We all remember when Deng Xiaoping visited the United States in 1979 and the vivid images that came from that visit.He helped set the course for a new and revitalized U.S.-China relationship.And I believe President Hu’s visit will have a similarly significant impact on where this relationship will go in the decades ahead.我們都記得鄧小平1979年訪問美國及那次訪問的生動畫面。他幫助為一個嶄新和恢復活力的美中關系設定了道路。而我相信胡主席的訪問將會對這一關系在未來幾十年的走向產生類似重大的影響。

To be sure, the United States and China do have important and fundamental differences that we need to be honest about and confront openly and respectfully, and believe me;neither side is shy about that.In my opinion that is the best way to develop a friendship, especially among friends and partners.Building trust the old fashioned way, just as we have done now for almost 40 years since the Shanghai Communiqué was signed in February of 1972.It’s not always easy, it won’t always be smooth, but the reasons for close collaboration with both countries are just too compelling.And if either country wants to succeed, both countries will have to work together.可以肯定的是,美國和中國確實有我們需要誠實對待和我們需要坦率而恭敬面對的重要而根本的差異,請相信我,沒有任何一方對此羞于啟齒。在我看來,這是發展一種友誼的最好方式,尤其是在朋友和合作伙伴之間。通過舊的方式建立信任,正如我們自上海公報于1972年2月簽署的近40年來所一直做的。這不總是容易的,不會總是一帆風順的,但只是兩國密切合作的理由太迫切了。如果任何一國要取得成功,兩國必須共同努力。

So as we move forward I believe increasingly we need to demonstrate the tangible benefits of this relationship.We need to highlight how this relationship helps improve lives here in America from Wall Street to Main Street, and believe me, in this age of instantaneous communication I believe the same will be required of my friends from China.This is what makes today’s gathering so timely and important.所以,隨著我們向前進,我越來越相信我們需要證明這種關系的實實在在的好處。我們需要突出這種關系如何幫助改善美國從華爾街到主街的生活。請相信我,在這個即時通信的時代,我相信也需要我的來自中國的朋友們同樣做。這使得今天的聚會是如此及時和重要。

Our two countries have had some successes in this area.You’ll hear about them through the day.The problem with those successes, which are often accomplished in the context of a JCCT or an S&ED or some other acronym, they don’t necessarily resonate with average Americans or average Chinese.We have to humanize these accomplishments.We have to make them real in ways that citizens on both sides better see the benefits of supporting a strong U.S.-China relationship.我們兩國已經在該領域有了一些成功。你一整天都會聽到這些。問題是,這些成功,往往是在商貿聯委會,或戰略和經濟對話,或其他一些類似活動的背景下取得的,未必與普通美國人或普通中國人產生共鳴。我們必須賦予這些成績人性;我們必須通過雙方公民更好地看到支持強大美中關系的好處的方式,讓他們變得真實。

What does that mean? Here’s a good example.A few months ago I met the legendary innovator and philanthropist Bill Gates in Beijing.Now generally when Bill Gates mentions he has an idea for a new product, I listen.This time the product is a new kind of nuclear reactor, something that could operate for 40 to 60 years without refueling.Compare that to what we have today where reactors need to be opened up and refueled every 18 months or so.這有個好例子。幾個月前我在北京見到了傳奇創新者和慈善家比爾?蓋茨。現在一般來說,當比爾?蓋茨提到他有個新產品的構想時,我會傾聽。這次的產品是一種新核反應堆,它可以持續運轉40到60年而不用添加燃料。把它跟我們現在已有的產品比較一下,現在的反應堆需要每隔18個月左右打開添加燃料。

Today with jobs being so very needed, our cooperation on clean energy development is creating tremendous opportunities for new employment throughout the United States.Westinghouse is a prime example.I’m sure many of you are already familiar with their work in China where they’re focused on four next generation nuclear reactors.What you may not know is those four reactors in China have already either saved or created 5,000 high quality jobs here in America and across 13 different states.今天由于人們如此迫切需要工作,我們在清潔能源發展上的合作正在全美國創造巨大的新就業機會。西屋電氣是一個最有代表性的例子。我確信你們中很多人已經很熟悉他們在中國的工作,在這里他們正從事四個下一代核反應堆的工作。你們可能不知道的是,在中國的這四個反應堆已經在美國13個不同的州挽救或創造了五千個高品質工作。

Why do I think these are such critical areas for research and cooperation? The challenge now is where do we go from here? We’re moving in a similar direction.The question is how do we ensure a common pathway for both the United States and China?

