其次，在學校方面，一些大學的課程設置不合理，無法適應社會對人才的需求；同時，畢業生的就業指導以及服務工作也需要完善。再者，在社會方面，社會就業信息體制不完善，一些企業或事業單位的考試存在不公平現象，就業歧視，比如性別歧視、戶口歧視依然存在。
