The fight for women’s rights is central to the UN’s global mission.為婦女權利的斗爭是聯合國的全球使命的中心。
Fifteen years ago, in Beijing, Governments committed themselves to equality, development and peace for all women, in all countries.The Beijing Declaration was a landmark on the road to women’s empowerment.It has guided policy making.It has inspired women and girls to strive for equality and opportunity, and reminded everyone that this is their right.15年前在北京,各國政府承諾為造福世界各地所有婦女而推進平等、發展與和平。《北京宣言》是賦予婦女權利進程中的一個里程碑。它為制定政策提供了指南,它鼓舞著婦女和女童爭取平等和機會,并提醒大家,這是她們的權利。

Each year, on Mother Earth Day, we reflect on our relationship with the planet that supports us.The air we breathe, the water we drink and the soil that grows our food are part of a delicate global ecosystem that is increasingly under pressure from human activities.From tropical deforestation to depleted ocean fisheries, from growing freshwater shortages to the rapid decline of biodiversity and increasingly polluted skies and seas in many parts of the world, we see the heavy hand of humankind.As our population grows we have to recognize that our consumption of the planet's resources is unsustainable.We need a global transformation of attitude and practice.It is especially urgent to address how we generate the energy that drives our progress.Burning fossil fuels is the principal cause of climate change, which increasingly threatens prosperity and stability in all regions.That is why world leaders have pledged to reach a global legal climate agreement in 2015.Action on climate change presents multiple opportunities to reset our relationship with Mother Earth and improve human well-being, especially for the poorest and most vulnerable.Sustainable energy for all can increase health, wealth and opportunity for billions of people, as can climate-smart agriculture, more efficient cities and better managed and protected forests.To generate ambitious action on the ground and raise momentum for a new climate treaty in 2015, I am convening a Climate Summit in New York on 23 September this year.I am inviting Heads of State and Government along with private sector and civil society leaders to showcaseinitiatives(主動權)and forge alliances that can help launch a sustainable future.But they need support and encouragement, for change is never easy.So today, on International Mother Earth Day, I appeal to all people everywhere to raise their voices.Speak out on behalf of this planet, our only home.Let us care for Mother Earth so she can continue to care for us as she has done for millennia.

