當(dāng)前,我國(guó)直面國(guó)內(nèi)國(guó)際循環(huán)主要矛盾變化,開啟“以國(guó)內(nèi)大循環(huán)為主體、國(guó)內(nèi)國(guó)際雙循環(huán)相互促進(jìn)”的發(fā)展新格局,突出了“內(nèi)循環(huán)”的主體地位及其對(duì)“外循環(huán)”的主導(dǎo)作用。在新格局中,“外循環(huán)”應(yīng)更均衡、更多面向發(fā)展中國(guó)家。習(xí)近平總書記在中非團(tuán)結(jié)抗疫特別峰會(huì)等多個(gè)場(chǎng)合指出,要構(gòu)建更加緊密的中非命運(yùn)共同體。

在新格局下,推動(dòng)中非經(jīng)貿(mào)深度合作應(yīng)著力實(shí)現(xiàn)“六個(gè)轉(zhuǎn)變”:一是促進(jìn)非洲經(jīng)貿(mào)合作由過去的“輸血”向“造血”轉(zhuǎn)變;二是從以國(guó)有企業(yè)和大型企業(yè)為主向地方政府、國(guó)有企業(yè)、大型企業(yè)、中小企業(yè)共同參與的格局轉(zhuǎn)變;三是從注重硬件建設(shè)向同時(shí)注重硬件、軟件建設(shè)轉(zhuǎn)變;四是從進(jìn)口大宗礦產(chǎn)資源產(chǎn)品為主向鼓勵(lì)進(jìn)口非資源型產(chǎn)品、提升非洲國(guó)家長(zhǎng)期出口能力和發(fā)展能力轉(zhuǎn)變;五是從WTO 等現(xiàn)行國(guó)際經(jīng)貿(mào)規(guī)則向大膽探索嘗試更接地氣的經(jīng)貿(mào)治理規(guī)則轉(zhuǎn)變;六是從做好中非經(jīng)貿(mào)合作向形成可復(fù)制可推廣經(jīng)驗(yàn)、講好中非經(jīng)貿(mào)合作故事轉(zhuǎn)變。

充分認(rèn)識(shí)制約中非經(jīng)貿(mào)深度合作的關(guān)鍵因素

非洲大陸各主權(quán)國(guó)家國(guó)情各有不同,但大部分存在外匯短缺、外匯管制嚴(yán)格、公共債務(wù)較高、政治風(fēng)險(xiǎn)較大、通關(guān)成本較高、地方保護(hù)傾向明顯等問題,極大限制了其外貿(mào)外資外經(jīng)發(fā)展,也導(dǎo)致中國(guó)對(duì)非經(jīng)貿(mào)出現(xiàn)了“掙錢但錢回不來”等現(xiàn)實(shí)困難。與此同時(shí),中國(guó)對(duì)非國(guó)際援助政策、貿(mào)易政策、投資政策之間的整合不夠,尚未形成合力。

以我國(guó)進(jìn)口非洲非資源型產(chǎn)品為例,主要的制約因素在于:一是信息不通。非洲國(guó)家擁有高品質(zhì)天然優(yōu)質(zhì)農(nóng)產(chǎn)品,但國(guó)內(nèi)市場(chǎng)對(duì)其認(rèn)識(shí)不夠,更缺乏相關(guān)品牌建設(shè);二是非洲生產(chǎn)供給能力不足。比如非洲農(nóng)產(chǎn)品的加工轉(zhuǎn)化率、商品化率不高,缺乏穩(wěn)定的貨源保障;三是相比歐美,中國(guó)對(duì)部分非洲產(chǎn)品設(shè)置了更為嚴(yán)格市場(chǎng)準(zhǔn)入門檻,或進(jìn)口關(guān)稅率更高,以致出現(xiàn)腰果、橡膠等產(chǎn)品繞道東南亞加工再出口到中國(guó)的現(xiàn)象;四是湖南尚未形成對(duì)非貿(mào)易專門通道,且進(jìn)口和出口貿(mào)易規(guī)模、貿(mào)易產(chǎn)品的不對(duì)稱提升了物流成本;五是配套支持體系不完善,缺乏中非經(jīng)貿(mào)法律人才、國(guó)際商事仲裁機(jī)制等。

積極創(chuàng)新中非經(jīng)貿(mào)深度合作思路舉措

針對(duì)制約中非經(jīng)貿(mào)深度合作的關(guān)鍵因素,湖南自貿(mào)試驗(yàn)區(qū)建設(shè)方案提出了一攬子創(chuàng)新舉措。比如構(gòu)建中非跨境人民幣中心和中非“易貨”貿(mào)易平臺(tái),推動(dòng)破解因外匯短缺或管制導(dǎo)致大規(guī)模經(jīng)貿(mào)活動(dòng)受限等問題;推進(jìn)中非海關(guān)“經(jīng)認(rèn)證的經(jīng)營(yíng)者”(AEO)互認(rèn),以提升中非通關(guān)效率;建設(shè)非洲在華非資源性產(chǎn)品集散和交易中心,有利于擴(kuò)大非資源性產(chǎn)品進(jìn)口,提高非洲國(guó)家外匯收入;打造中非客貨運(yùn)集散中心,可降低湘非貿(mào)易物流成本;統(tǒng)籌對(duì)非援助等有關(guān)資源,可望打造“援外+經(jīng)貿(mào)”新模式。

與此同時(shí),應(yīng)探索推進(jìn)中非經(jīng)貿(mào)網(wǎng)上博覽會(huì)、跨境產(chǎn)業(yè)園區(qū)深度合作、海外物流倉(cāng)建設(shè)、貨物換投資、有條件免征關(guān)稅、特別出口信用保險(xiǎn)等多項(xiàng)改革創(chuàng)新事宜,以有效打破制約中非經(jīng)貿(mào)發(fā)展的關(guān)鍵壁壘,形成可復(fù)制可推廣的“南南經(jīng)貿(mào)合作”新模式。

統(tǒng)籌構(gòu)建多方協(xié)同的中非經(jīng)貿(mào)合作大舞臺(tái)

中非經(jīng)貿(mào)深度合作先行區(qū)不僅是湖南的平臺(tái),更是中國(guó)的平臺(tái)、世界的舞臺(tái),在建設(shè)過程中需統(tǒng)籌發(fā)揮各方力量。

一是用好國(guó)際組織和中非經(jīng)貿(mào)合作研究院等高校智庫(kù)力量,加快形成有國(guó)際競(jìng)爭(zhēng)力的制度創(chuàng)新成果;二是從對(duì)非經(jīng)貿(mào)企業(yè)的成功經(jīng)驗(yàn)和實(shí)際困難出發(fā),發(fā)揮中非經(jīng)貿(mào)合作研究會(huì)等作用,制定更為精準(zhǔn)的政策措施;三是增強(qiáng)與浙江、廣東、北京等對(duì)非經(jīng)貿(mào)合作主要省份的協(xié)作;四是突出中非經(jīng)貿(mào)合作促進(jìn)創(chuàng)新示范園的中心地位,注重岳陽城陵磯港口和岳陽城陵磯綜保區(qū)、長(zhǎng)沙黃花綜合保稅區(qū)、長(zhǎng)沙金霞保稅物流中心的錯(cuò)位發(fā)展;五是充分發(fā)揮財(cái)政、稅務(wù)、發(fā)改、商務(wù)、銀行、行業(yè)協(xié)會(huì)等各自職能,形成多部門協(xié)同、共商共建共享中非經(jīng)貿(mào)深度合作先行區(qū)的良好氛圍。

2009年11月,中非合作論壇第四屆部長(zhǎng)級(jí)會(huì)議上,溫家寶總理代表中國(guó)政府宣布了中非務(wù)實(shí)合作新8項(xiàng)舉措。會(huì)上,中非雙方還通過了《中非合作論壇沙姆沙伊赫行動(dòng)計(jì)劃(2010至2012年)》,對(duì)未來三年的合作進(jìn)行了全面規(guī)劃。按照中方在會(huì)上做出的承諾,在經(jīng)貿(mào)合作領(lǐng)域,未來三年中方將實(shí)施八個(gè)方面的新舉措,涉及農(nóng)業(yè)和糧食生產(chǎn),醫(yī)療衛(wèi)生和重大疾病防治,教育、培訓(xùn)和學(xué)者交流,清潔能源和衛(wèi)生用水,提供貸款,促進(jìn)貿(mào)易,減免債務(wù),擴(kuò)大投資等內(nèi)容。

舉措一:加強(qiáng)農(nóng)業(yè)交流與合作,幫助非洲國(guó)家提高糧食生產(chǎn)能力。將為非洲國(guó)家援建農(nóng)業(yè)技術(shù)示范中心的數(shù)量增至20個(gè),派遣50個(gè)農(nóng)業(yè)技術(shù)組。

政策解讀:農(nóng)業(yè)是大部分非洲國(guó)家的支柱產(chǎn)業(yè)和優(yōu)先發(fā)展領(lǐng)域,糧食安全事關(guān)非洲的穩(wěn)定發(fā)展和脫貧減困。中國(guó)一貫重視與非洲開展農(nóng)業(yè)領(lǐng)域的合作,根據(jù)非洲各國(guó)的需求,充分發(fā)揮中方在農(nóng)業(yè)技術(shù)、人員、資金等方面的優(yōu)勢(shì),通過傳授和推廣先進(jìn)農(nóng)業(yè)生產(chǎn)管理經(jīng)驗(yàn)和實(shí)用技術(shù),幫助非洲國(guó)家加快農(nóng)業(yè)發(fā)展,推動(dòng)實(shí)現(xiàn)糧食自給和脫貧減困的基本目標(biāo)。2006年中非合作論壇北京峰會(huì)以來,中國(guó)政府積極落實(shí)胡錦濤主席在峰會(huì)上宣布的農(nóng)業(yè)援助措施。目前中方已在非洲啟動(dòng)了15個(gè)農(nóng)業(yè)技術(shù)示范中心援建項(xiàng)目,其中13個(gè)已開工建設(shè)。中方還派遣了104名高級(jí)農(nóng)業(yè)專家赴33個(gè)非洲國(guó)家工作。未來三年內(nèi),中方將加快現(xiàn)有農(nóng)業(yè)技術(shù)示范中心項(xiàng)目的建設(shè),并使援建農(nóng)業(yè)技術(shù)示范中心的數(shù)量增至20個(gè),派遣50個(gè)農(nóng)業(yè)技術(shù)專家組到非洲開展農(nóng)業(yè)技術(shù)合作,提供政策規(guī)劃咨詢服務(wù),培育優(yōu)良品種,傳授推廣農(nóng)業(yè)實(shí)用技術(shù),幫助非洲國(guó)家提高農(nóng)業(yè)發(fā)展和糧食安全保障能力。

