We live at a time when the world is undergoing major changes and adjustments.The ever deepening globalization has brought both rare opportunities to mankind and extensive challenges to the international community.The international financial crisis is spreading to every cornor of the world and affecting the development agenda of all countries.New uncertainties have emerged in regional hotspot issues, impacting the evolution of the international security situation.Global issues such as climate change, energy security, environmental degradation, worsening poverty, spread of communicable disease and proliferation of weapons of mass destruction(WMD)are becoming increasingly acute.They already have and will continue to make a profound impact on international relations.這一切昭示我們，世界正變得越來越小，國與國、人與人之間的距離越來越近，大家同處“地球村”，同乘一條船。在這個各國利益交融、休戚相依的時代，與世界隔絕不可能實現(xiàn)真正的發(fā)展與繁榮，獨善其身不可能實現(xiàn)持久的和平與穩(wěn)定。同舟共濟、互利共贏，應(yīng)成為各國的共同選擇。

All this shows that our world is becoming smaller and countries and peoples are getting closer to one another.We all live in a “global village” and are like passengers in the same boat.As countries are more than ever interdependent with their interests closely interconnected, no one can expect to achieve true development and prosperity in isolation, or secure durable peace and stability on one's own.Our only choice is to confront challenges together and pursue mutual benefit and win-win progress.朋友們：

--We are committed to developing friendly relations and cooperation with all countries on the basis of the Five Principles of Peaceful Coexistence.As you may know, China and the United States have agreed to build a positive, cooperative and comprehensive relationship for the 21st century, and the first meeting of the China-US Strategic and Economic Dialogue held last month produced important common understanding between the two sides on a host of bilateral and major global issues.China-Russia strategic partnership of coordination has maintained sound momentum of growth, and the two countries have made new headway in advancing cooperation in energy, economy and trade, science and technology, culture and other fields.China-EU comprehensive strategic partnership has been forging ahead.The two sides have built greater strategic consensus, conducted fruitful business cooperation and fostered greater mutual understanding.China-Japan strategic relationship of mutual benefit has, on the whole, enjoyed sound growth and practical cooperation between the two countries is getting stronger.Following the policy of building amicable relations and partnerships, we will further strengthen good-neighborliness and practical cooperation with our neighboring countries, and work in concert with them to foster a peaceful and stable regional environment featuring equality, mutual trust and win-win cooperation.We will, as always, enhance solidarity and cooperation with other developing countries and deepen our traditional friendship with them.——我們積極參與國際社會應(yīng)對各種全球性問題的協(xié)調(diào)與合作。中國積極參與應(yīng)對金融危機的國際合作，主張各國加強宏觀經(jīng)濟政策協(xié)調(diào)，推進國際金融體系改革，加大對發(fā)展問題的關(guān)注和投入。中國高度重視并積極參與應(yīng)對氣候變化國際合作，主張國際社會堅持《聯(lián)合國氣候變化框架公約》和《京都議定書》基本框架，堅持“共同但有區(qū)別的責(zé)任”原則，在可持續(xù)發(fā)展原則下共同應(yīng)對氣候變化問題。中國積極參與國際糧食合作并提供了力所能及的對外援助。中國主張國際社會樹立和落實多元發(fā)展、協(xié)同保障的新能源安全觀，加強能源開發(fā)利用的互利合作。中國支持世界衛(wèi)生組織促進全球公共衛(wèi)生事業(yè)的努力，將繼續(xù)與世界衛(wèi)生組織和其他成員國就此加強合作。中國積極支持國際軍控、裁軍與防擴散進程，一貫主張全面禁止和徹底銷毀核武器，堅持反對大規(guī)模殺傷性武器及其運載工具的擴散，愿與各國一道共同為早日實現(xiàn)無核武器世界而努力。

--We have taken an active part in the international efforts to address global issues.China has been actively involved in the international cooperation on tackling the financial crisis.We call on all countries to intensify coordination on macroeconomic policies, advance the reform of the international financial system, pay greater attention to the issue of development and scale up input in development.China attaches great importance to and has actively participated in the international cooperation on addressing climate change.We believe that the international community should uphold the basic framework of the UN Framework Convention on Climate Change and its Kyoto Protocol, adhere to the principle of “common but differentiated responsibilities”, and jointly tackle climate change in the broader context of sustainable development.China has played an active role in the international food cooperation and provided assistance to other countries to the best of its ability.China holds that the international community should foster and follow a new concept of energy security featuring diversified forms of development and common energy security through coordination, and enhance mutually beneficial cooperation in energy development and utilization.China supports the World Health Organization(WHO)in promoting global public health programs, and will continue to work with the WHO and its member states to enhance cooperation in this regard.China actively supports international arms control, disarmament and nonproliferation.We have always stood for the complete prohibition and thorough destruction of nuclear weapons and firmly opposed the proliferation of WMD and their means of delivery.We are ready to work with other countries for the early realization of a nuclear-weapon-free world.——我們積極推動妥善解決熱點問題。中國一直致力于維護國際防擴散體系，維護朝鮮半島和東北亞地區(qū)和平與發(fā)展。我們主張通過外交談判和平解決伊朗核問題，尋求伊核問題的長遠解決之道。中國支持平衡推進蘇丹達爾富爾問題政治進程和維和部署，敦促達區(qū)各派別參加談判，爭取早日達成全面和平協(xié)議。我們積極倡導(dǎo)和參與一切有助于中東和平的國際努力，希望有關(guān)各方把握時機，采取切實行動，推動中東局勢向緩和、穩(wěn)定方向發(fā)展。