Your Excellency Premier Wen Jiabao,Distinguished heads of state and government,Distinguished ministers,Secretary-General of BIE Mr.Loscertales,Commissioners General Hua Junduo,Excellencies,Ladies and gentlemen,尊敬的溫家寶總理閣下,尊敬的各位國家元首,尊敬的各位部長閣下,尊敬的國際展覽局秘書長洛塞泰斯先生,上海世博會中國政府總代表華君鐸大使,各位嘉賓,女士們、先生們:
The word has gone forth.Since May of this year, all around the world, people have been talking about a remarkable, even historic, event.They have heard about dazzling new technologies … rich cultural celebrations … star performances by dancers, singers, actors … all enacted on the stage-set of these beautiful and splendid pavilions.And so they have come … here to Shanghai … from all corners of the world.They came to see with their own eyes … more than 70 million people from dozens of countries.And they were not disappointed.To the contrary, they were awed … and inspired.自從5月份以來全世界的人們都在談論著一件非常卓越的歷史盛事,所有這些都在美麗燦爛的展館里得到了展現,所以他們來了,來到了上海,他們從世界各地紛至沓來,他們親眼目睹了這一盛世。7000多萬人次來自幾十個國家,他們并沒有失望,恰恰相反他們感到了驚嘆和振奮。
The Government of China, the City of Shanghai and the International Bureau of Expositions deserve the highest praise.The Government and people of China have proven your capacity to organize such an important international event of extraordinary expositions.And I sincerely congratulate, on behalf of the United Nations--my most profound and sinciere congratulations on this most successful World Expo 2010 Shanghai!
中國政府、上海市政府以及國際展覽局理應得到這最高的贊譽。中國人民和政府已經證明了,他們有能力來舉辦這樣一個重要的國際盛事。我在這里代表聯合國對你們表示最衷心的祝賀,祝賀你們舉行了這一次最成功的2010年中國上海世博會。
Excellencies, ladies and gentlemen,尊敬的各位閣下,女士們、先生們,At this great world plaza, China has brought nations together… Celebrated global diversity… Inspired the world with feats of architectural design … rich intellectual exhibitions … and a rich multi-cultural mosaic of visitors.在這樣一個巨大的世界廣場上,中國匯集了各國在一起,我們共同慶祝和展現了全球的多姿多彩,建筑設計的饕餮盛宴,豐富深刻的展覽,以及濃郁的多元文化,如此的大融合讓世界為之歡騰。
With this Expo, Shanghai has secured its reputation as one of the world’s most cosmopolitan cities.Along the way, it has completed a transformation many years in the making.Let us remember: this is the first World Expo organized by a city in a developing country.在這次世博會上,上海蜚聲海內外,一路走來,上海已經完成了孕育多年的轉型。讓我們記住這是世界博覽會首次在發展中國家舉行。
And let us credit our hosts for their inventive, futurist theme--Better City, Better Life.This theme could hardly be more timely.After all, we live in an increasingly urban century.Today, more than half of the world’s people live in cities.That percentage will continue to grow.我們也要盛贊我們的東道主提出了獨具創新且昭示未來的主題,即“城市,讓生活更美好”。這個主題再合適不過了。畢竟我們現在生活在一個城市化不斷發展的世界里,現在超過半數以上的世界人口生活在城市里,而這個比例將會繼續的提高。
Thanks to this Expo, millions of people learned about possibilities for making our cities healthier and safer--cities that better integrate nature and technology… cities that offer their citizens cleaner air and water, and better lives all around.正是因為本屆世博會,數以千萬的人民知道,城市是有可能變得更加健康、更加安全的,城市能夠更好地把自然和技術融合在一起。城市里的居民可以獲得更加清潔的空氣和水,享受更加美好的生活。
In other words, this Expo offers hope … hope for tackling the growing challenges of our age of urbanization.換句話說,這屆世博會給我們帶來了希望,我們有信心能應對城市化時代日益涌現的挑戰。
Ladies and gentlemen,女士們、先生們,We all know that cities, today, are under enormous pressure.More and more people are moving into the world’s cities.As they grow ever larger, cities are less and less able to cope.Billions of people live in life-threatening conditions, trapped in slums from which they cannot hope to escape, lacking basic amenities from fresh water and sanitation to basic shelter.我們都知道如今的城市面臨著巨大的壓力,越來越多的人們現在移居到世界各地的城市里,隨著他們的人數不斷的增加,城市容納他們的難度越來越高,數十億的人們生活條件惡劣,危及生存。他們生活在貧民窟里,無法獲得基本的生活條件,沒有清潔的水,沒有衛生設施,也沒有基本的住所。
Cities are also a major source of greenhouse gas emissions.And those on the coasts face the risk of rising sea levels associated with climate change.城市也是溫室氣體排放的主要來源之一,而那些沿海的城市也在面臨著氣候變化所帶來的海平面上升的風險。
Still, cities remain powerful draws.They are centers for jobs and economic opportunity.They drive commerce and innovation.People flock to them in hopes of finding a better life.盡管如此,城市吸引力不減。城市是就業的中心,也是經濟發展的中心,他們推動著商業活動和創新的發展,人們涌入城市,希望找到更加美好的生活。
The Shanghai Expo has given us invaluable ideas for tackling these challenges.We have seen innovations in construction and new uses of natural resources.We have been reminded of what
architects and builders can do to cut energy and water use.We more fully appreciate the importance of mass transit systems.And we understand that special attention must be given to the unique problems of the world’s slums.中國2010年上海世博會向我們展示了寶貴的理念,幫助我們應對這些挑戰。我們看到了建筑方面的創新設計,我們也看到了自然資源的創新使用。我們通過世博會了解到建筑的設計師和建造者能夠為節能節水做些事情。我們也充分意識到公共軌道交通系統的重要性,我們充分理解必須要特別關注貧民窟這一特別的世界問題。
In all this, I hope that China will be an urban pioneer.Already, China is a frontrunner in addressing the urban slum challenge and in embracing green technologies, renewable energy sources and green business models.I look forward to working more closely with China across the sustainable development agenda.在這些方面上,我希望中國能夠成為一個探索城市發展的先行者。事實上,在解決城市貧民窟的挑戰的問題上,在利用推廣綠色技術、可再生能源以及綠色業務模式發展方面,中國已經走在了最前沿。我們期待著更密切的、更廣泛的在可持續發展方面和中國合作。

In 2012, world leaders will gather in Rio de Janeiro for the United Nations Conference on Sustainable Development--Rio + 20.There, we will renew political commitments and seek to identify gaps and address new challenges that have emerged since the Earth Summit two decades ago.I have high hopes for this event, and I invite you to join us.Let us use the lessons of the
Shanghai Expo to reinvigorate the spirit of Rio.到2012年,世界各國的領導人將會齊聚里約熱內盧,參加聯合國可持續發展會議,在那里我們將重新明確政治的承諾,尋找發展的差距,來應對20年以前地球峰會舉辦以來所涌現的新挑戰。我對此會議寄予了厚望,我也在這里對各位發出邀請,我們要借鑒2010年上海世博會的經驗,把里約精神再次發揚光大。

This year’s observance of World No Tobacco Day falls in the midst of preparations for September’s United Nations high-level meeting on non-communicable diseases.By controlling tobacco, we can go a long way towards addressing many of these chronicailments, including cancer and heart disease.今年世界無煙日活動適逢為九月份聯合國非傳染性疾病問題高級別會議開展籌備工作期間。通過控制煙草,我們可以在防治許多這些慢性病方面取得長足的進步,其中包括癌癥和心臟病。
The use of tobacco, which is highly addictive, killed approximately 100 million people in the twentieth century, and unless we act, it could kill up to a billion in this century.煙草很容易使人上癮,煙草的使用在二十世紀導致了約一億人死亡。如果我們不采取行動,它在本世紀可能造成多達十億人喪生。
