中新社香港7月29日電 香港特區行政長官梁振英29日談及“占領中環”行動時表示，守法和犯法之間沒有中間地帶，全香港都應該守法。

梁振英指出，設計和發起“占中”的人承認這是犯法行動，“我想任何一位政府人員，或者任何一位守法、不想犯法的市民都反對這么大規模的犯法行為。”

當天，領導“政改咨詢專責小組”的特區政府政務司司長林鄭月娥，與“占中”行動的3位發起人會面。事后她對傳媒表示，不認同“占中”的手段和目標。

林鄭月娥指出，其手段是“占中”，甚至癱瘓中環，會為中環帶來日常運作上的不便。她向3位發起人反映了商界、社會團體及市民的憂慮，直言不認同違法行為。

至于“占中”的目的，林鄭月娥說，是要讓中央和特區政府“屈服”，或威逼有關方面接受他們的(特首普選)方案，她認為這個目的是不能達到的，所以勸說發起人三思。

首先，熱烈歡迎各位蒞臨香港。中國香港得以主辦世界貿易組織第六次部長級會議，深感榮幸。

這個星期，我們有一個非常難得的機會，共聚一堂，優化現有的國際貿易環境；為全球各地更廣泛地創造財富；而最重要的，是幫助貧困地區數以億計的人民脫離貧窮。我很高興中國香港今天能牽頭肩負這項崇高任務。

世貿對全球極具重要性。世貿是處理全球貿易規則的唯一國際組織，它讓149個成員得以根據既定規則商討貿易協定，解決貿易紛爭。

保護主義和貿易歧視，往往導致較貧窮、較弱勢地區陷入經濟困境，而世貿是對抗保護主義和貿易歧視的主要力量。世貿最終更是全球合力消除貧窮飢餓，達至聯合國千年發展目標的力量。

世貿對香港的重要性不容置疑。香港地方細小，屬外向型經濟體系，除了擁有一個優良的深水港外，別無其他天然資源。全憑積極發展自由貿易，以及港人的奮勇拼搏、勤勉進取，這個昔日的小漁村，才能蛻變成為今天的國際及區域商貿樞紐。

因此，我請各位在未來數天及在會議之後，抽點時間看看我們這個亞洲國際都會，這樣你們便會明白，為甚麼克林頓總統說，香港是全球互補互惠，益處無窮的明證。

香港作為貿易自由的先驅，毫無保留地支持多邊貿易制度。早在一九八六年，香港成為關貿總協定的獨立締約地區，一九九五年香港成為世貿創辦成員之一。一九九七年回歸中國後，香港的成員身分絲毫沒有改變，繼續以「中國香港」名義參與世貿事務及簽訂國際貿易協定，這已一一寫入香港特別行政區的憲法《基本法》內。我們十分珍視世貿為香港的經濟和社會帶來的可靠環境、穩妥保護等種種好處。

香港申請主辦世貿第六次部長級會議，是因為我們深知，這次會議對多哈發展議程的多邊貿易談判能否取得圓滿結果，起關鍵作用。香港希望能夠盡一分力，與各國合力實現這回合的理想目標。世貿成員接納我們的主辦申請，顯示他們認同香港對多邊貿易制度的貢獻，並確信香港這個國際都會具備能力，能夠處理部長級會議帶來種種的挑戰。

全港市民同心合力，決心把這個盛會辦好。曾俊華局長全力創造有利環境，讓各地代表未來數天能夠在自由坦誠的氣氛下，進行有建設性的談判。他跑遍世界各地出席多個重要會議，為未來數天的談判作充分準備。

自從世貿兩年前接納香港為這次會議的主辦城市後，香港社會各界人士包括公務員、立法會議員、區議員、非政府組織成員、商界領袖、服務供應商、志願工作者以至普羅市民，就一直努力不懈，矢志達到一個共同目標，就是把會議辦得井然有序，讓會議可以在公開、包容的氣氛下有效率地進行。香港全體市民的努力成果，今天就開始呈現在各位眼前。

各位，我們正處於歷史時刻。自由貿易和經濟發展，是我們作為世貿成員的恒常目標。我知道，世界有些地方視這目標為威脅多於機遇，但我們必須全力推進多哈發展議程的貿易談判。我們必須奮力確保多邊貿易制度保持健全及具成效。