First, we need to continue to expand and promote mutual understanding country to country and people to people.We are already moving toward our goal to send 100,000 U.S.students to China, which is perhaps the greatest investment long term that this country could be making.I know we’re working overtime in our embassy in Beijing and our consulates throughout China to process a record number of visa applications for China’s business delegations, students, performers and tourists heading here to the United States.第一,我們需要繼續擴大和增進國家對國家以及人民對人民的相互理解。我們正在向我們輸送10萬美國學生去中國的目標前進,這可能是這個國家能夠做出的最大長期投入。我知道我們正在我們北京的使館和中國各地的領事館中加班工作,處理創紀錄數量的來自中國商務代表團、學生、表演者和旅游者前往美國的簽證申請。

We just recently confirmed that China currently is the number one country in the world in terms of sending students to the United States--130,000 in total.An increase in just one year by 30 percent.And by the way, in terms of job creation let me just add that pretty much every one of those 130,000 students is paying full tuition which means every time we issue one of those visas we are either saving or creating a job in the United States.我們就在最近確認中國現在是世界上輸送學生到美國最多的國家——總數為13,000。僅在一年就上升30%。說到工作創造,我順便說一點,幾乎130,000名學生中的每個人都在支付全額學費,這意味著,我們每發出一份這類簽證,就在美國保留或創造了一份工作。

各位班主任、各位老師們:

大家好!

今天,我校第二屆班主任工作論壇在這里隆重召開了。在此,向各位班主任老師們道一聲:你們辛苦了!

有人說:“沒當班主任的教師,不是完美的教師。”我同意這種說法,因為只有做了班主任,我們才能真正走進學生這個群體,真正用心去和學生交流,真正懂得教育的意義和真正體會到成功教育給教師帶來的成就感。班主任是我國最多而又最小的職務之一,但她的重要性卻不言而喻。如果說一個好的校長就是一所好學校,那么我還要說,有一位好的班主任就會有一個好的班級,所有班級都好了,當然就會有一所好學校。正是基于班主任工作的特殊性和重要性,我們開展了本次班主任工作論壇,也想通過這個契機,讓我們班主任能夠坐在一起面對面地交流,并在交流中共同研討、共同進步、共同成熟。本次論壇活動提供了一個展示、交流和學習的平臺。這次交流會將有10位班主任為我們講述他們的成功經驗與可能存在的困惑,人們常說“實踐出真知”,只有真正扎根于一線的人才有發言權,只有經過實踐檢驗的經驗才更可貴。而他們在實踐中存在的困惑也可能是我們平時遇到的問題,現在,我們正好可以通過這個平臺,共同討論解決問題,讓每個班主任今后的路走得更加順暢。

本次論壇活動更孕育著一個成長的天地,在座的很多老師都是新班主任或只當過一兩年的班主任,實踐經驗還不豐富,帶班方法還不明確,那么現在,正是你學習經驗的最佳時間,認真聽、認真想、認真體會,你會發現,今天的論壇將會讓你在班主任工作上少走很多彎路,讓你在班主任工作中更快地成熟起來。

本次論壇活動將搭建了一座溝通的橋梁。今天,我們同是五中人,我們正一同為五中的教育事業貢獻我們的青春和才華,而我們的目的只有一個:繁榮教育事業,培養出更多的對社會有用的人才。整個五中教育事業的繁榮需要在座各位的共同努力,我相信,只要我們大家協起手來,一同為我們的教育事業傾注自己的心血,那么更加輝煌的教育天地定能很快向我們走來。

