Hand在這里表示“內行，精通某項業務的人”，例如：an old Parliamentary hand(精通議會事務的人)。要想形容某人在某個領域是行家，可以用a good/great hand at來表示。但a cool hand可不是指對某個行當“手冷”(不熟悉)，它的意思是“大膽而厚臉皮的人”。真正的“生手”其實是“a fresh/green hand”，他們對所從事的領域not much of a hand at(不擅長)。

上次去看演唱會，歌手在臺上表演得非常出色，我們give a big hand(熱烈鼓掌)，但我朋友沒有去成，她的老板交待她去辦事，而且give her a free hand(讓她全權處理)，所以She has her hands full(她實在太忙了)，不能跟我們一起狂歡。

5.聯動效應：coupling effects

金融危機來襲之后，中小企業首當其沖。中小企業數量較多的長江三角洲和珠江三角洲地區受到的影響相對比較明顯，這些企業主要面臨資金緊張的問題。沿海加工貿易企業訂單減少，部分企業停產破產關閉，中小企業融資難問題更加突出。

在上面的報道中，coupling effects就是指“聯動效應”，也稱為互動效應、耦合效應。在群體心理學中，人們把群體中兩個或以上的個體通過相互作用而彼此影響從而聯合起來產生增力的現象，稱之為聯動效應。生活中聯動效應的例子比比皆是，一個聯動良好的班級，就可能使所有學生產生團結、向上、善學、積極奮進的品質。

Coupling在這里做名詞，意思就是“聯結、耦合”，例如coupling device就是指“聯結裝置”。此外，coupling還可以表示“運用、推廣”，如：coupling science to production(將科學運用到生產中去)。若想表示把??結合起來，就要用到它的原形couple了，如： Her name was coupled with his.(她的名字與他的連在一起)。

除了“聯動效應”之外，我們在服用藥物的時候會有side effect(副作用)，現代社會大量的溫室氣體排放會導致greenhouse effect(溫室效應)，還有一個蝴蝶在巴西輕拍翅膀就可以導致一個月后德克薩斯州來一場龍卷風的butterfly effect(蝴蝶效應)。

6.重復建設：overlapping project

為進一步擴大內需、促進經濟平穩較快增長，國家安排了約4萬億元投資。這些投資能不能見效，怎么分配，會不會形成重復建設、出現豆腐渣工程?面對社會各界的高度關注和存在的疑慮，國家發展和改革委員會主任張平11月27日對此進行了詳細解釋。

在上面的報道中，overlapping project就是我們平時所說的“重復建設項目”。所謂重復建設項目，是指那些提供的產品或服務在數量上已超過社會(市場)需求，而在質量上又不如已有的產品或服務。重復建設項目會造成社會資源的巨大浪費，有損宏觀經濟效益。

Overlapping在這個短語中表示“重復的”，如：overlapping route(重復路線)。它的原意是指“重疊、疊加”，如streamline(or simplify)overlapping administrative organizations(精簡重疊的行政機構)。

在工作中我們和同事常常會承擔overlapping duties(共同的責任)，或者和別人有overlapping areas of interest(利益共同點)。現在有很多新興學科都屬于overlapping subject(交叉學科)，可以幫助我們建立綜合知識體系，當然這也需要我們多運用a model of overlapping things(統籌問題的方式)來學習。

7.智囊團：Brain trust

美國當選總統奧巴馬已于上周在芝加哥召開新聞發布會，正式提名新政府經濟團隊主要成員。同時，奧巴馬過渡小組成員稱，他將于感恩節后提名希拉里出任國務卿，并組建外交政策“智囊團”。

Obama, who rolled out the key components of his economic team this week, plans to announce his foreign policy brain trust after the Thanksgiving holiday.奧巴馬已于本周宣布了其經濟團隊的主要成員，并計劃于感恩節后公布他的外交政策“智囊團”。

在上面的報道中，brain trust就是我們常說的“智囊團”，有時也被稱為think tank。Brain trust是在富蘭克林?羅斯福(Franklin Roosevelt)總統執政時期流行起來的。1932年，羅斯福競選總統時，曾請了三位哥倫比亞大學的教授為他撰寫演講稿，大學教授的智慧結晶果然使羅斯福旗開得勝，當選為美國第32屆總統。嘗到甜頭的羅斯福上任后，繼續使用政府以外的專家來提供咨詢，記者們把這些知識分子顧問稱為brain trust，后來這種用法就逐漸流行起來了。

