與中國戰(zhàn)略對話,美國的“底牌”在哪里?
【美國當?shù)貢r間6月23日上午9時,為期兩天的第七輪中美戰(zhàn)略與經(jīng)濟對話在華盛頓揭幕。對話延續(xù)以往的高規(guī)格,中方代表是國務(wù)院副總理汪洋和國務(wù)委員楊潔篪,美方代表為美國國務(wù)卿克里、財長雅各布·盧。
同往年一樣,今年對話會議上,中美需要處理的棘手問題依然不少。南海問題、雙邊投資協(xié)定(BIT)、人民幣匯率、亞投行?中美在這些議題上能否達成共識?美國政治步入選舉季,習(xí)近平主席對話前傳遞的口信——“避免戰(zhàn)略誤解誤判,管控分歧”,時光不多的奧巴馬政府能夠意會嗎?美國的“底牌”又是什么?觀察者網(wǎng)專訪上海國際問題研究院美洲中心主任邵育群,為您深度解讀中美對話。】
中美戰(zhàn)略對話,美國也曾“矯情”過 觀察者網(wǎng):
繼中國中央軍委副主席范長龍訪問美國之后,第七輪中美戰(zhàn)略與經(jīng)濟對話(SED)開啟,如何分析其意義?
邵育群:
中美戰(zhàn)略與經(jīng)濟對話進行多年進行以來,不斷積累,這個積累過程恰是中國往全球大國逐步發(fā)展的關(guān)鍵幾年,也是中美關(guān)系從雙邊走向全球的過程。第一輪對話是美國最先提出來的,但當中方同意后,美方又有些“矯情”,說只能跟美國的盟國進行戰(zhàn)略對話,跟中國只能進行高級(senior)對話。然而,談了一輪以后,美國意識到同中國談的全是戰(zhàn)略性問題。重新回顧中美進行戰(zhàn)略對話的整個過程中,我們可以知道,美方的心態(tài)是有所變化的,從第一輪到現(xiàn)在的第七輪,中國的心態(tài)也越來越成熟,越來越自信。
美國已在南海達到目的——塑造中國負面的形象 觀察者網(wǎng):
中美最近在南海問題的分歧和爭論在本輪對話中可能會有什么樣的會談結(jié)果?難點在哪里?
邵育群:
南海問題非常熱,但是,正如中方領(lǐng)導(dǎo)人所言,南海問題不是中美之間的問題,美國不是一個聲索國,不是參與者。但美國現(xiàn)在非常積極,試圖在其中扮演角色,南海議題是美國重返亞太戰(zhàn)略的一個抓手,美國試圖尋找機會。中方非常清楚美國的戰(zhàn)略需求,以及在南海問題上真實想法,現(xiàn)在中美在南海問題上的分歧也比較大。
分析SED之前香格里拉峰會上美國防長卡特的演講,其實已經(jīng)很清楚了,美方不希望把這個事情越炒越熱。美國已經(jīng)達到了想達到的目的,即塑造中國負面的形象,這個目的達到了。有一些東南亞國家確實跟著美國,抱美國大腿。但是,南海問題繼續(xù)炒熱,就有失控的危險。這不符合美國利益,美國不希望跟中國在南海發(fā)生直接的沖突,所以又開始降溫。
SED之時,中美雙方還是希望能夠不要讓雙邊關(guān)系被南海問題“劫持”,因為中美之間可以談的事情太多了。如果雙方還圍繞暫時無法解決的南海問題吵半天,實際上對大家都是雙輸?shù)木置妗_@次SED不能解決所謂的南海問題,也不可能因為SED南海分歧就消除了,南海議題會一直影響中美關(guān)系。但是,SED的作用就是給中美雙方一個進一步管控分歧的機會,這非常重要。
第一,不要讓南海問題對中美雙邊關(guān)系的負面影響越擴越大;
第二,就南海問題的本身來講,讓雙方先降溫,再從縮小分歧的角度去看;
第三,也是給相關(guān)國家發(fā)出信號,即中美兩個大國不愿意被第三方利用,讓一些懷有不可告人目的第三方清楚,很多事情不要做了,做了也沒有用的。
人民幣匯率已是美國國內(nèi)問題 觀察者網(wǎng):
中美第七次戰(zhàn)略與經(jīng)濟對話期間有段插曲,針對此前美國財長敦促中國進行匯率改革,周小川稱,這并非美國官方的一致意見,只是美方在某些特定場合的說辭,人民幣匯率處于合理水平。如何看待中美在人民幣匯率問題上的分歧?
