在職研究生基礎培訓知識 前言

什么是在職研究生？

在職研究生是國家計劃[國家計劃內，意味著所獲證書必定受國家認 可。]內，以在職人員[以在職人員的身份，也就是說在職研的主要面向 對象就是在職人員。因此在學習方式、課程設置上會以此為依據。]的身 份，部分時間在職工作，部分時間在校學習的研究生學歷教育[在職人員 參加研究生教育分為兩類：學歷教育和非學歷教育。此處寫學歷教育不 嚴謹。]的一種類型。屬于國民教育系列。在職研究生屬于學位教育[在 職研主要是學位教育，作為話術沒有問題，但名詞解釋這樣寫不嚴 謹。]，在職讀研分為六種，一般以5月同等學力申碩和10月在職聯考較 為常見，在職研究生報名時間和在職研究生考試時間根據在職讀研方式 的不同而不同。

一、名詞解釋：

1、學力

指學習能力和知識水平的簡稱。指一個人的知識水平以及在接受知識、理解知識和運用知識方面的能力。

2、同等學力

指學習經歷不同，但在知識水平和學力能力方面達到同等程度的人員。這是學位與研究生教育工作中經常出現和使用的概念。通常指申請學位 者或報考研究生的考生中，雖然沒有大學本科或者碩士生、博士生學歷（包括獲得相應的學位），但通過自學或其它途徑達到了相當于大學本 科或碩士生以及博士生申請論文答辯時的知識和能力水平的人員。同等 學力是非本科、碩士生畢業者報考碩士生、博士生，以及不具備碩士 生、博士生學歷的人員申請碩士和 博士學位時的必要條件。在我國，同 等學力資格須經申請人所在單位證明以及接受其報考或申請的單位審 核。

3、學歷

指一個人的學習經歷。

4、同等學歷

指具有與某級教育相同層次的學歷或者獲得同級教育但非同一學科、專 業的畢業證書（包括相應的學位）。同等學歷的概念在學位與研究生教 育工作中有參考意義。如在研究生招生工作中經常出現的同等學歷考生（非某一學科專業畢業的本科、碩士生或學士、碩士學位獲得者）跨學 科、專業報考碩士生、博士生；在學位工作中出現的非本學科、專業畢 業的同等學歷申請者（碩士、博士研究生或碩士、博士學位獲得者）跨 學科、專業申請碩士、博士學位等。

5、同等學力人員

二、在職研究生的六種形式

（一）同等學力

概念：[什么是以同等學力申請碩士學位？]根據《中華人民共和國學位 條例》的規定，具有研究生畢業同等學力的人員，都可以按照《國務院 學位委員會關于授予具有研究生畢業同等學力人員碩士、博士學位的規 定》的要求與辦法，向學位授予單位提出申請。授予同等學力人員碩士 學位是（國家為同等學力人員開辟的獲得學位的渠道。這對于在職人員 業務素質的提高和干部隊伍建設都能起到積極的作用。）[以同等學力申 請碩士學位的重要意義。]申請人通過了學位授予單位及國家組織的全部 考試、并通過了學位論文答辯后，經審查達到了碩士學位學術水平者，可以獲得碩士學位。

1、什么是研究生畢業同等學力？

（二）在職聯考

概念：在職聯考也叫做專業學位教育，專業學位對于很多人來說或許很 陌生，但說到MBA、MPA卻是耳熟能詳。其實，MBA、MPA正是專業 學位中的兩種類別。2010年我國經批準設置的專業學位共一下14類： 1）包括法律碩士（J.M）、教育碩士（Ed.M）、工程碩士、工商管理 碩士（MBA）、農業推廣碩士（MAE）、獸醫碩士（VMM）、公共管 理碩士（MPA）、公共衛生碩士（MPH）、軍事碩士、會計碩士（MPAcc）、體育碩士、藝術碩士（MFA）、風景園林碩士（MLA）。