舉措二:加強(qiáng)醫(yī)療衛(wèi)生領(lǐng)域合作,幫助非洲國(guó)家改善醫(yī)療條件并提高防治瘧疾、保障人民健康的能力。為援非30所醫(yī)院和30個(gè)瘧疾防治中心提供價(jià)值5億元人民幣的醫(yī)療設(shè)備和抗瘧物資。

政策解讀:醫(yī)療衛(wèi)生領(lǐng)域一直是中非合作的重點(diǎn)領(lǐng)域。長(zhǎng)期以來,非洲人民飽受瘧疾等疾病困擾,為幫助非洲國(guó)家改善醫(yī)療條件并提高防治瘧疾、保障人民健康的能力,過去三年,根據(jù)非洲國(guó)家的實(shí)際需求,中方在非洲實(shí)施了援助30所醫(yī)院、設(shè)立30個(gè)瘧疾防治中心、提供青蒿素藥品等一系列醫(yī)療衛(wèi)生領(lǐng)域援助項(xiàng)目。同期,還派遣了900多名醫(yī)療隊(duì)員到非洲42個(gè)國(guó)家工作,累計(jì)診斷病人500多萬人次,幫助非洲國(guó)家緩解醫(yī)療資源不足的問題。至今,中國(guó)已累計(jì)向非洲國(guó)家派遣醫(yī)療隊(duì)員1.7萬人次。為進(jìn)一步加強(qiáng)中非在醫(yī)療衛(wèi)生領(lǐng)域的合作,未來三年,中方將與非方共同努力抓緊完成援助醫(yī)院的建設(shè)工作,爭(zhēng)取早日投入使用。中方將繼續(xù)向有關(guān)非洲國(guó)家派遣醫(yī)護(hù)人員,向瘧疾防治中心派遣巡回專家組,并提供醫(yī)療設(shè)備和抗瘧物資。三年內(nèi),中方還將為非洲國(guó)家培訓(xùn)3000名醫(yī)護(hù)人員。中方希望通過這些措施幫助非洲地區(qū)提高醫(yī)療水平和瘧疾防治能力,保證現(xiàn)有合作項(xiàng)目可持續(xù)發(fā)展,更好、更長(zhǎng)久地服務(wù)于非洲人民。

舉措三:加強(qiáng)教育和人力資源開發(fā)合作,幫助非洲國(guó)家提高自主發(fā)展能力。為非洲國(guó)家援助50所中非友好學(xué)校;為非洲國(guó)家培訓(xùn)2萬人,其中包括1500名校長(zhǎng)和教師、2000名農(nóng)業(yè)技術(shù)人員及3000名醫(yī)護(hù)人員;提供150萬美元,支持“非洲發(fā)展新伙伴計(jì)劃”的人力資源培訓(xùn)計(jì)劃。

政策解讀:中國(guó)政府高度重視與非洲國(guó)家在教育和人力資源開發(fā)合作領(lǐng)域的合作,在中非合作論壇北京峰會(huì)上,中國(guó)政府宣布3年內(nèi)為非洲援助100所農(nóng)村學(xué)校和培訓(xùn)15000名人才。三年來,中方認(rèn)真履行承諾,實(shí)際援助了126所學(xué)校,并改善了現(xiàn)有一些學(xué)校的教學(xué)條件,將為3萬名非洲兒童提供入學(xué)機(jī)會(huì);累計(jì)舉辦近700期官員和技術(shù)人員培訓(xùn)班,涵蓋了經(jīng)貿(mào)、外交、國(guó)防、公共行政管理、醫(yī)療衛(wèi)生、農(nóng)牧漁業(yè)、教育、廣電、科技、文化、環(huán)保、電信、交通、金融、能源等20多個(gè)領(lǐng)域,到2009年底共培訓(xùn)1.6萬余名人員。為繼續(xù)加強(qiáng)中非之間的教育和人力資源開發(fā)合作,幫助非洲國(guó)家提高自主發(fā)展能力。未來三年,中方將為非洲國(guó)家再援助50所中非友好學(xué)校,包括小學(xué)、中學(xué)、職業(yè)技術(shù)學(xué)校等,并配備必要的家具和教學(xué)設(shè)備;將為非洲國(guó)家培訓(xùn)2萬名各類人才,其中包括1500名校長(zhǎng)和教師、2000名農(nóng)業(yè)技術(shù)人員及3000名醫(yī)護(hù)人員,培訓(xùn)重點(diǎn)領(lǐng)域包括經(jīng)貿(mào)、農(nóng)業(yè)、教育、衛(wèi)生、環(huán)保、科技等。2006年溫家寶總理訪問南非時(shí)宣布,提供50萬美元資助非洲發(fā)展新伙伴計(jì)劃(NEPAD)“護(hù)士及助產(chǎn)士培訓(xùn)項(xiàng)目”。該項(xiàng)目已順利完成并取得良好效果。為使更多非洲婦女兒童從中受益,中方將捐贈(zèng)150萬美元,支持NEPAD繼續(xù)實(shí)施該培訓(xùn)項(xiàng)目。

舉措四:加強(qiáng)清潔能源開發(fā)利用和衛(wèi)生用水合作,幫助非洲國(guó)家提高適應(yīng)氣候變化、保護(hù)環(huán)境、保障人民用水安全的能力。為非洲國(guó)家援助100個(gè)沼氣、太陽能、小水電等小型清潔能源項(xiàng)目和小型打井供水項(xiàng)目。

政策解讀:環(huán)境保護(hù)和氣候變化問題日益成為全球關(guān)注的熱點(diǎn)。在此方面,非洲也面臨挑戰(zhàn),需要國(guó)際社會(huì)在資金、技術(shù)、人員培養(yǎng)等方面提供幫助。中國(guó)在沼氣、太陽能、小水電等小型清潔能源領(lǐng)域積累了較多成功經(jīng)驗(yàn)。為緩解非洲國(guó)家在發(fā)展過程中面臨的能源短缺問題,有效應(yīng)對(duì)環(huán)境保護(hù)和氣候變化方面所面臨的挑戰(zhàn),中方愿積極與非方開展上述領(lǐng)域的合作,傳授并推廣中國(guó)的成熟技術(shù)和做法,幫助提高非洲人民的生活水平和應(yīng)對(duì)氣候變化能力。此外,許多非洲國(guó)家還面臨著嚴(yán)重的缺水和飲用水安全問題,目前,約有3億非洲人民生活在缺水的困境中,撒哈拉沙漠以南非洲地區(qū)有40%以上的人缺少潔凈飲用水。

為與非洲國(guó)家共同應(yīng)對(duì)氣候變化,加強(qiáng)環(huán)境保護(hù),提高保障人民用水安全的能力,未來三年,中國(guó)將結(jié)合非洲有關(guān)國(guó)家需求和實(shí)際情況,安排實(shí)施100個(gè)沼氣、小型太陽能設(shè)備及節(jié)能燈、小水電等小型清潔能源項(xiàng)目和小型打井供水項(xiàng)目。

舉措五:提供各類信貸資金,幫助非洲國(guó)家發(fā)展經(jīng)濟(jì),共同應(yīng)對(duì)國(guó)際金融危機(jī)。向非洲國(guó)家提供100億美元優(yōu)惠性質(zhì)貸款,主要用于基礎(chǔ)設(shè)施項(xiàng)目和社會(huì)發(fā)展項(xiàng)目;支持中國(guó)金融機(jī)構(gòu)設(shè)立非洲中小企業(yè)發(fā)展專項(xiàng)貸款,金額10億美元,幫助非洲的中小企業(yè)發(fā)展。

政策解讀:為落實(shí)中非合作論壇北京峰會(huì)成果,2007—2009年中方共向非洲提供了30多億美元優(yōu)惠貸款和20億優(yōu)惠出口買方信貸,支持了非洲國(guó)家在交通、房建、電站、港口、電信等各領(lǐng)域建設(shè),有效地促進(jìn)了中非互利合作,帶動(dòng)了非洲經(jīng)濟(jì)發(fā)展,受到非方普遍歡迎。為進(jìn)一步推動(dòng)中非經(jīng)貿(mào)往來,幫助非洲國(guó)家盡快擺脫當(dāng)前全球金融危機(jī)的不利影響,緩解非洲發(fā)展過程中資金不足的困難,未來三年,中方將繼續(xù)向非洲國(guó)家提供優(yōu)惠貸款和優(yōu)惠出口買方信貸,貸款與項(xiàng)目相結(jié)合,主要用于公路、鐵路、港口、機(jī)場(chǎng)、電力、通訊等基礎(chǔ)設(shè)施項(xiàng)目和低造價(jià)住房等公益福利型項(xiàng)目。

非洲中小企業(yè)在發(fā)展本國(guó)經(jīng)濟(jì)、增加當(dāng)?shù)鼐蜆I(yè)、維護(hù)社會(huì)穩(wěn)定方面有著重要作用,得到非洲各國(guó)的高度重視。在當(dāng)前國(guó)際金融危機(jī)背景下,幫助非洲中小企業(yè)渡過難關(guān)并不斷發(fā)展壯大,將為非洲國(guó)家穩(wěn)定就業(yè),繁榮市場(chǎng),發(fā)展經(jīng)濟(jì)發(fā)揮積極的作用。為此,中國(guó)政府支持中國(guó)國(guó)家開發(fā)銀行設(shè)立非洲中小企業(yè)發(fā)展專項(xiàng)貸款,本著市場(chǎng)運(yùn)作的原則向在非洲設(shè)立的中小企業(yè)提供融資支持,幫助其發(fā)展,促進(jìn)中非雙方中小企業(yè)的合作。中國(guó)國(guó)家開發(fā)銀行正在研究制訂相關(guān)實(shí)施方案。

