We have the best colleges and universities in the world and we have the best workers in the world.Energy is abundant and affordable.There has a better time to do business in America.We are also making historic investments in the American military because we cannot have prosperity without security.To make the world safer from rogue regimes, terrorism and revisionist powers, we are asking our friends and allies to invest in their own defenses and to meet their financial obligations.Our common security requires everyone to contribute their fair share.My administration is proud to have led historic efforts at the United Nations Security Counsel and all around the world to unite all civilized nations in our campaign of maximum pressure to de-nuke the Korean peninsula.We continue to call on partners to confront Iran's support for terrorists and block Iran's path to a nuclear weapon.We're also working with allies and partners to destroy jihad into terrorist organizations such as ISIS, and very successfully so.The United States is leading a very broad coalition to deny terrorists control of their territory and populations, to cut off their funding and to discredit their wicked ideology.I am pleased to report that the coalition to defeat ISIS has retaken almost 100% of the territory once held by these killers in Iraq and Syria.There is still more fighting and work to be done and to consolidate our gains.我們有世界上最好的大學和學院，我們有世界上最好的員工，藤原很多，也支付得起，要做生意的話，到美國去現在是最好的時期。

所以現在確實發生的事情是非常特別的，后來蘋果公司說要把3500億美元拿到美國來進行投資，我也和CEO蒂姆·庫克聊過，我說你得在美國蓋廠，這是一個很大的投資案，這個金額確實非常大，我本來以為3.5億，但是結果是3500億。3.5億其實也很不錯了，他說總統閣下，我是3500億美元的金額要投進來，我說確實非常了不得，這是龐大的金額。此外還有我昨天認識新朋友，偉大的企業家們，他們不斷在美國投資，其中有一位先生說，因為減稅他要再投20億美元在美國，我說特別厲害，但20億被人比下去了，因為許多人都在幾百個億地投。我們有全新的美利堅合眾國，來自世界各地的人都想要到美國來進行投資，這和過去完全不一樣。在場也有許多團隊的人，他為我辛勤工作，不僅在稅改方面，在其他方面也是如此，我當選之后的一年確實是非常出色、非常棒的一年，我們作出了巨大的努力，各種調查、各種表格，例如非裔美國人的失業率是史上最低的，這是過去從沒見過的情況，拉丁裔美國人也是如此，婦女就業率也是如此，失業率是7年來最低的。這種蓬勃的精神是從來未見的，我從沒見過這種我國所出現現在令人振奮的精神，我要感謝所有人，他們投入了幾百億，非常感謝各位。Klaus Schwab：總統先生閣下，我想問一個比較個人的問題。

Klaus Schwab：但是提問之前我首先要贊賞您的內閣成員積極參與本屆年會，積極參與討論，非常感謝！唐納德·特朗普：非常感謝我的部長和一些將領們。Klaus Schwab：非常感謝來到這兒，我想提的個人問題是，在您擔任總統之前的一些經歷，對于您擔任總統來說哪個領域是幫助最大的？

唐納德·特朗普：我是個商人，對我來說是，有商人的經歷非常成功，掙錢掙的非常成功，買啊賣啊，也有出現失敗，但最終轉虧為贏，得到非常好的價格等等，我做的非常不錯，這需要一定的能力。從歷史上來說，沒有這樣一個商人當選為美國總統，通常是政治人物或軍事界的人物，在過去美國史上都是將軍或政治人物當總統，從來沒有商人當選過總統，所以平心而論施瓦布博士，我認為反對黨說，你們有些人也支持反對我的人，但是我當選之后股市漲了50%，我本來以為會下跌50%，當時確實這么認為，即如果我當選的話會有大量的法律法規出臺，但我作為商人我了解法律法規的影響。另外一個方面，關于媒體他們過去對我的攻擊是非常不成比例的多，在我整個生活當中我總是在跟媒體作對，但作為商人的時候我一直是比較喜歡媒體的，一直到我成為政客才發現媒體是多么壞，而且他們多么的假。但整體來講，有人說他們也不是那么壞吧，也沒有阻止你當選美國總統。現在我們新聞團體是非常出色的，而且工作做的很好，我覺得也是很好的時機。我覺得美國，如果要不是我上臺，美國原總統、原內閣所實施的設立條條框框，在歷史上有的時候會阻止美國的經濟發展，如果再持續四五年的話情況會跟現在完全不一樣，我們現在在一年之內所減少的規章制度和減少的官僚主義，是過去4年甚至18年都完全做不到的，但我們做到了。當然正常的規章制度是需要的，從歷史上來講，我們是第一屆做了大量規章制度削減的內閣。