--We have worked vigorously for the proper settlement of hotspot issues.China is committed to upholding the international nonproliferation regime, and safeguarding peace and development on the Korean Peninsula and in Northeast Asia.We maintain that the Iranian nuclear issue should be resolved peacefully through diplomatic negotiations and that efforts should be made to pursue a long-term solution to the issue.China supports parallel progress in both the political process of the Darfur issue and the deployment of the peacekeeping operation.We urge the various factions in Darfur to come to the negotiating table and conclude a peace agreement at an early date.We strongly support and actively participate in all international efforts that are conducive to peace in the Middle East.We hope that the parties concerned will seize the opportunity and take concrete steps to move the situation in that part of the world toward relaxation and stability.朋友們：

Minister Yang, I’m with Xinhua News Agency and its affiliated website.The year 2010 witnesses shifting dynamics in the international situation.China’s diplomacy attracted wide attention.What do you think are the features in the international situation and China’s diplomacy last year? Can you tell us the main items on China’s diplomatic agenda for this year which is the first year of the 12th Five Years’ Plan Period? 我想去年的國際形勢發(fā)展的鮮明特征，可以用“變革”和“合作”來形容。在國際金融危機后，世界經(jīng)濟在曲折中艱難復(fù)蘇，世界大變革、大調(diào)整、大發(fā)展的趨勢不斷地深入，世界經(jīng)濟治理機制的改革也在不斷向前推進，新興經(jīng)濟體在迅速崛起。因此，我覺得世界力量的對比正在向著漸趨均衡的方向發(fā)展。

In my view, “change” and “cooperation” were the two salient(顯著的，突出的)features in the international situation in 2010.After the international financial crisis, the world economies struggled to recover.Our world continued to undergo major changes, major adjustments and major developments.Steady progress was made in the reform of the world economic governors’ structure.There was a rapid rise of emerging economies.And there was greater balance in international power.(在曲折中: under complicated circumstances)楊潔篪：

The international security situation was, on the whole, stable.However, at the same time, destabilizing factors and uncertainties increased.In spite of some differences and disagreements between countries over issues of one kind or another, countries have become more inter-connected and inter-dependent.It has become consensus of more and more countries to pursue security through development and promote development through cooperation.楊潔篪：

我很高興在新年伊始來到紐約，同各位老友新朋見面。對外關(guān)系委員會作為美國最有影響、世界知名的智庫之一，在哈斯會長帶領(lǐng)下，在開展中國問題研究、促進中美相互了解與合作方面做了大量卓有成效的工作。我謹(jǐn)對你們表示衷心感謝。

我這次應(yīng)希拉里·克林頓國務(wù)卿邀請來訪，是為胡錦濤主席即將應(yīng)巴拉克·奧巴馬總統(tǒng)邀請對美國進行的國事訪問做準(zhǔn)備，并就當(dāng)前中美關(guān)系和雙方共同關(guān)心的重大國際地區(qū)問題交換意見。在華盛頓期間，我有幸拜會了奧巴馬總統(tǒng)，并與克林頓國務(wù)卿、多尼隆助理、蓋特納財長、駱家輝部長進行了內(nèi)容廣泛、富有成果的會見和會談。我還同美國社會各界人士進行了很好的交流。

一是兩國高層交往和各層次溝通密切程度前所未有。中美關(guān)系在美國新一任總統(tǒng)就職后很短時間就實現(xiàn)平穩(wěn)過渡，兩國元首在24個月里7次成功會晤并實現(xiàn)國事互訪，其他各級官員也不拘形式地頻繁接觸。雙方還建立起中美戰(zhàn)略與經(jīng)濟對話、人文交流高層磋商機制，為促進中美互信與合作搭建了獨特、有效的平臺。