邵育群:
人民幣匯率其實是美國國內(nèi)問題,奧巴馬政府對外貿(mào)易政策受到國內(nèi)很大的挑戰(zhàn),其之前為了推動TPP,提出了快速通道(TRA)法案,但在國會遇到很大阻力,民主黨內(nèi)部反對他。美國國內(nèi)的整個氣氛不利于奧巴馬推動對外貿(mào)易政策。現(xiàn)在又到選舉期,這里面有一個重要的議題就是,美國民眾對平等公正的呼聲越來越強烈。美國在整個全球化的進程中,不斷推全球貿(mào)易,美國國內(nèi)得益者和失益者的差距在越來越大,貧富分化在加劇,有很多美國中低層民眾的被剝奪感很強,會特別反對美國繼續(xù)推全球貿(mào)易政策,人民幣匯率問題隨之而來。談及貿(mào)易議題時,美國當局就會推卸稱中國故意在人民幣匯率上做手腳,或者操縱人民幣匯率來達到貿(mào)易當中的獲利。
未來選舉中,凡是要講到貿(mào)易,一定會牽出來人民幣匯率問題。美國也承認,中國在人民幣匯率改革問題上已經(jīng)做了很大努力,而且已經(jīng)取得很多成績。但為什么說他是在特定場合講的話呢?因為他要面對美國國內(nèi)的不同利益團體,他必須要說話讓他們滿意。
觀察者網(wǎng):
國際貨幣基金組織(IMF)早些時候表示,歡迎人民幣納入SDR作為儲備貨幣,近期IMF也赴中國進行接觸。美國在人民幣SDR議題上持何種看法?
邵育群:
人民幣SDR議題對于美國來說是非常頭疼的問題。如果在SDR問題上不聽中國的聲音,或者不考慮中國的利益的話,美國會擔心AIIB搞出來的規(guī)則跟美國不一樣,美國希望盡量把中國納入美國的那套規(guī)則當中。但IMF派代表來中國談判,美方并不歡迎,這個問題也不會那么快解決。這里面有各方博弈的問題,不光是中美之間,還牽扯到歐洲、日本。美國希望保證自己的利益,犧牲歐洲、日本的利益。而有關(guān)另外兩方怎么看待人民幣SDR問題,就超出中美雙邊的問題了。
奧巴馬亞投行政策遭狠批 BIT談判仍有困難 觀察者網(wǎng): 中國主導(dǎo)的亞投行和美國力推的TPP以及亞投行、世行之間的微妙關(guān)系被外界認為是本次對話的熱點,對此中美雙方會如何溝通?
邵育群:
中國做亞投行并非旨在挑戰(zhàn)美國,這里面不存在零和關(guān)系。其次,奧巴馬政府處理亞投行的政策,在華盛頓其實已經(jīng)被批的體無完膚了,不管是民主黨還是共和黨,美國國會、行政部門,甚至國務(wù)院成員、智庫都說奧巴馬政府當時要求盟國不要加入亞投行的做法是非常愚蠢的。
現(xiàn)在來看,第一,美國重視亞投行本身是一個很重要的新的多邊機制;
第二,美國也希望與亞投行進行一定程度上的互動;
第三,華盛頓內(nèi)部對亞投行仍然有比較負面的評價,至少有一部分人認為亞投行未來的發(fā)展方向是不明確的,也許會跟美國形成某種競爭關(guān)系,美國要非常謹慎的對待。所以,亞投行問題現(xiàn)在在華盛頓內(nèi)部還是一個比較敏感的問題。奧巴馬政府現(xiàn)在還是一個接觸的政策,希望跟亞投行有比較多的溝通,至少是在中美雙邊層面上,要了解中國對亞投行具體的一些想法,例如具體怎么做。