現在，凡是一個組織的領導人在他手下工作人員之外請一些人來給他出主意，做顧問，都可以稱為brain trust。如：The director of our institute makes us feel useless because he only listens to his own brain trust.He totally ignores the ideas from those who work for him in the institute.(我們研究所的主任只聽取他的智囊團的意見。這使得我們感到好像我們都是沒有用的人。他把所里工作人員提出的意見完全不當一回事)。8.商業賄賂：commercial bribery

為了依法懲治商業賄賂犯罪，“兩高”日前聯合下發文件，對商業賄賂犯罪的范圍，醫藥購銷、工程建設、政府采購等領域中的商業賄賂進行了認定，提供旅游費，收受銀行卡等行為都被納入商業賄賂的范圍。

在上面的報道中，commercial bribery的意思是“商業賄賂”，商業賄賂是指經營者為爭取交易機會，暗中給予交易對方有關人員和能夠影響交易的其他相關人員以財物或其他好處的行為，屬于不正當競爭。常見的形式包括提供回扣、促銷費、宣傳費、勞務費，或報銷各種費用、提供境內外旅游等等。

Bribery的意思就是“賄賂”，如：It is necessary to take comprehensive law measures to control business bribery.(控制商業賄賂必須采取綜合性的法治措施)。

最近有人向約翰commit bribery(行賄)，但是He is superior/ insusceptible to bribery./ He is proof against bribery(他不為賄賂所動)，因為他認為Bribery is a vile practice.(賄賂是卑鄙的行徑)，他不想卷入a seamy bribery scandal(骯臟的賄賂丑聞)，更不想犯fence of bribery(行賄受賄罪)。

9.劃定界限：draw the line

由于和白宮相互指責，美國國會取消了原定于當地時間20日進行的對汽車行業250億美元救援計劃的表決。這意味著在2009年1月20日奧巴馬上臺前，汽車巨頭們很可能要自謀生路了。

這種用法最早來源于網球以及類似的球類運動，這些活動需要在場地中央劃線，將場地分成兩塊，后來演變成“劃定界限”的意思。如：It all depends on your concept of fiction and where you draw the line between fact and fiction.(這有賴于你對虛構這一概念的理解以及你如何劃定事實和虛構的界線。)

我們常說的“忍耐也得有個度”常用One must draw the line somewhere來表示。

10.王牌：Trump card

奧巴馬當選之后，馬不停蹄地為新政府物色人選，而他原來的競爭對手希拉里也成為下任美國國務卿的“大熱”人選。有消息人士透露，在“面試”完希拉里與比爾?理查森兩名國務卿熱門人選后，奧巴馬也傾向于讓希拉里擔當重任。

我們常用play one’s trump card來表示“使出絕招”。如：Finally she played her trump card and threatened to resign.(最后她使出了絕招，揚言要辭職)。

而have all the trumps in one's hand(hold some trumps)則表示“胸有成竹，有必勝把握”，但如果你put someone to his trumps那可就要“把某人逼入絕境，迫使他使出最后的招數”了。11.安全港法案：safe haven law

根據美國內布拉斯加州今年7月18日正式生效的《安全港法案》，父母可以合法拋棄19歲以下的青少年。該法案一出臺就引發了很大爭議。本周二，該州又初步通過了修正案，將合法棄嬰的時限縮短至嬰兒出生30天內。

父母不必留下姓名，不必辦理送養手續，更不會遭到起訴，當然，他們可能會失去監護權。該法的目的就是要使嬰兒的無辜生命得到保護，盡可能地避免墮胎、殺戮、拋棄。

Safe haven原意是指“安全港、安身之處”，如：He will not find a safe haven here.(他在這里找不到安身之處)。它還可以引申為提供某種形式的“庇護”，如：In 2000 this agent offered Al Qaida safe haven in the region.(這名情報人員在2000年向基地組織提供了在該地區的庇護)。