最后,我還想說說自己對班主任們的理解,我認為要搞好班主任工作,必須做到以下四點:一是富與愛心;二是更新觀念;三是加強學習;四是注重方法。另外還要做到:大膽實踐、勤于反思、勇于創新。但最有發言權的還是我們最具實踐經驗的班主任們。各位同仁:讓我們行動起來,齊心協力,同舟共濟,共同把連江五中打造就成一個個目標明確、學風嚴謹、積極進取的理想的學習場所。

This year marks the 60th Anniversary of the People’s Republic of China.In the last few decades, hundreds of millions of Chinese have joined the global middle class as China has become a destination for capital, for ideas and for innovation.今年是中華人民共和國成立60周年。在過去幾十年里,隨著中國成為吸引資本、創意和創新的熱土,數億中國人已加入全球中產階層的行列。

And one of the best illustrations of this transformation is China's burgeoning trade relationship with the United States.We are one another's second-biggest trading partners.In the past 20 years, U.S.exports to China have increased by a factor of 12;while U.S.imports from China have increased almost 30-fold.The pace of change right here in Guangdong Province is a most striking illustration of this.而最能體現這種轉變的事情之一,就是中國與美國之間迅速發展的貿易關系。我們各自都是對方的第二大貿易伙伴。在過去20年里,美國對中國的出口增加了12倍,而美國從中國的進口則增加了近30倍。這種變化的步伐在廣東省這里體現得尤其顯著。

Thirty years ago, Vice-Premier Deng Xiaoping chose a small fishing village not far from here as China’s first Special Economic Zone.Today, that village makes up Shenzhen, which boasts a population of 14 million people and is one of China’s most dynamic cities.三十年前,鄧小平副總理選擇離此不遠的一個小漁村作為中國首個經濟特區。今天,那個的漁村已經變成了深圳,一個擁有1400萬人口、中國最具活力的城市之一。The Pearl River Delta is now a thriving example of market principles at work.There are more than 100,000 factories that make every type of product imaginable – from iPhones and flat screen TVs to cell phones and high fashion apparel.今天的珠三角是市場原則發揮作用的一個繁榮例子。這里有十幾萬家工廠,生產你能想象得到的各種產品,從iPhone、平板電視、手機、到高檔服裝。

But we also know that the Chinese economy is increasingly moving up the global economic value chain, where growth is created not just by the power of a country’s industrial might, but also by the power of their ideas and their inventions.The next critical step is for China to develop more homegrown entrepreneurs that sell high-value and high-tech products here in China and around the world.但我們也知道,在全球經濟價值鏈中,中國正日益向高端轉移,而在高端,增長不僅要靠一個國家的工業實力,還要靠他們的創意和發明來推動。對中國來說,下一步的關鍵是培養更多能在中國和世界各地銷售高附加值和高科技產品的本土企業家。

If China, and in particular Guangdong Province, is going to make this transition, it will have to create a system of laws and a regulatory infrastructure that rewards and protects those who take risks to develop new innovations.And a cornerstone of that effort must be a rigorously enforced intellectual property regime.If innovators fear that their inventions or ideas will be stolen, then one of two things will happen – they’ll either stop inventing, or they’ll decide to create their inventions elsewhere.Here in Guangdong Province, this issue is particularly relevant.Last year, firms based in Guangdong Province obtained more patents than firms based in any other single Chinese province.Guangdong Province has the potential to be China’s epicenter of innovation.And the stronger intellectual property laws and enforcement are, the greater the incentive for domestic and foreign innovators to create their products right here.如果中國,尤其是廣東省,要實現這種轉型,就必須建立一套為那些冒著風險開發新創意的人提供獎勵和保護的法律法規體系。而這方面工作的基石,是對知識產權制度的嚴格執行。如果創新者擔心他們的發明或創意會被人盜用,就只會發生兩種情況:要么他們會停止發明創造,要么他們會決定去其它地方實現自己的發明創造。在廣東省這里,這個問題尤其重要。去年,廣東的企業獲得的專利數比任何其它省的企業都要多。廣東具有成為中國創新中心的潛力,而知識產權法律及其執法越有力,國內及外國的創新者在這里研發自己產品的動力就越強。

