所謂“南海問題”,是指南海周邊的“六國七方”,即中國大陸和臺灣、越南、馬來西亞、印度尼西亞、文萊和菲律賓,在南海島礁歸屬和海域劃分上存在分歧和爭端。從上世紀(jì)70年代開始,越南等國對南沙群島提出主權(quán)要求,并以軍事手段占領(lǐng)了南沙群島部分島礁。到目前為止,越南占領(lǐng)了南沙29個島礁,基本上控制了南沙西部海域。菲律賓人把南沙群島比做“抵在菲律賓腰間的一把匕首”。目前,菲律賓侵占了中國南沙群島的10個島礁。其中,第二大島中業(yè)島已被菲律賓設(shè)為南沙群島的指揮中心。

此外,馬來西亞還占領(lǐng)了3個島礁,在所占島礁上有駐軍和簡易的飛機跑道。“六國七方”中,文萊雖未派兵進(jìn)占,但對南沙油氣資源的掠奪不甘人后。目前已開采油田9個,氣田5個。印度尼西亞則宣布對8萬多平方公里的中國傳統(tǒng)海疆享有“主權(quán)”。而我國目前實際控制島礁僅9個,其中大陸8個,臺灣1個。

中國的對策

面對復(fù)雜的南海局勢,中國堅持通過和平友好的協(xié)商解決爭端,反對單方面地開發(fā)南海。中國希望能夠和有關(guān)國家根據(jù)國際法和現(xiàn)代海洋法的原則和精神,通過和平談判妥善解決南海爭議。(1)增強海權(quán)實力,掌握制海制空權(quán)。要改變南海小國自持地利優(yōu)勢軍事占領(lǐng)南沙的局面,必須解決南海空中支援問題。解決空中支援問題有兩個方案:一是建立南海軍事基地;二是建造航空母艦。目前兩個方案都是可行的,而且已經(jīng)有了很大的進(jìn)展。

(2)加強對南海的管控力量。在中國海軍尚未有完全控制南海的能力之前,多建造漁政船,通過漁政船巡航護漁強化對南海的控制。為配合漁政船的巡航,中國海軍應(yīng)密切關(guān)注南海周邊國家的動態(tài),一旦漁政船遭遇非法侵害,立即采取軍事行動。

(3)積極開展外交活動,增強政治互信,阻止域外大國參與。近年來南海爭端出現(xiàn)了新的情況,美國積極涉入南海問題。面對美國的涉入,我國應(yīng)加強與東盟的溝通與協(xié)商,爭取在南海問題上達(dá)成一個新的協(xié)議,勸阻東盟不要將南海問題國際化,并聲明拒絕域外大國涉入。

(4)加快開發(fā)南海資源。南海油氣資源雖然豐富,但也有一個開采年限,我國應(yīng)快開發(fā)南海油氣資源,這樣既可以幫助解決我國的能源問題,又能夠宣誓我國的主權(quán)。