2）中等職業學校教師在職攻讀碩士學位。

專業學位教育是我國研究生教育的一種形式。區別于一般意義上側重理 論、學術研究的研究生教育，專業學位教育旨在針對一定的職業背景、培養高層次、應用型人才。

1、專業學位和通常所說的“碩士、博士學位”有什么不同？

我國于1981年實施《中華人民共和國學位條例》，當初以培養教學科研 人才為主，授予學位的類型主要是學術型學位。就研究生的學位而言，就是大家通常所說的“碩士、博士學位”。上世紀90年代初，為了加速 培養經濟建設和社會發展所需的高層應用型專門人才，設置了專業學 位。

專業學位的職業指向性非常明確[專業碩士的特點。]。國務院學位委員 會第十四次會議審議通過的《專業學位設置審批暫行辦法》規定，專業 學位為具有職業背景的學位[因此在職專業碩士對相關工作經驗有較高要 求。]，為培養特定職業高層次專門人才而設置。

專業學位分為學士、碩士和博士三級，但大多只設置碩士一級。各級專 業學位與對應的我國現行各級學位處于同一層次。專業學位的名稱[專業 碩士學位證書與學術型碩士學位證書的差別“專業”]表示為“XX（職 業領域）碩士（學士、博士）專業學位”。

（三）研修班

概念：研究生課程進修班不屬于學歷教育，研究生課程進修班是在職人 員進修、提高自身業務水平的一種非學歷、非脫產的教學形式，不能直 接與授予碩士學位掛鉤，不允許發畢業證書。參加研究生課程進修班的 學員結業后，也不享受國家規定的研究生學歷教育待遇。考題 在完成碩士進修班后，你就修完了必修課程，有的學校會規定你的成績 應在多少分以上方有資格申請，其他基本條件是碩士生學位英語成績，論文答辯成績。而有的學校會要求你所曾經發表過的論文數量與質量（諸如級別）。有的學校如果進修班人員較多，也會限制申請人的名 額，再加一個限定上去。一般來說各校都較重視曾做出過成績者。

（四）一月法律碩士

概念：這里所說的法碩考試屬于學歷教育，隨一月份的全國統考一起進 行，可獲畢業證書和學位證書。同時在10月的在職攻讀專業碩士考試中 也有這個專業，但是報考條件有所不同，10月考試屬于非學歷教育。考 題 法律碩士考試說明：

要培養有特定專業背景的高層次、寬基礎的應用型、復合型法律人才，是高素質法律人才的主要培養形式。從2000年開始，專業課實行全國聯 考（統一命題、統一閱卷），并限招收非法學專業考生，06年有48所高 校招收法律碩士研究生，在聯考各校之間還可以調劑。

1、報考條件：

除了滿足全國統考的報考條件外，還需滿足以下條件：在高校學習的專業為非法學專業的（下列13個專業不得報考法律碩士專業學位：法 學、經濟法、國際法、國際經濟法、勞動改造法、商法、公證、法律事 務、行政法、律師、涉外經濟與法律、知識產權法、刑事法）。

（五）一月MBA聯考

1、報考條件：

擁護中國共產黨的領導，愿為社會主義現代化建設服務，品德良好，遵 紀守法；年齡一般不超過40周歲，報考委托培養和自籌經費的考生年齡 不限；身體健康狀況符合招生單位規定的體檢要求。

