Youth Migration, Moving Development Forward “青年移徙:推動發(fā)展”
This year’s observance of International Youth Day focuses on the issue of youth migration.Of the annual total of some 214 million international migrants, young people constitute more than 10 per cent, yet too little is known about their struggles and experiences.今年國際青年日紀念活動的重點是青年移徙問題。每年約有2.14億名國際移徙者,青年占其中10%以上,然而對他們的掙扎和遭遇所知甚少。
The reasons young people migrate are many.Some are fleeing persecution, others are escaping economic hardship.Some are alone, others part of a family – with parents, siblings and even children of their own.Some have communities to go to, others must make new connections.In transit and at their final destinations, many young migrants face equal or greater struggles, including racism, xenophobia, discrimination and human rights violations.Young women, in particular, face the risk of sexual exploitation and abuse.青年移徙的原因是多方面的。一些人要逃離迫害,另一些人是為了擺脫經(jīng)濟困境。一些人只身移徙,另一些人與父母、兄弟姐妹甚至自己的子女等家人一起移徙。一些人有可去的社區(qū),另一些人不得不建立新關系。許多青年移徙者在途中或最終目的地面臨同樣艱難甚至更艱難的掙扎,包括面對種族主義、仇外心理、歧視、侵犯人權行為。女青年尤其面臨遭受性剝削和性虐待的危險。
Poverty, crowded and unsanitary living conditions and the challenges of finding decent employment are regular features of the migrant experience.These challenges areexacerbated by the current global economic and financial crisis.Migrants are also often accused by communities and politicians of taking jobs from local people, exposing them to further risk of discrimination.In other cases, young people left behind by migrating parents face psychological and social challenges and greater vulnerability.移徙者往往在貧窮、擁擠、不衛(wèi)生的條件下生活,而且難以找到體面就業(yè)。當前的全球經(jīng)濟和金融危機加劇了這種狀況。社區(qū)和政界人士常常指控移徙者搶走當?shù)厝嗣竦木蜆I(yè)機會,使移徙者更易受到歧視。此外,一些父母移徙時把孩子留下,使其面臨心理和社會方面的挑戰(zhàn),而且更易受到傷害。
It is important to emphasize the positive contribution young migrants make to societies of origin, transit and destination – economically and by enriching the social and cultural fabric.Most work hard to earn a living and improve their circumstances.必須強調(diào),青年移徙者為原籍國、過境國、目的地國社會作出了積極貢獻,包括在經(jīng)濟方面,也包括豐富社會和文化結構。大多數(shù)青年移徙者努力謀生和改善生活條件。The remittances they send to support families in their home countries are a major contributor to economies worldwide.When they return home, young migrants often enhance development by applying skills and ideas acquired abroad.And, in many cases, women are empowered through migration as they gain financial and social independence.他們匯款養(yǎng)活原籍國的家庭,是全球經(jīng)濟的一個重要促進因素。當青年移徙者返回家園后,往往會運用在國外獲得的技能和觀念促進發(fā)展。此外,許多婦女能通過移徙贏得經(jīng)濟和社會獨立。
In October, the United Nations General Assembly will host the second High-Level Dialogue on International Migration and Development.I urge Member States to consider youth migration.Working with and for young people is one of my top priorities.On this International Youth Day, I encourage Member States, youth-led organizations and other stakeholders to act to promote the rights of all young migrants and maximize the development potential of youth migration.今年10月,聯(lián)合國大會將主辦第二次國際移徙與發(fā)展高級別對話。我敦促會員國審議青年移徙問題。我的最優(yōu)先事項之一就是與青年合作和為青年而工作。值此國際青年日之際,我鼓勵各會員國、青年領導的組織和其他利益攸關方采取行動,促進青年移徙者的權利,并最大限度地發(fā)揮青年移徙在促進發(fā)展方面的潛力。

“Change Our World” is more than the theme of this year’s International Youth Day;it is an injunction that

Far too many of the world’s more than one billion young people lack the education, freedom and
opportunities they deserve.Yet despite these constraints – and in some cases because of them – young people are mobilizing in growing numbers to build a better future.Over the past year, they have achieved stunning results,overturning dictatorships and sending waves of hope across regions and around the world.在全世界10億多青年中,太多的人得不到他們應享的教育、自由和各種機會。然而,盡管存在這些限制,有些情況下正是因為這些限制,越來越多的青年為創(chuàng)造更美好的未來行動起來。過去一年中,他們?nèi)?/p>

Young people are gifted with open minds and a keen awareness of emerging trends, and are bringing their energy, ideas and courage to some of the most complex and important challenges facing the human family.They often understand better than older generations that we can transcend our religious and cultural differences in order to reach our shared goals.They are standing up for the rights of oppressed peoples, including those who suffer discrimination based on gender, race and sexual orientation.They are confronting sensitive issues in order to stop

