
廣播電視?村村通?工程是加強農村文化建設的重要工程,是廣播電視工作和農村公共文化體系建設的重要組成部分,是貫徹落實科學發展觀、構建和諧社會的必然要求,在全縣實施廣播電視村村通工程建設,目的是擴大廣播電視信號覆蓋面,增加傳輸節目套數,提高節目傳輸質量,切實解決廣大人民群眾收不到、看不到廣播電視節目的問題,進一步豐富群眾文化生活。
二、基本原則
堅持以縣為單位組織實施,統一部署,全面展開,按鄉(鎮)集中整村推進,確保安排一戶,完成一戶,不留遺漏。堅持便民利民,文廣局和鄉(鎮)組織人員上門安裝衛星接收設施,上門頒發?村村通?衛星接收設施?許可證?等資料;設施供應廠家上門開展售后服務。
三、目標任務
1、實施范圍:?十二五?期間?村村通?建設主要采取直播衛星方式,涉及衛星接收設施用戶范圍是?20戶以上已通電自
然村‘盲村’?,?十一五?期間已經安裝了的農戶,原則上不予安排,有線電視通達的地方禁止安裝直播衛星接收設施。
2、目標任務:省、市下達我縣?十二五?期間?村村通?直播衛星工程建設任務為:全縣共266處,5900戶。
四、組織機構
為了確保?十二五?期間?村村通?工程建設工作順利實施,縣上成立由縣委常委、宣傳部部長齊雪琴任組長,副縣長白玉任副組長,縣發改、財政、文廣部門和各鄉(鎮)負責人為成員的工作領導小組。各鄉(鎮)、各相關單位也要成立相應的工作機構。
具體職責:
縣發改局負責對工程建設進展情況督促檢查和驗收。
縣財政局負責落實縣級配套資金和對項目資金的監管。
縣文廣局負責做好?村村通?工程建設宣傳工作;負責對縣、鄉、村抽組的設施安裝人員進行業務培訓,負責設備組織發放,具體指導設備安裝;負責工程建設進度統計,進展督查和工程建設情況驗收;負責訂制?村村通?衛星接收設施?許可證?和管理協議書等資料;對使用?村村通?衛星接收設施農戶建立全省統一的電子檔案;負責建立健全?村村通?衛星接收設施用戶管理制度。
各鄉(鎮)配合縣文廣局做好宣傳工作;負責收繳用戶承擔的部分設備資金,并按時上解;負責對用戶安裝?村村通?直播衛星接收設施;負責對使用?村村通?衛星接收設施農戶造冊登記;負責對符合條件的用戶發放?村村通?衛星接收設施?許可
證?等資料,并與用戶簽訂管理協議書。按時向?村村通?工程建設領導小組上報工作進展。
五、資金籌措
?十二五?期間20戶以下自然村村村通廣播電視工程建設的資金仍沿用?十一五?期間的模式,每戶360元,國家、省、市縣、農戶的配套比例為46.3%、27.2%、18.2%、8.3%。縣級配套資金30.54萬元,農戶收取資金17.7萬元。
六、設備購置
為確保工程建設質量,所有設備均由廣電總局實行統一招標,然后由廠商直接將設備發送到縣文廣局。
七、管理維護
國家要求,?村村通?工程運行和維護經費原則上由各地人民政府分級負擔。為保證?村村通?設施正常發揮作用,縣文廣局成立?村村通?服務中心,具體負責?村村通?設備的修理、配件的供應和維修人員的業務培訓,為?村村通?設備高效運行提供服務,確保?村村通?長通久通。
八、實施步驟
?十二五?期間廣播電視?村村通?工程建設工作從2012年6月份啟動,2012年12月底基本完成任務,分四個階段進行。
第一階段:宣傳發動(6月1日—6月30日)。由縣文廣局負責,各鄉(鎮)配合,通過電視、廣播、板報、橫幅、標語等形式,廣泛宣傳實施廣播電視?村村通?工程的目的意義,發動群眾積極配合參與工程實施,在全縣上下營造良好的輿論氛圍。縣財政積極落實配套資金。各鄉(鎮)負責向受益用戶收取每戶
30元的部分設備款并于6月26日前全部上解;同時將實施工程的村、社、農戶以及安裝設備的數量進行公示,接受社會監督
第二階段:技術培訓(6月1日—6月20日)。由縣文廣局負責對縣、鄉、村抽組的接收設施安裝人員,按培訓計劃進行分層逐級培訓;做好接收設施的組織驗收和向鄉(鎮)的發放工作;負責訂制用戶資料袋和接收衛星傳送的境內電視節目許可證;制訂與農戶簽訂的直播衛星接收設備管理協議書。
第三階段:組織實施(6月21日—11月31日)。由文廣局和各鄉(鎮)負責組織抽調的技術人員,以鄉(鎮)為單位,逐項目點、逐用戶安裝直播衛星接收設施,每安裝一戶,按要求造冊登記,并與該戶簽訂衛星接收設備管理協議書,頒發接收衛星傳送的境內電視節目許可證,發放資料袋。縣文廣局抽組的技術人員,要深入各自聯系點,進村入戶,現場指導檢查;縣發改局、文廣局要加強對工程實施情況的督促檢查。
第四階段:檢查驗收(12月1日—12月10日)。由發改局、文廣局抽組人員,按鄉(鎮)逐項目點、逐戶驗收,驗收內容為:接收設施是否安裝到位,是否達到技術要求,各種資料是否發放到戶,是否簽訂管理協議書,是否對實施工程的村、社、農戶以及安裝設備的數量進行公示等,并向鄉(鎮)通報存在問題,督促整改。
九、保障措施
1、加強領導、靠實責任。各鄉(鎮)、各相關部門要成立相應的組織機構,鄉、村、社要逐級簽訂責任書,分解細化任務,建立?領導包片、干部包戶?的工作責任制,將任務落實到具體
人員。主要責任人要負總責,親自調度;分管領導要全面做好督促落實,確保按時限和目標要求完成建設任務。
2、加強協作、密切配合。各鄉(鎮)、各相關部門要圍繞各自職責、密切配合、協調推進。文廣部門要充分發揮牽頭抓總作用,組織安裝培訓,嚴格設備發放,協同各鄉(鎮)按期完成設備安裝。財政部門要及時落實配套資金,加強資金管理。發改部門要加強督促檢查,嚴格工程管理。各鄉(鎮)要認真做好群眾思想工作,按要求收取部分設備款,做好設施的安裝工作。
3、完善機制、強化管理。?村村通?工程事關廣大群眾切身利益,一定要確保工程質量。縣文廣局作為?村村通?工程的具體實施者,要充分發揮職能作用,抽組精兵強將,認真抓好項目建設。要及時了解、協調解決工程建設中出現的問題,確保收視效果。要建立健全長效管理機制,確定專人負責,認真做好?村村通?工程設備的運行維護和管理,確保農村廣播電視事業健康發展。