世界銀行(WB)和亞洲開發(fā)銀行(ADB)實際是美國主導(dǎo)和日本主導(dǎo)的多邊機構(gòu)世界銀行與中國的合作關(guān)系是不錯的,從這個角度來講,世界銀行與亞投行進行協(xié)調(diào)溝通,甚至對話的可能都有。在中國,世界銀行一般被視為是美國主導(dǎo)的,但在華盛頓,很少有人會以為是美國主導(dǎo)的,因為美國世界老大做慣了,對多邊機構(gòu)一般不太在意,尤其對世界銀行,不覺得這個機構(gòu)是自己主導(dǎo)的。美國對世界銀行與亞投行之間的互動、協(xié)作、協(xié)調(diào)相對來說不太敏感,WB和AIIB之間有更多的合作、互動基礎(chǔ)。
我相對不太看好亞洲開發(fā)銀行,因為ADB是日本主導(dǎo)的,由于目前的中日關(guān)系,而且安倍政府的態(tài)勢還是要跟中國對著干,尤其是在發(fā)展援助上面,只要中國去什么地方,他一定要再花一點錢去爭取。所以從這個角度來看,我不太看好ADB與AIIB之間的合作。
觀察者網(wǎng):
這次對話上,中美雙邊投資協(xié)定(BIT)尤為引外界關(guān)注。汪洋副總理就表示,很多中國企業(yè)長期以來一直受到美國針對中國投資的高壁壘困擾,如嚴格的安全審查。如何評價中美雙方在BIT上的立場,BIT取得突破的關(guān)鍵在哪里?中美負面清單已經(jīng)出爐,BIT談判有望在什么時候結(jié)束? 邵育群:
之前,中美雙方一直在圍繞負面清單的長度以及中國在美國的投資如何得到合法的保護等議題進行談判,這些是比較難的點。中美戰(zhàn)略經(jīng)濟對話(SED)是把兩國政府各個主要相關(guān)部門的最高層領(lǐng)導(dǎo)都聚在一起,對推動BIT的談判有非常重要的作用,但目前看不出來雙方在這個問題上具體談到什么內(nèi)容。
BIT談判還是有比較大難度的,從美方的角度來講,比較關(guān)注負面清單的長度問題,還是覺得太長;從中方的講度來講,這個負面清單表面上是長短的問題,實際上牽涉到我們內(nèi)部的經(jīng)濟結(jié)構(gòu),即中國本身經(jīng)濟發(fā)展的問題,所以,這里面不光是中美之間的事情,雙方還會有一個比較艱苦的談判過程。
美方從國家安全角度出發(fā),在具有戰(zhàn)略性意義的基礎(chǔ)設(shè)施議題上,美方在BIT談判中的措辭比較模糊,這對于保護中方在美的投資利益是沒有保障的,不知道美方什么時候會用國家安全的名義來打斷中國投資或者說要求撤回投資等等。對此,美方需要向中方作出合理解釋,也是他們要在談判當中要講清楚的問題,這兩點還是比較艱難的。
BIT談判兩國政府都下決心在推動,但目前中美關(guān)系在華盛頓的氛圍不是很好,至少在SED之前,負面的聲音比較多,尤其是對中方的政策抱怨很多,有些聲音說要對BIT的核心條款、措辭要進行修改,這對雙方談判是不利的消息。而本輪SED如果大家的方向明確是要合作,會在一定程度扭轉(zhuǎn)局勢,對BIT談判有所幫助,BIT談判想在近期內(nèi)有比較明顯的突破,尚有難度。
“對話外交”彰顯大國外交的從容感 觀察者網(wǎng):
這幾天除了第七輪中美戰(zhàn)略經(jīng)濟對話,還有第六輪的中美人文交流高層磋商,以及第五次的中美戰(zhàn)略安全對話,如何評價中國積極推行的“對話外交”的作用和意義?