In the past few years, China has taken several steps to protect the IP of American and other foreign companies operating within its borders.For example: The Guangdong Intellectual Property Office settled 198 of the 199 patent-related complaints it received.There were nearly 2,500 trademark infringement cases of overseas rights holders in China last year, a 35 percent increase over 2007.過去幾年里,中國采取了若干措施來保護在中國境內經營的美國及其它外國公司的知識產權。例如:

廣東省知識產權局受理了199宗與專利有關的投訴,解決了其中的198宗。

But despite these steps, American companies in fields as diverse as technology, entertainment and pharmaceuticals still lose billions every year in China from intellectual property theft.但盡管如此,在從科技、娛樂到制藥等廣泛領域,美國公司仍然每年在中國由于知識產權被盜用而遭受數以十億美元計的損失。

In short, much more needs to be done.Strongly worded IP laws are only as valuable as the civil and criminal penalties people face for breaking them – and China’s enforcement of IP laws is often uneven.For example, the U.S.government has received reports of occasional aggressive intellectual property law enforcement in Shenzhen, while receiving consistent reports of very lax enforcement elsewhere, including, unfortunately, right here in Guangdong.For this reason, the U.S.Department of Commerce as well as other arms of our government seeks to expand our work with our Chinese counterparts on enforcement efforts.簡而言之,需要做的事情還很多。措詞嚴厲的知識產權法律,只有通過人們在違法后所面臨的民事和刑事懲罰的嚴厲程度才能體現出來。而中國知識產權法律的執法道路并不平坦。例如,美國政府很高興曾經收到過關于深圳在知識產權方面積極執法的報告,同時也很遺憾地經常收到關于其它地方,如廣東,執法非常松懈的報告。正因為如此,美國商務部及美國其它政府部門希望擴大我們與中國在執法方面的相應部門之間的合作。

The United States and China have already taken a series of steps to ramp up awareness and promotion of intellectual property protection.In the past 12 months, the United States Patent and Trademark Office signed three Memorandums of Understanding with its Chinese counterparts to enhance cooperation on intellectual property issues.Last December, PTO officials stationed in Guangzhou participated with China Customs officials from Guangdong Province in a training program on how to identify counterfeit goods.And in April, PTO Guangzhou and the State Intellectual Property Office jointly organized a program on patent filing and enforcement in Shenzhen.美國和中國已經采取了一系列措施來提高知識產權意識,推動對知識產權的保護。

過去12個月里,美國專利商標局與中國方面簽訂了三份關于加強知識產權合作的備忘錄。去年12月,美國專利商標局駐廣州的官員與廣東省的海關官員合作舉辦了一個關于如何鑒別假冒商品的培訓。今年4月,美國專利商標局廣州辦事處和中國國家知識產權局在深圳聯合開展了關于專利申請與執法的項目。

Our outreach not only includes the Chinese government but the academic and private sectors as well.The PTO has forged ties with universities whose professors and students are vital to changing attitudes about condoning the purchase and use of counterfeit and pirated products.And we would like to see a firm directive from the Central Government to state-run libraries and academic institutions to dissuade these libraries from facilitating illegal reproduction and distribution of electronic journals through the Internet.In a few hours, I’m going to speak with students and faculty at Jinan University.Like their American counterparts, many students at Jinan University don’t realize how soon they’re going to be out in the workforce as employees or as entrepreneurs.And a few years from now, they too will count on a system that rewards those who create products and services that help citizens around the world lead healthier, wealthier and more productive lives.我們的合作對象不單包括中國政府,也包括學術界和企業界。美國專利商標局已經與中國的大學建立了合作關系。大學里的教授和學生對于改變人們對購買和使用假冒及盜版產品的寬容態度發揮著重要作用。我們希望看到中國的中央政府對國營圖書館和學術機構發出明確指示,阻止這些圖書館為通過互聯網非法復制并傳播電子刊物的行為提供協助。再過幾個小時,我還要去暨南大學與那里的大學生和老師交談。與美國大學生的情況一樣,暨南大學的許多學生也沒有意識到,現在距離他們作為雇員或創業者進入就業市場的時間是多么的短暫。幾年以后,他們也需要依賴一套制度來獎勵那些為讓世界各地的人活得更健康、更富有、更有成就感而創造新產品和新服務的人。

