In Hong Kong we strongly believe education enables us to cultivate these noble qualities in our nextgeneration.Education also creates and expands the pool of talents to maintain Hong Kong's economicdevelopment and international competitiveness.That is why education is always one of our top priorities and continues to be the single biggest item of the Government's budget, accounting for 19% of our total public recurrent expenditure.Despite the economic downturn, public expenditure on education will have about 8%growth in real terms in this fiscal year.[TONE]∥[TONE]

Our best universities are among the top ten in the region, and our best students are among the best in theworld.However, the success ofHong Kong lies in our flexibility to respond to changes and our determinationfor improvement.We have to inject new life into the whole education sector.To achieve this, we areundergoing major reforms in our education system, our examination system, our education regulators, ourschools, our teachers and, above all, our attitude towards education.[TONE]∥[TONE]

Distinguished Guests, Ladies and Gentlemen, Good Morning.It is my great pleasure and honor to come to the Fortune Forum to exchange ideas and views with you.27 years ago, the word ”opening" was still very new to Chinese people.In 27 year's time, China's GNP increased by 1,100% with an average rate of 9.4%.Thus we can see, the opening policy really brings benefitto the Chinese people, and the Chinese people love this policy from the bottom of their hearts.Today, China's opening drive ushers in a new phase.First, China's opening has been lifted to a new level.Following the WTO accession, and within the 3-year transitional period, China has restructured its economy according to WTO rules and commitments.The overall tariff rate was brought down to less than 10%, all the non-tariff barriers have been eliminated, and theliberalization of all industries, especially the service industry, has been significantly enhanced.Second, the Chinese market has become larger in scale and shows a continuous, upward trend.No one doubts that China is becoming the fastest-growing huge market in the world, and has become the largestconsumer of televisions, refrigerators, and mobile phones.Housing, private cars and domestic and outboundtravel have become the new highlights of consumption.Last year, the domestic market had a consumptionfor production and livelihood of a total value of more than two trillion US dollars.In eastern China where thepopulation is nearly 500 million, the per capita GDP reached 2,000 US dollars.Chinese household savingshave exceeded 1.5 trillion US dollars.Third, China not only has skilled blue-collars, but will also have more white-collars.China used to compete on the advantage of inexpensive labor force.While this advantage is maintained, high-qualitytalents are growing as well.With more than 3 million university students about to graduate this year, theintellectuality of China's human resources and the popularization of foreign languages will also be improved.Fourth, China's infrastructure is being bettered.At present, the total length of highways in China has reached 30 thousand kilometers.72,000-kilometer railways have been put in operation, making China theNo.3 in the world.Handling capacity of Chinese ports stands at 4.1 billion tons, ranking No.1 globally.The number of telephone users is more than 650 million, making China the largest user community in theworld;the number of Internet users is 94 million, the second largest globally.China is already equipped withbettered and smooth conditions to work with the rest of the world.Today, I am afraid that the vast majority of people in the world have no doubt about China's stability andorder.

5.はい。そのころからでしょうか。ジャンパー風のものが流行だし、次いで男性も女性もスーツ姿が増えてきました。そして90年代に入ってから、生活にゆとりが出てきたこともあって、女性の服が一気にカラフルになったのです。

6.いえいえ、綿入れなんかもう著る人いません。昔はみな綿入れで、春になれば、それを洗って仕立て直していたんですけど。今はもうほとんどセーターかスーツ、上にダウンのジャケットやコートといったところですね。近ごろではウールや革のコートも流行だしています。おしゃれな若い女性になると、下はロングスカートにブーツというのもいますし。

7.ええ、ジーパンは若い人に受けていますね。第一、かっこいいし、活動的で、一年中著られるでしょう、冬でも。わたしもよくはきますけど。

8.とにかく前より街が明るくなりましたね。特に女性の姿がずいぶん垢ぬけてきてますよ。かなりセンスのいいのも見かけるし。9.ええ、もう思い思いのものを著ています。じろじろ見られるのを気にしなくてもいいし。フ?ッションにすごく敏感なおしゃれな人が増えてきています。そして人とは違った個性的な服を著たがってますね。10.そうでしょうか。でも、中國特に北のほうは空気が乾燥してますでしょう。肌が荒れやすいんですよ。それで今じゃ新聞やテレビなどでも、肌の手入れのことなんかがよく取り上げられたりして、みんなも少し気をつけるようになりましたがね。