邵育群:
第一,對話外交體現(xiàn)中國自信的一面。現(xiàn)在中美關(guān)系確實存在很多問題,但中方并沒有跟著美國的邏輯走。相反,中國非常有戰(zhàn)略定力,我們?nèi)匀挥X得對話是解決目前中美分歧的方式。按照汪洋副總理的說法,對話是成本最低的一種方式。那么,中方有這個戰(zhàn)略自信,才有這個定力去進行各方面對話,來保持中美關(guān)系的穩(wěn)定。中方的自信是非常重要的,我們有我們自己的節(jié)奏,到了一個時間點,該談什么就談什么。
第二,越來越顯示中國大國外交的靈活。現(xiàn)在中國外交已經(jīng)不局限于亞太地區(qū),我們外交的影響力遍布全球,在這種情況下,美國戰(zhàn)略界的焦慮感實際上越來越強,比如近期頻頻拋出中國威脅論、中國不負責任,或者說中國崩潰論等,尤其在華盛頓一些所謂知華派的學(xué)者中,這種說法很多。在這種情況下,中國反而展現(xiàn)出大國外交的做法,靈活度很強,包括我們在南海島礁的吹填,做的基礎(chǔ)設(shè)施的建設(shè)等。
這次我們把人文磋商跟SED放在一起談,說明對中美關(guān)系的認識在提升,安全、經(jīng)濟離不開基礎(chǔ)——人文交流。中方看中美關(guān)系的視角也越來越大,越來越高,所站的層次越來越高,這點跟我在前面講的一個大國外交的從容感是有密切關(guān)系的。
中國有發(fā)展的手段,有援助的手段,也有軍事的手段,當然也有對話的形式,我們覺得哪種形式最符合國家利益就用哪種形式。我覺得這是一個大國外交越來越通融,越來越靈活的體現(xiàn),對自己的國家利益非常清楚,中國的外交思路越來越明晰。

Any rate, I’ve made my--I hate to acknowledge this, gentlemen, but I made my first trip to China as a young man, meeting with Deng Xiaoping in 1979, in April of ’79.I was privileged to be with what I guess I’m now part of, a group of very senior senators at that time.I think we were the first delegation to meet after normalization--with senators like Jacob Javits of New York, and Frank Church, and a number of other very prominent members.話說回來。我年輕時第一次訪問中國——先生們,我不情愿承認這點——是在1979年4月,是同鄧小平會晤。我當時榮幸地與一些老一輩參議員同行,我想我現(xiàn) 在也屬他們之列了。我記得我們是關(guān)系正常化之后的第一個代表團,成員包括紐約州參議員雅各布·賈維茨、弗蘭克·丘奇以及其他一些非常重要的議員。And on that trip when we met with then Vice Premier Deng and witnessed the changes that were being initiated, beginning to spark China’s remarkable--absolutely remarkable transformation, even back then it was clear that there was--that great things were happening.And there was also a debate--there was a debate here in the United States and quite frankly throughout most of the West as whether a rising China was in the interest of the United States and the wider world.As a young member of a Foreign Relations Committee, I wrote and I said and I believed then what I believe now: That a rising China is a positive, positive development, not only for China but for America and the world writ large.在那次訪問期間,我們會晤了時任副總理的鄧小平,并目睹當時啟動的種種變化正在開始促發(fā)中國引人注目的——絕對是引人注目的轉(zhuǎn)型,即使在當時也已經(jīng)很清楚 ——巨變正在發(fā)生。當時還出現(xiàn)了一場辯論,在美國這里,坦率地說,在大部分西方世界,都出現(xiàn)了一場圍繞著一個崛起的中國是否符合美國及整個世界的利益的辯 論。作為對外關(guān)系委員會的一名年輕成員,我當時寫下、表述并且相信我現(xiàn)在所依然相信的:一個崛起的中國是一種積極的、積極的進展,不僅對中國而言,而且對 美國和全世界也是如此。When President Obama and I took office in January of 2009 we understood--we understood absolutely clearly that our relationship with China would be a key priority.The President and I were determined--determined to set the relationship on a stable course that could be sustained for decades.Our two countries, now the world’s two largest economies, were bound by ever-growing ties of commerce and investment.We, the United States, we always talk about what we import;we, the United States, exported $110 billion in American goods and services to China last year.奧巴馬總統(tǒng)和我在2009年就職時就理解——極為清楚地理解,我們與中國的關(guān)系將是一個關(guān)鍵重點。奧巴馬總統(tǒng)和我當時就下了決心,決心讓這個關(guān)系走上一條 穩(wěn)定的軌道,能夠幾十年保持下去。作為當今世界上兩個最大的經(jīng)濟體,我們兩國由與日俱增的商務(wù)和投資紐帶連結(jié)在一起。在美國,我們總是談?wù)撨M口;但去年,我們美國向中國出口了價值1100億美元的商品與服務(wù)。