這個會議提供了一個黃金機會，讓我們一同展示決心，通過進一步的貿易自由化，繼續改善各地人民的生活。這是四年前我們展開多哈回合談判時，立意要達到的工作目標。

尊敬的胡主席、各位嘉賓、各位親愛的香港市民：

Honourable President Hu, fellow people of Hong Kong, ladies and gentlemen,今天，我懷著謙卑的心，就任中華人民共和國香港特別行政區行政長官。在我任內，我會以施政成效答謝中央政府和香港市民對我的信任。我會全力以赴，實踐我的競選承諾，帶領香港“穩中求變”，發展經濟，改善民生，推進民主，建立更繁榮、更進步、更公義的社會。

Today, I humbly take office as the fourth-term Chief Executive of the Hong Kong Special Administrative Region of the People's Republic of China.During my tenure, I will fulfill the trust placed in me by the Central Government and the people of Hong Kong with policy achievements.I will spare no effort to carry out my election platform and lead Hong Kong in “seeking change while preserving stability”.My goal is to develop the economy, improve people's livelihood, promote democracy and build a more prosperous, progressive and righteous society.回歸以來，國家一直大力支持香港，龐大的機遇引導和推動著香港的發展；同時讓香港為國家的改革開放作出貢獻。未來，我們要繼續為國家和香港的共同發展、共同繁榮，努力不懈。

Our country has given us staunch support since Hong Kong's return to the motherland.Ample opportunities have emerged.Not only have these guided and spurred our city's development, they have also enabled us to contribute to the reform and opening-up of our nation.We will continue working tirelessly towards the betterment and prosperity of both our country and Hong Kong.回歸十五年，香港得以成功落實“一國兩制”、“港人治港”，高度自治，實在有賴全社會的努力。在此我衷心感謝兩位前任行政長官，董建華先生和曾蔭權先生，他們為“一國兩制”在香港特別行政區成功落實奠定了堅實的基礎。我也要感謝本屆行政長官選舉委員會委員和全體香港市民，他們的參與，為這場選舉帶來實質意義，我衷心希望全社會齊心一意，共建香港的未來。

With the efforts of our entire community, we have successfully implemented the concept of “One Country, Two Systems” and the principle of “Hong Kong people administering Hong Kong” with a high degree of autonomy over the past 15 years.I wish to take this opportunity to express my heartfelt gratitude to my predecessors, the Honourable Tung Chee-hwa and the Honourable Donald Tsang.Their relentless efforts have laid down a solid foundation for the successful implementation of “One Country, Two Systems” in Hong Kong.I would also like to thank the Election Committee members and the Hong Kong community, whose participation has brought substantive meaning to this election.I hope that the entire community will render their concerted effort in building the future of Hong Kong.由我參選到當選這大半年間，我進行超過百次區訪，親身接觸過一萬位以上的不同階層、不同行業的市民。從今天開始，未來五年，我和管治團隊將走入民眾，拉近政府和市民的地理距離和心理距離。我們會虛心聆聽大家的建議和意見，切實回應市民的所想所需。

Since I declared my decision to stand for election for the Chief Executive, I have made over 100 district visits and reached out to over 10 000 people from different strata and sectors of society.In

the next five years, my team and I will continue to stay in close touch with the people, so as to narrow both the physical and psychological distances between the Government and the community.We will listen carefully to people's suggestions and ideas.We will respond to their views and needs in a pragmatic manner.我在參選宣言中強調：香港“不需要政策大變，只要適度有為，穩中求變”。今后，我們必須坐言起行，集中力量應對重大和迫切的問題。為了制定有效的策略和政策，“扶貧委員會”、“經濟發展委員會”和“金融發展局”的籌備小組，今天正式開始工作，要從高層次、跨部門、跨界別處理相關問題，務求在政策研究和落實兩個方面做得到位。

In my election declaration, I stressed that “there is no need for a major reversal of policy.We only need an appropriately proactive government which seeks change while maintaining stability.” From today, we will turn words into deeds.We will focus our energy on addressing the major and pressing issues.To formulate effective policies and strategies, the preparatory task forces on Economic Development Commission, Financial Services Development Council and Commission on Poverty will commence operation today.They will address issues from a high-level perspective and with inter-departmental and cross-sector collaboration.We will ensure that both policy research and implementation deliver results.經濟持續發展是香港繁榮的根基，是市民生活的依靠。工商金融界一直是香港經濟發展的主要動力，對香港貢獻巨大。要促進持續和高速的經濟發展，政府必須協助香港大小投資者和企業，把握國家和全球的經濟發展機遇，開拓空間，爭取經濟多元發展，興旺百業，讓市民優質就業，共享繁榮，增加市民向上流動的機會，使中產階層不斷壯大。

