Welcome to this reception to celebrate the 63rd anniversary of the founding of the People's Republic of China.過去一年，國(guó)家在各個(gè)領(lǐng)域取得可喜的進(jìn)步和發(fā)展。我們?cè)谥孕淖ＹR的同時(shí)，也要認(rèn)識(shí)到香港和內(nèi)地共同發(fā)展的必然性和必要性，及時(shí)把握國(guó)家發(fā)展為香港帶來(lái)的每一個(gè)機(jī)遇。

In the past year China has made encouraging advancement and progress on all fronts.For that we offer our heartiest congratulations to the Motherland.At the same time, we must realise it is inevitable and essential for Hong Kong to develop alongside the Mainland.We must embrace every opportunity that the development of our country brings to Hong Kong.香港和內(nèi)地的經(jīng)濟(jì)和民生關(guān)系一直密不可分。改革開放前后一直如此。過去三十年，香港和內(nèi)地的互動(dòng)關(guān)系更為明顯，這既是由于內(nèi)地的改革開放、也是全球經(jīng)濟(jì)一體化和區(qū)域經(jīng)濟(jì)一體化大趨勢(shì)的一部分。香港和海內(nèi)外周邊地區(qū)的互動(dòng)發(fā)展，是一個(gè)現(xiàn)實(shí)。

Economic and social ties between Hong Kong and the Mainland have been very close even before the opening up of China and its reform.These ties have grown closer and stronger in the past 30 years as our country continues to open up and as a result of globalisation and regionalisation.It is a fact that Hong Kong has mutual development with neighbouring areas both within and outside of the country.今年頭八個(gè)月，平均每天通過陸路口岸進(jìn)出深圳的香港居民達(dá)到三十七萬(wàn)人次，大部分到珠三角一帶工作、探親和經(jīng)商，也有部分在內(nèi)地定居；有不少香港居民在深圳居住，每天往返香港工作，這些都是香港居民在內(nèi)地的慣常活動(dòng)。香港居民每天進(jìn)出陸路口岸的人次，是大陸居民進(jìn)出這些口岸的人次的2.5倍。

In the first eight months of 2012, the average daily number of Hong Kong residents passing through the land boundary control points to and from Shenzhen reached 370,000.Most of them work, visit relatives, or do business in the Pearl River Delta region, and some have moved to and settled in the Mainland.There are many Hong Kong residents who live in Shenzhen and travel back to Kong Hong to work every day.These are all Hong Kong residents' usual activities in the Mainland.The daily number of cross-boundary land trips made by Hong Kong residents is 2.5 times of those made by Mainland residents.深圳和珠三角其他城市是香港的重要經(jīng)濟(jì)伙伴，也是香港的腹地。連同珠三角在內(nèi)，據(jù)香港在內(nèi)地的商會(huì)估計(jì)，香港人在內(nèi)地長(zhǎng)期工作的人數(shù)以十萬(wàn)計(jì)。

Shenzhen and other cities in the Pearl River Delta region are our hinterland and major economic partners.Hong Kong business associations in the Mainland estimate there are hundreds of

thousands of Hong Kong people working in the Mainland on a long term basis.隨ＣＥＰＡ的范圍進(jìn)一步擴(kuò)大，各個(gè)條文的進(jìn)一步落實(shí)，再隨廣東在二零一四年在服務(wù)貿(mào)易方面對(duì)香港的基本自由化，香港人，包括青年大學(xué)畢業(yè)生、專業(yè)和技術(shù)人才在廣東一帶將有更多更好的事業(yè)發(fā)展機(jī)會(huì)，香港體外經(jīng)濟(jì)的發(fā)展速度將會(huì)更快，也將會(huì)更好的面對(duì)全球經(jīng)濟(jì)一體化和歐洲經(jīng)濟(jì)下行所帶來(lái)的挑戰(zhàn)。

With further expansion of the Mainland and Hong Kong Closer Economic Partnership Arrangement(CEPA), progressive implementation of CEPA provisions, as well as the liberalisation of trade in services between Guangdong and Hong Kong in 2014, Hong Kong people, including our young university graduates, professionals and technicians, will enjoy better career opportunities in Guangdong.This will expedite the growth of our external economy and better prepare us for meeting challenges arising from globalisation and economic downturn in Europe.經(jīng)過三十多年的努力，香港已經(jīng)在廣東建立了前所未有的龐大的體外經(jīng)濟(jì)，既為廣東的發(fā)展發(fā)揮了一定的促進(jìn)作用，更重要的是為香港的經(jīng)濟(jì)持續(xù)發(fā)展、為香港人的就業(yè)作出重大的貢獻(xiàn)，這是我們必須認(rèn)清的事實(shí)和現(xiàn)實(shí)。