I know that building an effective patent and trademark system is not easy--because over 200 years after its founding, the United States is still working to perfect its own.Only a few years after the American Revolution, our third president Thomas Jefferson helped create the U.S.patent office because he understood two fundamental truths.He knew: ? That long term economic growth was dependent on a continuous flow of new technologies and new ideas entering the marketplace;

? But he also knew that without a promise of ownership protection for these ideas, innovators would never be willing to take risks to improve upon the status quo.Although the United States continues efforts to reform our own patent system to reflect the rapid changes in the global economy, the necessity of having robust patent and trademark protections is not a matter of serious debate.我知道,建設一套行之有效的專利商標體系并不容易,因為在建國200多年后的今天,美國仍在努力完善自己的專利商標體系。在美國獨立戰爭之后不久,我們的第三任總統,托馬斯?杰斐遜,就幫助創立了美國專利局,因為他充分理解兩個基本事實。他知道: ? 長期的經濟增長有賴于新科技和新創意不斷流入市場; ? 但他也知道,如果缺乏為這些創意提供所有權保護的承諾,創新人才就不愿冒著風險來改進現狀。

And I hope this sentiment will start to take deeper root in China.Because at stake is not just the fate of our future economic growth--but possibly the fate of our planet.我希望這種意識能很快在中國更加深入人心。因為它不僅影響我們未來經濟增長的命運,還可能影響我們這個星球的命運。

This summer, I came to China with U.S.Energy Secretary Steven Chu, to explore avenues for clean energy cooperation.While here, I said that the prospect of climate change presented both a great challenge and a great opportunity.The challenge of course, is that if nations around the world don't start using less fossil fuels, we’ll all suffer from the environmental damage that the world's top scientists believe is undoubtedly in store.But if we can somehow avoid this fate with new technological solutions to use energy more cleanly and efficiently, we will have discovered one of the greatest avenues for economic growth of the 21st century.Seizing this opportunity will surely require robust government action, and I want to commend the Chinese government for its foresight in this area.China has already adopted the most aggressive energy efficiency program in the entire world, and it is on track to exceed many of its renewable energy adoption goals.今年夏天,我與美國能源部長朱棣文先生一起訪問中國,探討清潔能源合作的途徑。訪問期間,我指出:氣候變化既是一個嚴峻挑戰,也是一個巨大機會。挑戰當然就是:如果世界各國不開始減少使用化石燃料,我們都將遭受這必然導致的環境損害,這是世界頂尖科學家們的共識。但如果我們能通過新的科技方案更清潔有效地利用能源,從而避免這種命運,那我們將找到21世紀經濟增長最重要的途徑之一。要抓住這個機會,政府必須采取有力行動。在這里我要稱贊中國政府在這個領域的遠見。中國實行了世界上最積極的能源效率計劃,并且,在可再生能源的許多方面正穩步超越其目標。

But meeting a challenge as big as climate change will require more than just enlightened public policy.It will also require a wave of private sector innovation every bit as immense as those that accompanied the industrial revolution and the onset of the computer and Internet age.In today's global economy--where ideas are just as likely to be discovered in San Francisco as Shanghai – we need to do everything we can to incentivize and empower the brightest minds we have to solve climate change.And that means we need to create the right protections for ideas.但應對氣候變化這樣一個巨大挑戰,僅有開明的公共政策是不夠的。它還需要絲毫不亞于曾伴隨工業革命及計算機與互聯網時代誕生的那種洶涌的私營企業創新浪潮。在當今這樣一個新創意既可能誕生于舊金山也可能誕生于上海的的全球化經濟中,我們必須想盡一切辦法來激勵并解放那些解決氣候變化問題所需要的最聰明的頭腦。這意味著我們必須為新創意提供適當保護。

