Good evening.It is my pleasure to join you at this reception which marks the opening of the third Hong Kong International Toys Festival.Let me start by wishing you all a Happy New Year.晚上好。很榮幸參加為慶祝第三屆香港國際玩具展開幕舉辦的這次酒會(huì)。首先祝大家新年快樂！

To all the guests from overseas, may I also wish you a very fruitful and enjoyable stay in Hong Kong.所有來自海外的客人，我也祝愿各位在香港度過非常富有成果和愉快的時(shí)光。

Hong Kong is proud of its reputation as the “World's Toy Centre”.Including re-exports, Hong Kong is now the world's second largest toy exporter.More importantly, our toy makers are firmly committed to the highest levels of product quality and safety.Their toy products are renowned also for creativity and affordability.香港以被稱作“世界玩具中心”而榮。包括中轉(zhuǎn)業(yè)在內(nèi)，香港現(xiàn)在已成為世界第二大玩具出口地。更重要的是，我們的玩具制造商堅(jiān)定地致力于保證產(chǎn)品的高質(zhì)量和安全性，并以創(chuàng)新性和可購性著稱。

Over the years, the majority of Hong Kong toy makers have set up production

facilities offshore, mainly in Mainland China.Their Hong Kong office continues with quality control, marketing, finance and accounting, and product design.Notably, toy makers in Hong Kong have remained at the steering wheel, carefully charting the course on how to meet changing challenges, and to make the most of the opportunities that may come their way.這些年來，大部分香港玩具制造商已經(jīng)設(shè)立了離岸生產(chǎn)設(shè)施，其中大部分在內(nèi)地。而其香港辦事處繼續(xù)致力于質(zhì)量控制、市場營銷、財(cái)務(wù)會(huì)計(jì)以及產(chǎn)品設(shè)計(jì)。值得注意的是，香港玩具制造商仍然牢牢把緊方向盤，認(rèn)真規(guī)劃如何面對瞬息萬變的挑戰(zhàn)，充分利用隨之而來的機(jī)會(huì)。

In the past few years, the toy industry has faced unprecedented challenges.Safety standards and regulations in the major export markets were tightened, and the global financial crisis broke out in late 2008.Fortunately, good sailors prove their worth in strong winds.I am pleased to note that the Hong Kong toy industry has started to ride out the storm.過去幾年里，玩具業(yè)遭遇到前所未有的挑戰(zhàn)。主要出口市場收緊安全標(biāo)準(zhǔn)和規(guī)則，全球金融危機(jī)又在2008年末爆發(fā)。慶幸的是，真金不怕火煉。我們很高興地看到目前香港玩具業(yè)已開始度過時(shí)艱。

Looking ahead, there are ample opportunities for our industrialists and entrepreneurs, particularly in Mainland China.About a year ago, the Central People's Government unveiled its plan to establish the Pearl River Delta as one of the most competitive regions in the world by 2020.This framework supports greater co-operation among Hong Kong, Macao and Guangdong to maximise their combined strengths and complement each other in developing a premier business hub.展望未來，擺在我們工業(yè)家和企業(yè)家面前的會(huì)是大量的商機(jī)，對于內(nèi)地尤為如此。大約一年前，中央政府公布了到2010年將把珠三角地區(qū)建設(shè)成最有競爭力的地區(qū)之一的計(jì)劃。該框架支持促進(jìn)香港，澳門和廣東省加強(qiáng)合作，充分發(fā)揮其綜合實(shí)力和優(yōu)勢互補(bǔ)，發(fā)展一流商業(yè)中心。

To grasp these opportunities, industry players need to innovate and upgrade continuously.The Hong Kong Government is sparing no effort in creating an environment that is conducive to business development.For example, the Trade and Industry Department has in place various funding

schemes to facilitate companies, particularly SMEs, in obtaining

commercial loans, expanding business through export promotion activities, and enhancing their overall competitiveness.The Government has also launched other support measures to promote design and creativity in Hong Kong industries, including the toy industry.為了抓住這些機(jī)會(huì)，業(yè)內(nèi)人士需要不斷創(chuàng)新和升級產(chǎn)品。香港政府正不遺余力地創(chuàng)造一個(gè)有助于商業(yè)發(fā)展的環(huán)境。例如，工業(yè)貿(mào)易署已經(jīng)制定了各種資助計(jì)劃以幫助公司，特別是中小企業(yè)獲得商業(yè)貸款，通過促進(jìn)出口措施擴(kuò)大業(yè)務(wù)范圍，增強(qiáng)綜合競爭力。政府也出臺了其他扶持措施來提升香港工業(yè)的設(shè)計(jì)和創(chuàng)新，其中也包括玩具業(yè)。