After more than 30 years of hard work, Hong Kong has established an unprecedentedly large external economy in Guangdong.It has contributed to the fostering of Guangdong's development.More importantly, it has sustained Hong Kong's economic growth and created employment for Hong Kong people.These are all facts that we must realise.特區(qū)政府重視民生問題，但香港社會(huì)必須有較高和持續(xù)的經(jīng)濟(jì)發(fā)展，才能解決社會(huì)上長(zhǎng)期以來(lái)存在的各種問題，包括房屋問題、貧窮問題、老年化問題和環(huán)境污染問題。

The HKSAR Government cares about people's livelihood.At the same time, Hong Kong must achieve higher and sustainable economic growth rate in order to address various long-standing problems including housing, poverty, an ageing population and pollution.我在政綱中主張成立的「經(jīng)濟(jì)發(fā)展委員會(huì)」和「金融發(fā)展局」的籌組工作已經(jīng)接近完成，成立這兩個(gè)新機(jī)構(gòu)的主要目的，就是要掌握好內(nèi)地發(fā)展帶來(lái)的機(jī)遇，用好國(guó)家給香港的支持，結(jié)合政府的「適度有為」，為香港本地和香港體外經(jīng)濟(jì)的多元化發(fā)展添加動(dòng)力。

I proposed in my election manifesto to set up an Economic Development Commission and a Financial Services Development Council.The relevant preparatory work is near completion.The main objective of setting up these two new bodies is to help Hong Kong seize the tremendous opportunities arising from the Mainland's development and the support given to us by the Mainland.Coupled with an appropriately proactive government, they will add momentum to the diversified development of our local and external economies.此外，第四屆政府將制定一系列計(jì)劃，加強(qiáng)對(duì)在內(nèi)地工作的香港居民的了解和支援。特區(qū)政府也會(huì)處理好香港和內(nèi)地在共同發(fā)展過程當(dāng)中遇到的各種新的情況，包括香港的容量問題，以維持兩地的良性互動(dòng)、互利雙贏。我和特區(qū)政府感謝中央政府和內(nèi)地各地方政府，在推動(dòng)香港和內(nèi)地的共同發(fā)展中給予的支持和配合。

In addition, the Fourth Term HKSAR Government will formulate a series of initiatives to better understand and support Hong Kong residents working in the Mainland.We will also address new issues which arise as Hong Kong continues to develop alongside the Mainland, including the capacity problem of Hong Kong, in order to sustain the constructive synergy between the two places to achieve a win-win situation.I and the HKSAR Government are very grateful to the Central Government and local authorities in the Mainland for their unwavering support and co-operation in promoting the mutual development of Hong Kong and the Mainland.最后，我建議大家舉杯，為國(guó)家的繁榮富強(qiáng)，為香港更美好的明天，干杯！

第二篇：香港新任特首梁振英的人生路

香港新任特首梁振英的人生路

在香港，梁振英被視為第一個(gè)在港提出并堅(jiān)持鼓吹“內(nèi)交”的人。所謂“內(nèi)交”，就是要香港與內(nèi)地的交往。

在香港一場(chǎng)慈善表演會(huì)上，當(dāng)模特兒從Ｔ型舞臺(tái)退場(chǎng)后，主持人提議，希望場(chǎng)中名人客串一下，為慈善晚會(huì)渲染氣氛。

此時(shí)，香港特區(qū)行政會(huì)議召集人梁振英與另一城中人士煞有介事地上臺(tái)，邁起了“貓步”，頓時(shí)，臺(tái)下笑聲掌聲一片。

這就是梁振英？電視機(jī)前有觀眾不相信。在一些人眼中，香港特區(qū)行政會(huì)議召集人梁振英是不茍言笑的“刻板”形象--就像在辦公樓、在會(huì)場(chǎng)上、在酒會(huì)等幾乎所有公開場(chǎng)合，他總是筆挺的身板，穿著筆挺的西服，白色襯衣一塵不染，袖口的金屬袖扣十分搶眼--似乎有些高高在上的冷淡，似乎有“拒人千里之外”之感。

不過，也許是“橫看成嶺側(cè)成峰，遠(yuǎn)近高低各不同”，接觸過、或者熟悉梁振英的人大多認(rèn)為，梁振英有真性情。

普通家庭走出來(lái)的成功人士

在香港，市民最推崇的是這樣一類人：出身貧寒，勤奮努力，專業(yè)人士，事業(yè)有成。這些人是他們的榜樣，因?yàn)樗麄兺ㄟ^努力也可以獲得榜樣成功。所謂“獅子山下的精神”，就是從底層起步打拼的精神。梁振英的成長(zhǎng)之路正是許多香港市民希望走的路。

與香港特區(qū)現(xiàn)任行政長(zhǎng)官曾蔭權(quán)一樣，梁振英出生于一個(gè)警察家庭。他幼年住在與曾蔭權(quán)家為鄰的中區(qū)警察宿舍。

