人事部三級(jí)口譯實(shí)務(wù)考試出題規(guī)律

規(guī)律1：對(duì)話部分考社會(huì)熱點(diǎn)內(nèi)容，多與中西方文化交流有關(guān)。近幾年真題出現(xiàn)過(guò)的內(nèi)容：外國(guó)人看中國(guó)文化；倫敦文化和中國(guó)春節(jié)；姚明在美國(guó)NBA；中國(guó)人和外國(guó)人對(duì)麥當(dāng)勞不同的看法；新一代居民身份證；上海和上海世博會(huì)；討論世界地球日。復(fù)習(xí)建議：這部分考試時(shí)間8分鐘，難度最低，考察學(xué)生的基本聽(tīng)力和口語(yǔ)能力。這20分是學(xué)生必須要搶的20分。復(fù)習(xí)時(shí)要緊緊扣住熱門(mén)詞匯和近期熱門(mén)話題，對(duì)于中國(guó)和英美一些特有的背景詞匯要特別突擊一下，比如考試出現(xiàn)的中國(guó)“古錢”，“春聯(lián)”，“麥當(dāng)勞”。規(guī)律2：英譯漢部分考大會(huì)發(fā)言，多為大會(huì)的基調(diào)發(fā)言。近幾年真題出現(xiàn)過(guò)的內(nèi)容：中國(guó)在世界舞臺(tái)上的崛起； 環(huán)境保護(hù)和自然資源；全球氣候變暖；亞洲的價(jià)值與繁榮；科學(xué)、信息和社會(huì)；介紹艾滋病；英國(guó)王妃戴安娜的新聞。復(fù)習(xí)建議：最早的考試可以忽略不計(jì)，戴安娜為新聞體，艾滋病過(guò)于專業(yè)，因此最近5次考試再也沒(méi)有重復(fù)過(guò)這樣的題型。因此，復(fù)習(xí)時(shí)應(yīng)該緊緊扣住大會(huì)英語(yǔ)，背記有關(guān)大會(huì)英語(yǔ)的詞匯和高頻句子。人事部指定教材的英譯漢內(nèi)容基本都是大會(huì)的演講，尤其是外國(guó)人來(lái)到中國(guó)參加各種大會(huì)的演講，以及世界重大會(huì)議的基調(diào)發(fā)言，廣大同學(xué)應(yīng)用聽(tīng)譯-視譯-聽(tīng)譯的辦法復(fù)習(xí)，相信指定教材對(duì)考試的指向性。不要過(guò)分偏離教材，按照自己的想象復(fù)習(xí)。考試時(shí)的策略是，這40分拿到一半就是勝利，把標(biāo)準(zhǔn)調(diào)低一點(diǎn)，努力堅(jiān)持，不要被不會(huì)的東西嚇住，從而產(chǎn)生放棄的心理，或徹底地胡說(shuō)八道。規(guī)律3：漢譯英部分考外交式的嚴(yán)肅講話，或介紹中國(guó)政策和特色。近幾年真題出現(xiàn)過(guò)的內(nèi)容：北京市新春致詞；香港和香港經(jīng)濟(jì)；介紹秦始皇兵馬俑； 新加坡和新加坡經(jīng)濟(jì)；亞洲經(jīng)濟(jì)和中國(guó)經(jīng)濟(jì)；中英外交關(guān)系；中美外交關(guān)系。復(fù)習(xí)建議：這部分的內(nèi)容最為穩(wěn)定，復(fù)習(xí)時(shí)抓住指定教材中大而空的漢譯英內(nèi)容，因?yàn)榭谧g書(shū)上的漢譯英部分都是中國(guó)的領(lǐng)導(dǎo)在重大場(chǎng)合或重要時(shí)刻對(duì)外國(guó)人的講話，以上每一次考試都有教材的影子。考試時(shí)要從這里拿走30分以上，因?yàn)闈h譯英的要求會(huì)相對(duì)較低，大體說(shuō)出意思就行，這畢竟是三級(jí)考試，不必在語(yǔ)言的細(xì)枝末節(jié)方面或所謂的“地道”方面太計(jì)較。

關(guān)于漢語(yǔ)作為外語(yǔ)教學(xué)能力考試

漢語(yǔ)作為外語(yǔ)教學(xué)能力考試，英文為Capability Test for Teaching Chinese as a Foreign Language，簡(jiǎn)稱TCFL Capability Test。原名為對(duì)外漢語(yǔ)教師資格考試。

對(duì)外漢語(yǔ)教學(xué)事業(yè)是國(guó)家和民族的事業(yè)，跨入二十一世紀(jì)以來(lái)，隨著我國(guó)經(jīng)濟(jì)的繁榮，漢語(yǔ)作為與世界溝通的橋梁越來(lái)越受到世界各國(guó)的重視，全球?qū)h語(yǔ)師資的需求猛增，要求也不斷提高。