The Hong Kong International Toys Festival is held in conjunction with the Hong Kong Toys and Games Fair.I would like to commend the excellent efforts of the Hong Kong Toys Council, the Toys Manufacturers' Association of Hong Kong, and the Hong Kong Trade Development Council in bringing these important events to fruition.I wish the events every success.Thank you.香港國際玩具節(jié)是與香港玩具游戲展相結(jié)合舉辦的。我要對香港玩具協(xié)會(huì)、香港玩具廠商會(huì)和香港貿(mào)易發(fā)展局為此做出的杰出工作表示感謝。祝愿活動(dòng)取得圓滿成功！謝謝各位！

2Distinguished guests and friends,歡迎各位蒞臨今天的酒會(huì)，共聚一堂，慶祝六十三周年國慶。

Welcome to this reception to celebrate the 63rd anniversary of the founding of the People's Republic of China.過去一年，國家在各個(gè)領(lǐng)域取得可喜的進(jìn)步和發(fā)展。我們在衷心祝賀的同時(shí)，也要認(rèn)識到香港和內(nèi)地共同發(fā)展的必然性和必要性，及時(shí)把握國家發(fā)展為香港帶來的每一個(gè)機(jī)遇。

In the past year China has made encouraging advancement and progress on all fronts.For that we offer our heartiest congratulations to the Motherland.At the same time, we must realise it is inevitable and essential for Hong Kong to develop alongside the Mainland.We must embrace every opportunity that the development of our country brings to Hong Kong.香港和內(nèi)地的經(jīng)濟(jì)和民生關(guān)系一直密不可分。改革開放前后一直如此。過去三十年，香港和內(nèi)地的互動(dòng)關(guān)系更為明顯，這既是由于內(nèi)地的改革開放、也是全球經(jīng)濟(jì)一體化和區(qū)域經(jīng)濟(jì)一體化大趨勢的一部分。香港和海內(nèi)外周邊地區(qū)的互動(dòng)發(fā)展，是一個(gè)現(xiàn)實(shí)。

Economic and social ties between Hong Kong and the Mainland have been very close even before the opening up of China and its reform.These ties have grown closer and stronger in the past 30 years as our country continues to open up and as a result of globalisation and regionalisation.It is a fact that Hong Kong has mutual development with neighbouring areas both within and outside of the country.今年頭八個(gè)月，平均每天通過陸路口岸進(jìn)出深圳的香港居民達(dá)到三十七萬人次，大部分到珠三角一帶工作、探親和經(jīng)商，也有部分在內(nèi)地定居；有不少香港居民在深圳居住，每天往返香港工作，這些都是香港居民在內(nèi)地的慣常活動(dòng)。香港居民每天進(jìn)出陸路口岸的人次，是大陸居民進(jìn)出這些口岸的人次的2.5倍。

In the first eight months of 2012, the average daily number of Hong Kong residents passing through the land boundary control points to and from Shenzhen reached 370,000.Most of them work, visit relatives, or do business in the Pearl River Delta region, and some have moved to and settled in the Mainland.There are many Hong Kong residents who live in Shenzhen and travel back to Kong Hong to work every day.These are all Hong Kong residents' usual activities in the Mainland.The daily number of cross-boundary land trips made by Hong Kong residents is 2.5 times of those made by Mainland residents.深圳和珠三角其他城市是香港的重要經(jīng)濟(jì)伙伴，也是香港的腹地。連同珠三角在內(nèi)，據(jù)香港在內(nèi)地的商會(huì)估計(jì)，香港人在內(nèi)地長期工作的人數(shù)以十萬計(jì)。