梁振英小時(shí)候，當(dāng)警察的父親在山頂和禮賓府當(dāng)差，薪金每月只有300多元，養(yǎng)一家5口人，難免捉襟見肘。更難的是，家里當(dāng)時(shí)還有“遠(yuǎn)憂”：警察退休必須搬出警察宿舍，而退休警察不得申請(qǐng)公屋。為了貼補(bǔ)家用，更是為了將來(lái)能有居住之所，家里決定前去附近的膠花廠領(lǐng)膠花和玩具物料回家加工，靠自己的雙手，為家里掙點(diǎn)錢。梁振英和姐姐、妹妹三兄妹都要參與其中幫忙。當(dāng)時(shí)梁振英9歲，下午到學(xué)校上學(xué)，其他時(shí)間則要干活：要么背著幾十公斤重的材料往返家里與工廠，要么與家人一起做膠花，每月掙取300多港元的收入。“就這樣一直做了3、4年，家里生活得以改善，并買了住房，我們終于熬過了做膠花的日子。”這時(shí)，梁振英已進(jìn)入英皇書院讀初中。

“記得最后一次交完塑料花后，母親將送花的最后一個(gè)袋子放入箱子收藏起來(lái)，說是要留給孫子。”--這是梁振英的第一堂人生課：不畏艱辛，自食其力。青少年的艱辛還不僅于此。童年的深刻記憶還包括：為了節(jié)省車錢，步行個(gè)把小時(shí)上學(xué)；吃不起學(xué)校的伙食，回家吃午飯。

1974年到1977年，梁振英赴英國(guó)留學(xué)，3年多時(shí)間里，他靠半工半讀維持自己的學(xué)習(xí)生活費(fèi)用。他每周到快餐店打工3個(gè)晚上，每次6個(gè)半小時(shí)，回到宿舍時(shí)往往是凌晨了。和在香港一樣，為了省幾個(gè)車費(fèi)，每天上學(xué)放學(xué)靠?jī)蓷l腿走上十多公里的路。即使這樣，他堅(jiān)持每個(gè)星期天要去教華僑子弟學(xué)中文，用梁振英的話說，“是為華僑的下一代留點(diǎn)中華文化的火種”。

1977年，以全班第一名的成績(jī)，梁振英從英國(guó)布里斯托理工學(xué)院畢業(yè)回港。

青少年的艱辛，令梁振英對(duì)社會(huì)下層有了更多認(rèn)識(shí)，也成為他今天關(guān)注香港下層市民的歷史情結(jié)。家是香港，700萬(wàn)港人是家人

“家是香港”，一句那么感性的話成為梁振英第一本書的書名。

當(dāng)年在英國(guó)留學(xué)時(shí)，有海外機(jī)構(gòu)欲留梁振英在英國(guó)，但喝香江水長(zhǎng)大的梁振英還是決定回到生他養(yǎng)他的香港，他當(dāng)時(shí)一句感性而實(shí)在的話是，父母年事已高，要回到父母身邊照顧他們。

1977年，梁振英獲聘香港一家英資企業(yè)，并成為該企業(yè)200年來(lái)最年輕的合伙人，10多年后，1993年，梁振英測(cè)量行成立，2006年，梁振英測(cè)量師行與在英國(guó)上市的戴德梁行換股，梁振英成為最大的個(gè)人股東、亞太區(qū)主席。

1988年，梁振英被評(píng)為“香港十大杰出青年”。在香港，這一殊榮是獎(jiǎng)勵(lì)那些自身刻苦努力有成就并對(duì)香港發(fā)展做出貢獻(xiàn)的年輕人。

在香港回歸祖國(guó)的進(jìn)程中，梁振英活躍的身影參與其中。八十年代初期，中英關(guān)于香港問題的談判開始之時(shí)，香港人心一度不穩(wěn)，出現(xiàn)信心危機(jī)，大批專業(yè)人士外流，移民潮席卷香港。梁振英對(duì)此深感不安。他知道，香港要保持長(zhǎng)期繁榮穩(wěn)定，一是不能亂，二是要有一大批專業(yè)人才。自此，梁振英這位專業(yè)人士開始關(guān)注香港的政治問題并積極投身到香港回歸祖國(guó)的歷史進(jìn)程中。1985年，香港基本法起草工作開始后，梁振英出任基本法咨詢委員會(huì)委員，1988年，他擔(dān)任基本法咨詢委員會(huì)秘書長(zhǎng)，當(dāng)時(shí)年僅34歲。那些年，作為咨委會(huì)委員和秘書長(zhǎng)，梁振英收集了大量港人的意見和建議，為香港基本法的順利起草作出了貢獻(xiàn)。回歸10年來(lái)，基本法確保了香港社會(huì)經(jīng)濟(jì)順利發(fā)展，確保了香港的繁榮穩(wěn)定，包括梁振英在內(nèi)的當(dāng)年為基本法起草的一大批香港和內(nèi)地的人士功不可沒。