舉措六:進(jìn)一步推動(dòng)中非貿(mào)易健康發(fā)展。逐步給予非洲所有與我建交的最不發(fā)達(dá)國(guó)家95%的產(chǎn)品免關(guān)稅待遇,2010年年內(nèi)首先對(duì)60%的產(chǎn)品實(shí)施免關(guān)稅;在華設(shè)立“非洲產(chǎn)品展銷中心”,對(duì)入駐的非洲企業(yè)給予減免費(fèi)用等優(yōu)惠政策,促進(jìn)非洲國(guó)家對(duì)華出口;在非洲國(guó)家建設(shè)3—5個(gè)物流中心,幫助非洲國(guó)家改善商業(yè)設(shè)施條件。

政策解讀:2005年中方開始對(duì)非洲最不發(fā)達(dá)國(guó)家實(shí)施部分輸華商品免關(guān)稅待遇。2006年中非合作論壇北京峰會(huì)后,又將受惠商品范圍擴(kuò)大至478個(gè)稅目。該政策實(shí)施以來,取得了顯著效果,已推動(dòng)了超過10億美元的非洲商品對(duì)華出口。為進(jìn)一步向非洲商品開放市場(chǎng),增強(qiáng)非洲商品的出口競(jìng)爭(zhēng)能力,今后三年內(nèi),中國(guó)政府將逐步給予非洲所有與中國(guó)建交的最不發(fā)達(dá)國(guó)家95%的產(chǎn)品免關(guān)稅待遇。2010年年內(nèi)首先對(duì)60%的產(chǎn)品實(shí)施免關(guān)稅,屆時(shí)非洲最不發(fā)達(dá)國(guó)家輸華免關(guān)稅受惠商品可由478個(gè)稅目擴(kuò)大到4700多個(gè)稅目。這是中國(guó)根據(jù)自身的經(jīng)濟(jì)實(shí)力做出的決定,是一種單方面、自愿的給惠政策,符合WTO規(guī)則。中方正在與有關(guān)非洲國(guó)家就此辦理有關(guān)手續(xù),爭(zhēng)取使有關(guān)非洲國(guó)家盡早受益。

設(shè)立“非洲產(chǎn)品展銷中心”也是中方推出的促進(jìn)非洲商品對(duì)華出口的重要舉措之一。中心將設(shè)在中國(guó)浙江省義烏市的國(guó)際商貿(mào)城,總面積5000平方米,重點(diǎn)引進(jìn)非洲特色產(chǎn)品,通過借助義烏國(guó)際小商品貿(mào)易的平臺(tái)作用和品牌效應(yīng),向中國(guó)的消費(fèi)者甚至全世界推介非洲商品?!爸行摹睂?duì)入駐的非洲企業(yè)給予減免費(fèi)用等優(yōu)惠和各項(xiàng)便利。

為推動(dòng)中非貿(mào)易健康發(fā)展,幫助非洲國(guó)家改善商業(yè)設(shè)施條件,今后三年,中方還將支持有關(guān)企業(yè)在非洲國(guó)家建設(shè)3—5個(gè)功能較為完備的商業(yè)物流中心。物流中心將吸引中國(guó)和非洲當(dāng)?shù)氐纳虡I(yè)企業(yè)入駐,集中展示雙方的名優(yōu)產(chǎn)品,并提供相應(yīng)的物流服務(wù)。

舉措七:繼續(xù)支持非洲國(guó)家減貧努力,免除非洲所有與中國(guó)建交的重債窮國(guó)和最不發(fā)達(dá)國(guó)家截至2009年底對(duì)華到期未還的政府無息貸款債務(wù)。

政策解讀:自2000年中非合作論壇成立以來,中方已免除了所有與中國(guó)有外交關(guān)系的非洲最不發(fā)達(dá)國(guó)家和重債窮國(guó)截至2005年底前到期未償無息貸款,共涉及35國(guó)310筆債務(wù)。目前非洲有38個(gè)國(guó)家屬于重債窮國(guó)或最不發(fā)達(dá)國(guó)家,發(fā)展問題依然十分嚴(yán)峻。為支持這些非洲國(guó)家落實(shí)減貧計(jì)劃,盡早實(shí)現(xiàn)聯(lián)合國(guó)千年發(fā)展目標(biāo),中方將繼續(xù)減免非洲所有與中國(guó)有外交關(guān)系的重債窮國(guó)和最不發(fā)達(dá)國(guó)家的到期未還債務(wù),盡快辦理截至2009年底對(duì)華到期未還政府無息貸款債務(wù)協(xié)議,減輕非洲國(guó)家債務(wù)負(fù)擔(dān)。

舉措八:進(jìn)一步落實(shí)北京峰會(huì)有關(guān)承諾,將中非發(fā)展基金規(guī)模增加到30億美元,支持中國(guó)企業(yè)擴(kuò)大對(duì)非投資。

政策解讀:設(shè)立中非發(fā)展基金,是北京峰會(huì)對(duì)非務(wù)實(shí)合作8項(xiàng)舉措之一。自2007年6月設(shè)立以來,中非發(fā)展基金在首期10億美元項(xiàng)下已累計(jì)完成31個(gè)項(xiàng)目的投資決策,帶動(dòng)項(xiàng)目總投資合計(jì)47.3億美元,其中基金擬投資合計(jì)7.6億美元。為支持更多有實(shí)力的、信譽(yù)好的中國(guó)企業(yè)到非洲投資,中方正在推動(dòng)基金二期啟動(dòng)工作,使中非發(fā)展基金規(guī)模增加到30億美元。

An Interpretation of New Measures on Economic and Trade Cooperation from 4th Ministerial Conference

In November 2009, at the 4th Ministerial Conference of Forum on China-Africa Cooperation, Chinese Premier Wen Jiabao, on behalf of the Chinese government, announced eight new measures to promote practical cooperation with Africa.During the conference, China and Africa also passed the Sharm El Sheikh Action Plan(2010-2012), mapping out a comprehensive plan for the next three years of cooperation.According to the commitments made by China at the conference, in the next three years in the area of economic and trade cooperation, China will implement eight new measures in: agriculture and food production;medical care, public health, prevention and treatment of major diseases;education, training and academic exchanges;clean energy and clean drinking water;loans;trade promotion;debt exemption;and investment expansion.These new measures are the major initiatives by Chinese government to advance the comprehensive development of the new type of China-Africa strategic partnership under the new circumstances.They serve to highlight that China highly values the traditional friendly relations with Africa, and that China has the goodwill to further cooperation based on equality and mutual benefit, and build a harmonious world of enduring peace and common prosperity.China, along with Africa, will diligently implement all the actions in the new measures of economic and trade cooperation, deepen practical cooperation, and join hands to tackle the challenges of financial crisis and climate change;China will help Africa to continually improve infrastructure, and solidify the foundation for economic and social development;China will support Africa to reduce poverty, enhance agriculture, education and health care levels, and improve the livelihood of the African people;China will expand cooperation effort on human resources development, and strive to train technical and management personnel who are urgently needed for African economic and social development.Measure #1: to strengthen agricultural exchanges and cooperation, help Africa to increase food production capacity;to increase the number of agricultural technology demonstration centers built by China in Africa to 20, and send 50 agricultural technology teams to Africa.Measure Interpreted: Agriculture is the pillar industry and priority development area for most African countries.Food security is also the foundation for sustainable development and poverty reduction in Africa.China has always put a strong emphasis on agricultural cooperation with Africa.Based on the needs of each African country, China takes full advantage of its strength in agricultural technology, personnel and capital to help African countries accelerate agricultural development and achieve the basic goals of food self-sufficiency and poverty reduction, through transfer and dissemination of advanced agricultural production management expertise and applicable technologies.Since the Beijing Summit of Forum on China-Africa Cooperation in 2006, China has actively implemented the agricultural assistance measures announced by Chinese President Hu Jintao at the summit.Today, China has initiated 15 agricultural technology demonstration center projects, 13 of which are already under construction.China has also sent 104 senior agricultural experts to work in 33 African countries.In the next three years, China will accelerate construction of the existing agricultural technology demonstration center projects, and increase the total number of agricultural technology demonstration centers to 20.China will also send 50 agricultural technology teams to African to develop agricultural technology cooperation, provide consulting services for policy making and planning, develop better grain varieties, transfer and disseminate applicable agricultural technologies, and help African countries to enhance their capacity to develop agriculture and ensure food security.Measure #2: to strengthen cooperation in medical care and public health, help African countries improve medical conditions, enhance capacity for malaria prevention and treatment, as well as public health protection;to provide medical equipment and anti-malaria materials worth RMB 500 million to the 30 hospitals and 30 malaria prevention and treatment centers built by China.Measure Interpreted: Medical care and public health has always been a key area for China-Africa cooperation.For many years, the African people suffered from malaria and other diseases.In order to help African countries improve medical conditions, enhance capacity for malaria prevention and treatment as well as public health care, in the last three years, based on the needs of Africa countries, China has carried out a series of medical and health care assistance projects, such as building 30 hospitals and 30 malaria prevention and treatment centers, and providing Artemisinin medicine.China has also sent about 900 medical personnel to 42 African countries, who have performed a total of 5 million patient/diagnosis services, helping to alleviate medical resources shortage in Africa.Up to date, China has sent to Africa a total of 17,000 medical personnel.To further strengthen cooperation in medical care and public health, in the next three years, China and Africa will work together to speedily complete the hospital construction projects and bring the hospitals into service at an early date.China will continue to send medical personnel to Africa, and send visiting experts for the malaria prevention and treatment centers, and provide medical equipment and anti-malaria medicine.China will also in the next three years train 3,000 doctors and nurses for Africa.It is the hope of China that these actions will help Africa enhance its medical service and malaria prevention and treatment capacity, and ensure the existing cooperation programs can serve African people in a sustainable, progressive and enduring way.Measure #3: to strengthen cooperation in education and human resources development, help African countries enhance capacity for self-development;to build 50 China-Africa friendship schools;to train 20,000 personnel for Africa, including 1,500 school headmasters and teachers, 2,000 agricultural technology personnel, 3,000 doctors and nurses;to provide 1.5 million U.S.dollars in support of human resources training under New Partnership for Africa's Development(NEPAD).Measure Interpreted: China highly values cooperation with Africa in education and human resources development.At the Beijing Summit, China announced the initiative to build 100 rural schools and train 15,000 personnel for Africa in the next three years.Since then, China has fulfilled its pledge by building 126 schools and improving conditions at some existing schools.This will provide schooling opportunities to 30,000 African children.China has held a total of 700 training sessions for African officials and technical personnel, covering 20 areas including economic development and trade, foreign policy, defense, public administration, medical care and public health, agriculture, fishing and animal husbandry, education, radio and television program production, science