We cannot claim the same number of Americans in China, but our 100,000 Strong Initiative will dramatically increase the number of young Americans living and studying in China.As a matter of fact, my niece who--excuse me, as we say in the Senate, a point a personal privilege--who graduated from Harvard not too long ago, works for Secretary Geithner, she did exactly what we hope another 100,000 will do: She studied Chinese and went and lived in China and is now devoted to making sure the relationship gets better and better and better.我們無法稱我們也有同樣數(shù)目的美國人在中國學(xué)習(xí),但是,“10萬留學(xué)生計劃”將大幅度增加在中國生活和學(xué)習(xí)的美國年輕人的人數(shù)。事實上,我的侄女——請原 諒這里使用一次我們在參議院常說的議員話語特權(quán)——她在不太久以前從哈佛大學(xué)畢業(yè),現(xiàn)在在蓋特納部長手下工作。她就做了我們期望另外10萬人去做的事:學(xué)習(xí)中文,并到中國生活了一段時間,她現(xiàn)在投身的工作就是讓我們兩國關(guān)系變得越來越好,越來越好。

When President Obama launched the first strategic and economic dialogue in 2009, he issued a challenge to all of us to work together to address some of the defining problems of our time.Some would say that's somewhat presumptuous for China and the United States to decide we’re going to work on the defining problems, but as I said earlier, how we cooperate will define in significant part how we deal with the challenges that the world face in the beginning of the 21st century.當奧巴馬總統(tǒng)于2009年啟動首次戰(zhàn)略與經(jīng)濟對話時,他向我們所有人提出了一個挑戰(zhàn),要我們齊心協(xié)力來應(yīng)對我們時代的一些具有決定意義的問題。有人或許會 說,由中國和美國一起來決定如何解決世界上的決定性問題未免有些自負,但正如我剛才所說,我們兩國如何合作,將在很大程度上決定我們?nèi)绾螒?yīng)對世界在21世 紀初所面臨的挑戰(zhàn)。

But success in re-orienting growth will be not only good for China, in our humble opinion, but it will be good for the United States and for the rest of the world.The United States and China are the world’s largest producers and consumers of energy and we share the common challenges that flow from that.And this creates not only a problem, but great opportunity--great opportunity for common efforts to find clean energy solutions.Secretary Chu likes to say--and I love this expression--“Science is not a zero-sum game.” Science is not a zero-sum game.That amply is illustrated by the remarkable cooperation we've begun to forge in this area.Let me just mention one example.美國和中國是世界上最大的生產(chǎn)國和能源消費國,我們在這方面面臨著共同的挑戰(zhàn)。這不僅帶來了難題,同時也帶來了巨大的機會——共同尋找潔凈能源解決方案的 機會。朱棣文部長常說,我也喜歡這句話:“科學(xué)不是零和游戲”。科學(xué)并非零和游戲。我們在該領(lǐng)域已開始建立的非凡合作已經(jīng)為此給予最好的說明。我可以舉一 個例子說明這一點。

But I believe on balance we have much more to agree on than to disagree on, and so does the President believe that.A healthy competition, in our view, is good for both of us.Competition is not bad.Competition that’s healthy is good.This is the reason why I’ve held the view for so many years and continue to hold the view that a rising China is a positive development.As you might expect, it’s my--I have overwhelming confidence in the capabilities of the American people.And those capabilities are enhanced when there’s genuine competition from equally capable people.I welcome this healthy and fair competition because I believe we’ll see it will spur us both to innovate and both will benefit from it.但我認為:總的說來,我們一致的地方比不一致的地方要多得多,奧巴馬總統(tǒng)也持同樣看法。良性競爭,在我們看來,對我們兩國都有利。競爭不是壞事。良性競爭是好事。

As I’ve said earlier, it’s important to be straightforward with one another.There is one area where we have vigorous disagreement.And I know and I understand that disagreement, when we voice it, is upsetting or rankles--I don’t know how that translates into Chinese--but how it concerns some of our friends in China.We have vigorous disagreement in the area of human rights.就像我前面談到的,我們彼此開誠布公很重要。我們有一個存在強烈分歧的領(lǐng)域。我知道也理解,這個分歧,當我們表達出來時,會引起不快或刺激——我不知道這詞翻譯成中文是什么意思——但它讓我們在中國的一些朋友擔憂。我們在人權(quán)領(lǐng)域存在強烈分歧。

Our agenda will focus on several areas:

Our agenda will focus on several areas:

When I was in China in February, it was my first time back in almost a decade.And I was struck, as many visitors are, by the transformation that had taken place.Driving on the third ring road in Beijing, I felt like I was watching a movie in fast-forward.From a few high rise buildings on my last trip, to a gleaming Olympic complex and corporate skyscrapers today.From millions of Flying Pigeon bicycles navigating the streets, to cars of every model traversing modern thoroughfares.And for those traveling to Shanghai, an already cosmopolitan world city soon to add the Shanghai Expo.我今年二月訪問中國時,距我前一次訪問已有將近十年之久。我像很多來訪者一樣,被今昔的變化所震撼。驅(qū)車行駛在三環(huán)路上,我感到仿佛是在觀看一部快進的電影。我上次來時高樓大廈屈指可數(shù),如今奧林匹克場館和摩天商務(wù)大廈令人眼花繚亂。過去有千百萬輛飛鴿牌自行車在大街小巷穿行,如今有各種型號的汽車在現(xiàn)代化公路上行駛。那些去上海的人還會看到上海世博會將為這個已經(jīng)發(fā)展成型的大都市增添光彩。

We also welcome China’s role in promoting peace and stability in the Asia Pacific.Over the past 30 years, the United States has helped to foster security in the region – and that is when a critical factor in China’s growth, and an important strategic interest of our own.In the future, we will remain actively engaged in promoting the security of Asia.When misunderstandings or disagreements arise, we will work through them peacefully and through intensive dialogue.我們還歡迎中國為促進亞太地區(qū)的和平與穩(wěn)定所發(fā)揮的作用。過去30年來,美國幫助建立該地區(qū)的安全,這對中國的增長至關(guān)重要,對我們自身的戰(zhàn)略利益也意義重大。未來,我們將繼續(xù)積極參與促進亞洲的安全。出現(xiàn)誤解或分歧時,我們將以和平方式并通過積極對話來予以解決。
This Strategic and Economic Dialogue differs from past dialogues in scope, substance, and approach.It is comprehensive by design, meant to enlist the full range of talent within our governments and to include cross-cutting challenges that are neither bureaucratically neat, nor easily compartmentalized.本屆戰(zhàn)略與經(jīng)濟對話在廣度、實質(zhì)乃至方法上均不同于過去的對話。其形式結(jié)構(gòu)力求全面,以便充分利用兩國政府內(nèi)部的聰明才智,解決那些在行政體制上無法按部門截然劃分的問題。With this dialogue we are laying, brick by brick, the foundation of a stronger relationship – improving lines of communication;increasing understanding;setting priorities;and creating a work plan.通過這一對話,我們正腳踏實地為加強關(guān)系而奠定基礎(chǔ),改善交流途徑,增強理解,制定重點目標和工作計劃。
Our agenda will focus on several areas:

First, the economic recovery.Repairing the global economy is a priority for both the United States and China.We have taken aggressive action at home to stimulate our economy and stabilize our financial institutions.China has taken similarly bold steps and we both agree that further economic and financial cooperation is necessary for global recovery.第一,經(jīng)濟復(fù)蘇。修復(fù)全球經(jīng)濟是美中兩國的首要目標。我們已在國內(nèi)采取果斷行動,以刺激經(jīng)濟和穩(wěn)定金融機構(gòu)。中國已采取類似的大膽措施,而且我們雙方均認為,進一步的經(jīng)濟和金融合作對全球復(fù)蘇是必要的。
Second, climate change and clean energy.As the world’s two biggest emitters, we must demonstrate to the developed and developing world that clean energy and economic growth can go hand-in-hand.We are already have involved in promising partnerships.When I was in In Beijing, I toured a geo-thermal plant that is a true U.S.-Chinese collaboration.General Electric has provided high-tech equipment to produce heat and power with half the emissions, and far less water usage than the coal plants that are typically relied on.And Chinese businesses build the steam turbines that help to power the plant.This plant saves costs and provides clean energy – including heat for the U.S.Embassy.第二,氣候變化和清潔能源。作為世界上兩個最大的排放國,我們必須向發(fā)達和發(fā)展中國家表明,清潔能源和經(jīng)濟增長能夠同步進行。我們已在進行充滿希望的合作。在北京期間,我參觀了一家地熱工廠,這是名副其實的美中合作。通用電氣公司提供的高科技設(shè)備被用于產(chǎn)熱發(fā)電,與通常燃煤的火力發(fā)電相比,排放減少了一半,用水量也大大下降。中國公司則制造了工廠發(fā)電用的燃氣輪機。該廠在節(jié)省成本的基礎(chǔ)上提供了清潔能源,包括為美國大使館提供熱能。