1993年7月2日，香港特別行政區(qū)籌委會(huì)預(yù)委會(huì)宣告成立。梁振英擔(dān)任了預(yù)委會(huì)政務(wù)小組港方組長(zhǎng)。在預(yù)委會(huì)上，他率先提出研究關(guān)于第一屆立法會(huì)具體產(chǎn)生辦法的建議，提交大會(huì)討論。預(yù)委會(huì)政務(wù)小組兩年多來(lái)為香港回歸做了大量準(zhǔn)備工作，在終審法院、公務(wù)員留用及法律適用性等方面問題上進(jìn)行了卓有成效的工作，使之得以解決。1996年，香港特別行政別行政區(qū)籌委會(huì)成立，42歲的梁振英出任籌委會(huì)副主任。

“參與回歸的全過程，為香港回歸效力，親歷國(guó)家和平統(tǒng)一的階段性成果，這是我一生中最大的成就和最難忘的經(jīng)歷”，梁振英對(duì)此不無(wú)自豪。1997年7月1日，香港回歸祖國(guó)，香港特別行政區(qū)成立，43歲的梁振英成為特區(qū)行政會(huì)議年輕的成員，為特區(qū)政府這個(gè)“新生嬰兒”的健康成長(zhǎng)，為特區(qū)落實(shí)“一國(guó)兩制”、“港人治港”、高度自治建言獻(xiàn)策。

2007年8月，梁振英出版了他的第一本書《家是香港》，書中集結(jié)了他多年在香港發(fā)展上的所思所想，傾注了他對(duì)香港的熱愛和關(guān)注。他在一篇文章中說：“建設(shè)長(zhǎng)期安穩(wěn)的香港，我們需要的不僅是修橋整路的硬件建設(shè)，我們更需要凝聚香港人的'民氣'??過去我們說家在香港，只是把香港視作安身之所而已，今天我說'家是香港'，是想吁請(qǐng)大家把整個(gè)香港視為家，把700萬(wàn)香港人視同家人。”

為內(nèi)地房地產(chǎn)業(yè)起步貢獻(xiàn)良多

1977年8月1日，學(xué)成歸來(lái)的梁振英第一次跨過羅湖，進(jìn)入內(nèi)地。深圳邊境人員問他的職務(wù)，他回答：“測(cè)量師”。邊境人員便在他的表里填上“工人”二字--測(cè)量師，這個(gè)與城市建設(shè)、房地產(chǎn)業(yè)息息相關(guān)的專業(yè)，在當(dāng)時(shí)的中國(guó)內(nèi)地，鮮為人知。那時(shí)的內(nèi)地，文革浩劫剛結(jié)束，百?gòu)U待興，而海外對(duì)內(nèi)地的發(fā)展并不看好。

對(duì)國(guó)家的感情令這個(gè)初出茅廬的年輕人期待在國(guó)家經(jīng)濟(jì)起步時(shí)，貢獻(xiàn)一己力量。當(dāng)時(shí)，梁振英僅有23歲。

1978年開始，梁振英從深圳到上海，從國(guó)家的南邊到北邊，到處去講課，向內(nèi)地介紹土地經(jīng)濟(jì)、土地管理制度，介紹城市規(guī)劃以及房地產(chǎn)開發(fā)。那時(shí)的內(nèi)地，沒有商品房，沒有土地使用制度等概念。梁振英先后受邀出任上海及深圳市土地使用制度改革領(lǐng)導(dǎo)小組顧問、上海浦東開發(fā)領(lǐng)導(dǎo)小組顧問，以大量的業(yè)余時(shí)間和精力參與探索中國(guó)的城市土地使用制度改革。積極為內(nèi)地普及房地產(chǎn)基本知識(shí)，培養(yǎng)房地產(chǎn)管理人才。而這一切，全都是無(wú)償服務(wù)，連路費(fèi)都是自掏腰包。而且，那時(shí)，梁振英在內(nèi)地沒有個(gè)人業(yè)務(wù)。

令梁振英自豪的是，他親歷了內(nèi)地整個(gè)土地制度改革的討論、試行及推廣發(fā)展各個(gè)階段，并目睹了內(nèi)地土地制度及房地產(chǎn)市場(chǎng)逐步的成長(zhǎng)和發(fā)展。

10年以后，也就是1988年，全國(guó)人大修改憲法，第十條里允許土地使用權(quán)可以依照法律的規(guī)定轉(zhuǎn)讓。同年，梁振英參加了上海第一次公開招標(biāo)賣地的標(biāo)書中文版和英文版的起草工作，并參加了在上海開始的大規(guī)模的住房制度改革。而深圳首次土地拍賣標(biāo)書的中英文本，也是由梁振英撰寫。

去年，為紀(jì)念中國(guó)房地產(chǎn)業(yè)20年，新浪網(wǎng)等推出中國(guó)房地產(chǎn)20年20人評(píng)選投票活動(dòng)，內(nèi)地人并不太熟悉的梁振英成為候選人之一。相信這是為梁振英20多年來(lái)為中國(guó)房地產(chǎn)事業(yè)發(fā)展所做貢獻(xiàn)的肯定。