二是兩國加強合作的強烈意愿和決心前所未有。2009年4月，胡錦濤主席和奧巴馬倫敦會晤中達成重要共識，雙方要共同努力建設(shè)21世紀(jì)積極合作全面的中美關(guān)系，為新時期中美關(guān)系發(fā)展指明了方向。胡主席多次強調(diào)，一個良好的中美關(guān)系符合兩國根本利益，有利于亞太地區(qū)乃至世界的和平、穩(wěn)定、繁榮；中國政府高度重視對美關(guān)系，將努力推進兩國合作。同樣，奧巴馬總統(tǒng)和美國政府也高度重視中美關(guān)系，致力于加強兩國合作。三是中美利益交融程度前所未有。兩國同舟共濟應(yīng)對國際金融危機，推進全球經(jīng)濟治理改革，為推動世界經(jīng)濟復(fù)蘇共同發(fā)揮了重要作用。中美經(jīng)貿(mào)關(guān)系邁上新臺階，2010年兩國經(jīng)貿(mào)總額有望達到3800億美元，中國已連續(xù)9年成為美國增長最快的主要出口市場。中國企業(yè)對美投資快速增長。截至2010年11月底，中國企業(yè)對美非金融類直接投資超過44億美元，為美國經(jīng)濟復(fù)蘇和保障就業(yè)作出了貢獻。兩國在能源、環(huán)境等雙邊廣泛領(lǐng)域的交流合作也在向新的廣度和深度拓展。

四是兩國人民參與中美關(guān)系進程之廣泛、深入前所未有。目前，有12萬中國人在美留學(xué)，2萬多美國人在華學(xué)習(xí)。據(jù)中方統(tǒng)計，中美之間的旅游者每年已超過300萬，每周有110多次客運航班往返于太平洋兩岸。中美已建立起36對友好省州、161對姊妹城市關(guān)系。這些密切交往，在中美間架起無數(shù)座友誼與合作的橋梁。

五是中美在重大國際地區(qū)問題上的溝通協(xié)調(diào)前所未有。兩國就朝鮮半島局勢、伊朗核、南亞等地區(qū)熱點和氣候變化、二十國集團、聯(lián)合國改革、打擊跨國犯罪等全球性問題保持著有效協(xié)調(diào)，共同為維護世界和平安全，促進全球可持續(xù)發(fā)展發(fā)揮了重要積極作用，使中美合作具有更加豐富的戰(zhàn)略內(nèi)涵和更加重要的全球影響。

回顧這兩年的中美關(guān)系發(fā)展，是什么使我們在合作的道路上彼此走近？我認(rèn)為，是日益增多的共同利益，是雙方為了兩國和世界人民的福祉攜手抓住機遇、共迎挑戰(zhàn)的需要，這就是21世紀(jì)中美關(guān)系的基礎(chǔ)。

盡管中美關(guān)系仍存在一些問題，中美雙方都有一個基本共識，那就是，中美關(guān)系太重要了，中美共同利益遠遠大于分歧，合作始終是兩國關(guān)系的主流。我們必須把分歧和矛盾放在恰當(dāng)位置上來看待并妥善處理。必須以兩國合作大局為重，加強風(fēng)險控制和分歧管理，不能因不同而不睦。應(yīng)確保中美關(guān)系這艘大船繼續(xù)沿著正確的航向前進。

當(dāng)然我需要指出，應(yīng)堅持國際關(guān)系準(zhǔn)則、中美三個聯(lián)合公報、兩國政府間的聯(lián)合聲明。這是處理雙邊關(guān)系尤其是涉及主權(quán)、安全和領(lǐng)土完整等敏感問題的基礎(chǔ)。

女士們，先生們，我愿借此機會談?wù)劥蠹叶缄P(guān)心的朝鮮半島局勢問題。

中國同朝鮮半島陸地相連，隔海相望。我們的半島政策目標(biāo)可以用“和平、穩(wěn)定、無核”六個字來概括。為此，中方一直在敦促半島南北雙方冷靜克制，推動他們接觸對話。事實說明，施壓用強無助于解決問題，對話協(xié)商才是根本出路。正是基于此，我們一直積極推動有關(guān)方面通過接觸對話探尋解決問題的有效辦法。我們認(rèn)為，六方會談是推進半島無核化、維護半島穩(wěn)定、實現(xiàn)東北亞長治久安的最佳平臺和有效依托。我們呼吁盡快舉行六方會談團長緊急磋商，在此基礎(chǔ)上適時重啟六方會談，有關(guān)各方全面、平衡履行“9·19”共同聲明，推動半島無核化進程繼續(xù)向前走。

維護和平穩(wěn)定，實現(xiàn)無核化，是中美在半島問題上最大的共同利益和目標(biāo)。過去幾年，中美就半島有關(guān)問題開展了密切溝通和協(xié)調(diào)，進行了很好的合作。我們要繼續(xù)攜手并與其他各方合作，共同維護半島和平穩(wěn)定，推動半島無核化進程，實現(xiàn)東北亞長治久安。