此外，在經濟領域，它用來指沒有金融、財務危機的地點或投資。Safe haven currency就是我們聽說的“避風港貨幣”，指諸如美元或瑞士法郎等主要交易貨幣，投資者在政治動蕩時期想為資金尋找避風港時，就會投資購入此類貨幣，或者他們會去tax haven(避稅港，對跨國納稅人提供低稅、免稅或給予大量稅收優惠的國家和地區)尋找機會。12.空白支票 V.S 空頭支票

平時我們常把blank check理解成“空頭支票”，但實際上它的意思與“空頭支票”正好相反。“空頭支票”在英文中是“an empty or a rubber or bad check”,即“金融機構拒絕付現或支付的支票”。出現這種情況的原因可能是賬戶已經終止，或者賬戶資金不足以支付支票金額，也可轉意為empty promise or lip service(空洞的許諾).如：Many voters know that the promises of different parties before an election are all just bad checks.(許多選民都知道各黨派在選舉前的承諾只不過是空頭支票，不會兌現的)。13.定下基調：set tone

在上面的報道中，set tone就是指“定下基調”，tone在這里的意思是the general atmosphere of a place or situation and the effect that it has on people(對處于某地或情境中的人們有影響的氣氛)。如：Her friendly opening speech set the tone for the whole conference.(她友好的開幕詞確定了整個會議的基調。)Tone最常見的意思是指“音調、色調”。如果你想形容一個人的“聲調很悅耳”，就可以說Her voice has a pleasant tone.Tone做動詞還可以表示“搭配、協調”，朋友家新買了窗簾，The new curtains tone in beautifully with the carpet.(與地毯的顏色非常協調)，但是她今天心情可不太好，上班的時候took an angry tone with her colleagues.(帶著怒氣與同事說話)，因為最近由于金融危機，公司的市場狀況(tone of the market)不太好。

14.輪值主席：rotating presidency

二十國集團(G20)財政部長和中央銀行行長2008年年會于本月9日在巴西圣保羅閉幕。代表們在為期兩天的閉門會議中就金融危機產生的原因及應對措施進行了深入探討，并為本月中旬在華盛頓舉行的G20金融峰會奠定共識基礎。

在上面的報道中，rotating presidency就是指“輪值主席(國)”。某些國際機構或組織不設固定的主席職位，而由各成員國或理事國首腦輪流擔任。擔任者就被稱為“輪值主席”，其所在國家就是“輪值主席國”。

到當選總統正式入主白宮時，發表的就是inaugural address(就職演說)了。總統任期期滿卸任時，會發表farewell speech(告別演說)。“政治演說”我們可以用stump speech來表示。

那么，speech和address有什么區別呢?一般來說，演說詞在英語里是speech，用address這個詞是比較少的。如果要說兩者有什么差別的話，無非是風格上及使用場合上的區別。speech使用比較隨意，而address從風格上來說更為莊重，指“正式的致辭”，例如總統發表的“國情咨文演說”，就要說成是State of the Union Address。17.封口費：Hush money

最近，山西干河礦難發生之后，記者爭先恐后地趕到出事煤礦——不是為了采訪報道，而是去領取煤礦發放的“封口費”，少則上千，多則幾萬。煤礦方面稱,領取“封口費”的記者有四五十人，這其中不乏很多“假記者”，而且“封口費”的發放持續了數日。“封口費”沒能“封”住事件真相，卻引發了人們的反思。

這種做法由來已久，hush money這個習慣用語也至少有三百年的歷史了。如：Taking hush money from the underworld gang, the witness kept his mouth shut about what he saw.(目擊者從黑社會歹徒那里拿了“封口費”，對他見到的一切守口如瓶)。

我們還可以用hush up來表達“掩蓋”某事的意思，hush the scandal up就是指的“把丑聞掩蓋起來”。18.平權措施：Affirmative action

總統大選，又一次在美國國內激起了關于種族問題的爭論。麥凱恩在接受電視采訪時說，他支持自己家鄉亞利桑那州政府和地方政府提出的禁止平權措施政策的主張。他的競爭對手奧巴馬則表示，在平權措施考慮到個人困境、社會經濟階層、種族和困難等因素的情況下，他堅決支持平權措施。