關(guān)注內(nèi)地與香港的融合

在香港，梁振英被視為第一個(gè)在港提出并堅(jiān)持鼓吹“內(nèi)交”的人。所謂“內(nèi)交”，就是要香港與內(nèi)地的交往。作為香港專業(yè)聯(lián)盟主席，梁振英率先鼓動(dòng)香港10個(gè)專業(yè)團(tuán)體5萬(wàn)多專業(yè)人才加強(qiáng)與內(nèi)地交流，呼吁加強(qiáng)雙方在專業(yè)人士方面的合作與交流，他不斷組團(tuán)北上，與內(nèi)地對(duì)口單位互相交流。

各位嘉賓、各位朋友：

Distinguished guests and friends,很高興和大家一起，在這里慶祝中華人民共和國(guó)成立61周年。

I am most delighted to celebrate the 61st Anniversary of the Founding of the People's Republic of China here with all of you.廿一世紀(jì)的頭一個(gè)十年，見證國(guó)家經(jīng)濟(jì)的高速發(fā)展，綜合國(guó)力不斷提升，人民生活質(zhì)素大幅改善，成就舉世矚目。

In this first decade of the 21st century, we have witnessed the country's rapid economic development, rising national power and huge improvement in people's standard of living.These remarkable achievements have made China the focus of world attention.我出任行政長(zhǎng)官以來(lái)，經(jīng)常有機(jī)會(huì)造訪內(nèi)地，從東北到海南，從富饒的沿海省份，到騰飛中的中西部各省，我和我的同事都多次踏足，親身感受到內(nèi)地發(fā)展一日千里。即使是同一個(gè)城市，每次到訪都帶給我新的感受、新的震撼。

As the Chief Executive of HKSAR, I have visited the Mainland on numerous occasions over these years.My colleagues and I have set foot in many places, spanning from the Northeastern region to Hainan, from the prosperous coastal provinces to the booming Central and Western

regions.We see immense progress everywhere.Each and every visit to these places gives me new sensations and new insights.但在邁向繁榮富強(qiáng)的道路上，國(guó)家也不是無(wú)風(fēng)無(wú)雨。就像過去一年，多個(gè)省份的水災(zāi)、甘肅的泥石流、青海地震，導(dǎo)致不少人命傷亡，家園破碎，和嚴(yán)重的經(jīng)濟(jì)損失。說明我們遼闊的國(guó)土上，在發(fā)展的過程中，仍然有不少困難和挑戰(zhàn)，需要國(guó)家上下團(tuán)結(jié)，同心同德，一起克服。

Our country's rise to prosperity and power is not without difficulties.Over the past year, for example, the floods in various provinces, the massive mudslide in Gansu and the

devastating earthquake in Qinghai caused heavy casualties, extensive destruction and severe financial

losses.These are a testimony that on this vast piece of land, there are still many difficulties and challenges ahead that call for our united efforts to overcome.今年，國(guó)家舉辦了“上海世界博覽會(huì)”，再一次成為全球目光所在。它是有史以來(lái)規(guī)模最大的一次世博。我知道不少市民已經(jīng)趁暑假和長(zhǎng)假期到上海參觀過。我希望大家把握展期最后一個(gè)月的機(jī)會(huì)，感受世博的魅力。香港會(huì)繼續(xù)全情參與，包括在十月十八至二十二日舉辦“世博香港周”，將五個(gè)多月以來(lái)的香港參博活動(dòng)帶進(jìn)高峰。

The Shanghai Expo this year has once again made our country the world spotlight.I know many people have visited this largest world expo ever during summer holidays and long holidays.For those who haven't, I hope they will do so in this last month of the Expo to feel its charm and excitement.Hong Kong will continue to fully engage in the event and present visitors with wonderful programmes.I am sure the “Hong Kong Week” from 18 to 22 October will be the

With the efforts of our entire community, we have successfully implemented the concept of “One Country, Two Systems” and the principle of “Hong Kong people administering Hong Kong” with a high degree of autonomy over the past 15 years.I wish to take this opportunity to express my heartfelt gratitude to my predecessors, the Honourable Tung Chee-hwa and the Honourable Donald Tsang.Their relentless efforts have laid down a solid foundation for the successful implementation of “One Country, Two Systems” in Hong Kong.I would also like to thank the Election Committee members and the Hong Kong community, whose participation has brought substantive meaning to this election.I hope that the entire community will render their concerted effort in building the future of Hong Kong.由我參選到當(dāng)選這大半年間，我進(jìn)行超過百次區(qū)訪，親身接觸過一萬(wàn)位以上的不同階層、不同行業(yè)的市民。從今天開始，未來(lái)五年，我和管治團(tuán)隊(duì)將走入民眾，拉近政府和市民的地理距離和心理距離。我們會(huì)虛心聆聽大家的建議和意見，切實(shí)回應(yīng)市民的所想所需。