Continued economic development is the foundation of Hong Kong's prosperity.The livelihoods of our people depend on it.Our business and financial sectors have been the major driving forces behind Hong Kong's economic development.To promote sustained and robust economic development, the Government must assist investors and enterprises, large and small, to seize opportunities arising from our nation's and the world's economic growth.Economic diversification and thriving industries can improve our job market, provide better opportunities for upward mobility and contribute to a stronger middle class.我們要善用國家在“十二五”規劃給予香港的支持，鞏固和提升國際金融和貿易中心地位，推動航運業轉型升級。我們也要落實與內地簽署的各項經貿協議，擴大香港人在內地的就業和發展空間；同時制定產業政策，促進和支援對香港經濟發展有重要作用的支柱產業，包括境外的港資企業，以及有潛力的新興產業。我們要重視在內地發展的港商對本地經濟的貢獻，持續支持內地港商轉型升級。

Our country has given Hong Kong strong backing in the National 12th Five-Year Plan.We must capitalise on the opportunities to consolidate and elevate Hong Kong's status as an international financial centre and help the shipping industry to restructure and upgrade.We must also fully implement all economic and trade agreements signed with Mainland counterparts to expand job opportunities and development potential in the Mainland for Hong Kong people.We also need to formulate industry policy to promote and support the pillar industries that are essential to our economic development, including supporting Hong Kong enterprises operating outside Hong Kong and new industries with growth potential.We fully recognise the contribution to our economy by Hong Kong businesses operating in the Mainland and will continue to support their restructuring and upgrading.經濟要有所發展，人口問題和民生問題也要妥善處理。社會的素質取決于人的素質，人的素質取決于教育的素質。本屆政府將規劃長遠人口政策，優化人口結構和人力資源，推動社會和經濟平穩發展，為個人創造美好未來，為社會培育優秀人才。為此，教育政策要從專業出發，以學生為本，讓學生“學有所成，學以致用”。

For our economy to flourish, we must ensure that issues relating to our population and livelihood are properly addressed.The quality of our society depends on the quality of our people, which in turn depends on the quality of education.My Government will carry out long-term planning on population policy to improve our population structure and the quality of our people.This will

sustain steady development of our society and economy, create a bright future for individuals and nurture outstanding talents for society.To this end, education policies must be devised from a professional perspective, taking a student-oriented approach to enable students to equip themselves well and achieve their full potential.安居樂業是市民的心愿，房屋是社會最關切的問題。我深信：要從規劃和供應入手，加建公屋，協助基層上樓；公平合理分配公共房屋資源，增加流通；適當增加土地供應，促進樓市穩定發展，協助中產置業；鼓勵自置居所，提升市民的歸屬感，促進向上流動。我們必須制定長遠房屋策略，完善地區規劃，建立土地儲備，迅速回應市場和社會對土地需求的變化，以提升香港的競爭力，并且逐步提高香港人的生活素質。

It is a common aspiration for people to own their own home.Housing tops the list of livelihood issues that are of public concern.I believe that housing issues should be tackled through planning and supply.We need to provide more public housing and assist low-income groups to secure flats.Public housing resources should be allocated in a fair and reasonable way to increase circulation.We need to increase land supply appropriately to maintain a stable property market and assist middle-income families to buy their own homes.To enhance the sense of belonging in our society and promote social mobility, we will also encourage home purchase.We will formulate a long-term housing strategy, improve district planning and set up a land reserve to respond swiftly to changes in market.This will enhance the competitiveness of Hong Kong and improve the quality of life for our people.家庭是每個人的支柱，是社會穩定的重要元素。我們要建立和諧家庭，支援弱勢社群；同時要宣揚敬老、愛老、護老精神，實現“老有所依、老有所養、老有所居”，尤其著重照顧貧困長者的經濟需要。

Families are our pillars and a key element for social stability.We need to foster family harmony and support the underprivileged.It is our social responsibility to ensure that the elderly are honoured for their special place in the family, loved in the way they have loved us and respected for their life-long contributions.Special attention should be given to those who need financial assistance to meet their basic needs.青少年是香港的未來，我們要從發展的角度，制定青少年政策，讓每個新一代的香港人都能發揮潛力、活力和創造力。

Young people represent the future of our society.Youth policy should be formulated from a developmental perspective, creating a favourable environment for new generations to unleash their potential, vitality and creativity.香港社會整體富裕，所有市民都應享有基本生活保障，也應享有經濟發展的得益。我將盡快設立“扶貧委員會”，全面檢視、研究和系統地處理老年、在職、跨代、新移民、少數族裔和區域性貧窮等問題；我們也要積極推動公私營醫療的雙軌發展，讓香港人不論貧富，都病有所醫。

