主席：各位觀眾，大家好！人們常說：“管理靠責(zé)任，成功靠能力”、“責(zé)任重于泰山”。“天下興亡，匹夫有責(zé)”。顯然說的是能力和責(zé)任的問題。我們今天要討論的話題則是責(zé)任與能力哪一個(gè)更重要。正方的觀點(diǎn)是責(zé)任更重要。反方的觀點(diǎn)是能力更重要。到底哪一個(gè)更重要呢？

下面，辯論開始，首先我們歡迎正方一辯發(fā)言，時(shí)間1分鐘30秒。

正方一辯：

謝謝主席，大家好：

我方觀點(diǎn)是責(zé)任勝于能力。什么是責(zé)任？責(zé)任是承擔(dān)應(yīng)當(dāng)承擔(dān)的任務(wù)，完成應(yīng)當(dāng)完成的使命。世間萬物都有自己的責(zé)任，人從生到死，責(zé)任二字伴隨一生。隨著我們社會角色的增多，身上肩負(fù)的責(zé)任也就越來越重，我們要對社會負(fù)責(zé)，家庭負(fù)責(zé)，工作負(fù)責(zé)。

具體來說：首先，責(zé)任是道德建設(shè)的基本元素，官德、師德、職業(yè)道德、社會公德都以責(zé)任為基礎(chǔ)，為前提。責(zé)任對于一個(gè)人來說，只有輕重之分，而無有無之別。承擔(dān)責(zé)任更是體現(xiàn)了一個(gè)人的追求和品格。

其次，責(zé)任是一種做事態(tài)度，古人云：天地生人，有一人當(dāng)有一人之業(yè)；人生在世，生一日當(dāng)盡一日之勤。回顧沭陽這十幾年的發(fā)展歷程，正是有了仇書記，莫書記，特別是現(xiàn)在的蔣書記，一心為民的負(fù)責(zé)任的態(tài)度，才有了今天的沭陽新貌。

再次，責(zé)任是一種思想境界，責(zé)任的最高境界體現(xiàn)了人性的升華，總有一些人用行動(dòng)詮釋著責(zé)任的最高境界：2011感動(dòng)中國十大人物之一，公安部副部長劉金國，率領(lǐng)消防官兵，浴血火場，用行動(dòng)向我們講述了作為人民公仆應(yīng)盡的責(zé)任。

鑒于以上觀點(diǎn)，我方堅(jiān)信：責(zé)任勝于能力。

反一辯：謝謝主席，大家好！感謝對方一辯的精彩陳詞，首先要申明的是我方并不是說責(zé)任不重要，而是強(qiáng)調(diào)能力與責(zé)任的主次關(guān)系。我方也認(rèn)為人從生到死責(zé)任一字伴隨一生，但是如果沒有能力如何承擔(dān)責(zé)任。俗話說：富不過三代，這雖然不是百分百準(zhǔn)確的至理名言，但也反映了一種普遍存在的社會現(xiàn)象，由于在長輩精心呵護(hù)下，第二第三代才喪失了創(chuàng)業(yè)守業(yè)的能力。難道是他們不想讓自己和家人過上好日子的責(zé)任心造成的么？

曾幾何時(shí)，國人就想嫦娥般奔月，為什么今天才能實(shí)現(xiàn)？這正是得益于國家的經(jīng)濟(jì)實(shí)力，科學(xué)技術(shù)等綜合能力的提高而實(shí)現(xiàn)的！而不是對方辯友一直強(qiáng)調(diào)的責(zé)任。

反方二辯：我當(dāng)然知道，但對方辯友不要忘記，從法律角度來看，小悅悅是個(gè)無民事行為能力人，造成小悅悅悲劇的前

首先，我們說能力比責(zé)任更重要，并不可否認(rèn)責(zé)任的價(jià)值，只是我們處理事情的時(shí)候，責(zé)任給我們的只能是動(dòng)力，能力不是你根本過無能為力的其次，在《論語。季氏吧》有這么一句話“周仁有言曰：陳力就列，不能者止“這句話講的是一個(gè)職位，有能力者居之。沒有能力就下來，可見能力從古至今都是作為一個(gè)人價(jià)值的體現(xiàn)，能力作為一個(gè)成功者是必備的，責(zé)任只是能力的一個(gè)延伸。再次，責(zé)任心不是能夠強(qiáng)求的，而能力是可以后天培養(yǎng)的，只是空談責(zé)任，忽略能力，那就不用談責(zé)任了。因?yàn)楦緵]有能力負(fù)責(zé)任。只有有了能力才談到責(zé)任，這樣才有能力對自己所做的每一件事負(fù)責(zé)任。

為什么社會上到處宣傳環(huán)境保護(hù)，可總是有垃圾隨處亂扔，企業(yè)大量排污，嚴(yán)重影響人類的生命財(cái)產(chǎn)安全，難道他們就只有制造垃圾的能力嗎？

如果說環(huán)境污染還可以勉強(qiáng)辯解為經(jīng)濟(jì)發(fā)展的“副產(chǎn)品”，而往食品里蓄意添加有毒物質(zhì)，又該如何理解呢？

三聚氰胺奶粉，毒害了多少無固定嬰兒，咸鴨蛋含有致癌蘇丹紅，灌水銀的長江刀魚，地溝油、雙匯“瘦肉精”、染色饅頭、抹了蠟的蘋果……說到這里，我們是否會感嘆：國人的能力真是不敢小窺啊！這是沒有能力的問題嗎？

Iq is more important than EQ.IQ is intelligence quotient.It is that ability to understand objective things and use knowledge to solve practical problems.Intelligence including many aspects, such as observation, memory, imagination, analytical skills, thinking skills, adaptability and so on.IQ mark the level of intellectual development.EQ is Emotional Intelligence.It mainly refers to the quality of the people in the mood, emotion, will, tolerance of frustration.Generally speaking, the EQ is no obvious innate differences between people, more closely related to nurture.Emotional intelligence consists of five main areas: self-knowledge, self-management, identifying others' emotions, self-motivation, dealing with interpersonal relationships.The level of emotional intelligence cannot be accurately expressed by testing, while the IQ can.It can only be judged according to the overall performance of the individual.First of all, the intelligence quotient(IQ)plays a decisive influence on a person's life.We take the pains to learn all kinds of courses since childhood.Through the rigorous entrance examination for secondary school and college as well as postgraduate, we finally obtain the ideal degree and manage to knock on the door of a company.However, that may not be all.In order to increase our chances of successful interview we may need to get other qualifications and professional competence

credentials, such as CET-4, CET-6, the National Computer Rank Examination certificate, the Certified Public Accountants and so on.It is a very common phenomenon if you didn't pass the CET-6 or did not reach a certain score, you may miss the chance to be a good job.Needless to say, the importance of the intelligence quotient is obvious.Second, people with high IQ are more likely to succeed than those with only high emotional intelligence.A great man is not very good at talking, but they all have high IQ, rich, solid and profound knowledge base at all times and in all countries.If Madame Curie didn’t have a Paris university physics, mathematics learning experience, she couldn’t become the discoverer of radium.Third, IQ is the source and foundation of eq.The level of the emotional intelligence depends largely on the cultivation of nurture, it grows with age and knowledge.Only when the knowledge what we have occupied reached a certain degree, we can realize we should be strong and confident, should control our emotions.It's hard to say to a starving baby “you should have strong!”, but we can teach him to shout “mama!” In conclusion, I think that intelligence quotient(IQ)plays a more important role in one's career.