Since I declared my decision to stand for election for the Chief Executive, I have made over 100 district visits and reached out to over 10 000 people from different strata and sectors of society.In

the next five years, my team and I will continue to stay in close touch with the people, so as to narrow both the physical and psychological distances between the Government and the community.We will listen carefully to people's suggestions and ideas.We will respond to their views and needs in a pragmatic manner.我在參選宣言中強(qiáng)調(diào)：香港“不需要政策大變，只要適度有為，穩(wěn)中求變”。今后，我們必須坐言起行，集中力量應(yīng)對(duì)重大和迫切的問題。為了制定有效的策略和政策，“扶貧委員會(huì)”、“經(jīng)濟(jì)發(fā)展委員會(huì)”和“金融發(fā)展局”的籌備小組，今天正式開始工作，要從高層次、跨部門、跨界別處理相關(guān)問題，務(wù)求在政策研究和落實(shí)兩個(gè)方面做得到位。

In my election declaration, I stressed that “there is no need for a major reversal of policy.We only need an appropriately proactive government which seeks change while maintaining stability.” From today, we will turn words into deeds.We will focus our energy on addressing the major and pressing issues.To formulate effective policies and strategies, the preparatory task forces on Economic Development Commission, Financial Services Development Council and Commission on Poverty will commence operation today.They will address issues from a high-level perspective and with inter-departmental and cross-sector collaboration.We will ensure that both policy research and implementation deliver results.經(jīng)濟(jì)持續(xù)發(fā)展是香港繁榮的根基，是市民生活的依靠。工商金融界一直是香港經(jīng)濟(jì)發(fā)展的主要?jiǎng)恿Γ瑢?duì)香港貢獻(xiàn)巨大。要促進(jìn)持續(xù)和高速的經(jīng)濟(jì)發(fā)展，政府必須協(xié)助香港大小投資者和企業(yè)，把握國(guó)家和全球的經(jīng)濟(jì)發(fā)展機(jī)遇，開拓空間，爭(zhēng)取經(jīng)濟(jì)多元發(fā)展，興旺百業(yè)，讓市民優(yōu)質(zhì)就業(yè)，共享繁榮，增加市民向上流動(dòng)的機(jī)會(huì)，使中產(chǎn)階層不斷壯大。

Continued economic development is the foundation of Hong Kong's prosperity.The livelihoods of our people depend on it.Our business and financial sectors have been the major driving forces behind Hong Kong's economic development.To promote sustained and robust economic development, the Government must assist investors and enterprises, large and small, to seize opportunities arising from our nation's and the world's economic growth.Economic diversification and thriving industries can improve our job market, provide better opportunities for upward mobility and contribute to a stronger middle class.我們要善用國(guó)家在“十二五”規(guī)劃給予香港的支持，鞏固和提升國(guó)際金融和貿(mào)易中心地位，推動(dòng)航運(yùn)業(yè)轉(zhuǎn)型升級(jí)。我們也要落實(shí)與內(nèi)地簽署的各項(xiàng)經(jīng)貿(mào)協(xié)議，擴(kuò)大香港人在內(nèi)地的就業(yè)和發(fā)展空間；同時(shí)制定產(chǎn)業(yè)政策，促進(jìn)和支援對(duì)香港經(jīng)濟(jì)發(fā)展有重要作用的支柱產(chǎn)業(yè)，包括境外的港資企業(yè)，以及有潛力的新興產(chǎn)業(yè)。我們要重視在內(nèi)地發(fā)展的港商對(duì)本地經(jīng)濟(jì)的貢獻(xiàn)，持續(xù)支持內(nèi)地港商轉(zhuǎn)型升級(jí)。

Our country has given Hong Kong strong backing in the National 12th Five-Year Plan.We must capitalise on the opportunities to consolidate and elevate Hong Kong's status as an international financial centre and help the shipping industry to restructure and upgrade.We must also fully implement all economic and trade agreements signed with Mainland counterparts to expand job opportunities and development potential in the Mainland for Hong Kong people.We also need to formulate industry policy to promote and support the pillar industries that are essential to our economic development, including supporting Hong Kong enterprises operating outside Hong Kong and new industries with growth potential.We fully recognise the contribution to our economy by Hong Kong businesses operating in the Mainland and will continue to support their restructuring and upgrading.經(jīng)濟(jì)要有所發(fā)展，人口問題和民生問題也要妥善處理。社會(huì)的素質(zhì)取決于人的素質(zhì)，人的素質(zhì)取決于教育的素質(zhì)。本屆政府將規(guī)劃長(zhǎng)遠(yuǎn)人口政策，優(yōu)化人口結(jié)構(gòu)和人力資源，推動(dòng)社會(huì)和經(jīng)濟(jì)平穩(wěn)發(fā)展，為個(gè)人創(chuàng)造美好未來(lái)，為社會(huì)培育優(yōu)秀人才。為此，教育政策要從專業(yè)出發(fā)，以學(xué)生為本，讓學(xué)生“學(xué)有所成，學(xué)以致用”。