Affirmative做形容詞，表示“肯定的，贊成的，支持的”，如;an affirmative approach to the problem(正面解決問題)。我們平時數學中使用的“正號”，就是affirmative sign。在辯論時，也許你會take the affirmative(站在贊成的一方)，或者對某項議題投affirmative vote(贊成票)，因為你對自己的觀點有十足的把握，有affirmative proof(確鑿的證據)。19.食品“添加劑”：Additive

怎樣才能“吃”得更安全?這是現在人們最關心的一個話題。各式各樣的食品中，不可避免都會有食品添加劑。“三鹿奶粉”事件使全國人大常委會正在三審的食品安全法草案更受關注。為防止食品添加劑的不規范使用和濫用，保證食品的源頭安全，食品安全法草案三審稿對食品添加劑的生產經營、目錄范圍、使用以及添加劑的標簽等都做了相應規定。

那么什么是食品添加劑呢?食品添加劑是指食品健康當中，為了改變食物的現狀，需要添加的一些可以食用的成分。比如有的時候需要添加香味，有的時候需要改變顏色，有的時候需要改變形狀。添加食品添加劑是世界通用的做法。只要符合標準，在嚴格規定的使用范圍內來添加，是沒有任何危害的。

為了依法懲治商業賄賂犯罪，“兩高”日前聯合下發文件，對商業賄賂犯罪的范圍，醫藥購銷、工程建設、政府采購等領域中的商業賄賂進行了認定，提供旅游費，收受銀行卡等行為都被納入商業賄賂的范圍。

在上面的報道中，commercial bribery的意思是“商業賄賂”，商業賄賂是指經營者為爭取交易機會，暗中給予交易對方有關人員和能夠影響交易的其他相關人員以財物或其他好處的行為，屬于不正當競爭。常見的形式包括提供回扣、促銷費、宣傳費、勞務費，或報銷各種費用、提供境內外旅游等等。

Bribery的意思就是“賄賂”，如：It is necessary to take comprehensive law measures to control business bribery.(控制商業賄賂必須采取綜合性的法治措施)。

最近有人向約翰commit bribery(行賄)，但是He is superior/ insusceptible to bribery./ He is proof against bribery(他不為賄賂所動)，因為他認為Bribery is a vile practice.(賄賂是卑鄙的行徑)，他不想卷入a seamy bribery scandal(骯臟的賄賂丑聞)，更不想犯fence of bribery(行賄受賄罪)。

劃定界限：draw the line

由于和白宮相互指責，美國國會取消了原定于當地時間20日進行的對汽車行業250億美元救援計劃的表決。這意味著在2009年1月20日奧巴馬上臺前，汽車巨頭們很可能要自謀生路了。

安全港法案：safe haven law

根據美國內布拉斯加州今年7月18日正式生效的《安全港法案》，父母可以合法拋棄19歲以下的青少年。該法案一出臺就引發了很大爭議。本周二，該州又初步通過了修正案，將合法棄嬰的時限縮短至嬰兒出生30天內。

父母不必留下姓名，不必辦理送養手續，更不會遭到起訴，當然，他們可能會失去監護權。該法的目的就是要使嬰兒的無辜生命得到保護，盡可能地避免墮胎、殺戮、拋棄。

Lame duck字面上看是“跛腳鴨”，它做名詞常用來指“無用的人”，帶有貶義，如：The government should not waste money supporting lame ducks.(政府不應浪費資金去扶持那些無望的企業。)

到當選總統正式入主白宮時，發表的就是inaugural address(就職演說)了。總統任期期滿卸任時，會發表farewell speech(告別演說)。“政治演說”我們可以用stump speech來表示。

那么，speech和address有什么區別呢?一般來說，演說詞在英語里是speech，用address這個詞是比較少的。如果要說兩者有什么差別的話，無非是風格上及使用場合上的區別。speech使用比較隨意，而address從風格上來說更為莊重，指“正式的致辭”，例如總統發表的“國情咨文演說”，就要說成是State of the Union Address。封口費：Hush money

最近，山西干河礦難發生之后，記者爭先恐后地趕到出事煤礦——不是為了采訪報道，而是去領取煤礦發放的“封口費”，少則上千，多則幾萬。煤礦方面稱,領取“封口費”的記者有四五十人，這其中不乏很多“假記者”，而且“封口費”的發放持續了數日。“封口費”沒能“封”住事件真相，卻引發了人們的反思。