When Bill Gates quit college to begin his path towards starting Microsoft, he had no guarantee of success.But he kept moving forward, because he hoped that someday, all his hard work just might result in the creation of something special that he could call his own.And because Bill Gates received IP protection for his ideas, millions of people around the world have benefited.Somewhere in the world, is the Bill Gates of clean energy, and we need to make sure he or she has similar protection.當比爾?蓋茨從大學退學,踏上創辦微軟的道路時,沒人保證他一定會成功。但他仍然投身其中,因為他希望有朝一日,他的辛勤勞動可以產生出讓他感到自豪的發明創造。而正是由于比爾?蓋茨的創意受到知識產權的保護,今天世界各地成千上萬人因此而獲益非淺。現在世界上的某個地方也許就有清潔能源領域的比爾?蓋茨。我們必須確保這樣的人能得到類似保護。

So, what is the path forward? While China has made strides in its intellectual property protection, more can and should be done to both entice U.S.companies to invest here and to encourage homegrown Chinese entrepreneurship.For instance, the elimination of overlapping jurisdictions between different Chinese agencies would help streamline the remedy process.This change would benefit both Chinese and American copyright holders.那么,下一步應該怎么做呢?盡管中國在知識產權保護方面已經取得很大進步,但要吸引美國公司來這里投資,并且鼓勵中國本土的創業精神,還可以并且應該做得更多。例如,消除中國各政府部門間互相重疊的管理權限,有利于簡化對受害人的救助程序,而這將使中國和美國的版權持有人都從中得益。

Additionally, there is room for improvement with regard to enforcement matters.Consistent application of the law to intellectual property infringement and misappropriation cases would foster more certainty among users of the legal system.And seeking criminal penalties more frequently for intellectual property and trademark infringement violations would add an important level of deterrence.Today, 99% of copyright and trademark counterfeiting cases are enforced administratively, rather than criminally.So long as the cost of breaking the law is low, illegal behavior will thrive.But when laws are enforced at all levels of government, including the local levels, the incidence of bad behavior will sharply decline.此外,在執法方面還有待改進。對所有知識產權侵權及盜用案件始終如一地適用法律,將使司法系統的使用者產生更多的確定感。而對知識產權及商標侵權行為采取刑事懲罰,將發揮更加重要的阻嚇作用。目前,版權和商標假冒案件中99%采用的都是行政處罰,而不是刑事處罰。只要違法成本低,非法行為就會很猖獗。但如果法律能在各級政府,包括地方政府那里得到嚴格執行,違法行為的發生率就會大幅下降。

These are significant issues, and there are others as well – and yet I am confident that the United States and China have enough mutual trust to honestly and forthrightly exchange our concerns.As two of the world's leading nations, the United States and China have the power and the obligation to alter history for the betterment of our people and the world.Our strength is derived from many sources, but most of all, we owe our success to the ingenuity, intellect and creativity of our people.以上屬于比較嚴重的問題,此外還有許多其它問題。但我相信,美國和中國有足夠的互信來坦率地就我們所關心的問題交換意見。作為世界上的主要國家,美國和中國有能力也有義務為我們兩國人民和整個世界更好的明天而改變歷史。我們的力量來自許多源泉,但其中最重要的是,我們的成功歸功于我們人民的聰明、智慧和創造性。

——在第二屆湘贛邊貿文化論壇上的講話

各位領導,各位嘉賓: 大家好!