1.日本で言えば、外國語大學のことです。ちなみに、こちらでは學院というと単科大學のことで、大學と言う場合は総合大學のことなんです。

2.そうですとも。たとえ大學で中國語を四年間勉強したとしても、これだけの通訳はつとまりませんよ。中國へ留學するか、またはしっかりした中國語學校で、もっと本格的に勉強をしなきゃ。いったい、こちらではどうやって教えるんですか。

3.そうですね。日本語の授業だけで、平均して週に20時間はありましたね。今では大學も週五日ですから、減っているとは思いますが。

4.すると、週10コマ。ということは、毎日1、2回日本語をやってるわけだ。道理で…。そして先生は日本人ですか。

5.日本人の先生もいらっしゃいますが、ほとんどが中國の先生です。でも授業は、二學年からは、すべて日本語で行われていました。

6.ありがとうございます。自分としては、もっと勉強しなくちゃ、と思っています。でも通訳って本當に難しいですね。なにせ自分の思ってることさえ、うまく話せないのに、通訳だなんて、私にはまだ無理なんです。このとおりまだ慣れていませんし、間違いだらけで、いつも失敗ばかりしているんです。

7.とんでもありません。とにかく、これから通訳するなかでも、間違いやうまく表現できないところがよくあると思いますから、そういう時にはぜひご指摘ください。こうした仕事の中で、もっと日本語の力をつけていきたいなと思っているんです。

8.こうしてここに立ってると、このスケールの大きさが実感できるなあ。やっぱり「百聞は一見に如かず」だ。それに天安門もけっこう大きい。9.よくご存じですね。確かに二十世紀に入ってからは、ここは人々が何かを全國に訴える場所になったんですよ。ちなみに中華人民共和國の成立式典もここで行われたのです。10.それでしたら、前もって原稿をちょっとは拝借できないでしょうか。このとおり通訳がまだ不慣れなものですから、できれば事前に訳しておきたいと思いまして。大事なご挨拶を、萬一その場で上がって間違えたりしては申し訳まりませんので。11.前菜の盛り付けなんかきれいですね。この黒いタマゴのようなもの、なんでしょう。おいしいですね。12.蒸留酒ですから、40度ぐらいはあるでしょう。ですけど、こういう酒はいくら飲んでも頭に來ないという定評があるンデスよ。小林さんもどうぞ。13.お口に合ってなによりです。実はわたしも酒が好きなほうなんです。中國の古いことばに"酒は知己に逢えば、千杯もまた少なし”とありますね。ひとつ大いに飲みましょう。14.箸は、その昔中國からの日本につたわったんですが、よく見ると少し違うようですね。こちらのが日本のよりずっと長い… 15.うーむ。そういうことでしたか。わたしはずっとそれが不思議だったんですよ。これで分かりました。いや、面白いですね。中國と日本は二千年以上も昔から交流があったので、似ている點が多いわけですが、こうした微妙なところで文化の違いがあるんですね。いい勉強になりました。16.では、わたしもお盃をお借りし、中國の皆さんのおもてなしに感謝し、ご在席の皆さんのご健康を祝して、乾杯!17.皆さんは今朝早く発たれたので、さぞお疲れのことと存じます。明日の日程もございますので、今日のところはこの辺でお開きにしたいと思います。どうもありがどうございました。18.百花咲き誇る春らんまんの日に、わたくしどもが早くからそのご來訪をお待ち申しておりました日本岡山大學訪中代表団の皆様をここにお迎えできましたことは、まことに喜びにたえません。19.「友より遠方より來たる、また楽しからずや」と、中國の古い言葉にございますが、わたくしどもの今の気持ちはまったくその通りでございます。20.わたくしはここに上海海洋大學のみなさん並びにご同席の方々を代表いたしまして、小橋雅行先生を団長とする日本岡山大學訪中代表団の皆様に心からなる歓迎の意を表するものであります。21.小橋雅行先生は、わたくしどもが尊敬している古い友人であります。先生はこれまで中國人民との友好協力を発展させるため、大きな情熱を傾けてこられ、多大な貢獻をされて參りました。この度の中國訪問にさいし、あらためて深い敬意を表したいと存じます。22.中國は國土も広く、人的?物的資源に恵まれております。一方、日本はすぐれた科學技術にもとづく大きな経済力をもつ國であります。両國の緊密な提攜は長い目で見れば雙方にとって有利であり、また両國民の末長い友好をお支えとなるに違いありません。23.友人の皆様。皆様はこれから北京を皮切りに北は東北三省から、南は上海、福建、広東に至る各地を回られることになります。ぜひその行かれる先々で、できるだけ多くのところをごらんになり、できるだけ多くに人と交流をもたれますよう、そしてその際、お気づけの點がございましたら、そのつどご指摘くださいますようお願い申し上げます。24.では最後に、中日両國の友好関係のより大きな発展のために、日本岡山大學訪中代表団のご訪問の成功を祈り、小橋雅行団長先生並びに守屋益男副団長先生のご健康を祈り、日本の友人の皆様のご健康を祈って乾杯いたしましょう。乾杯!ありがとうございます。25.尊敬する潘迎捷先生並びに ご同席の友人の皆様