Both China and Africa are cradles of human civilizations.Our friendship and exchanges can be traced back to the 2nd Century AD.It is worth noting that in the Ming Dynasty, Chinese navigator Zheng He led a fleet to the Western Seas on seven voyages, and, for four times, he reached the east coast of Africa, which are now Somalia and Kenya.Many of his stories are still told today.In the mid 20th Century, after the People's Republic of China was founded and most African countries gained independence, China and African countries established diplomatic

At the dawn of the 21st Century, China and friendly African countries jointly launched FOCAC in 2000 to seek development and meet

challenges together.Over the past nine years, China and Africa have given top priority to and put much time and energy into FOCAC.With full-fledged mechanisms, FOCAC is playing a bigger role with

increasingly greater influence.論壇是引領(lǐng)中非友好的旗幟。2000年首屆部長級會議中非建立“長期穩(wěn)定、平等互利的新型伙伴關(guān)系”，2003年第二屆部長級會議中非雙方提出進一步鞏固和發(fā)展“長期穩(wěn)定、平等互利、全面合作的新型伙伴關(guān)系”，2006年北京峰會上胡錦濤主席代表中國政府宣布深受非洲國家歡迎的8項舉措，中非領(lǐng)導(dǎo)人一致同意建立和發(fā)展中非新型戰(zhàn)略伙伴關(guān)系，論壇引領(lǐng)中非友好合作關(guān)系又好又快地向前推進。

Under the flag of FOCAC, China-Africa friendship has flourished.At the First Ministerial Conference in 2000, we committed ourselves to a new China-Africa partnership featuring long-term stability, equality and mutual benefit.At the Second Ministerial Conference in 2003, we set out to boost comprehensive cooperation under this new partnership.At the Beijing Summit in 2006, President Hu Jintao announced, on behalf of the Chinese government, eight measures that have been well

received by African countries.Chinese and African leaders agreed at the summit to build a new type of China-Africa strategic partnership.FOCAC has acted as a spearhead in the sound and fast growth of China-Africa friendly relations and cooperation.論壇是中非進行集體對話的重要平臺。雙方在論壇框架下建立了部長級會議、外長級政治對話、高官級會議和論壇中方后續(xù)行動委員會與非洲駐華使團磋商等機制。部長會每三年舉行一屆，輪流在中國和非洲國家召開。中非雙方利用論壇這一平臺，就中非關(guān)系和共同關(guān)心的國際和地區(qū)問題深入交換意見，協(xié)調(diào)雙方立場，加強相互支持。

FOCAC is an important platform for China-Africa collective dialogue.Under it, there are mechanisms including ministerial conference, political dialogue at the foreign ministers' level, senior officials' meeting and consultations between the Secretariat of the Chinese Follow-up Committee of FOCAC and the African diplomatic corps in China.The ministerial conference takes place every three years in China and Africa alternately.FOCAC has brought China and Africa together for in-depth exchange of views on our relations and

international and regional issues of common interest, and for better coordination and stronger mutual support.論壇是中非開展務(wù)實合作的有效機制。每屆部長會都制定既具指導(dǎo)性又切實可操作的綱領(lǐng)性合作文件，對會后三年雙方各領(lǐng)域合作進行全面規(guī)劃。論壇已成為中非友好合作的一大國際品牌，受到國際社會的廣泛關(guān)注，對發(fā)展中國家間加強合作具有示范作用，也帶動了國際社會更加重視非洲并加大對非投入。

FOCAC is an effective mechanism for China-Africa practical cooperation.Every ministerial conference has adopted feasible plans to guide cooperation across the board in the next three years.FOCAC has become an international brand of China-Africa friendship and

cooperation, drawing worldwide interest.It showcases the

strengthened cooperation among developing countries and encourages the international community to pay more attention to and increase input in Africa.再過一周，論壇第四屆部長級會議將在埃及沙姆沙伊赫召開。中國國務(wù)院總理溫家寶將同埃及總統(tǒng)穆巴拉克和部分非洲國家領(lǐng)導(dǎo)人一起出席開幕式，并發(fā)表重要講話。中國政府還將宣布對非合作新舉措。相信這次會議將在新形勢下進一步推動中非關(guān)系的發(fā)展，成為中非友好史上新的里程碑。

In a week's time, the Fourth FOCAC Ministerial Conference will take place in Sharm El Sheikh, Egypt.Chinese Premier Wen Jiabao, together with Egyptian President Hosni Mubarak and some other African leaders, will attend and speak at the opening ceremony.He will announce the Chinese government's new measures for cooperation with Africa.I believe this conference will further promote the growth of China-Africa