大學本科畢業后有3年或3年以上工作經驗的人員；大專畢業后有5年或5 年以上工作經驗的人員；已獲碩士學位或博士學位并有2年或2年以上工 作經驗的人員。

（六）單獨考試

概念：單獨考試屬于研究生學歷教育，每年１月隨統考進行，考試試題 由招生單位獨立命題，招生在職人員，可獲畢業證書和學位證書。考題

三、主要了解的兩種方式

（一）同等學力申碩：

1、同等學力申碩學位說明

同等學力申請碩士學位是國家為同等學力人員開辟的獲得學位的渠道。據《中華人民共和國學位條例》的規定，具有研究生畢業同等學力的人 員，都可以按照《國務院學位委員會關于授予具有研究生畢業同等學力 人員碩士、博士學位的規定》的要求與辦法，向學位授予單位提出申 請。申請人通過了學位授予單位及國家組織的全部考試、并通過了學位 論文答辯后，經審查達到了碩士學位學術水平者，可以獲得碩士學位。有關教育專家認為，這是目前國內最適合在職人員深造的途徑之一。同等學力申請碩士學位的人員，經審查合格被授予碩士學位后，頒發國 家統一印制的碩士學位證書。由于同等學力申請碩士學位是一種非學歷 教育，申請人在獲得學位后，表明他在學術上已達到碩士學位的學術水平，不涉及學歷。因此，申請人的學歷并沒有改變，也不能獲得碩士研 究生畢業證書。

同等學力申請碩士學位最初出現的目的，是在現行的向畢業研究生授予 學位的渠道之外，對那些學術水平或專門技術水平已達到所申請學位專 業的畢業研究生同等水平的人的一種認可。

從1999年開始，同等學力碩士研究生開始在全國范圍內對外語水平和學 科水平進行統一考試，考試在每年的5月份進行。

盡管具備了更實用、方便的特點，但是很多人在選擇繼續教育時，仍然 對同等學力申碩存有疑慮，其中一部分即來自于對學歷的曲解。所謂學歷，是對某個學生于一定時間里在學校受過教育的認可，并不能 證明其學術理論水平和研究水平，也不能代表他的學習能力，而學位則 是對某人學術研究能力的認可。對于更高層次的、注重學術研究能力的 碩士教育來說，學位本身比學歷更有說服力。

而且從國外教育發展的趨勢來看，越來越多用人單位、考生個人都必然 對代表個人能力水平的學位證書越來越重視，淡化學歷證書所扮演的角 色。

2、同等學力申碩報考條件

同等學力申請碩士學位是在職人員獲取碩士學位的主要途徑之一，它最 初出現的目的，是在現行的向畢業研究生授予學位的渠道之外，對那些 學術水平或專門技術水平已達到所申請學位專業的畢業研究生同等水平的人的一種認可。

談同等學力就要提到研究生進修班，研究生進修班是參加同等學力申碩 考試、獲得同等學力碩士學位的主要橋梁，由各單位根據自己專業設置 情況來提供。

同等學力申碩的前提是具備同等的學術和能力，而僅建立在實踐基礎上 的自學、總結，很容易造成課程學習不系統和出現盲點，理論基礎也相 對薄弱。參加統一考試通過率也不高。正是出于這樣的考慮，學校舉辦 了研究生進修班，為學員提供知識的梳理，介紹前沿最新的研究成果，針對考點進行有針對性的輔導，使之達到要求的學術技術水平。一般說來，研究生進修班只需要通過學校的資格審核即可免試入學，而 通過進修班學習繼而想參加申碩統考申請碩士學位，則需要申請人滿足 以下條件：

申請人獲學士學位后工作3年以上；

通過學位授予單位的資格審 查；

通過學位授予單位組織的課程考試；

通過同等學力人員申 請碩士學位的外國語水平及學科綜合水平全國統一考試（申請人自通過 資格審查之日起，須在4年內通過學位授予單位的全部課程考試和國家 組織的水平考試。否則，本次申請無效。）；

在通過全部考試后的一年內提交學位論文，并在半年內完成論文答辯[一 般情況下，有兩次答辯機會，并在一年半之內必須通過答辯，否則申請 無效。當然也可特殊情況、特殊處理。]；論文答辯未通過，本次申請無 效。但論文答辯委員會建議修改論文后再重新答辯者，可在半年后至一 年內重新答辯一次，答辯仍未通過或逾期未申請者，本次申請無效。申請人通過同等學力水平認定，經學位授予單位學位評定分委員會同 意，報學位評定委員會批準，授予碩士學位并頒發學位證書。