technology,culture,environment

protection, telecommunications, transportation, finance, and energy.These sessions have trained a total of 16,000 personnel by the end of 2009.To further strengthen cooperation in education and human resources development, help African countries improve capacity for self-development, in the next three years, China will build an additional 50 China-Africa friendship schools, including primary, secondary and vocational schools, with necessary furnishings and teaching equipment.China will also train 20,000 personnel in different fields for Africa, including 1,500 school headmasters and teachers, 2,000 agricultural technology personnel, 3,000 doctors and nurses.The training will focus on economic development and trade, agriculture, education, public health, environment protection, science and technology.In 2006, Chinese Premier Wen Jiabao announced during visit to South Africa that China would donate 500,000 U.S.dollars to aid NEPAD's nurses and maternity assistants training program.This program has concluded smoothly and achieved satisfactory results.To bring benefits to more African women and children, China will donate another 1.5 million U.S.dollars to support NEPAD's continuation of this training program.Measure #4: to strengthen cooperation in clean energy development and utilization, and in clean drinking water;to help Africa enhance capacity to adapt to climate change, protect environment, and ensure drinking water safety;to build 100 small-sized well digging projects for water supply and clean energy projects of biogas, solar energy and small hydro-power plants.Measure Interpreted: Environment protection and climate change have increasingly become a key global concern.In this area, Africa also faces challenges, and needs capital, technology and personnel training assistance from international community.China has accumulated some successful experiences in the areas of bio-gas, solar power, and small hydro-power plants.To alleviate the energy shortage experienced by Africa in its development process, and meet environment protection and climate change challenges, China is willing to work actively with Africa on cooperation in these fields, to transfer and disseminate proven technologies and practices from China.This will help to raise the living standard for African people, and help Africa enhance the capacity to address climate change.In addition, many African countries also face severe water shortage and drinking water safety problems.Currently, about 300 million Africans still suffer from water shortage, with more than 40% people in sub-Sahara area without clean drinking water.In order to work with Africa to address climate change, strengthen environment protection, and enhance capacity to ensure drinking water safety for African people, in the next three years, China will undertake to implement 100 small-sized well digging projects for water supply and clean energy projects of biogas, small solar energy equipment, energy-efficient lights and small hydro-power plants, based on the needs and circumstances of African countries.Measure #5: to provide a variety of loans to help Africa develop economy and overcome global financial crisis;to provide Africa with 10 billion U.S.dollars in concessional loans, mainly for infrastructure and social development projects;to support Chinese financial institutions in setting up a 1 billion U.S.dollar special loan for African small and medium enterprises(SMEs), to help the growth of African SMEs.Measure Interpreted: to implement the commitments made at the Beijing Summit, from 2007 to 2009, China has provided 3 billion U.S.dollars in preferential loans and 2 billion U.S.dollars in preferential buyer credits to African countries, supporting African development in areas such as transportation, housing, power generation, port, telecommunications.This effectively facilitated China-Africa win-win cooperation, promoted African economic development and received general acclaim from Africa.To further advance economic and trade exchanges, and help Africa quickly overcome the adverse impact of global financial crisis, alleviate the capital shortage facing development in Africa, in the next three years, China will continue to provide preferential loans and preferential buyer credits to African countries.These loans and credits will be combined with projects, to be mainly used on infrastructure development like highway, railroad, seaport, airport, electrical power, telecommunication, and public welfare projects such as low-cost housing.African SMEs play a key role in developing national economy, increasing local employment and maintaining social stability, thus drawing special attention from African governments.In the current context of global financial crisis, any measure that can help African SMEs to overcome their difficulties and continue to develop and expand would play a positive role in helping Africa stabilize employment, increase market activities and develop economy.From this perspective, Chinese government supports China National Development Bank to set up a special loan for African SMEs.This loan, in accordance with the principle of market operation, will be used to provide financing support to African SMEs to help their development and facilitate cooperation of Chinese and African SMEs.China National Development Bank is currently studying on and formulating the relevant implementation plans.Measure #6: to further advance the sound development of China-Africa trade;to phase in zero-tariff treatment to 95 percent of the products from the least developed African countries(LDCs)having diplomatic relations with China, starting with 60 percent of the products within 2010;to set up African commodities trade center in China and adopt preferential policies such as fees reduction and wavering for participating African enterprises to promote export of African commodities to China;to establish three to five logistic centers in Africa to help improve business facilities in African countries.Measure Interpreted: In 2005, China started to grant zero-tariff treatment to some commodities of African LDCs destined for China.After the Beijing Summit in 2006, China expanded the tariff exemption list to 478 kinds of products.Since the measure went into effect, it has generated considerable benefits, advancing more than 1 billion U.S.dollars worth of African exports to China.To further open market access to Africa and increase the competitiveness of African export, in the next three years, China will phase in zero-tariff treatment to 95 percent of the products from the LDCs having diplomatic relations with China, starting with 60 percent of the products within 2010.By the end of the three years, the tariff exemption list for African LDCs will be expanded from 478 to 4700 kinds of products.This policy, based on China's economic strength, is a preferential treatment on a unilateral and voluntary basis, thus is in conformity with WTO rules.China and related African countries are following the proper procedures to implement this measure, to bring benefits to these countries as soon as possible.The establishment of African commodities trade center is another important step taken by China to promote African exports to China.The center will be based in the World Trade Center in Yiwu city, Zhejiang province, with a total space of 5,000 square meters.The center will focus on products with African characteristics and promote African products to Chinese and global consumers, by leveraging the platform and brand name status of the Yiwu International Small Commodities Distribution Center.The center will adopt preferential policies such as fees reduction and wavering, as well as other conveniences for participating African enterprises.To advance the sound development of China-Africa trade and help Africa to improve business facilities, in the next three years, China will support relevant Chinese enterprises to set up three to five full-service logistic centers in Africa.The centers will attract Chinese and African enterprises to sign up and showcase their best products, and will perform logistics services accordingly.Measure #7: to continue to support poverty reduction efforts by Africa;to cancel due debts of interest-free government loans that matured by the end of 2009 owed by all heavily-indebted poor countries and the LDCs in Africa having diplomatic relations with China.Measure Interpreted: Since the launch of Forum of China-Africa Cooperation in 2000, China has canceled due debts of interest-free loans that matured by the end of 2005 owed by all heavily-indebted poor countries and the LDCs in Africa having diplomatic relations with China.This cancellation involved 310 debts from 35 countries.Currently, there are 38 heavily-indebted poor countries and LDCs in Africa, who are still facing severe development challenges.To support these African countries to implement their poverty reduction plans and reach the United Nations Millennium Development Goals at an early date, China will continue to cancel due debts of loans owed by all heavily-indebted poor countries and the LDCs in Africa having diplomatic relations with China, and complete the agreements on due debts of interest-free government loans that matured by the end of 2009, to bring debt relief to Africa.Measure #8: to further fulfill the pledges made at the Beijing Summit;to increase the size of China-Africa Development Fund to 3 billion U.S.dollars and support Chinese enterprises to expand investment in Africa.Measure Interpreted: The establishment of the China-Africa Development Fund was one of the 8 measures announced at the Beijing Summit on practical cooperation between China and Africa.Since its birth in June 2007, the China-Africa Development Fund has funded a total of 31 projects under the first tranche of 1 billion U.S.dollars.These projects in turn have attracted a total project funding of 4.73 billion U.S.dollars, out of which 0.76 billion U.S.dollars will be funded by the China-Africa Development Fund.To support more well-established and reputable Chinese enterprises to invest in Africa, China is pushing forward initiation of the second tranche of the Fund, to increase the size of the Fund to 3 billion U.S.dollars.

一、總體目標(biāo)

以xx自貿(mào)片區(qū)為引領(lǐng),以制度創(chuàng)新為核心,充分發(fā)揮自貿(mào)區(qū)改革先行、開放引領(lǐng)作用,努力把xx區(qū)(自貿(mào)片區(qū))建設(shè)成為承接產(chǎn)業(yè)轉(zhuǎn)移及升級(jí)示范區(qū)、區(qū)域協(xié)調(diào)發(fā)展創(chuàng)新引領(lǐng)區(qū)以及中西部?jī)?nèi)陸對(duì)外開放合作先行區(qū);主動(dòng)對(duì)接并深度融入“一帶一路”戰(zhàn)略,建設(shè)更高水平開放型經(jīng)濟(jì)體制,發(fā)揮要素市場(chǎng)的聯(lián)通功能,構(gòu)建國(guó)內(nèi)外要素資源市場(chǎng)化配置的良好制度環(huán)境,打造聯(lián)通國(guó)內(nèi)國(guó)際市場(chǎng)的功能性平臺(tái)?!笆奈濉逼陂g,繼續(xù)做好自貿(mào)區(qū)制度創(chuàng)新成果總結(jié)提煉工作,爭(zhēng)取每年形成創(chuàng)新經(jīng)驗(yàn)案例xx項(xiàng)以上,確保xx自貿(mào)片區(qū)改革創(chuàng)新走在全國(guó)同類型自貿(mào)片區(qū)前列。

二、重點(diǎn)計(jì)劃支撐

(一)深化“放管服”改革

1.進(jìn)一步推動(dòng)政府職能轉(zhuǎn)變。對(duì)標(biāo)世界銀行營(yíng)商環(huán)境評(píng)估中的xx個(gè)維度及國(guó)家發(fā)改委營(yíng)商環(huán)境評(píng)價(jià)中的xx個(gè)指標(biāo),倒逼政府職能轉(zhuǎn)變,提出更多務(wù)實(shí)舉措??偨Y(jié)梳理并復(fù)制推廣“容缺審批”“拿地即開工”等已經(jīng)創(chuàng)造的成功做法,學(xué)習(xí)借鑒全國(guó)自貿(mào)區(qū)先進(jìn)經(jīng)驗(yàn)做法,積極聘請(qǐng)德勤、畢馬威、普華永道等知名會(huì)計(jì)師事務(wù)所,對(duì)xx區(qū)改革建設(shè)情況進(jìn)行專業(yè)評(píng)估,確保xx區(qū)改革始終走在前列。