More than 773 million young people and adults around the world cannot read this message.They are among the ranks of our fellow citizens who have not yet gained full literacy skills.They may not be able to fill out a job application, decipher a bus timetable or read a story aloud to their children.Two out of three are women who are denied this essential ingredient to full participation in society.全世界有7.73億以上的年青人和成年人不會念這份致辭。他們是我們的同胞,但卻還沒有充分掌握識字技能。他們可能無法填寫求職申請書、辨認汽車時刻表或大聲朗讀故事給子女聽。其中三分之二是婦女,她們被剝奪了充分參與社會的這一基本要素。

This day marks the first observance of the International Day against Nuclear Tests, proposed in 2009 by the Government of Kazakhstan at the sixty-fourth session of the United Nations General Assembly.The fact that the proposal won unanimous support reflects the deep concern of the international community about the dangers posed by such tests.今天首次紀念禁止核試驗國際日,國際日是哈薩克斯坦政府2009年在聯(lián)合國大會第六十四屆會議上提議設立的。有關提案獲得一致支持,表明國際社會深為關切這些試驗帶來的危險。

As we mark the first International Day against Nuclear Tests, I look forward to working with all partners to rein in spending on nuclear weapons and rid the world of the nuclear threat.A central pillar of this strategy is the Comprehensive Nuclear-Test-Ban Treaty(CTBT).Constraining research and development on nuclear weapons is a potentially powerful tool in strengthening the global nuclear non-proliferation and disarmament regime.在我們紀念第一個禁止核試驗國際日之際,我期望同所有伙伴合作,控制核武器開支,消除世界上的核威脅。這一戰(zhàn)略的中心支柱是《全面禁止核試驗條約》(全面禁試條約)。限制核武器的研究與開發(fā)可能是一個加強全球核不擴散和核裁軍機制的有力工具。

This year’s observance of the International Day for Biodiversity falls during the 2011
International Year of Forests, declared by the United Nations General Assembly to educate the global community about the value of forests and the extreme social, economic and environmental costs of losing them.在今年舉辦生物多樣性國際日紀念活動,適逢今年是2011國際森林年。聯(lián)合國大會宣布今年為2011國際森林年,是為了讓全球社會了解森林的價值以及失去森林將產(chǎn)生的極端社會、經(jīng)濟和環(huán)境成本。

Last year, governments agreed on a new strategic plan for biodiversity at the Nagoya Biodiversity Summit in Aichi, Japan.The Aichi targets call for a significant reduction in the
rate of loss, degradation and fragmentation of all natural habitats, including forests, by 2020.One of the important tools agreed in Japan is the Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from their Utilization.Forests contain a vast – and barely catalogued – store of biodiversity.The early ratification and implementation of this Protocol can support forest protection and the sustainable use of biodiversity.This, in turn, can contribute to poverty alleviation and sustainable national development.去年,各國政府在日本愛知縣舉行的名古屋生物多樣性首腦會議上商定了一項新的生物多樣性戰(zhàn)略計劃。愛知目標要求到2020年大幅度降低包括森林在內(nèi)的所有自然生境的喪失、退化和條塊分割速度。在日本商定的重要工具之一是《遺傳資源獲取以及利用遺傳資源所產(chǎn)生惠益公平公正分享問題名古屋議定書》。森林中蘊藏的生物品類繁盛,但卻幾乎沒有進行過分類登記。早日批準和實施該議定書可以支持森林保護和生物多樣性的可持續(xù)利用。而這又可以促進減貧和可持續(xù)的國家發(fā)展。
As the ongoing climate change negotiations demonstrate, awareness is growing that reducing deforestation and forest degradation can play a large part in our response to the combined threat of climate change, biodiversity loss and land degradation.I commend this renewed emphasis on the importance of forests to sustainable development.目前仍在繼續(xù)的氣候變化談判表明,人們越來越清醒地認識到,減少森林的砍伐和退化,在我們應對氣候變化、生物多樣性喪失和土地退化等問題的共同威脅方面可以發(fā)揮重大作用。我贊揚這種一再強調(diào)森林對可持續(xù)發(fā)展的重要性的做法。
Nearly two decades ago, world leaders included the Rio Forest Principles as a major outcome of the Earth Summit, which also saw the birth of the Convention on Biological Diversity.Next year, governments will reconvene in Rio for the United Nations Conference on Sustainable
Development(Rio +20).As we look forward to this landmark conference, I urge all sectors of society to re-commit to the management, conservation and sustainable development of all types of forests for our collective future.將近20年以前,在地球問題首腦會議上,世界各國的領導人把《里約森林原則》作為首腦會議的重大成果列入成果文件,《生物多樣性公約》也由此誕生。明年,各國政府將在里約再次聚首,召開聯(lián)合國可持續(xù)發(fā)展大會(里約+20)。在我們期待這次里程碑式大會之時,我敦促社會各界再做承諾,對所有各類森林加以管理、養(yǎng)護和可持續(xù)的開發(fā),以造福我們共同的未來。