Shenzhen and other cities in the Pearl River Delta region are our hinterland and major economic partners.Hong Kong business associations in the Mainland estimate there are hundreds of

thousands of Hong Kong people working in the Mainland on a long term basis.隨ＣＥＰＡ的范圍進(jìn)一步擴(kuò)大，各個(gè)條文的進(jìn)一步落實(shí)，再隨廣東在二零一四年在服務(wù)貿(mào)易方面對香港的基本自由化，香港人，包括青年大學(xué)畢業(yè)生、專業(yè)和技術(shù)人才在廣東一帶將有更多更好的事業(yè)發(fā)展機(jī)會(huì)，香港體外經(jīng)濟(jì)的發(fā)展速度將會(huì)更快，也將會(huì)更好的面對全球經(jīng)濟(jì)一體化和歐洲經(jīng)濟(jì)下行所帶來的挑戰(zhàn)。

With further expansion of the Mainland and Hong Kong Closer Economic Partnership Arrangement(CEPA), progressive implementation of CEPA provisions, as well as the liberalisation of trade in services between Guangdong and Hong Kong in 2014, Hong Kong people, including our young university graduates, professionals and technicians, will enjoy better career opportunities in Guangdong.This will expedite the growth of our external economy and better prepare us for meeting challenges arising from globalisation and economic downturn in Europe.經(jīng)過三十多年的努力，香港已經(jīng)在廣東建立了前所未有的龐大的體外經(jīng)濟(jì)，既為廣東的發(fā)展發(fā)揮了一定的促進(jìn)作用，更重要的是為香港的經(jīng)濟(jì)持續(xù)發(fā)展、為香港人的就業(yè)作出重大的貢獻(xiàn)，這是我們必須認(rèn)清的事實(shí)和現(xiàn)實(shí)。

After more than 30 years of hard work, Hong Kong has established an unprecedentedly large external economy in Guangdong.It has contributed to the fostering of Guangdong's development.More importantly, it has sustained Hong Kong's economic growth and created employment for Hong Kong people.These are all facts that we must realise.特區(qū)政府重視民生問題，但香港社會(huì)必須有較高和持續(xù)的經(jīng)濟(jì)發(fā)展，才能解決社會(huì)上長期以來存在的各種問題，包括房屋問題、貧窮問題、老年化問題和環(huán)境污染問題。

The HKSAR Government cares about people's livelihood.At the same time, Hong Kong must achieve higher and sustainable economic growth rate in order to address various long-standing problems including housing, poverty, an ageing population and pollution.我在政綱中主張成立的「經(jīng)濟(jì)發(fā)展委員會(huì)」和「金融發(fā)展局」的籌組工作已經(jīng)接近完成，成立這兩個(gè)新機(jī)構(gòu)的主要目的，就是要掌握好內(nèi)地發(fā)展帶來的機(jī)遇，用好國家給香港的支持，結(jié)合政府的「適度有為」，為香港本地和香港體外經(jīng)濟(jì)的多元化發(fā)展添加動(dòng)力。

I proposed in my election manifesto to set up an Economic Development Commission and a Financial Services Development Council.The relevant preparatory work is near completion.The main objective of setting up these two new bodies is to help Hong Kong seize the tremendous opportunities arising from the Mainland's development and the support given to us by the Mainland.Coupled with an appropriately proactive government, they will add momentum to the diversified development of our local and external economies.此外，第四屆政府將制定一系列計(jì)劃，加強(qiáng)對在內(nèi)地工作的香港居民的了解和支援。特區(qū)政府也會(huì)處理好香港和內(nèi)地在共同發(fā)展過程當(dāng)中遇到的各種新的情況，包括香港的容量問題，以維持兩地的良性互動(dòng)、互利雙贏。我和特區(qū)政府感謝中央政府和內(nèi)地各地方政府，在推動(dòng)香港和內(nèi)地的共同發(fā)展中給予的支持和配合。

In addition, the Fourth Term HKSAR Government will formulate a series of initiatives to better understand and support Hong Kong residents working in the Mainland.We will also address new issues which arise as Hong Kong continues to develop alongside the Mainland, including the capacity problem of Hong Kong, in order to sustain the constructive synergy between the two places to achieve a win-win situation.I and the HKSAR Government are very grateful to the Central Government and local authorities in the Mainland for their unwavering support and co-operation in promoting the mutual development of Hong Kong and the Mainland.最后，我建議大家舉杯，為國家的繁榮富強(qiáng)，為香港更美好的明天，干杯！