2.深入實(shí)施市場(chǎng)準(zhǔn)入負(fù)面清單制度。建立市場(chǎng)準(zhǔn)入負(fù)面清單與行政審批流程銜接機(jī)制,優(yōu)化管理方式,提高審批效率。建立市場(chǎng)準(zhǔn)入負(fù)面清單信息公開機(jī)制,實(shí)現(xiàn)市場(chǎng)準(zhǔn)入負(fù)面清單事項(xiàng)“一網(wǎng)通辦”。建立市場(chǎng)準(zhǔn)入評(píng)估制度,對(duì)市場(chǎng)準(zhǔn)入負(fù)面清單動(dòng)態(tài)調(diào)整情況開展評(píng)估,支持各類市場(chǎng)主體充分參與市場(chǎng)準(zhǔn)入負(fù)面清單修訂。加強(qiáng)對(duì)自貿(mào)區(qū)外商投資準(zhǔn)入負(fù)面清單的研究,做好市場(chǎng)準(zhǔn)入負(fù)面清單與外商投資負(fù)面清單的銜接。

3.推進(jìn)“證照分離”改革全覆蓋。對(duì)所有涉及市場(chǎng)準(zhǔn)入的行政審批事項(xiàng)全部納入“證照分離”改革范圍。規(guī)范區(qū)級(jí)涉企經(jīng)營(yíng)許可事項(xiàng)清單,按照直接取消審批、審批改備案、實(shí)行告知承諾、優(yōu)化準(zhǔn)入服務(wù)等方式進(jìn)行分類管理。規(guī)范企業(yè)登記經(jīng)營(yíng)范圍與申辦經(jīng)營(yíng)許可的銜接,實(shí)現(xiàn)“照后減證”和“準(zhǔn)入”“準(zhǔn)營(yíng)”同步提速。

4.提升市場(chǎng)主體開辦和注銷便利度。簡(jiǎn)化企業(yè)開辦流程,提升群眾體驗(yàn)感。依托政務(wù)服務(wù)“一張網(wǎng)”平臺(tái),簡(jiǎn)化企業(yè)注銷程序,方便未開業(yè)、無債權(quán)債務(wù)等誠(chéng)信企業(yè)快速退市,實(shí)現(xiàn)注銷業(yè)務(wù)“信息共享、同步指引、一網(wǎng)通辦”。

5.進(jìn)一步規(guī)范涉企收費(fèi)。鞏固省定涉企行政事業(yè)性收費(fèi)“零收費(fèi)”成果,進(jìn)一步減輕企業(yè)負(fù)擔(dān)。完善市場(chǎng)價(jià)格監(jiān)督檢查,持續(xù)抓好供水、供電、供氣等要素保障領(lǐng)域的價(jià)費(fèi)檢查,探索區(qū)內(nèi)企業(yè)水、電、氣“先用后交”繳費(fèi)新模式,創(chuàng)新“按半交付、年預(yù)交付”繳費(fèi)方式,降低市場(chǎng)主體生產(chǎn)經(jīng)營(yíng)成本。加強(qiáng)對(duì)中介機(jī)構(gòu)服務(wù)收費(fèi)的檢查,開展行政審批和企業(yè)貸款領(lǐng)域亂收費(fèi)行為專項(xiàng)檢查。

6.加大事中事后監(jiān)管改革創(chuàng)新力度。建立健全以信用監(jiān)管為核心、與負(fù)面清單管理方式相適應(yīng)的事中事后監(jiān)管體系,加強(qiáng)各類信用信息的安全保護(hù),依法依規(guī)實(shí)現(xiàn)信用信息歸集、披露、共享和協(xié)同應(yīng)用。推進(jìn)社會(huì)信用信息平臺(tái)建設(shè),積極推動(dòng)各部門間依法履職信息的聯(lián)通和共享。推進(jìn)信用分類分級(jí)監(jiān)管,將市場(chǎng)主體信用分級(jí)分類作為享受優(yōu)惠政策和制度便利的重要依據(jù)。推進(jìn)實(shí)施包容審慎的監(jiān)管制度,不斷完善首次輕微違法行為免罰制度。持續(xù)推進(jìn)“雙隨機(jī)、一公開”全覆蓋及跨部門監(jiān)管工作。

7.加快數(shù)字化政府建設(shè)。加快完善政務(wù)大數(shù)據(jù)能力平臺(tái)建設(shè),形成跨部門數(shù)據(jù)資源共享格局,實(shí)現(xiàn)政府信息系統(tǒng)和公共數(shù)據(jù)互聯(lián)與開放。建立政務(wù)數(shù)據(jù)交換機(jī)制,建立健全數(shù)據(jù)共享責(zé)任清單,穩(wěn)步推進(jìn)企業(yè)法人庫(kù)等基礎(chǔ)數(shù)據(jù)庫(kù)建設(shè)。加強(qiáng)數(shù)據(jù)資源整合和安全保護(hù)。探索建立統(tǒng)一規(guī)范的數(shù)據(jù)管理制度,利用區(qū)塊鏈技術(shù)對(duì)防篡改、防泄漏、精準(zhǔn)追溯等方面實(shí)行精細(xì)化管理。強(qiáng)化數(shù)據(jù)安全責(zé)任,全生命周期治理大數(shù)據(jù)安全。

(二)加強(qiáng)法制保障創(chuàng)新

8.創(chuàng)新公共法律服務(wù)體系。積極完善公證、調(diào)解、仲裁、行政裁決、行政復(fù)議、訴訟等有機(jī)銜接、相互協(xié)調(diào)的多元化糾紛解決機(jī)制。支持國(guó)際商事爭(zhēng)端預(yù)防與解決組織落地運(yùn)營(yíng)。支持本地仲裁機(jī)構(gòu)加強(qiáng)與國(guó)際仲裁組織及境外仲裁機(jī)構(gòu)的交流合作,引入國(guó)際涉外法律服務(wù)體系和人才資源。結(jié)合產(chǎn)業(yè)定位,探索為市場(chǎng)要素供給提供公共法律服務(wù)。構(gòu)建公共法律服務(wù)評(píng)價(jià)指標(biāo)體系,提升公共法律服務(wù)質(zhì)量。

(三)推進(jìn)產(chǎn)業(yè)鏈改革創(chuàng)新

9.推動(dòng)重點(diǎn)產(chǎn)業(yè)全產(chǎn)業(yè)鏈創(chuàng)新發(fā)展。加大對(duì)新能源汽車、高端裝備制造等特色產(chǎn)業(yè)研究力度,積極爭(zhēng)取國(guó)家、省對(duì)相關(guān)產(chǎn)業(yè)的改革創(chuàng)新試點(diǎn)工作率先在xxx區(qū)落地。圍繞國(guó)際客運(yùn)包機(jī)、過夜飛機(jī)保養(yǎng)維修、貨物運(yùn)輸、培訓(xùn)服務(wù)等“小切口”,推動(dòng)航空產(chǎn)業(yè)全產(chǎn)業(yè)鏈創(chuàng)新發(fā)展。圍繞重點(diǎn)產(chǎn)業(yè)內(nèi)行業(yè)技術(shù)標(biāo)準(zhǔn)體系建設(shè),積極爭(zhēng)取將區(qū)內(nèi)企業(yè)標(biāo)準(zhǔn)上升為國(guó)家和行業(yè)標(biāo)準(zhǔn)。

(四)深化金融領(lǐng)域開放創(chuàng)新

10.創(chuàng)新金融產(chǎn)品與服務(wù)。支持商業(yè)銀行在風(fēng)險(xiǎn)可控的前提下,探索設(shè)立金融資產(chǎn)投資公司。支持設(shè)立商業(yè)銀行科技支行、科技融資租賃公司等專門服務(wù)科創(chuàng)企業(yè)的金融組織,鼓勵(lì)保險(xiǎn)公司發(fā)展科技保險(xiǎn)。引導(dǎo)金融機(jī)構(gòu)創(chuàng)新金融產(chǎn)品、改進(jìn)服務(wù)模式、搭建服務(wù)平臺(tái),開發(fā)跨機(jī)構(gòu)、跨市場(chǎng)、跨領(lǐng)域的金融產(chǎn)品和金融業(yè)務(wù)。支持金融機(jī)構(gòu)運(yùn)用區(qū)塊鏈、大數(shù)據(jù)、生物識(shí)別等技術(shù)提升金融服務(wù)能力。探索“產(chǎn)業(yè)電商+供應(yīng)鏈金融”模式,建立健全國(guó)內(nèi)外貿(mào)易中的供應(yīng)鏈服務(wù)體系,為中小企業(yè)提供扶持性供應(yīng)鏈金融服務(wù)。

11.創(chuàng)新金融監(jiān)管機(jī)制。完善對(duì)各類金融機(jī)構(gòu)的分類監(jiān)管機(jī)制。探索構(gòu)建包容審慎的金融監(jiān)管新機(jī)制。允許金融機(jī)構(gòu)和金融科技企業(yè)對(duì)創(chuàng)新性金融產(chǎn)品、服務(wù)及模式進(jìn)行測(cè)試,測(cè)試通過后可投入市場(chǎng),及時(shí)規(guī)避產(chǎn)品缺陷和風(fēng)險(xiǎn)隱患。

(五)提升貿(mào)易便利化

12.創(chuàng)新貿(mào)易服務(wù)。進(jìn)一步完善外貿(mào)綜合服務(wù)平臺(tái)功能,為企業(yè)提供通關(guān)、物流、退稅、金融保險(xiǎn)等綜合服務(wù)。依托我市WTO/TBT評(píng)議基地,加強(qiáng)與“一帶一路”沿線國(guó)家和地區(qū)技術(shù)標(biāo)準(zhǔn)比對(duì)分析,破解貿(mào)易壁壘,融入當(dāng)?shù)厥袌?chǎng)。推行出口退(免)稅無紙化管理和國(guó)際貿(mào)易單一窗口出口退稅平臺(tái),加快進(jìn)出口貿(mào)易企業(yè)辦理退(免)稅進(jìn)度。