為了應(yīng)對(duì)新形勢(shì)下對(duì)外漢語(yǔ)教學(xué)師資隊(duì)伍建設(shè)面臨的新挑戰(zhàn)，中華人民共和國(guó)教育部于2004年8月23日頒布了《漢語(yǔ)作為外語(yǔ)教學(xué)能力認(rèn)定辦法》，該辦法設(shè)立了初、中、高三個(gè)等級(jí)的《漢語(yǔ)作為外語(yǔ)教學(xué)能力證書(shū)》，申請(qǐng)?jiān)撟C書(shū)的中國(guó)和外國(guó)公民，經(jīng)認(rèn)定后，將被中華人民共和國(guó)教育部漢語(yǔ)作為外語(yǔ)教學(xué)能力認(rèn)定工作委員會(huì)授予相應(yīng)等級(jí)的證書(shū)，作為其

具備該等級(jí)漢語(yǔ)作為外語(yǔ)教學(xué)能力及專業(yè)知識(shí)的憑證。《漢語(yǔ)作為外語(yǔ)教學(xué)能力認(rèn)定辦法》面向社會(huì)、面向世界實(shí)施，具備該辦法申請(qǐng)條件者可以申請(qǐng)漢語(yǔ)作為外語(yǔ)教學(xué)的能力認(rèn)定。

考試的時(shí)間每年不固定，由漢辦（教育部漢語(yǔ)作為外語(yǔ)教學(xué)能力認(rèn)定工作委員會(huì)辦公室）在報(bào)名之前通知。通常是8月報(bào)名，10月考試。

考試分初、中、高三個(gè)等級(jí)。

考試科目如下

1、中級(jí)考試

（1）現(xiàn)代漢語(yǔ)（90分鐘）

（2）漢語(yǔ)作為外語(yǔ)教學(xué)理論（90分鐘）

（3）中國(guó)文化基礎(chǔ)知識(shí)（60分鐘）

2、高級(jí)考試

（1）現(xiàn)代漢語(yǔ)及古代漢語(yǔ)（120分鐘）

（2）語(yǔ)言學(xué)及漢語(yǔ)作為外語(yǔ)教學(xué)理論（120分鐘）

（3）中國(guó)文化（120分鐘）

初級(jí)現(xiàn)在取消了。

1.報(bào)名人員須提交以下材料（材料不齊全者不予受理）：

（1）根據(jù)所報(bào)考的級(jí)別填寫(xiě)當(dāng)年的漢語(yǔ)作為外語(yǔ)教學(xué)能力考試報(bào)名表（可從網(wǎng)站下載）一張，粘貼本人近期小二寸正面免冠彩色照片。

（2）大學(xué)專科（含）以上學(xué)歷證書(shū)復(fù)印件（報(bào)名時(shí)還須出示學(xué)歷證書(shū)原件）。

（3）身份證或護(hù)照復(fù)印件（報(bào)名時(shí)還須出示身份證件原件）。

（4）附一張制作《準(zhǔn)考證》用的本人近期小二寸正面免冠彩色照片（須與《報(bào)名表》上照片相同）。

2、繳納考試報(bào)名費(fèi)和考試費(fèi)，收費(fèi)標(biāo)準(zhǔn)如下：

（1）報(bào)名費(fèi)50元/人；

（2）考試費(fèi)50元/科。

3、可以報(bào)考中級(jí)或高級(jí)任一級(jí)別，但不得跨等級(jí)選擇考試科目。

4、本人因故不能報(bào)名的，可以委托他人幫助辦理報(bào)名手續(xù)，受委托人在報(bào)名時(shí)需出示報(bào)名人的委托書(shū)原件和報(bào)名材料。

5、準(zhǔn)考證于考試之前由各報(bào)名點(diǎn)統(tǒng)一發(fā)放。

由于每年的具體報(bào)名考試實(shí)施方法不同，所以每年都是隨時(shí)關(guān)注漢辦的最新動(dòng)態(tài)消息。

考試通過(guò)后，即可申請(qǐng)證書(shū)

普通話證書(shū)和外語(yǔ)水平證書(shū)不作為報(bào)名條件。考試成績(jī)通過(guò)后申請(qǐng)中級(jí)、高級(jí)《能力證書(shū)》者須出示《普通話水平等級(jí)證書(shū)》（二級(jí)甲等（含）以上），同時(shí)須出示以下外語(yǔ)水平證明之一：

1、國(guó)內(nèi)高等院校外語(yǔ)專業(yè)本科（含）以上學(xué)歷證書(shū)；

2、全國(guó)外語(yǔ)水平考試（WSK）成績(jī)合格證書(shū)；

3、教育部大學(xué)英語(yǔ)四級(jí)（含）以上證書(shū)；

4、托福考試成績(jī)500分（含）以上（有效期內(nèi)）；

5、雅思考試成績(jī)5分（含）以上（有效期內(nèi)）；

6、國(guó)家公共英語(yǔ)等級(jí)考試（PETS）四級(jí)（含）以上。

考點(diǎn)每年都有變化，可以上網(wǎng)去查。

我的日子滴在時(shí)間的流里，沒(méi)有聲音，也沒(méi)有影子。轉(zhuǎn)眼間一個(gè)學(xué)期就這樣匆匆過(guò)去，讓我戀戀不舍。在期末的時(shí)候?qū)懸环菘偨Y(jié)，回顧這幾個(gè)月學(xué)習(xí)，甚是有幸。