As a generally affluent society, Hong Kong has all the necessary prerequisites to satisfy the basic needs of the people.Everyone in our community should be able to share in the fruits of our economic development.I will set up the Commission on Poverty as early as possible to review, study and systematically address the issues relating to poverty among the elderly, the working poor, cross-generational poverty, poverty affecting new immigrants and ethnic minorities, and regional poverty.We will also actively promote twin-track provision of medical services by the public and private sectors, so that medical services are accessible to all, regardless of wealth.七百萬香港人是一家，我會將香港建設成宜居的城市，推動市民節能減排，加強綠色和保育意識，同時保護香港的自然美景。

The seven million Hong Kong people are one family.We will work to make Hong Kong a more livable city.We will encourage energy saving and pollution reduction.We will also further promote awareness of greening and conservation and play a role in protecting our natural

environment.在非物質生活方面，政府將一如以往尊重宗教自由，進一步提升文化素質，鼓勵創意。

The Government remains committed to respecting the freedom of religion.We will also endeavour to enhance our cultural literacy and encourage creativity.我必定恪守承諾：維護公義，保障市民權益；維護法治、廉潔、自由、民主等香港核心價值，包容各種立場和意見；同時以身作則，廉潔自持，建立“行之正道”和誠信的政府。我會盡力保護每位市民的權利，并尊重新聞自由，維護媒體的獨立性。

I will honour the pledges I have made-to uphold justice, protect the rights of the people, safeguard the rule of law, clean government, freedom and democracy which are amongst the core values of Hong Kong, and take an inclusive approach towards different opinions and views.I will do my utmost to safeguard human rights and make sure that press freedom and the independence of the media are respected.我會按《基本法》的規定和全國人大常委會的有關決定，推動民主政制發展；進一步優化政治任命和問責制，提高政府效率；同時建立服務型政府，與市民建立伙伴關系，鼓勵公民參與，凝聚力量，推動社會共融。

I will promote the development of a democratic political system in accordance with the provisions of the Basic Law and the relevant decisions of the Standing Committee of the National People's Congress.I will further develop the political appointment and accountability system to enhance the efficiency of the Government.I will also build a service-oriented government, establish partnership with the people and encourage public engagement to draw energy from every corner of our community.本屆政府會繼往開來，落實“一國兩制”、“港人治港”，保持高度自治；維護國家和香港的利益，處理好“一國”和“兩制”之間的關系；加強團結社會各界，凝聚民心。

The new term Government will continue to uphold the concept of “One Country, Two Systems” and the principle of “Hong Kong people administering Hong Kong” with a high degree of autonomy.While safeguarding the interests of our country and Hong Kong, we should properly address the relationship between “One Country” and “Two Systems”.We will also strengthen unity and cohesion between different sectors of our society.要有效施政，就要有效管治。行政立法關系是管治的重要一環，通過法例、落實政策，都必須得到立法會和社會的廣泛支持，我希望今后和立法會加強溝通合作，齊心一意為香港。

Effective policy implementation hinges on effective governance.The relationship between the legislature and the executive is an integral part of governance.For bills to be passed and policies endorsed, we need the support of the Legislative Council as well as the community at large.It is my hope that my Government will strengthen communication and co-operation with the Legislative Council.With one heart and one vision, we will work for the well-being of our people.香港十八區各具特色，各自有可以發揮的優勢，我們會從資源和政策兩方面加以配合，積極發揮區議會的作用，讓地區問題在地區解決，地區機遇由地區掌握。

The 18 districts of Hong Kong each have their own strengths and characteristics.We will actively support the functions of the District Councils through resource allocation and policy formulation.This will enable community issues to be resolved and local opportunities seized at the district level.我在選舉政綱中提出“家是香港”的愿景。要建好這個家，我們必須加強團結，凝聚智慧。我相信市民的力量，我也知道團結社會各界、各行業的重要。

In my election platform, I shared with everyone my vision that “Hong Kong is our home”.To

build this home, we need to reinforce solidarity and amass collective wisdom.I believe in the power of the people.I believe in the synergy that comes from unifying different sectors of the community and the many different trades and businesses.參與選舉是一個令人謙卑的過程，讓我認識到自己的不足，體會到社會的集體智慧，更知道接受市民和傳媒監察的重要。