13.加快通關(guān)便利化。推廣應(yīng)用國(guó)際貿(mào)易“單一窗口”,推廣“一次進(jìn)境、分批清關(guān)”入境管理模式,實(shí)現(xiàn)一站式業(yè)務(wù)辦理。優(yōu)化跨境電子商務(wù)通關(guān)流程,推動(dòng)跨境電子商務(wù)企業(yè)、物流企業(yè)和湖北電子口岸、海關(guān)等部門數(shù)據(jù)交換,通過數(shù)字化方式實(shí)現(xiàn)有效監(jiān)管和快速通關(guān)。

(六)加快平臺(tái)與通道建設(shè)

14.加快綜保區(qū)發(fā)展建設(shè)。用好用足綜保區(qū)各項(xiàng)優(yōu)惠扶持政策,引進(jìn)培育外貿(mào)進(jìn)出口企業(yè),推動(dòng)進(jìn)出口加工板塊一期xx萬平方米廠房滿園。進(jìn)一步加大綜保區(qū)投資力度,加快xx萬平方米進(jìn)出口加工板塊二期建設(shè),完善總部經(jīng)濟(jì)區(qū)等配套設(shè)施建設(shè)。

15.推進(jìn)物流通道建設(shè)。加快推進(jìn)漢十高速增設(shè)自貿(mào)片區(qū)出入口項(xiàng)目建設(shè);加快一類航空口岸申報(bào)建設(shè),加速推進(jìn)T2國(guó)際航站樓工程建設(shè)和xx機(jī)場(chǎng)改擴(kuò)建;深化與深圳鹽田港合作,加快xx港建設(shè);推進(jìn)外貿(mào)還箱點(diǎn)改擴(kuò)建工作;啟動(dòng)以集裝箱物流板塊、商品汽車物流板塊、云倉(cāng)物流以及綜合服務(wù)、配套延伸功能板塊為主的鐵路物流基地項(xiàng)目;利用自貿(mào)片區(qū)鐵路物流優(yōu)勢(shì),打造xx—xx—xx—xx新通道,推動(dòng)與xx地區(qū)的經(jīng)濟(jì)文化交流;搭建xx—xx—xx新通道,探索通過河內(nèi)強(qiáng)化與東南亞各國(guó)及中東地區(qū)的經(jīng)濟(jì)文化交流。

16.高標(biāo)準(zhǔn)建設(shè)功能平臺(tái)。積極推進(jìn)跨境電商零售進(jìn)口試點(diǎn)工作,積極申報(bào)建設(shè)跨境電商綜合試驗(yàn)區(qū),完善跨境電商公共服務(wù)平臺(tái)功能,加快引進(jìn)和培育跨境電商平臺(tái)運(yùn)營(yíng)企業(yè)。推進(jìn)國(guó)家郵政二級(jí)中心、xx分揀中心、國(guó)際快件中心建設(shè),打造輻射xx流域的郵路中心,建設(shè)中部地區(qū)國(guó)際商貿(mào)物流產(chǎn)業(yè)發(fā)展重要試驗(yàn)區(qū)、集聚區(qū)和示范區(qū)。做大做強(qiáng)外貿(mào)綜合服務(wù)平臺(tái),助力企業(yè)開拓國(guó)際市場(chǎng)。

17.提升品牌國(guó)際形象。培育優(yōu)勢(shì)出口產(chǎn)業(yè),引導(dǎo)企業(yè)布局全球市場(chǎng),打造以技術(shù)標(biāo)準(zhǔn)、品牌、質(zhì)量、服務(wù)為核心的綜合競(jìng)爭(zhēng)優(yōu)勢(shì),形成優(yōu)勢(shì)產(chǎn)業(yè)出口集群。提升出口商品質(zhì)效,推動(dòng)出口商品向高技術(shù)、高質(zhì)量、高附加值轉(zhuǎn)變。擴(kuò)大優(yōu)質(zhì)消費(fèi)品進(jìn)口,優(yōu)化xx區(qū)消費(fèi)品供給結(jié)構(gòu)。鼓勵(lì)企業(yè)開展國(guó)際認(rèn)證認(rèn)可和境外專利商標(biāo)注冊(cè),創(chuàng)建國(guó)際營(yíng)銷網(wǎng)絡(luò),打造一批知名出口品牌。

18.開展國(guó)際合作。依托xx等跨境孵化器對(duì)外合作平臺(tái),引進(jìn)全球優(yōu)質(zhì)創(chuàng)新資源。鼓勵(lì)企業(yè)積極申報(bào)海外專利授權(quán),參與產(chǎn)業(yè)國(guó)際標(biāo)準(zhǔn)制定,擴(kuò)大xx技術(shù)產(chǎn)品和服務(wù)出口。在智能網(wǎng)聯(lián)汽車、工業(yè)互聯(lián)網(wǎng)等行業(yè)領(lǐng)域積極承辦國(guó)際性知名會(huì)展及高端學(xué)術(shù)性會(huì)議,籌劃一批產(chǎn)業(yè)發(fā)展、創(chuàng)新創(chuàng)業(yè)、對(duì)外開放的特色國(guó)際性活動(dòng)。

(七)進(jìn)一步加強(qiáng)招商引資

19.做好頂層設(shè)計(jì)。瞄準(zhǔn)重點(diǎn)產(chǎn)業(yè)及重點(diǎn)企業(yè)需求,主動(dòng)對(duì)接粵港澳大灣區(qū)、京津冀、長(zhǎng)三角產(chǎn)業(yè)轉(zhuǎn)移,搶抓xx自貿(mào)片區(qū)建設(shè)等重大發(fā)展機(jī)遇,引進(jìn)與發(fā)展戰(zhàn)略相適應(yīng)、與經(jīng)濟(jì)發(fā)展相匹配、對(duì)產(chǎn)業(yè)發(fā)展具有引領(lǐng)作用的高質(zhì)量項(xiàng)目。以“建鏈”“補(bǔ)鏈”“強(qiáng)鏈”“壯鏈”“延鏈”為抓手,完善上中下游配套的產(chǎn)業(yè)集群,著力培育新產(chǎn)業(yè)、新業(yè)態(tài)、新模式,不斷優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)。

20.創(chuàng)新招商方式。加強(qiáng)與中介機(jī)構(gòu)合作,實(shí)行委托代理招商。支持對(duì)成功引進(jìn)重大項(xiàng)目的中介機(jī)構(gòu)和個(gè)人(不含國(guó)家公職人員)予以獎(jiǎng)勵(lì)。充分發(fā)揮引導(dǎo)基金作用,聚合央企、知名投資機(jī)構(gòu)等各方資源,擴(kuò)充資金來源渠道,以市場(chǎng)化方式參與項(xiàng)目投資。充分利用自貿(mào)區(qū)外資負(fù)面清單優(yōu)勢(shì),借助國(guó)際產(chǎn)業(yè)轉(zhuǎn)移平臺(tái),加大對(duì)“一帶一路”國(guó)家和地區(qū)招商引資力度。

(八)加強(qiáng)區(qū)內(nèi)外聯(lián)動(dòng)發(fā)展

21.加強(qiáng)與其他自貿(mào)區(qū)聯(lián)動(dòng)發(fā)展。學(xué)習(xí)借鑒上海等先進(jìn)自貿(mào)區(qū)成功經(jīng)驗(yàn)和創(chuàng)新舉措,推動(dòng)發(fā)展理念創(chuàng)新、發(fā)展方式創(chuàng)新。加強(qiáng)與沿海自貿(mào)區(qū)經(jīng)貿(mào)交流合作,積極承接優(yōu)質(zhì)產(chǎn)業(yè)轉(zhuǎn)移,合作共建特色產(chǎn)業(yè)園區(qū)。探索建立自貿(mào)區(qū)之間互動(dòng)合作和利益分享機(jī)制,實(shí)現(xiàn)資源整合、要素共享。

22.加強(qiáng)與省內(nèi)國(guó)家級(jí)經(jīng)濟(jì)技術(shù)開發(fā)區(qū)、國(guó)家級(jí)xx技術(shù)產(chǎn)業(yè)開發(fā)區(qū)聯(lián)動(dòng)發(fā)展。建立健全xx區(qū)區(qū)內(nèi)區(qū)外聯(lián)動(dòng)發(fā)展新機(jī)制,積極開展交流合作,推動(dòng)形成各方優(yōu)勢(shì)互補(bǔ)、協(xié)同發(fā)展、互利共贏的發(fā)展新格局。向省內(nèi)國(guó)家級(jí)經(jīng)濟(jì)技術(shù)開發(fā)區(qū)、國(guó)家級(jí)xx技術(shù)產(chǎn)業(yè)開發(fā)區(qū)輸出自貿(mào)服務(wù)和自貿(mào)產(chǎn)品,助推xx成為“雙循環(huán)”的區(qū)域性節(jié)點(diǎn)。

23.加強(qiáng)與其他城市和重點(diǎn)口岸的聯(lián)動(dòng)發(fā)展。加強(qiáng)“xx”城市群聯(lián)動(dòng)發(fā)展,實(shí)現(xiàn)資源互通共享。深化與xx流域城市的合作,發(fā)揮xx自貿(mào)片區(qū)的輻射帶動(dòng)作用。推動(dòng)與省內(nèi)航空、水運(yùn)、鐵路等重點(diǎn)口岸的合作,實(shí)現(xiàn)口岸功能延伸,優(yōu)化通關(guān)模式,提升通關(guān)效率。

三、加強(qiáng)支撐保障

(一)加強(qiáng)組織領(lǐng)導(dǎo),健全工作機(jī)制。

建立由自貿(mào)片區(qū)管委會(huì)統(tǒng)籌協(xié)調(diào),以經(jīng)濟(jì)貿(mào)易發(fā)展局、xx區(qū)市場(chǎng)監(jiān)管分局、科技局、管委會(huì)辦公室(法制辦)為xx區(qū)(自貿(mào)片區(qū))專題組組長(zhǎng)單位,以招商局、行政審批局、組織部、xx區(qū)稅務(wù)局、財(cái)政局、城鄉(xiāng)建設(shè)局、綜合執(zhí)法局、xx區(qū)人民法院、綜治辦、汽車園辦、創(chuàng)業(yè)中心、科技城管理辦公室、xx國(guó)投公司等單位為成員,共同參與的工作推進(jìn)機(jī)制,研究制定工作計(jì)劃,協(xié)調(diào)推進(jìn)全區(qū)爭(zhēng)創(chuàng)改革開放先行區(qū)重點(diǎn)改革項(xiàng)目建設(shè)。

