1.老師同學們大家晚上好

在上這個課題之前，請問同學們一個問題，請問同學們以后想發財還是想做官?當然每個人都想發財，但是每個人都有自己的夢想，有的想發財，有的想做官。我們***曾說過“想發財就別做官，想做官就別想著發財。”可是，最近有個報道我又狠狠的觸動，《南方都報》報道一小學學生，采訪時問道孩子以后要干什么，女孩回答道：我要做貪官，因為有很多東西。可見腐敗的力量是多么強大，已經深深影響到了兒童。

2.今天我給大家講的課題是如何預防和懲治腐敗將以下四個方面進行講述 3.思考問題：1.什么是權力？

7.對于腐敗我們看國家主席***的表態，***：人民最痛恨消極腐敗現象必須下大力氣解決，可見我們老大對反腐力度是下了多大決心，用加大反腐力度、法制建設、體制改革、制約權力四面攻打腐敗。將制度關進鐵牢里實行長效機制有效控制。

8.從反腐到現在已經取的一定的成效但是腐敗形勢依然嚴峻那么原因何在？官德失守、利益誘惑、機制不健全等等因素誘發腐敗下面具體看看原因腐敗現象易發多發，與我國所處的特定歷史階段密切相關。當前，我國正在經歷經濟社會的深刻變革。歷史經驗表明，這一時期往往是腐敗高發期。誘發腐敗的因素是多方面的，既有個人的官德失守，也有社會的利益誘惑，其中一個很重要的原因是反腐敗的體制機制不健全、不完善，為腐敗的滋生蔓延留下了空間。

總書記在十八屆中紀委二次會議上明確提出要從嚴治黨，懲治這一手決不能放松。要堅持“老虎”、“蒼蠅”一起打，既堅決查處高級領導干部違紀違法案件，又切實解決發生在群眾身邊的不正之風和腐敗問題。既要查處黨政機關的腐敗，也要查處國企和軍隊領域的腐敗。做到“有腐必查，有貪必肅”。9.盡管如此腐敗現象仍然趨于嚴重化

14.最終導致反腐敗機構職能分散。長期以來，紀委受同級黨委和上級紀委雙重領導的體制具體化、程序化、制度化不夠，反腐敗機構分散，形不成合力。有的地方黨委和政府給紀委交辦了不少與反腐敗工作無關的任務，紀委主業不突出，工作越位、錯位、不到位情況時有發生。

1.明確主體責任（落實黨風廉政建設責任制，黨委負主體責任，紀委負監督責任。落實好“兩個責任”，就抓住了黨風廉政建設的核心關鍵，就能形成全黨動手、全社會參與反腐敗的強大合力。

黨委負主體責任。火車跑得快，全靠車頭帶。各級黨委的主體責任是前提、是基礎，只要黨組織和領導真正負起責任，再難的工作也能抓好。

紀委負監督責任。各級紀委作為黨內監督的專門機關，對黨風廉政建設責無旁貸，必須聚焦中心任務，監督執紀問責，更好履行黨章賦予的職責。完善失職責任追究制度。
