Geneva, Switzerland, 2010-10-14 – World Standards Day is celebrated each year on 14 October to pay tribute to the efforts of thousands of experts worldwide who collaborate within IEC, ISO and ITU to develop voluntary International Standards that facilitate trade, spread knowledge and disseminate technological advances.The theme of this year's World Standards Day message is “Standards make the world accessible for all”.With at least 650 million people globally affected by some kind of disability, combined with the rising numbers of older people in the world's population – one quarter of all citizens are 60 or older*– the issue of accessibility to products and services has become more important than ever.The World Standards Day message is signed by the leaders of the three principal international standardization organizations: Mr.Jacques Régis, President of the International Electrotechnical Commission(IEC), Dr.Alan Morrison, President of the International Organization for Standardization(ISO), and Dr.Hamadoun Touré, Secretary-General of the International Telecommunication Union(ITU).Accessibility is the degree to which a product, device, service, environment or facility is usable by as many people as possible, including by persons with disabilities.The issue of accessibility has become more critical with the increasing number of older people in the population

worldwide.But accessibility is not only an issue for the elderly or disabled.Accessibility solutions also allow products to be more appealing to a general audience.For example, a well designed wheelchair ramp for the benefit of the motor impaired also provides an easy and practicalenvironmental useful to everyone, including a new mother with a baby carriage.International standards developed by IEC, ISO and ITU, based on international consensus, give manufacturers and service providers the guidelines on how to design products accessible for all.For the three leaders, “International standards facilitate everybody’s access to products, structures and services.They include safety considerations, ergonomics and harmonized test methods all geared to increase accessibility.Standards also provide a platform for the dissemination of technological innovations both in developed and developing countries.They help markets to grow faster and increase global trade.”

The leaders of the three organizations conclude their message: “IEC, ISO and ITU coordinate their work and offer a system of standardization that helps designers, manufacturers and policy makers to make the world safer and more accessible for all, today and tomorrow.”

Tackling climate change through standards

The world is facing a critical challenge.Increasing greenhouse gas emissions are raising the earth's average temperature.As a result, dramatic climate change is forecast and global scientific opinion predicts enormous developmental, economic, social and environmental stresses on our planet.Leading climate change experts have put forward a series of practical solutions to tackle climate change.These solutions include the technical standards published by the world's three leading international standardization organizations: the International Electro technical Commission(IEC), the International Organization for Standardization(ISO)and the International Telecommunication Union(ITU).In its groundbreaking report published in 2007, the Intergovernmental Panel on Climate Change(IPCC)cited technical standards, like those published by the IEC, ISO and ITU, as a means of mitigating climate change now, while offering the potential to reduce its effects in the future as new technologies are developed and mature.The three global organizations are coordinating their work to ensure that government, business and society are provided with the necessary tools to help combatglobal climate change and to support the reduction1

in greenhouse gas emissions by increasing energy efficiency, while facilitating sustainable development.The standards produced by the three organizations reach across all sectors identified in the IPCC report where mitigation technologies, policies and measures constraints and opportunities exist, including energy supply, transport, buildings, industry, agriculture, forestry, and waste.The IEC, ISO and ITU offer a system of standardization whose output includes standards for the following aspects of the fight against climate change

Monitoring and measurement of greenhouse gas emissions

Measuring the carbon footprint of networks and products

Designing and building energy efficient homes and workplaces

Promoting good practice for environmental management and design, and for energy management

Disseminating innovative technologies that promise to help reduce the effects of climate change,Fostering the introduction of new energy-efficient technologies and services

International standards offer policy makers, industry and users the

發(fā)展所帶來的環(huán)境壓力。

為此，權(quán)威專家已就應(yīng)對氣候變化提出了一系列的解決方案，這些方案就包括由全球三大權(quán)威標(biāo)準(zhǔn)化組織——國際電工委員會（IEC）、國際標(biāo)準(zhǔn)化組織（ISO）和國際電信聯(lián)盟（ITU）制定發(fā)布的技術(shù)標(biāo)準(zhǔn)。

三大組織制定的標(biāo)準(zhǔn)覆蓋了IPCC報告中減排技術(shù)、政策法規(guī)、控制措施、存在的機遇等所有方面，及其涉及的能源供給、運輸、建筑、工業(yè)、農(nóng)業(yè)、林業(yè)以及廢棄物處理等諸多領(lǐng)域。