這種做法由來已久，hush money這個習慣用語也至少有三百年的歷史了。如：Taking hush money from the underworld gang, the witness kept his mouth shut about what he saw.(目擊者從黑社會歹徒那里拿了“封口費”，對他見到的一切守口如瓶)。

我們還可以用hush up來表達“掩蓋”某事的意思，hush the scandal up就是指的“把丑聞掩蓋起來”。

平權措施：Affirmative action

總統大選，又一次在美國國內激起了關于種族問題的爭論。麥凱恩在接受電視采訪時說，他支持自己家鄉亞利桑那州政府和地方政府提出的禁止平權措施政策的主張。他的競爭對手奧巴馬則表示，在平權措施考慮到個人困境、社會經濟階層、種族和困難等因素的情況下，他堅決支持平權措施。

Affirmative做形容詞，表示“肯定的，贊成的，支持的”，如;an affirmative approach to the problem(正面解決問題)。我們平時數學中使用的“正號”，就是affirmative sign。在辯論時，也許你會take the affirmative(站在贊成的一方)，或者對某項議題投affirmative vote(贊成票)，因為你對自己的觀點有十足的把握，有affirmative proof(確鑿的證據)。食品“添加劑”：Additive

怎樣才能“吃”得更安全?這是現在人們最關心的一個話題。各式各樣的食品中，不可避免都會有食品添加劑。“三鹿奶粉”事件使全國人大常委會正在三審的食品安全法草案更受關注。為防止食品添加劑的不規范使用和濫用，保證食品的源頭安全，食品安全法草案三審稿對食品添加劑的生產經營、目錄范圍、使用以及添加劑的標簽等都做了相應規定。

那么什么是食品添加劑呢?食品添加劑是指食品健康當中，為了改變食物的現狀，需要添加的一些可以食用的成分。比如有的時候需要添加香味，有的時候需要改變顏色，有的時候需要改變形狀。添加食品添加劑是世界通用的做法。只要符合標準，在嚴格規定的使用范圍內來添加，是沒有任何危害的。

Additive在這里意思就是“添加劑”。如chemical additive就是指“化學添加劑”，flavor additive為“香味添加劑”。

除此之外，它還可以做形容詞，表示“附加的”，如：additive samples(附加樣本);additive information(補充報告)等。

我們平時在食品外包裝上經常看到This food is guaranteed additive free.(該食品保證不含添加劑)。這句話還可以這樣說：The manufacturer officially promises that it contains no additives.農藥“殘留”：pesticide residue

日本一女性消費者購買煙臺北海食品有限公司出口日本的冷凍青刀豆，食用后感到不適。經日方檢測，其食用的豆角中最高含有6900PPM的敵敵畏成分，其他未開封豆角未檢出敵敵畏成分。該公司有關負責人說，這一批號產品的原料在種植時，沒有使用過這次被檢出的有機磷農藥，工廠和基地也從來沒有使用過這類農藥。

“個性化車牌”又要回來了!2002年個性化車牌在北京、天津、杭州和深圳4個城市進行試行后，今年個性化車牌將“重出江湖”。自10月6日起，北京小型汽車可按照機動車號牌編碼規則自行編排確定車牌號。

人肉搜索引擎就是指在利用現代信息科技和傳統搜索引擎的同時，更多地利用人工參與來提取搜索引擎提供的信息的一種機制。對于“人肉搜索”在網絡中的作用，有人稱之為Internet lynching(網絡私刑)，也有人稱之為vigilante of the Internet(網絡義警)，至于孰是孰非，尚待進一步論證了。礦難：coalmine mishap

在上面的報道中，mishap就是an unfortunate accident/unforeseen happening，即“(意外)事故”的意思，coalmine mishap/accident 都是“煤礦事故”的意思，即“礦難”。那么accident跟mishap到底有什么區別呢?

我們常用的accident除了指an unexpected happening, often harmful, causing injury etc“意外事故”以外，還可以指anything that happens suddenly or by chance without an apparent cause“意外的、偶然的事”，比如：He met Tom in town by accident.(他在鎮上跟湯姆偶遇);而mishap則專指那些“不幸的、意外的事故”。南水北調：South-to-North water diversion