3、在職研究生同等學力申碩流程

一般來說，具有學士學位并有三年以上工作經驗的學員，在完成研究生 課程班全部課程并通過考試、通過“每年5月舉行的同等學力人員申請 碩士學位”全國統一考試、并通過論文答辯后，就可以獲得國家認可的 碩士學位證書。路線圖

◆兩次：一般來說，在職研究生課程班每年春秋兩次招生，由于對于符 合條件的申請者，研究生課程班都是采取“先到先得”，名額報滿為 止，因此如果是選擇一些熱門專業，有意報考者最好提早報名申請。◆4年：以同等學力申請碩士學位，必須修完研究生課程班所有課程，修 滿學分后才可以報考全國同等學力統一考試，學分在4年內有效。這也 意味著，每個申請者有4次的機會參加全國同等學力統一考試。◆5月：同等學力申請碩士學位的考試在每年5月份舉行。

研究生進修班是同等學力申請碩士學位人員的主要學習途徑和方式，由 各院校根據自己專業設置情況來提供。

同等學力申碩的前提是具備同等的學術和能力，而僅建立在實踐基礎上 的自學、總結，很容易造成課程學習不系統和出現盲點，理論基礎也相 對薄弱，參加申碩考試通過率也不高。而學校舉辦研究生進修班，為學 員提供知識的梳理，介紹前沿最新的研究成果，針對考點進行有針對性 的輔導，使之達到要求的學術技術水平，則彌補了這一缺陷。由于同等學力申碩面向對象主要為在職人員，其學習方式也相對靈活，大多數學校的研究生課程班學制為一年半到兩年。研究生課程進修班一 般為集中授課，授課時間是因各個院校的安排有所不同。有的班是利用 每周六和周日全天時間，有的是兩周一次，利用周五晚上及周六、周日 時間教學；有的班是利用寒暑假的時間；有的班每隔一段時間集中若干 天授課(主要是異地辦的班)；有的班既利用假日又占用一定的工作日。但一個班只有一種方式。學員可以根據自己的工作性質進行選擇。學員 修完規定課程考試合格，即可獲得學校頒發的研究生課程班結業證書。

5、同等學力申碩考試形式與科目

同等學力申碩統考即全國統一組織的外國語水平考試和學科綜合水平考 試，于每年5月份舉行。

外國語水平考試的主要語種有：英語、俄語、法語、德語和日語。學科綜合水平考試的學科范圍包括：哲學、經濟學(含理論經濟學、應用 經濟學)、法學、政治學、社會學、教育學、心理學、中國語言文學、新 聞傳播學、生物學、歷史學、地理學、機械工程、動力工程及工程熱物 理、電氣工程、電子科學與技術、信息與通信工程、控制科學與工程、計算機科學與技術、建筑學、作物學、臨床醫學、管理科學與工程、工 商管理、農林經濟管理、公共管理和圖書館、情報與檔案管理等27個學 科。

申請人自通過資格審查之日起，須在4年內通過學位授予單位的全部課 程考試和國家組織的水平考試。

6、同等學力申碩學習費用

根據相關規定，研究生課程進修班的收費標準一般在2萬元左右，根據 各個院校的具體情況而有所差異。例如一些知名院校的進修班因為提供 其他的增值服務，收費就會略高于平均水平。除了學費外，需要學員支 付的費用還包括教材費、考試報名費和論文答辯費。

7、同等學力申碩所獲證書說明 證書頒發：結業證+學位證

同等學力申碩屬于非學歷教育。完成進修班規定的學習內容者，經辦班 單位審核并由辦班單位發給研究生課程進修班結業證書。獲得辦班單位 研究生院頒發的進修班結業證書，證明該學員在辦班單位進修了某專業 的研究生課程，完成了規定的進修項目，且課程考核合格，達到研究生 課程同等學力水平。學員在拿到院校的結業證書，可以申請碩士學位。學位含金量等同于全國統一研究生考試獲得的學位證書。