今天,我們在這里舉辦第二屆湘贛邊貿文化論壇,旨在如何整合紅色文化資源,促進邊界旅游產業升級進行探討。在此,我謹代表瀏陽市小河鄉黨委政府,對論壇的召開表示熱烈的祝賀!近年來,隨著旅游業的發展,紅色旅游也不斷升溫,我們作為湘贛兩省的相鄰邊遠山區鄉鎮,要站在戰略和全局的高度,注重發揮自身獨特優勢,把豐富的紅色資源與古老的客家文化以及優美的自然風光融合起來,加強協作,大力發展紅色旅游產業,下面,根據大會的安排,在這里談一談自己一些不成熟的看法,和大家共同探討。

一、彰顯特色,找準定位,謀求紅色旅游大發展 張坊、小河、白水、排埠、仙源、赤興、永寧、高村八個鄉鎮均地處湘贛邊界,有著相似的地域特征和歷史文化背景。比較其它鄉鎮,我們在發展旅游業方面有三大特色:

一是紅色旅游資源豐富。湘贛邊界有著輝煌的革命斗爭歷史,震動全國的湘贛邊界秋收起義就是在這里發起。可以說,我們湘贛邊界的紅色旅游資源是十分豐富的,有眾多的革命歷史故事,更有不可多得的紅色景觀、革命活動舊址和遺址,境內現保存有紅軍后方總醫院、李白故居、紅軍造幣廠、中共湘鄂贛省委舊址等革命遺址,毛澤東、彭德懷、湯平、李志明和王首道等老一輩無產階級革命家曾在此留下了光輝的革命足跡。

二是自然生態資源優美。森林覆蓋率在80%以上,大部分屬于原始生態,境內林木繁茂,水草豐美,水質優良,空氣清新,負離子高出城區幾十倍,年平均氣溫15.1℃,年均降雨量1700毫米,年相對濕度82%以上,形成了“夏無酷暑,冬無嚴寒”的森林小氣候,是天然氧吧和避暑勝地。同時,擁有較多的珍貴野生動植物資源,有樟、梓、楠(木)、香柏、銀杏、杜仲、羅漢松、水竹、方竹、班竹、錦衣白蘭、紅豆杉等40多個珍貴林木品種,有果子貍、野豬、野兔、野鹿、野雞、斑鳩、獐、鷹等60多種珍貴野生動物。

三是客家文化資源獨特。邊界八個鄉鎮都是純正的客家鄉鎮,近90%為客家人,客家風土人情濃厚,客家方言、客家山宅、客家美食和客家山歌等都是客家先人留下的寶貴文化遺產,詮釋了客家民族豐富多彩的世俗生活及精神世界。

結合上面的三大特色,我建議我們紅色旅游產業發展的戰略定位可以用十二個字概括:紅色搖籃,綠色生態,客家風情,美麗鄉村。

二、政府主導,區域協作,壯大紅色旅游生命力 旅游的發展和起步需要政府主導,但壯大旅游業卻必須走市場化的路子,這是旅游發展的必由之路。首先,要以政府之手開發旅游。我們湘贛邊界的紅色旅游還處于起步階段,靠政府現有的財力肯定解決不了,必須堅持走“政府規劃、政策引導、多元投入、市場運作”的路子,爭取上級部門的支持,建立有效的利益驅動機制,廣開籌資渠道,廣納社會資金,加快紅色旅游開發。其次,要加強區域之間的協作,共同開發。湘贛邊界作為中國革命進程中具有里程碑意義的重要革命紀念地、革命的搖籃,有著特殊的歷史地位和深刻寓義。我們只有把湘贛邊界的紅色旅游資源有機地整合在一起,才能發揮教育效果的疊加倍增效益,增強紅色旅游的完整性和系統性,創造和發掘出更生動厚重、豐富多彩的旅游產品,不斷增強景區革命文化的感染力和震撼力。因此,建議我們八個鄉鎮本著優勢互補、資源共享、信息互通、客源互換、利益互惠的原則,對湘贛邊界旅游營銷進行統一包裝宣傳,統一策劃推介,并根據市場需要分段聯合營銷,攜手并進,共創輝煌,全力打造湘贛邊界紅色旅游圈,引領紅色旅游的快速發展。