首先，明確自己學(xué)習(xí)口譯的目的。我記得 The Seven Habits of Successful Person 一書(shū)中有一句 With ends in mind，以始為終，我非常喜歡。學(xué)習(xí)口譯首先要問(wèn)清自己為什么學(xué)，對(duì)于我來(lái)說(shuō)一方面是興趣使然，另一方面是今后謀生手段，所以選擇這個(gè)專業(yè)。如果真正弄清楚了意義，那么就會(huì)努力去學(xué)習(xí)，在困難的過(guò)程中不斷實(shí)現(xiàn)自我激勵(lì)，才會(huì)有可能成功做成事情。

其次，對(duì)于學(xué)習(xí)來(lái)說(shuō)，沒(méi)有放之四海而皆準(zhǔn)的規(guī)則，英語(yǔ)口譯更如是。通過(guò)跟著老師學(xué)習(xí)，上網(wǎng)查閱資料，閱讀一些翻譯書(shū)籍，向翻譯前輩請(qǐng)教，與同學(xué)們交流，我覺(jué)得口譯學(xué)習(xí)更多的是要找到適合自己的方法。以自己現(xiàn)有的實(shí)力為基礎(chǔ)，查缺補(bǔ)漏，吸取他人之長(zhǎng)，結(jié)合自己的興趣，統(tǒng)籌安排時(shí)間，制定出學(xué)習(xí)計(jì)劃，按部就班地提高口譯水平。

談到具體的學(xué)習(xí)方法，我覺(jué)得首先要選好與自己水平相適應(yīng)的書(shū)籍來(lái)做練習(xí)，在學(xué)校上完課自己還要做一個(gè)單元的配套練習(xí)，增加自信的同時(shí)提高英漢互譯水平。這是一個(gè)艱巨的目標(biāo)，需要堅(jiān)定的自制能力，不過(guò)效果是顯著的。另外，增加單詞的積累也是非常重要的。我在做翻譯練習(xí)的過(guò)程中發(fā)現(xiàn)有很多中國(guó)特色詞匯，習(xí)語(yǔ)諺語(yǔ)等，這就需要大量記憶。做口譯練習(xí)的時(shí)候自己也常常總結(jié)一些經(jīng)驗(yàn)，發(fā)現(xiàn)會(huì)議口譯是有規(guī)可循的，把握規(guī)律，然后反復(fù)練習(xí)、記憶最終達(dá)到脫口而出的效果。還有讓我受益良多的就是擴(kuò)大自己的知識(shí)面。增大自己的閱讀量，每天手機(jī)上網(wǎng)讀些中文的材料，政治財(cái)經(jīng)地理歷史軍事等都要閱讀；我還訂閱economist這個(gè)雜志，鍛煉自己用英文獲取信息的能力，了解西方主流媒體對(duì)世界熱點(diǎn)問(wèn)題的輿論態(tài)度，以及全球政治經(jīng)濟(jì)走向。這對(duì)自己今后從事翻譯工作奠定了夯實(shí)的基礎(chǔ)。

除了正確的方法，還有一樣?xùn)|西也很重要，持之以恒的精神。這聽(tīng)起來(lái)像是大白話，但真理往往是很樸素的。通過(guò)這次的英語(yǔ)口譯學(xué)習(xí)，我更加認(rèn)識(shí)到語(yǔ)言的學(xué)習(xí)是一個(gè)循序漸進(jìn)的過(guò)程，在平時(shí)的學(xué)習(xí)中一定要貫徹持之以恒的思想意識(shí)，想在短時(shí)間內(nèi)突擊取得什么成績(jī)的想法基本就是白日夢(mèng)。課堂上老師講的都是方法性、啟發(fā)性的東西，是引領(lǐng)你學(xué)習(xí)方向的一些指導(dǎo)思想，如果不能通過(guò)持之以恒的實(shí)踐將這些指導(dǎo)思想內(nèi)化為自己的營(yíng)養(yǎng)，進(jìn)步也不會(huì)太大的。語(yǔ)言是文化的近親，要想學(xué)好永遠(yuǎn)都不夠，這是一個(gè)需要終身學(xué)習(xí)的東西，當(dāng)學(xué)到一定的階段的時(shí)候會(huì)發(fā)現(xiàn)學(xué)習(xí)沒(méi)有止境、樂(lè)趣也是無(wú)窮的。

最后，特別慶幸自己報(bào)了選擇了這個(gè)專業(yè)，有萬(wàn)老師給予我們建設(shè)性的指導(dǎo)和建議，讓我少走了很多彎路，口譯水平也提高了許多。這個(gè)學(xué)期沒(méi)有虛度，甚是開(kāi)心。