從另外一個方面來講，我昨天晚上也對一些商界領導人講了，我是我們國家的啦啦隊，我宣傳我們的國家，任何一個代表你公司講話或者代表你講話的人，都應該是你自己實體的啦啦隊。為什么我要這樣做呢，因為我熱愛我的國家，而且我們國家現在干的很棒，我們期待著大家都來到美國，這是個特別的地方。你們現在呆的地方也非常特別，非常感謝您主席施瓦布先生！

去年7月16日我們踏上征途時——我說“我們”，因為我們是整個團隊——當時誰能想到竟能獲得近1400萬選票，創下共和黨歷史記錄，比四年前獲得的票數多出60%。

話說民主黨，比起四年前，獲得的票數減少了20%。不怎么樣嘛。

團結在一起，我們將引領共和黨重奪白宮，并且我們將引領國家重歸安全、繁榮與和平。我們將變成一個充滿慷慨與溫暖的國度。與此同時，我們也將成為一個擁有法治與秩序的國家。

我們此次黨代會正值我們國家史上的危機時刻。對我國警察的攻擊，以及城市里遍布的恐怖主義行徑，正嚴重地威脅著我們的生活方式。任何未能認識到這一危險的政客都不配領導我們的國家。

今晚，所有觀看這場演講的美國人都已經見過，近期在我們的街道上發生的暴力景象以及蔓延在社區的混亂景象。許多人都已經親身目睹過這樣的暴力，有些人甚至已經成為這種暴力的受害者。

政治正確，我們再也承受不起！

如果你想聽粉飾大企業的論調、精心炮制的謊言以及種種媒體神話，民主黨下周舉辦黨代會。你去他們那里吧。

但是在這里，在我們的黨代會，不會有任何謊言。我們將用真相為美國人民送上敬意，而不是別的什么東西。這些事實如下：

由于本屆政府執法不力，數十年打擊犯罪的成就如今遭遇倒退。在美國最大的50座城市里，去年謀殺率上升了17%。這是25年來的最大增幅。在我們的首都，謀殺案甚至增加了50%。在其附近的巴爾的摩，這一數字更是上升了60%。

在奧巴馬總統的家鄉芝加哥，僅在今年，就有超過2000人遭到槍擊。而自他擔任總統以來，這座城市更是有將近4000人死于非命。

與去年同期相比，死于執法過程中的警員數量也差不多增加了50%。接近18萬有犯罪案底的非法移民，本已被勒令驅逐出境，如今卻可以到處游蕩，并威脅和平市民的安全。

今年到現在為止，穿越國境到達美國的新增非法移民數量已超過2015年全年總和。在無視對公共安全和公共資源的沖擊下，成千上萬的移民涌入我們的社區。如今就有這樣一個穿越國境的人成功到達了內布拉斯加。在那里，他殺害了一名無辜的年輕女孩薩拉·盧特。這位21歲的女孩，學習成績全班第一，就在以GPA4.0的優異成績從大學畢業的第二天，遭到了殺害。然而，兇手卻得以再次獲釋，并逃脫法律的懲罰。

再一次，我將向你們透露平實的事實，這些事實未經午夜新聞與各種晨報的矯飾：10個黑人兒童當中就有4個生活在貧困中；與此同時，黑人的整體失業率高達58%。奧巴馬執政后，拉丁裔的貧困人群增加了200萬人。更有高達1400萬人徹底脫離了勞動力市場。

自2000年起，家庭收入更是猛降了4000美元。我們制造業的貿易赤字更是達到了新高——差不多每年有8000億美元。我們得解決這個問題。

預算情況也好不到哪里去。奧巴馬讓我國的負債猛增了兩倍，超過了19萬億美元，并且還在繼續增長。

然而，我們又拿錢做了些什么？我們的路橋狀況每況愈下，我們的機場堪比第三世界國家的機場，另有4300萬美國人還在從政府領救濟糧。

我們再看看國外的情況。我們的公民不僅忍受著國內的災難，而且還不斷地在國際上遭到羞辱。接二連三的羞辱。我們都曾經記得，我們的水兵被迫在伊朗人槍口下下跪的情景。而這一幕恰好就發生在與伊朗簽署和解協議的不久前。這份和解協議向伊朗返還了1500億美元，卻沒有給予我們一分錢——時間將證明，這是史上最糟的協議。