(二)強(qiáng)化日??荚u(píng)監(jiān)督。

加強(qiáng)日常工作的考核評(píng)價(jià),將本方案確定的各項(xiàng)工作目標(biāo)進(jìn)行責(zé)任劃分,明確責(zé)任主體和時(shí)間節(jié)點(diǎn),定期進(jìn)行考核評(píng)價(jià),并納入各部門年終考核目標(biāo)。強(qiáng)化監(jiān)督評(píng)估,完善工作任務(wù)實(shí)施監(jiān)督機(jī)制,暢通監(jiān)督渠道,健全工作效果評(píng)估機(jī)制,提高評(píng)估的客觀公正性。

(三)加強(qiáng)風(fēng)險(xiǎn)防控指導(dǎo)和管理。

建立政府部門、行業(yè)協(xié)會(huì)、企業(yè)等共同參與的多層次風(fēng)險(xiǎn)防范和管理體系,通過政府購(gòu)買專業(yè)服務(wù),及時(shí)提供國(guó)別風(fēng)險(xiǎn)、投資國(guó)稅收風(fēng)險(xiǎn)、境外投資政策、環(huán)境信用保險(xiǎn)、風(fēng)險(xiǎn)監(jiān)測(cè)預(yù)警等信息和服務(wù)。加強(qiáng)和創(chuàng)新商會(huì)協(xié)會(huì)服務(wù)能力建設(shè),為企業(yè)參與“一帶一路”建設(shè)、持續(xù)健康地提升國(guó)際化水平和質(zhì)量提供支持。

近日,在地處泰沂山區(qū)的山東省新泰市天寶萬畝櫻桃示范園,新泰市櫻桃協(xié)會(huì)會(huì)長(zhǎng)戚在春告訴記者:“園區(qū)實(shí)行種植品種、技術(shù)標(biāo)準(zhǔn)、測(cè)土施肥、統(tǒng)防統(tǒng)治、質(zhì)量檢測(cè)、產(chǎn)品銷售?六統(tǒng)一?,年產(chǎn)櫻桃1.2萬噸,效益達(dá)3.6億多元?!?/p>

其實(shí),天寶櫻桃示范園僅是新泰農(nóng)業(yè)園區(qū)建設(shè)的一個(gè)縮影。新泰市政府副市長(zhǎng)戴先鋒介紹:“為了探索山丘現(xiàn)代農(nóng)業(yè)發(fā)展路子,打造現(xiàn)代農(nóng)業(yè)先行區(qū)和示范區(qū),2010年初,市委、市政府確定三年建設(shè)100個(gè)山丘型農(nóng)業(yè)園區(qū),示范引領(lǐng)山丘現(xiàn)代農(nóng)業(yè)發(fā)展。”

如今,新泰農(nóng)業(yè)園區(qū)已經(jīng)初顯現(xiàn)代“光亮”:建設(shè)林果園區(qū)30個(gè),51000畝;桑蠶園區(qū)10個(gè),10000畝;蔬菜園區(qū)20個(gè),13000畝;畜禽園區(qū)20個(gè),帶動(dòng)養(yǎng)殖基地121個(gè)。

昭示山丘農(nóng)業(yè)發(fā)展方向的抉擇

由于新泰地處泰沂山區(qū),山丘耕地是主體,達(dá)50多萬畝,占52%,這一直是新泰發(fā)展現(xiàn)代農(nóng)業(yè)的一個(gè)重要制約。近幾年,新泰立足當(dāng)?shù)靥攸c(diǎn),實(shí)施了新一輪農(nóng)業(yè)結(jié)構(gòu)調(diào)整,初步形成了林果、蔬菜、畜牧、桑蠶四大產(chǎn)業(yè)。

戴先鋒坦言,農(nóng)民對(duì)高效農(nóng)業(yè)項(xiàng)目和農(nóng)業(yè)新技術(shù),講求眼見為實(shí)??吹搅?,認(rèn)準(zhǔn)了,很容易接受;看不到,只聽講,很難相信。基于此,市里確定,按區(qū)域、地類、產(chǎn)業(yè)打造一批現(xiàn)代農(nóng)業(yè)樣板,探索山丘現(xiàn)代農(nóng)業(yè)發(fā)展途徑和方式,作為發(fā)展的旗幟,昭示發(fā)展的方向,示范引領(lǐng)農(nóng)民投身現(xiàn)代農(nóng)業(yè)。

基于這一認(rèn)識(shí),新泰市政府經(jīng)過調(diào)查,出臺(tái)了《農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整和農(nóng)業(yè)園區(qū)建設(shè)三年規(guī)劃》、《農(nóng)業(yè)園區(qū)建設(shè)實(shí)施方案》和《農(nóng)業(yè)園區(qū)建設(shè)考核辦法》,確定實(shí)施現(xiàn)代農(nóng)業(yè)園區(qū)優(yōu)先發(fā)展戰(zhàn)略。根據(jù)農(nóng)業(yè)區(qū)域優(yōu)勢(shì),結(jié)合農(nóng)業(yè)產(chǎn)業(yè)基礎(chǔ),實(shí)行“科學(xué)規(guī)劃、合理布局,多元投入、配套建設(shè),企業(yè)經(jīng)營(yíng)、規(guī)模發(fā)展,專業(yè)生產(chǎn)、標(biāo)準(zhǔn)種養(yǎng)”,培育一批山丘型農(nóng)業(yè)園區(qū),放大示范效應(yīng),吸引產(chǎn)業(yè)集聚,推動(dòng)現(xiàn)代農(nóng)業(yè)發(fā)展;到2013年底,建成100個(gè),集中連片500畝以上,高標(biāo)準(zhǔn)、高技術(shù)、高效益的農(nóng)業(yè)園區(qū)。

“四種”新理念打造先行示范區(qū)

“以前聽說過現(xiàn)代農(nóng)業(yè),腦子里沒什么概念。到了這個(gè)農(nóng)業(yè)園區(qū),才有了直觀的感覺。同樣是種果樹,這里從種到收,都按技術(shù)規(guī)程操作,果品產(chǎn)量很好,當(dāng)然價(jià)格也高一大塊。”在青云外峪千畝珍珠油杏園打工的方師傅對(duì)記者說。

新泰農(nóng)業(yè)局紀(jì)委書記王玉海說:“農(nóng)業(yè)園區(qū)作為現(xiàn)代農(nóng)業(yè)先行區(qū),要給農(nóng)民提供?現(xiàn)代感受?,為此,新泰在園區(qū)建設(shè)中秉承了?四種理念??!? 企業(yè)化理念。按照農(nóng)業(yè)產(chǎn)業(yè)類型分別培育園區(qū)發(fā)展主體,特別是培育農(nóng)業(yè)龍頭企業(yè)、專業(yè)合作社、種養(yǎng)大戶等經(jīng)營(yíng)主體,努力打造“企業(yè)+合作社+基地+農(nóng)戶”利益鏈;規(guī)劃建設(shè)了5個(gè)農(nóng)業(yè)加工園區(qū),吸引了38家農(nóng)產(chǎn)品加工企業(yè)集聚發(fā)展。

新科技理念。以農(nóng)業(yè)新成果、新技術(shù)應(yīng)用為特點(diǎn),用農(nóng)業(yè)新技術(shù)支撐農(nóng)業(yè)園區(qū),鼓勵(lì)用農(nóng)業(yè)科研成果或農(nóng)技人員參股園區(qū),與農(nóng)業(yè)科研院所建立產(chǎn)學(xué)研關(guān)系?,F(xiàn)在已引進(jìn)試驗(yàn)新品種、新技術(shù)56個(gè),建成農(nóng)業(yè)科技園區(qū)32個(gè)、15000畝。

規(guī)?;砟?。合理確定土地流轉(zhuǎn)價(jià)格和流轉(zhuǎn)方式,鼓勵(lì)土地租賃、入股、轉(zhuǎn)讓等流轉(zhuǎn),推動(dòng)農(nóng)業(yè)園區(qū)規(guī)模經(jīng)營(yíng);鼓勵(lì)村集體發(fā)包“遷村騰空”土地,發(fā)展規(guī)模基地。如今,農(nóng)業(yè)園區(qū)已流轉(zhuǎn)土地11.5萬畝。

標(biāo)準(zhǔn)化理念。以農(nóng)產(chǎn)品質(zhì)量安全和高產(chǎn)高效為目標(biāo),對(duì)園區(qū)設(shè)施農(nóng)業(yè)集中連片200畝以上、露地作物500畝以上,畜禽養(yǎng)殖1000頭以上的,實(shí)施了27項(xiàng)種植標(biāo)準(zhǔn)和12項(xiàng)養(yǎng)殖標(biāo)準(zhǔn),基本構(gòu)建起了主要農(nóng)產(chǎn)品標(biāo)準(zhǔn)生產(chǎn)體系,實(shí)現(xiàn)了“環(huán)境有監(jiān)測(cè)、操作有規(guī)程、生產(chǎn)有記錄、產(chǎn)品有檢驗(yàn)”。目前,已認(rèn)證“三品”18個(gè)、地理標(biāo)志認(rèn)證1個(gè)。

強(qiáng)化和放大政府推動(dòng)效應(yīng)

新泰市龍廷鎮(zhèn)上豹峪村通過實(shí)施農(nóng)業(yè)綜合開發(fā)項(xiàng)目,完善了農(nóng)業(yè)基礎(chǔ)設(shè)施,建成了“龍廷有機(jī)韭菜示范園”,去年每個(gè)大棚年產(chǎn)韭菜3噸以上,收入能達(dá)6萬元。