For our economy to flourish, we must ensure that issues relating to our population and livelihood are properly addressed.The quality of our society depends on the quality of our people, which in turn depends on the quality of education.My Government will carry out long-term planning on population policy to improve our population structure and the quality of our people.This will

sustain steady development of our society and economy, create a bright future for individuals and nurture outstanding talents for society.To this end, education policies must be devised from a professional perspective, taking a student-oriented approach to enable students to equip themselves well and achieve their full potential.安居樂業(yè)是市民的心愿，房屋是社會(huì)最關(guān)切的問題。我深信：要從規(guī)劃和供應(yīng)入手，加建公屋，協(xié)助基層上樓；公平合理分配公共房屋資源，增加流通；適當(dāng)增加土地供應(yīng)，促進(jìn)樓市穩(wěn)定發(fā)展，協(xié)助中產(chǎn)置業(yè)；鼓勵(lì)自置居所，提升市民的歸屬感，促進(jìn)向上流動(dòng)。我們必須制定長(zhǎng)遠(yuǎn)房屋策略，完善地區(qū)規(guī)劃，建立土地儲(chǔ)備，迅速回應(yīng)市場(chǎng)和社會(huì)對(duì)土地需求的變化，以提升香港的競(jìng)爭(zhēng)力，并且逐步提高香港人的生活素質(zhì)。

It is a common aspiration for people to own their own home.Housing tops the list of livelihood issues that are of public concern.I believe that housing issues should be tackled through planning and supply.We need to provide more public housing and assist low-income groups to secure flats.Public housing resources should be allocated in a fair and reasonable way to increase circulation.We need to increase land supply appropriately to maintain a stable property market and assist middle-income families to buy their own homes.To enhance the sense of belonging in our society and promote social mobility, we will also encourage home purchase.We will formulate a long-term housing strategy, improve district planning and set up a land reserve to respond swiftly to changes in market.This will enhance the competitiveness of Hong Kong and improve the quality of life for our people.家庭是每個(gè)人的支柱，是社會(huì)穩(wěn)定的重要元素。我們要建立和諧家庭，支援弱勢(shì)社群；同時(shí)要宣揚(yáng)敬老、愛老、護(hù)老精神，實(shí)現(xiàn)“老有所依、老有所養(yǎng)、老有所居”，尤其著重照顧貧困長(zhǎng)者的經(jīng)濟(jì)需要。

Families are our pillars and a key element for social stability.We need to foster family harmony and support the underprivileged.It is our social responsibility to ensure that the elderly are honoured for their special place in the family, loved in the way they have loved us and respected for their life-long contributions.Special attention should be given to those who need financial assistance to meet their basic needs.青少年是香港的未來(lái)，我們要從發(fā)展的角度，制定青少年政策，讓每個(gè)新一代的香港人都能發(fā)揮潛力、活力和創(chuàng)造力。

Young people represent the future of our society.Youth policy should be formulated from a developmental perspective, creating a favourable environment for new generations to unleash their potential, vitality and creativity.香港社會(huì)整體富裕，所有市民都應(yīng)享有基本生活保障，也應(yīng)享有經(jīng)濟(jì)發(fā)展的得益。我將盡快設(shè)立“扶貧委員會(huì)”，全面檢視、研究和系統(tǒng)地處理老年、在職、跨代、新移民、少數(shù)族裔和區(qū)域性貧窮等問題；我們也要積極推動(dòng)公私營(yíng)醫(yī)療的雙軌發(fā)展，讓香港人不論貧富，都病有所醫(yī)。

As a generally affluent society, Hong Kong has all the necessary prerequisites to satisfy the basic needs of the people.Everyone in our community should be able to share in the fruits of our economic development.I will set up the Commission on Poverty as early as possible to review, study and systematically address the issues relating to poverty among the elderly, the working poor, cross-generational poverty, poverty affecting new immigrants and ethnic minorities, and regional poverty.We will also actively promote twin-track provision of medical services by the public and private sectors, so that medical services are accessible to all, regardless of wealth.七百萬(wàn)香港人是一家，我會(huì)將香港建設(shè)成宜居的城市，推動(dòng)市民節(jié)能減排，加強(qiáng)綠色和保育意識(shí)，同時(shí)保護(hù)香港的自然美景。

The seven million Hong Kong people are one family.We will work to make Hong Kong a more livable city.We will encourage energy saving and pollution reduction.We will also further promote awareness of greening and conservation and play a role in protecting our natural

environment.在非物質(zhì)生活方面，政府將一如以往尊重宗教自由，進(jìn)一步提升文化素質(zhì)，鼓勵(lì)創(chuàng)意。

The Government remains committed to respecting the freedom of religion.We will also endeavour to enhance our cultural literacy and encourage creativity.我必定恪守承諾：維護(hù)公義，保障市民權(quán)益；維護(hù)法治、廉潔、自由、民主等香港核心價(jià)值，包容各種立場(chǎng)和意見；同時(shí)以身作則，廉潔自持，建立“行之正道”和誠(chéng)信的政府。我會(huì)盡力保護(hù)每位市民的權(quán)利，并尊重新聞自由，維護(hù)媒體的獨(dú)立性。