另一項恥辱便是，奧巴馬曾為敘利亞局勢劃下紅線，但全世界都知道，它根本什么都不是。在利比亞，我們的大使館——作為美國全球地位的象征——毀于熊熊烈火之中。

就在奧巴馬讓希拉里掌管外交政策之后，美國變得更加不安全了，而世界變得更加不穩定。今年11月，讓我們一起擊敗她。

這就是希拉里·克林頓的政治遺產：死亡、毀滅、恐怖主義與軟弱。

然而，希拉里的政治遺產，不一定會成為美國的政治遺產。我們目前面臨的問題——國內的貧窮與暴力和國外的戰爭與毀滅——只要我們一天還仰賴制造出這些麻煩的政客，情況還會依舊如此。

要想改變結果，那么首先就要求領導層的變更。今晚，我將和你們分享我改造美國的計劃。

與我們的對手相比，我們計劃的主要區別在于，我們采取了“美國優先”的政策。美利堅主義，而不是全球主義，才是我們的信條。只要我們一天讓不把美國優先置于重要地位的政客執政，那么我們可以肯定的就是其他國家不會尊重美國——而這份尊重是我們應得的。

首先，美國人民將再次被擺在優先的位置。我的計劃將以國內安全起步——這意味著安全的社區環境、安全的邊境以及針對恐怖主義的種種措施。沒有法治與秩序，也就不會有繁榮。而在經濟上，我也提出了各項改革，以便新增百萬計的工作機會，并準備利用萬億計的資金來重建美國。

我即將提出的一些改革，將會遭到我國最為強大的一些特殊利益集團的反對。這是因為這些特殊的利益集團已經非法操控了我們的政治和經濟體制，專門為他們自己服務。相信我，這些都是為了他們自己服務。

在我們對手的競選活動幕后，大企業、精英媒體和大贊助商正在排著長隊，因為她將維持這種被操控的體制。這些人愿意為希拉里砸錢，是因為她做的每一件事，都完全在他們的掌控之中。她是他們的傀儡，他們是牽線人，正因如此，希拉里傳遞的信息是，一切都不會改變。永遠不會！

有一些政客把個人得失置于國家利益之上，有些母親因此失去了自己的孩子，我曾經擁抱過這些痛哭流涕的母親。

我不能容忍不公，不能容忍政府的無能，無法同情那些辜負人們的領導人。

我們的政治體制因為缺乏意愿、勇氣或尊嚴，無法堅定執法——甚至更糟的是，政治體制被大企業說客所收買，造成無辜的人受苦。每當這樣的時候，我都不能無視這樣的事情，我也不會選擇無視。

當國務卿在私人服務器上非法儲存郵件，并刪除了33000條記錄以避免遭查處的時候，她正在讓我們的國家陷入風險，而且還千方百計地抵賴和撒謊——我就知道，我國的腐敗已經到達了何種觸目驚心的程度。

當聯邦調查局局長聲稱，國務卿只不過是在處理機密文件這件事上，“特別得不小心”，我也就知道了，她實際的所作所為與上述措辭相比不過只是冰山一角。這些言論不過是為了讓她得以在嚴厲的刑罰面前脫罪。

事實上，她最大的一項成就莫過于犯下了這樣重大的罪責后卻得以成功逃脫——特別是在其中，有許多其他人付出慘重代價后。同樣是這位國務卿，當她把億萬美元用于討好特殊利益集團與國外勢力的時候，我就知道，該是行動的時候了。

既然我已登上政治舞臺，權勢階級便再也無法打壓手無寸鐵的民眾。沒有人比我更了解這套體系，這也是為什么只有我才能修補這樣的體系。我曾親眼目睹這套被操控的體制是如何坑騙我們的公民，是如何被操控起來反對伯尼·桑德斯——在競選路上，他從未獲得過機會。但桑德斯的支持者們將加入到我們的競選活動中來，因為我們要在他在最看重的議程——貿易——上，把美國拉回正軌。正是這些貿易協議，奪走了美國人的就業崗位，攫取了國家的財富。上百萬的民主黨人也將加入到我們的競選活動中來，因為我們將改造整個體制，讓它公正地為每一位美國人民服務。因此，我有幸擁有站在我身邊的這位，他將成為美國下一屆副總統：印第安納州州長麥克·潘斯。他是個非常好的人。