新泰農(nóng)業(yè)局生產(chǎn)科科長(zhǎng)池洪學(xué)介紹,為了推動(dòng)農(nóng)業(yè)園區(qū)建設(shè),市政府制定了《農(nóng)業(yè)園區(qū)建設(shè)扶持辦法》,整合水利灌溉、土地整理、農(nóng)業(yè)開發(fā)等項(xiàng)目,3年投入25億元,改善園區(qū)水、電、路等基礎(chǔ)設(shè)施;市財(cái)政每年列支2000萬元,吸引社會(huì)資本投資農(nóng)業(yè)園區(qū);對(duì)規(guī)模連片100畝以上,每畝補(bǔ)貼100元;成立了由市長(zhǎng)任組長(zhǎng)的領(lǐng)導(dǎo)小組,明確和落實(shí)了農(nóng)業(yè)、畜牧、林業(yè)、水利、財(cái)政等部門及鄉(xiāng)鎮(zhèn)的目標(biāo)責(zé)任,完善了考核辦法。

第五篇:關(guān)于交流合作先行區(qū)建設(shè)工作匯報(bào)

省委提出建設(shè)兩岸人民交流合作先行區(qū)的目標(biāo)定位,為××的發(fā)展確定了目標(biāo),創(chuàng)新了理念,拓展了空間,取得很大成績(jī)。但在具體政策的配套上,在措施制度的落實(shí)上,在建設(shè)規(guī)劃的協(xié)調(diào)上,仍然是一個(gè)弱項(xiàng)。如何在寬領(lǐng)域、高層次、多形式中推進(jìn)對(duì)臺(tái)交流合作先行區(qū)建設(shè),還須高站位,大手筆,快動(dòng)作,統(tǒng)籌規(guī)劃,培育特色,打造精品。

一、著

力經(jīng)貿(mào)合作先行

加強(qiáng)閩臺(tái)產(chǎn)業(yè)對(duì)接,密切雙方經(jīng)貿(mào)合作,是建設(shè)兩岸人民合作交流先行區(qū)的重要基礎(chǔ)。應(yīng)立足先行先試,積極推動(dòng)閩臺(tái)經(jīng)濟(jì)的全方位融合。

1、謀政策。一是主動(dòng)設(shè)計(jì)。對(duì)臺(tái)交流合作先行區(qū)建設(shè)要有一個(gè)具體的、可操作的政策措施,省委、省政府要從戰(zhàn)略高度出發(fā),主動(dòng)設(shè)計(jì)集產(chǎn)業(yè)結(jié)構(gòu)政策、組織政策、布局政策、保障政策為一體的政策體系。二是多方溝通。要根據(jù)省產(chǎn)業(yè)發(fā)展要求及臺(tái)灣產(chǎn)業(yè)現(xiàn)狀,與中央和國(guó)務(wù)院、有關(guān)部委、臺(tái)灣地區(qū)及各設(shè)區(qū)市等多方溝通,根據(jù)區(qū)域特色、功能定位和現(xiàn)有產(chǎn)業(yè)基礎(chǔ),合理布局我省各設(shè)區(qū)市的合作側(cè)重點(diǎn)。三是適度超前。在制定發(fā)展的產(chǎn)業(yè)政策和中長(zhǎng)期規(guī)劃中要立足于閩臺(tái)經(jīng)貿(mào)的長(zhǎng)遠(yuǎn)發(fā)展,在制定重點(diǎn)產(chǎn)業(yè)布局、重大配套措施、樞紐港口建設(shè)等政策方面要立足“先行先試”,敢于嘗試新的方式;統(tǒng)籌考慮,善于協(xié)調(diào)各方利益;著眼未來,勇于實(shí)施超前規(guī)劃。

2、建載體。一是擴(kuò)老區(qū)。積極推動(dòng)我省經(jīng)濟(jì)特區(qū)、保稅區(qū)、臺(tái)商投資區(qū)和海峽兩岸農(nóng)業(yè)合作試驗(yàn)區(qū)向更高、更深層次發(fā)展,推動(dòng)各類開發(fā)區(qū)加快功能升級(jí),進(jìn)一步增創(chuàng)經(jīng)濟(jì)技術(shù)合作的新優(yōu)勢(shì),發(fā)揮集聚輻射效應(yīng)。二是建新區(qū)。在現(xiàn)有各類園區(qū)的基礎(chǔ)上,建立一些科技含量高,區(qū)內(nèi)企業(yè)整合度高,功能更趨合理的新園區(qū)??刹捎梦泻腺Y大企業(yè)實(shí)行整體招商、統(tǒng)一管理的方式建設(shè)。三是創(chuàng)特區(qū)。平潭是全國(guó)第五大島,也是大陸距臺(tái)灣本島最近的地區(qū),地理區(qū)位優(yōu)勢(shì)十分突出,既與大陸密切相連又相對(duì)分離,便于隔島封關(guān)管理,十分適合于作為對(duì)臺(tái)經(jīng)貿(mào)工作特殊區(qū)域。東山島地處××南端,東臨臺(tái)灣海峽,位于廈門、汕頭兩個(gè)特區(qū)之間,又是臺(tái)胞主要祖居地之一,與臺(tái)灣有著深遠(yuǎn)的淵源關(guān)系。建議將平潭、東山辟為自由港性質(zhì)的兩岸自由貿(mào)易區(qū),并與臺(tái)灣的加工出口區(qū)、科學(xué)園區(qū)等進(jìn)行對(duì)接,賦予其更加多樣、靈活、適用的功能,為閩臺(tái)經(jīng)貿(mào)交流與合作拓展更大的空間。

3、重招商。一是明確產(chǎn)業(yè)重點(diǎn)。目前,閩臺(tái)在信息、機(jī)械、石化、紡織、食品、冶金、建材、新興產(chǎn)業(yè)、物流業(yè)、金融業(yè)等10個(gè)重點(diǎn)領(lǐng)域和行業(yè)的產(chǎn)業(yè)對(duì)接已取得較好的成果。從發(fā)展戰(zhàn)略和自身基礎(chǔ)看,當(dāng)前應(yīng)大力吸引的有機(jī)械電子制造業(yè)、金融服務(wù)業(yè)、軟件業(yè)、農(nóng)業(yè)、文化產(chǎn)業(yè)、旅游業(yè)、會(huì)展業(yè)等。在此基礎(chǔ)上,要吸引更多的臺(tái)資企業(yè)來閩建立生產(chǎn)基地、地區(qū)總部、研發(fā)和營(yíng)銷中心,培育海峽旅游品牌,推進(jìn)智能電子、動(dòng)漫、節(jié)能環(huán)保和現(xiàn)代物流等新興產(chǎn)業(yè)的對(duì)接。二是創(chuàng)新招商方式。加強(qiáng)政府招商力度,省市領(lǐng)導(dǎo)親自抓招商引資工作,特事特辦,個(gè)別解決,在特定的情況下可以提供更為優(yōu)惠的政策,使大型臺(tái)企落戶海峽西岸經(jīng)濟(jì)區(qū),形成了良好的帶動(dòng)效應(yīng)。加強(qiáng)引導(dǎo),推動(dòng)各地城市商業(yè)組織與臺(tái)灣中南部城市商協(xié)會(huì)的聯(lián)系,以商會(huì)、行業(yè)協(xié)會(huì)的名義,以民間商業(yè)活動(dòng)的形式,吸引臺(tái)灣中南部城市商協(xié)會(huì)到閩開展經(jīng)貿(mào)活動(dòng)。成立省、設(shè)區(qū)市兩級(jí)投資促進(jìn)機(jī)構(gòu),實(shí)行政策主導(dǎo)、市場(chǎng)運(yùn)作、企業(yè)化管理的市場(chǎng)運(yùn)行模式,組建專業(yè)招商隊(duì)伍。加強(qiáng)與臺(tái)灣名企業(yè)的交流交往,大力引進(jìn)大企業(yè)的項(xiàng)目落地,從而帶動(dòng)資金和配套產(chǎn)業(yè)的跟進(jìn)。鼓勵(lì)臺(tái)灣中小企業(yè)到閩開展商務(wù)溝通和投資活動(dòng),并給予其活動(dòng)提供便利。三是提供優(yōu)惠條件。不斷完善適度超前、功能配套、高效便捷的現(xiàn)代化基礎(chǔ)設(shè)施體系,促進(jìn)生產(chǎn)要素的合理流動(dòng)和優(yōu)化組合,創(chuàng)造良好的臺(tái)商投資環(huán)境。以市場(chǎng)為核心,消除不合理的行政干預(yù)和區(qū)域內(nèi)的市場(chǎng)壁壘,規(guī)范市場(chǎng)經(jīng)濟(jì)秩序,統(tǒng)一規(guī)劃和建設(shè)市場(chǎng)網(wǎng)絡(luò),并在商品進(jìn)出口檢驗(yàn)、報(bào)關(guān)、人員往返、商務(wù)交流、舉辦產(chǎn)品展銷活動(dòng)等方面簡(jiǎn)化手續(xù),提高審批管理效率,使商品、資金、勞動(dòng)力和人才、技術(shù)、產(chǎn)權(quán)、信息等都實(shí)現(xiàn)無障礙流動(dòng)。同時(shí)還要設(shè)法進(jìn)一步提高金融、法律、科技、物流等的服務(wù)質(zhì)量。

4、強(qiáng)服務(wù)。一是黨政領(lǐng)導(dǎo)助推。黨委、政府要切實(shí)加強(qiáng)組織領(lǐng)導(dǎo),認(rèn)真制定規(guī)劃,出臺(tái)相關(guān)政策,從組織上、機(jī)制上為建設(shè)對(duì)臺(tái)交流合作先行區(qū)提供可靠的保證。同時(shí),對(duì)臺(tái)商重點(diǎn)企業(yè)、重點(diǎn)項(xiàng)目要出面協(xié)調(diào),幫困解難。二是經(jīng)濟(jì)部門支持。省直各經(jīng)濟(jì)主管部門要從各自的職能出發(fā),制定具體的措施,把對(duì)臺(tái)經(jīng)貿(mào)交流合作具體落實(shí)到項(xiàng)目、資金、政策上,分解、細(xì)化到具體業(yè)務(wù)工作中,在改善投資環(huán)境、深化體制改革和創(chuàng)新、完善社會(huì)服務(wù)體系、提供人才支持等方面,提供全方位的有效保障。三是涉臺(tái)部門促進(jìn)。六臺(tái)”是我省開展對(duì)臺(tái)工作的重要機(jī)制和合力
