關于頒布《航海院校在校學生參加海船 船員適任證書全國統考管理辦法》的通知

各直屬海事局：

根據《中華人民共和國海船船員適任證書考試、評估和發證規則》的規定，我局制定了《航海院校在校學生參加海船船員適任證書全國統考管理辦法》（見附件）。本辦法自發布之日起執行，請將本辦法通知轄區內的有關航海院校。

考慮到大連海事大學等航海院校教學計劃安排的實際情況，經研究決定大連海事大學、上海海運學院、集美大學、武漢理工大學的2002屆海船駕駛本科畢業生參加海船船員適任證書全國統考的科目為航海學、船舶值班與避碰、航海英語，輪機管理本科畢業生的全國統考科目為主推進動力裝置、船舶輔機、輪機英語。上述四所院校2003屆及以后的本科畢業生參加全國統考的科目數量的確定也按照《航海院校在校學生參加海船船員適任證書全國統考管理辦法》的規定執行。

航海院校在校學生參加海船船員適任證書 全國統考管理辦法

第一條 根據《中華人民共和國海船船員適任考試、評估和發證規則》（以下簡稱“97規則”）的有關規定，制定本辦法。

第二條 本辦法適用于經中華人民共和國海事局認可的航海院校及在航海院校參加海船船員適任證書全國統考的學生。

第三條 由中華人民共和國海事局授權負責船員考試、評估和發證管理的海事局（下稱“海事機構”）負責實施本辦法。

第四條 航海院校學生參加海船船員適任證書全國統考由所在學校統一向海事機構提出申請，接受申請的海事機構可根據實際情況，簡化提交的申請材料。

第五條 航海院校學生應在畢業前完成“97”規則規定的專業培訓和實操評估。

第六條 航海院校學生參加某科目統考的及格率連續兩面三刀年超過全國平均及格率，由航海院校申請，經海事機構批準，該科目可免于參加考試。

航海院校學生參加某科目統考的及格率低于當期全國平均及格率，該校在下一期統考時將至少增加1個統考科目，具體科目由海事機構確定。

第七條 每個航海院校至少參加3個科目的全國統考，考試科目由海事機構在統考前6個月通知。

第八條 海事機構根據以下原則確定航海院校參加統考的科目：

一、航海院校的教學情況；

二、我國海員技術素質中的簿弱環節；

三、船員教育和培訓質量體系運行情況；

四、學生參加統考的考場院紀律。

第九條 免于全國統考的考試科目應與航海院校的考試結合進行，考試成績由航海院校提供給海事機構，作為學生該科目的考試成績。

海事機構應對航海院校的考試進行檢查，對考試組織混亂、考場院紀律松懈的考試不予承認，并責令航海院校重新出題組織考試。對多次批評均不改正的航海院校，海事機構可取消該校的免考資格。

第十條 參加全國統考的航海院校學生，由海事機構頒發考試成績證明，做為畢業后換證或補考的依據。

全國統考部分科目不合格的學生，畢業后可在規定的時間內參加補考。

第五篇：海船船員適任證書的類別、等級和適用范圍

第十二條

海事管理機構頒發船員適任證書，應當注明船員適任的航區（線）、船舶類別和等級、職務以及有效期限等事項。船員適任證書的有效期不得超過5年。

【釋義】本條是關于船員適任證書簽注內容和有效期的規定。

船員適任證書是船員取得船上相應任職資格的證明。《1978年海員培訓、發證和值班標準國際公約》對在不同航區、類別和等級的船舶上擔任不同職務的船員提出了相應的任職資格標準，我國對船員實行的考試和發證完全引用了此標準。因為對不同類別、等級和職務的適任證書持有者要求具備的教育、資歷和能力不同，所以適任證書持有人只能在證書簽注的適用范圍內擔任職務，公約各締約國的海事管理機構官員對到港船舶的船員是否持有相應的適任證書進行檢查。《中華人民共和國海船船員適任考試、評估和發證規則》和《中華人民共和國內河船員考試、評估和發證規則》依照公約的要求，按船舶的航區、類別、等級和船員職務把船員適任證書進行了分類，并規定了相應的適用范圍。