Standing for election was a humbling experience.It made me realise my own shortcomings and helped me appreciate the collective wisdom of our society.What's more, it helped me better understand the importance of accepting media and public scrutiny.香港社會面對不少挑戰，我們要齊心一意，迎難而上，認真應付困難，包容并協調分歧，化解社會矛盾；對于價值觀和政治立場多元化帶來的不同意見，我們要多聆聽，多包容，努力尋求共識。

Our community faces many challenges.We need to stand united, face difficulties with fortitude and determination, and respond to different views with an inclusive attitude.I believe that we can resolve the conflicts that exist in our society and the clashes that may arise from different values or political ideologies.We need to listen, and be inclusive and patient in seeking a consensus.胡主席、各位嘉賓、各位親愛的香港市民，今天我和第四屆政府的主要官員和行政會議成員宣誓就職，我相信我們的團隊必定能夠互相砥礪，并肩合作，盡心盡力為香港市民服務。我深信，只要我們齊心一意，必定能夠將香港打造成為兒童茁壯成長、青年實現理想、壯年人一展所長、長者安享晚年、七百萬市民安居樂業的理想家園。在我們共同努力下，香港這顆“東方之珠”必定能夠光芒再現，更形璀璨！

5First of all, I wish to extend a warm Hong Kong welcome to all of you.Hong Kong, China is deeply honoured to be the host of the Sixth Ministerial Conference of the World Trade Organisation.This week, under this very roof, we have a once-in-a-generation opportunity to enhance the existing international trading environment;to generate wealth on a broader and deeper scale globally;and, most important of all, to help alleviate the pain of poverty for millions of people living in the poorer parts of this world.I am pleased that Hong Kong, China is today at the centre of this admirable enterprise.I cannot emphasise strongly enough the importance of the WTO.It is the only international organization that deals with the rules of trade between economies.It is the rules-based forum at which 149 Member Economies negotiate agreements and resolve disputes over trade issues.The WTO is also a powerful force in countering the currents of protectionism and discrimination which are responsible to a large extent for the economic hardship suffered by less wealthy and less well-endowed economies.And, ultimately, the WTO is a key component in the global effort to attain the United Nations' Millennium Goal of Development in tackling the scourge of poverty and hunger.Nor can I over-emphasise the importance of the WTO to Hong Kong.As a small, externally-oriented economy with no natural resources other than a magnificent deep water port, Hong Kong has relied on free trade and an entrepreneurial and hardworking population to transform this once sleepy fishing village into an international and regional business hub.So I urge you to take some time during the next few days, and after the conference if you can, to look around our great city.You will see why President Bill Clinton once described Hong Kong as Exhibit A in the case for global interdependence and its benefits.As a free trader, our support for the multilateral trading system is unconditional.And it goes back a long way.We became a separate Contracting Party to the General Agreement on Tariffs and Trade in 1986.We were a founding Member of the WTO in 1995.Our Membership did not change after reunification in 1997.Indeed, Hong Kong's continued participation in the WTO, and in international trade agreements under the name “Hong Kong, China”, is enshrined in the Basic Law, the constitution of the Hong Kong Special Administrative Region.We treasure the certainty, protection and benefits that the WTO brings to our economy and community.We offered to host this Sixth WTO Ministerial Conference because we recognized that it would become a key staging post to the successful conclusion of the multilateral trade negotiations under the Doha Development Agenda.We want to play our part in the collective effort to realize the ambitions of the Round.We regard the WTO Members' acceptance of our offer as a recognition of our contribution to the multilateral trading system, and an acknowledgement of our competence as a world city in handling whatever challenges that may arise from the Ministerial Conference.We in Hong Kong are determined to make this important event a success.Secretary John Tsang is committed to creating an environment of comfort for all delegates to conduct negotiations freely, frankly and constructively in the coming days.He has travelled the globe taking part in many of the key meetings which have paved the way for the negotiations that will take place over the next few days.Thousands of men and women in our communityhave been working tirelessly since the WTO accepted our offer to host this Conference two years ago.We have a common objective: we want to stage a Conference that is well organized, transparent, inclusive, and above all, efficient.The fruits of this community-wide endeavour are now before you.Ladies and gentlemen, we are at an historic juncture.Trade liberalization and economic growth is a permanent goal for all of us as WTO Members.While I acknowledge that in some parts of the world this goal is seen as a threat rather than an opportunity, the negotiations under the Doha Development Agenda must press ahead.We must vigorously defend the integrity and effectiveness of the multilateral trading system.This Conference is a golden opportunity for us to demonstrate our collective resolve to improve the lives of peoples throughout the world through progressive trade liberalization.That is what we committed ourselves to do when the Round was launched