I will honour the pledges I have made-to uphold justice, protect the rights of the people, safeguard the rule of law, clean government, freedom and democracy which are amongst the core values of Hong Kong, and take an inclusive approach towards different opinions and views.I will do my utmost to safeguard human rights and make sure that press freedom and the independence of the media are respected.我會(huì)按《基本法》的規(guī)定和全國(guó)人大常委會(huì)的有關(guān)決定，推動(dòng)民主政制發(fā)展；進(jìn)一步優(yōu)化政治任命和問責(zé)制，提高政府效率；同時(shí)建立服務(wù)型政府，與市民建立伙伴關(guān)系，鼓勵(lì)公民參與，凝聚力量，推動(dòng)社會(huì)共融。

I will promote the development of a democratic political system in accordance with the provisions of the Basic Law and the relevant decisions of the Standing Committee of the National People's Congress.I will further develop the political appointment and accountability system to enhance the efficiency of the Government.I will also build a service-oriented government, establish partnership with the people and encourage public engagement to draw energy from every corner of our community.本屆政府會(huì)繼往開來(lái)，落實(shí)“一國(guó)兩制”、“港人治港”，保持高度自治；維護(hù)國(guó)家和香港的利益，處理好“一國(guó)”和“兩制”之間的關(guān)系；加強(qiáng)團(tuán)結(jié)社會(huì)各界，凝聚民心。

The new term Government will continue to uphold the concept of “One Country, Two Systems” and the principle of “Hong Kong people administering Hong Kong” with a high degree of autonomy.While safeguarding the interests of our country and Hong Kong, we should properly address the relationship between “One Country” and “Two Systems”.We will also strengthen unity and cohesion between different sectors of our society.要有效施政，就要有效管治。行政立法關(guān)系是管治的重要一環(huán)，通過法例、落實(shí)政策，都必須得到立法會(huì)和社會(huì)的廣泛支持，我希望今后和立法會(huì)加強(qiáng)溝通合作，齊心一意為香港。

Effective policy implementation hinges on effective governance.The relationship between the legislature and the executive is an integral part of governance.For bills to be passed and policies endorsed, we need the support of the Legislative Council as well as the community at large.It is my hope that my Government will strengthen communication and co-operation with the Legislative Council.With one heart and one vision, we will work for the well-being of our people.香港十八區(qū)各具特色，各自有可以發(fā)揮的優(yōu)勢(shì)，我們會(huì)從資源和政策兩方面加以配合，積極發(fā)揮區(qū)議會(huì)的作用，讓地區(qū)問題在地區(qū)解決，地區(qū)機(jī)遇由地區(qū)掌握。

In my election platform, I shared with everyone my vision that “Hong Kong is our home”.To

build this home, we need to reinforce solidarity and amass collective wisdom.I believe in the power of the people.I believe in the synergy that comes from unifying different sectors of the community and the many different trades and businesses.參與選舉是一個(gè)令人謙卑的過程，讓我認(rèn)識(shí)到自己的不足，體會(huì)到社會(huì)的集體智慧，更知道接受市民和傳媒監(jiān)察的重要。

I wish to take this opportunity to express my heartfelt gratitude to my predecessors, the Honourable Tung Chee-hwa and the Honourable Donald Tsang.Their relentless efforts have laid down a solid foundation for the successful implementation of “One country, two systems” in Hong Kong.在此我衷心感謝兩位前任行政長(zhǎng)官，董建華先生和曾蔭權(quán)先生，他們?yōu)椤耙粐?guó)兩制”在香港特別行政區(qū)成功落實(shí)奠定了堅(jiān)實(shí)的基礎(chǔ)。

I would also like to thank the Election Committee members and the Hong Kong community, whose participation has brought substantive meaning to this election.I hope that the entire community will render their concerted effort in building the future of Hong Kong.我也要感謝本屆行政長(zhǎng)官選舉委員會(huì)委員和全體香港市民，他們的參與，為這場(chǎng)選舉帶來(lái)實(shí)質(zhì)意義，我衷心希望全社會(huì)齊心一意，共建香港的未來(lái)。

Since I declared my decision to stand for election for the Chief Executive, I have made over 100 district visits and reached out to over 10,000 people from different strata and sectors of society.由我參選到當(dāng)選這大半年間，我進(jìn)行超過百次區(qū)訪，親身接觸過一萬(wàn)位以上的不同階層、不同行業(yè)的市民。

In the next five years, my team and I will continue to stay in close touch with the people, so

as to narrow both the physical and psychological distances between the Government and the community.We will listen carefully to people's suggestions and ideas.We will respond to their views and needs in a pragmatic manner.從今天開始，未來(lái)五年，我和管治團(tuán)隊(duì)將走入民眾，拉近政府和市民的地理距離和心理距離。我們會(huì)虛心聆聽大家的建議和意見，切實(shí)回應(yīng)市民的所想所需。