一、海船船員適任證書的類別、等級和適用范圍：

（一）適任證書類別分為甲、乙、丙、丁類四種。

（二）甲類適任證書適用于：

1、無限航區3000總噸及以上船舶的船長、大副、二副和三副；

2、無限航區主推進動力裝置3000千瓦及以上船舶的輪機長、大管輪、二管輪和三管輪；

3、GMDSS一級無線電電子員；

4、GMDSS二級無線電電子員；

5、GMDSS通用操作員。

（三）乙類適任證書適用于：

1、近洋航區3000總噸及以上船舶的船長、大副、二副和三副；

2、近洋航區500至3000總噸船舶的船長、大副、二副和三副；

3、近洋航區主推進動力裝置3000千瓦及以上船舶的輪機長、大管輪、二管輪和三管輪；

4、近洋航區主推進動力裝置750至3000千瓦船舶的輪機長、大管輪、二管輪和三管輪；

5、無限航區500總噸及以上船舶的值班水手；

6、無限航區主推進動力裝置750千瓦及以上船舶的值班機工。

（四）丙類適任證書適用于：

1、沿海航區3000總噸及以上船舶的船長、大副、二副和三副；

2、沿海航區500至3000總噸船舶的船長、大副、二副和三副；

3、沿海航區主推進動力裝置3000千瓦及以上船舶的輪機長、大管輪、二管輪和三管輪；

4、沿海航區主推進動力裝置750至3000千瓦船舶的輪機長、大管輪、二管輪和三管輪；

5、GMDSS限用操作員；

6、沿海航區500總噸及以上船舶的值班水手；

7、沿海航區主推進動力裝置750千瓦及以上船舶的值班機工。

（五）丁類適任證書適用于：

1、近岸航區未滿500總噸船舶的船長、大副、二副和三副；

2、近岸航區主推進動力裝置未滿750千瓦船舶的輪機長、大管輪、二管輪和三管輪；

3、近岸航區未滿500總噸船舶的值班水手；

4、近岸航區主推進動力裝置未滿750千瓦船舶的值班機工。

在拖輪上任職的船長和甲板部船員所持適任證書等級與該拖輪的主推進動力裝置功率的等級相一致。

二、內河船員適任證書的類別、等級和適用范圍：

內河船員適任證書根據適用的船舶噸位或者主機功率分為5個等級。

（一）船舶等級按船舶總噸或者主推進動力裝置總功率劃分:

1、一等船舶：1600總噸以上或者1500千瓦以上；

2、二等船舶：600總噸以上至1600總噸以下或者441千瓦以上至1500千瓦以下；

3、三等船舶：200總噸以上至600總噸以下或者147千瓦以上至441千瓦以下；

4、四等船舶：50總噸以上至200總噸以下或者147千瓦以下；

5、五等船舶：50總噸以下。

船長和駕駛部船員所任職的船舶等級按船舶總噸位劃分，輪機部船員所任職的船舶等級按船舶主推進動力裝置總功率劃分，但拖輪船長和駕駛部船員所適用船舶等級按船舶主推進動力裝置總功率劃分。

（二）適任職務按船舶等級設置:

1、一、二等船舶設船長、大副、二副、三副；輪機長、大管輪、二管輪、三管輪；

2、三、四等船舶設船長、駕駛員、輪機長、輪機員；

3、五等船舶設駕機員。

船員適任證書的有效期不得超過5年。一般情況下，適任證書有效期為5年，當申請適任證書的船員年齡距60歲不到5年時，應簽發有效期至其60周歲生日之日止的適任證書。適任證書持有者應在證書有效期的最后12個月內，向海事管理機構申請證書再有效。申請適任證書再有效者，應完成國家海事管理機構規定的知識更新培訓，并在最近5年內具有不少于12個月與其適任證書所載適用范圍相應的船上服務資歷，且安全記錄良好。在最近5年內具有不少于12個月與其適任證書所載適用范圍相應的船上服務資歷，但安全記錄不良，或在最近5年內不具有與其適任證書所載適用范圍、相應的船上服務資歷或證書失效者，應當參加并通過一定的抽查科目考試，具體的抽查考試科目由交通主管部門制定。申請適任證書再有效者應向海事管理機構提交本章第十一條中所述的申請適任證書應提交的材料[