Third, security challenges.I just attended the ASEAN conference in Thailand, where the North Korean regime’s recent provocations were a subject of great concern.China and the United States both appreciate the dangers of escalating tensions and a prospective arms race in East Asia;and we both are going to against the proliferation of weapons of mass destruction.第三,安全挑戰(zhàn)。我剛剛出席了在泰國舉行的東盟會議,北韓政權(quán)最近的挑釁行動成了大會十分關(guān)注的議題。中國和美國均認識到緊張局勢升級以及東亞可能發(fā)生的軍備競賽所導(dǎo)致的危險以及大規(guī)模毀滅性武器擴散的危險。
Already, China and the United States have worked together to contain dangerous actions on the part of North Korea.We are grateful for the Chinese government’s leadership in establishing the Six Party Talks and for its close cooperation in response to North Korean missile launches.In this dialogue, we will discuss ways to work jointly to persuade the regime to agree to denuclearization and end its international isolation.中美兩國已經(jīng)在進行合作,以遏制北韓方面的危險行動。我們感謝中國政府為設(shè)立六方會談所發(fā)揮的主導(dǎo)作用以及在應(yīng)對北韓導(dǎo)彈發(fā)射問題上所進行的密切合作。本屆對話期間,我們將探討如何共同努力以說服該政權(quán)同意實現(xiàn)無核化并結(jié)束其國際孤立狀態(tài)。
We will also discuss our common concerns about the nuclear weapons capability of Iran, and explore ways to address violent extremism and promote stability in Afghanistan and Pakistan.我們還將討論我們對伊朗核武器能力的共同關(guān)注,并探討清除暴力極端主義、促進阿富汗和巴基斯坦穩(wěn)定的方法。
Fourth, we will talk about development.Under President Obama, development, like diplomacy, is an equally important pillar of American foreign policy.Many of the world’s threats stem from lack of opportunity which, in turn, leads to poverty, social erosion, and political instability.By addressing global scourges such as hunger, illiteracy, disease, and economic marginalization from the bottom up, and by insisting on accountability and adherence to the rule of law, we can widen opportunity and prosperity for more people in more places.第四,發(fā)展。在奧巴馬總統(tǒng)領(lǐng)導(dǎo)下,發(fā)展同外交一樣,是美國對外政策的重要支柱。世界上許多威脅的根源來自機會的缺乏,而機會缺乏進而導(dǎo)致貧困、社會解體及政治動蕩。通過自下而上地消除饑餓、文盲、疾病以及經(jīng)濟邊緣化等全球性災(zāi)難,堅持問責制和法治,我們能夠為更多地區(qū)的更多人帶來機會和繁榮。
None of these problems will be easy to solve, and results won’t happen overnight.We will not always see eye-to-eye, as is the case with human rights, where the United States will continue to be guided by the ideal that the rights of all people must be respected.Still, solutions to many of today’s global challenges are within reach if we work cooperatively where our interests intersect, and are honest with each other when they don’t.這些問題無一能輕易解決,也不會一夜之間就產(chǎn)生結(jié)果。我們的觀點并非全部一致,人權(quán)便是一例。美國將繼續(xù)恪守這樣的理念:所有人的權(quán)利都必須得到尊重。盡管如此,如果我們在利益一致的領(lǐng)域進行合作,并且在利益不一致時能做到開誠布公,那么我們就能夠成功應(yīng)對當今的許多全球性挑戰(zhàn)。
A well-known Chinese saying speaks of a sacred mountain in northern China near Confucius’ home.It says: ―When people are of one mind and heart, they can move Mt.Tai."

We cannot expect to be united at every turn, but we can be of one mind and heart on the need to find common ground as we confront the shared challenges of the 21st century.The Obama Administration has embraced this dialogue with China early and energetically because we want to see it to fruition.This is an issue of great importance to me as Secretary of State, and I know the same is true for my colleagues and for our President.我們無法期待事事處處都保持一致,但就面臨21世紀的共同挑戰(zhàn)有必要找到共同立足點而言,我們能夠齊心協(xié)力。奧巴馬政府上任伊始就決定大力與中國展開對話,因為我們希望看到它結(jié)出碩果。作為國務(wù)卿,這對我本人是一個十分重要的問題,并且我知道對我的同事們和奧巴馬總統(tǒng)也是如此。