新政府將做的第一件事即是將我們的公民從犯罪、恐怖主義和目無法紀中拯救出來。

當達拉斯警員遭殘忍槍殺后，全美深感震驚。在之后的幾天，對我們執法人員的恐嚇與暴力仍層出不窮。最近，在佐治亞州、密蘇里州、威斯康辛州、堪薩斯州、密歇根州和田納西州，都有執法人員慘遭槍擊或殺害。

周日，在路易斯安那州的巴吞魯日，更多的警員遭遇槍擊。三人死亡，四人重傷。對執法部門的攻擊就是對全美人民的攻擊。對所有威脅街區治安、威脅警員人身安全的人，我有一句話要說：當我明年拿下總統，我將重塑這個國家的法律與秩序。相信我，相信我。

我將任命、并與最優秀的檢察官、執法部門官員合作，正確完成此項工作。在現在的白宮角逐中，我代表著法律與秩序。我們的現總統用他的職權，分化不同種族膚色的人民，他不負責任的言語使美國成為了一個危險的國家，比我乃至在場各位經歷過的任何時期都更加危險。

本屆政府搞爛了美國的城市。記住：它搞爛了美國的城市。它搞砸了教育，搞砸了就業，搞砸了治安。無論從哪一個層面上說，他們都失敗的徹徹底底。

當我成為總統，一定會保證所有的孩子被平等對待，被平等保護。每一次行動，我必反躬自省，它能夠給巴爾的摩、芝加哥、底特律、弗格森的年輕人帶來更好的生活嗎？這些城市的孩子和其他的美國孩子乃至全世界任何孩子一樣，都有平等的實現夢想的權利。

要讓美國更安全，我們必須解決日益嚴峻的外部威脅——挫敗“伊斯蘭國”的野蠻人，而且要迅速擊敗他們。

再看看法國吧，那是殘忍的穆斯林恐怖主義的受害者。男人、女人、孩子都被殘忍地殺害，生命被收割，家庭被撕裂，整個國家陷入哀傷。

伊斯蘭激進分子一次又一次將毀滅和破壞加諸于我們，在世貿中心，在圣貝納迪諾的工作派對，在波士頓的馬拉松，在田納西州查塔努加的征兵中心。此類的例子還有很多很多。

數周以前，在佛羅里達的奧蘭多，49名出色的美國人被伊斯蘭恐怖分子殘忍地謀殺。這一次，恐怖分子瞄準的是LGBTQ社群（觀察者網注：同性戀、雙性戀、變性者以及酷兒等少數人群）。我們必須阻止他們。作為你們的總統，我將在職權范圍內盡全力保護LGBTQ社群，使他們遠離充滿仇恨的外國意識形態帶來的暴力和壓迫。

作為一名共和黨員我必須說，聽見大家為我剛才所說的話喝彩，我非常欣慰。

要保護人民免受恐怖主義侵襲，我們得專注做好三件事。我們必須有全世界最好的情報收集能力。我們必須放棄希拉里在伊拉克、利比亞、埃及和敘利亞推行的那些業已失敗的國家建設和政權更迭行動。

我們必須同盟友共同努力，只要我們的盟友和我們有共同的目標：摧毀ISIS、踩滅伊斯蘭恐怖行動。我們必須現在行動、馬上行動，去爭取勝利，快速的勝利。這需要我們同以色列合作，它是我們在該地區最好的盟友。

不久前我曾說過，北約已經過時，因為它管不著恐怖襲擊的事。而且許多北約成員國不愿付出，只愿坐享其成，所以總是需要美國掏腰包。在那次講話后不久，北約便宣布開辟反恐項目，這才是朝著正確的反向前進。

最后，非常重要的一點是，部分移民來自那些已成為恐怖主義犧牲品的國家，我們必須停止接受他們，直到我們擁有有效的甄別審查機制。

我的對手提出要接受更多的敘利亞難民，拿出提高550%這樣一個極端的數字。想想吧，想想吧，簡直不可思議，但這竟然是真的。要知道，在奧巴馬總統治下，已經有大量的難民涌入我們的國家。她建議接受更多的難民，卻從不考慮這樣一個問題：我們沒辦法篩選難民，沒辦法搞清楚他們是誰、他們從哪里來。

而我，只愿意允許那些支持美國價值觀、熱愛美國人民的人進入這個國家。任何崇尚暴力、憎恨與壓迫的人，美國都不歡迎，永遠不會。

過去數十年的移民已經造成了本國國民的低薪與高失業率，尤其是非裔美國人和拉美裔工人。我們將有一個移民系統，一個為美國人服務的移民系統。