三、整合資源,豐富內涵,增強紅色旅游吸引力 發展紅色旅游不能就紅色而言紅色,而應將紅色旅游與當地的優勢旅游資源有機結合,進行多方位、多角度的整合開發,才能增強紅色旅游的生命力。我們湘贛邊界八個鄉鎮既是著名的紅色搖籃,又是古老的客家集散地,既有豐富的歷史文化,又有優美的自然風光,因此,湘贛邊界紅色旅游要緊緊圍繞這些優勢資源,并由此拓展開去,通過與悠久的歷史文化資源結合,使古今相映生輝,實現“紅”“古”結合;通過與獨特的客家文化結合,做到賞、食相融,實現“紅”“食”結合;通過與自然山水資源結合起來,融紅色旅游與生態旅游于一體,以“紅”帶“綠”,以“綠”促“紅”,形成紅、古、食、綠相輔相成的格局,實現各種旅游資源的最優、最大、最強的結合。從而增強以紅色旅游為主的湘贛邊界旅游產業文化內涵和底蘊,讓游客在游覽過程中充分感悟、認識湘贛邊界悠久的歷史、恢弘的紅色文化、富有神韻客家文化、獨特的美食和優美的自然風光。多種旅游形式聯合經營不僅有利于維護充足的客源,增加游客消費水平,也大大豐富了紅色旅游的內涵,做到紅色景點有“聽頭”、古色景點有“看頭”、綠色景區有“玩頭”。與當地歷史文化脈絡整合,深挖紅色旅游內涵,精心打造體驗式參與旅游,如開展了“穿紅軍服、唱紅軍歌、吃紅軍飯、走紅軍路”等參與性較強的活動,營造當年工作、戰斗、生活的氛圍,讓游客有切身感受,避免博物館解說式旅游的枯燥與單調,使革命文化精神與市場需求達到有機結合。

四、科學規劃,完善設施,夯實紅色旅游硬環境 交通、住宿等基礎設施落后一直都是紅色旅游區面臨的一道難題,加之近年來紅色旅游的迅猛發展,這一問題就更顯得棘手。發展旅游業所必須的餐飲、住宿、交通等配套環節跟不上旅游業的快速發展,這必然而且已經在制約著邊界紅色旅游的長遠成長,因此加強邊界紅色旅游區的配套設施建設是當務之急。

近年來,通過實施旅游暢通工程,加快交通建設步伐,情況已經有所改善。滬昆高速的建設,將凸顯湘東、贛西的交通樞紐地位;大瀏高速的建設將張坊、小河納入瀏陽市1小時經濟圈,張小公路也即將于今年年底動工,這些都極大地改善我們旅游產業發展的交通瓶頸。同時,在完善旅游設施建設方面,我們要加大文化、娛樂、體育、健身、步行街等服務設施建設力度,提升區域內交通、通信、賓館、飯店等設施檔次。大力實施村莊綠化、凈化、美化、亮化工程,進一步優化旅游環境,實施村莊風貌改造工程,形成具有客家風格的村莊建筑特色。

五、打造品牌,提升形象,尋求紅色旅游新突破 旅游經濟是典型的“注意力經濟”,品牌效應至關重要。紅色旅游品牌形象的塑造對旅游地的形象的提升,對提高旅游地的吸引力和競爭力具有重要作用。旅游形象是對一個地區主要旅游產品的高度概括、提煉和抽象。根據湘贛邊界“紅色旅游”景點分布廣泛、各具特色的特點,可以通過有效整合使紅色旅游資源規模化、品牌化,大力營造了“紅色搖籃、客家山水”的整體形象,加大宣傳促銷力度,進行整體推介與宣傳。一是可以通過電視、新聞媒體以及網絡等多種方式大力宣傳,打造湘贛邊界紅色旅游品牌,提高知名度。二是可以制作一批紅色旅游宣傳資料,拍攝紅色旅游電視片,開展征文活動。制作一批反映湘贛邊界紅色旅游的光碟、畫冊、宣傳冊等宣傳資料;拍攝一部紅色旅游電視片,在電視臺等媒體播放。利用多方式,多層次宣傳紅色旅游,宣傳鼓動兩地群眾都來關注紅色旅游發展。三是加強紅色旅游教育和培訓。組織統一編寫紅色旅游導游詞和解說詞,作為規范的導游詞和講解詞推廣使用;組織開展紅色旅游管理人員、導游員、講解員的培訓。