Thank you , Lord Hurd, for your kind words.It is an honor and plesaure to be here.When I left Brussels yesterday, it was 12 degree celsius and hailing.Here , it was 25 degree and sunny.Speaking of climate change, I don’t understand why you British are always complaining about the weahter.I confess I am a little intimitated, LordHurd , at being moderated by a veteran statesman of your distinction.When I first accepted the gracious invitation to address this institute, I was especially excited about the prospect of speaking under the Chatham House Rule.I understand the rule means the audience is free to use the information received at the meeting, but may not reveal the identity of the speaker , nor his affiliation.I thought to myself , now there is a rule we should apply from time to time at the United Nations.I could get my message across,but keep a low profile at the same time.And conversely, those interested in grand-standing would have one less opportunity to do so.But it was not to be.Having understood that this event is on the record, I will have to wait for another occasion to experience the Chatham House Rule at first hand.Mr.Niblett,Director of Chatham House,Excellencies,Ladies and gentlemen,It is truly a privilege to join such a distinguished group of experts and scholars, diplomatsand opinion-makers, politicians and not

least ,representatives of civil society---key partners of the United Nations In shaping both policy and practice.They say the United Nations has a way of getting caught in the crossfire between its uncritical lovers and unloving critics.Here at Chatham House, I feel surrounded by true friends---those best defined as loving critics or even critical lovers: well-informed allies of the UN, unwavering but by no means unquestioning supporters.Since the foundation of the UN, the UK has been a cornerstone of our suppor base.It may have been in San Francisco that the United Ntions Charter was signed in 1945;that but it was here in London , the follwing year ,that the UN saw the light of day as a working orgnization.Juston the other side of St ,James’s Park, in Centural Hall Westminster, the General Assembly met for the first time.Across the street from there , in Church House, the Security Council came into being.it was at westminster, as London was rising from the ravages of world war 2 , that my first predecessor as Secretary-General ,Trygve Lie, was installed.He replaced the acting Secretary-General , who was a none other than the distinguished UK dimplomat, sir Gladwyn Jebb.Already in the 1950s, Sir Gladwyn---who by then had become the UK Ambassador to the UN—was shrewd enough to spot the uncritical lovers versus the unloving critics.He did so by studying the newspaper cartoons of the day.At one extreme of the cartoon spectrum, the UN was portayed as an angelic figure, but not a terribly intelligent-looking one.She was sometimes labeled ― peace‖, and usually being assulted by a brutal and uniformed aggressor.At the other extreme , the UN was a bald and middle-aged gentleman of dubious and obviously foreign appearance, wearing a top hat and long coat.He would be plotting with another gentleman of the same type over a green baize table.So one caricature suggested and idealistic international authority, constantly thwarted by wicked maneuvers of politicians;the other an evil international plot against sovereignty.Today , when people look back on those early years of the UN, they think of the promise the Organization held.They think of the idealism and unity that inspired the San Francisco Conference, and the signing of the Charter.They think of the creation of landmark documents, such as the Universal Declaration of Human Rights.They think of the courageous pioneers who joined and shaped the Organization in its fledgling years.In my country , too , those early years were associated with a steadfast sense of faith in the UN.As I was growing up in a war-torn and destitute Korea, the UN stood by my peoplein our darkest hour.The UN gave us hope and sustenance.Its flag was a beacon of better days to come.And in the course of my own lifetime, with the assitance of the UN, THE Republic of Korea was able to rebuild itself from a country torn

apart by war , with a non-existent economy, into a reginoal economic power and major contributor to the Organization.That support helped me make the journey to this podium today.For that, I am deeply thankful.Since then , the UN –and the world as a whole –has come to appear much complicated.So have the challenges confronting our Organization.The perception of us is no longer so black and white, and tends now to be drawn in various shades of gray.But if you are an optimist ,as I am , you will paint the UN in brighter colors.You will know that our world of complex and global challenges is exactly the environment in which our UN shoulf thrive –because these are challenges that no country can resolve on its own.It is a world in which the UN can, and must, grow and take on new roles, develop and deliver on new fronts.Thank u very much
