小企業(yè)家和管理者勤勉工作，致力于企業(yè)的生存和發(fā)展，國際標準化活動似乎與他們實際工作關聯很少。但事實上，由ISO、IEC和ITU制定的國際標準正在促進著經濟的發(fā)展和技術的推廣，就如同標準對大型企業(yè)的發(fā)展起作用一樣，標準也必然會增強小企業(yè)的發(fā)展活力。

國際標準在發(fā)展電力網絡、電信/信息通訊技術(ICT)網絡和全球供應鏈中發(fā)揮著重要的作用，這也為小企業(yè)提供了更多的機會，來自IEC、ITU和ISO的標準已經并將繼續(xù)為其發(fā)展做出重要貢獻。

Geneva, Switzerland, 2010-10-14 – World Standards Day is celebrated each year on 14 October to pay tribute to the efforts of thousands of experts worldwide who collaborate within IEC, ISO and ITU to develop voluntary International Standards that facilitate trade, spread knowledge and disseminate technological advances.The theme of this year's World Standards Day message is “Standards make the world accessible for all”.With at least 650 million people globally affected by some kind of disability, combined with the rising numbers of older people in the world's population – one quarter of all citizens are 60 or older*– the issue of accessibility to products and services has become more important than ever.The World Standards Day message is signed by the leaders of the three principal international standardization organizations: Mr.Jacques Régis, President of the International Electrotechnical Commission(IEC), Dr.Alan Morrison, President of the International Organization for Standardization(ISO), and Dr.Hamadoun Touré, Secretary-General of the International Telecommunication Union(ITU).Accessibility is the degree to which a product, device, service, environment or facility is usable by as many people as possible, including by persons with disabilities.The issue of accessibility has become more critical with the increasing number of older people in the population

worldwide.But accessibility is not only an issue for the elderly or disabled.Accessibility solutions also allow products to be more appealing to a general audience.For example, a well designed wheelchair ramp for the benefit of the motor impaired also provides an easy and practicalenvironmental useful to everyone, including a new mother with a baby carriage.International standards developed by IEC, ISO and ITU, based on international consensus, give manufacturers and service providers the guidelines on how to design products accessible for all.For the three leaders, “International standards facilitate everybody’s access to products, structures and services.They include safety considerations, ergonomics and harmonized test methods all geared to increase accessibility.Standards also provide a platform for the dissemination of technological innovations both in developed and developing countries.They help markets to grow faster and increase global trade.”

The leaders of the three organizations conclude their message: “IEC, ISO and ITU coordinate their work and offer a system of standardization that helps designers, manufacturers and policy makers to make the world safer and more accessible for all, today and tomorrow.”

隨著全世界老齡化人口的不斷增加，以及殘障人士越來越希望在社會、政治、經濟生活中擁有平等的權利，讓世界更暢通、無障礙就越來越成為人們關注的問題。讓老年人和殘疾人像身體健全的人一樣能夠順利地獲取和交流信息，這與他們方便地使用電梯、進入大樓、外出旅行以及安全地使用某個裝臵同樣重要。

無障礙并不僅僅是老年人或殘疾人關注的問題。我們任何人在人生的某個階段，都有可能經歷暫時的行動不便。在這種情況下，即使是日常簡單的活動都可能變得十分復雜和困難。這時，國際標準能有效地指導生產商和服務提供商，設計和制造出方便所有人使用的產品。

Tackling climate change through standards

The world is facing a critical challenge.Increasing greenhouse gas emissions are raising the earth's average temperature.As a result, dramatic climate change is forecast and global scientific opinion predicts enormous developmental, economic, social and environmental stresses on our planet.Leading climate change experts have put forward a series of practical solutions to tackle climate change.These solutions include the technical standards published by the world's three leading international standardization organizations: the International Electro technical Commission(IEC), the International Organization for Standardization(ISO)and the International Telecommunication Union(ITU).In its groundbreaking report published in 2007, the Intergovernmental Panel on Climate Change(IPCC)cited technical standards, like those published by the IEC, ISO and ITU, as a means of mitigating climate change now, while offering the potential to reduce its effects in the future as new technologies are developed and mature.The three global organizations are coordinating their work to ensure that government, business and society are provided with the necessary tools to help combatglobal climate change and to support the reduction1

當今世界正面臨著嚴峻的氣候變化帶來的挑戰(zhàn)。不斷增加的溫室氣體排放導致地球的平均氣溫持續(xù)攀升。據此預測，未來將發(fā)生劇烈的氣候變化，科學家們還預測，我們共同生活的星球將面臨著經濟、社會

發(fā)展所帶來的環(huán)境壓力。

為此，權威專家已就應對氣候變化提出了一系列的解決方案，這些方案就包括由全球三大權威標準化組織——國際電工委員會（IEC）、國際標準化組織（ISO）和國際電信聯盟（ITU）制定發(fā)布的技術標準。

2007年，聯合國政府間氣候變化專門委員會（IPCC）發(fā)布的報告中引用了IEC、ISO和ITU發(fā)布的技術標準，并指出，這些標準是當前減緩氣候變化的一種技術途徑，而且隨著相關新技術的不斷發(fā)展和成熟，標準將越來越為減小氣候變化的影響發(fā)揮重要作用。

三大國際標準化組織共同協(xié)作，向政府、行業(yè)和社會提供應對氣候變化的必要手段，并通過提高能源效率來減少溫室氣體排放，從而促進可持續(xù)發(fā)展。

三大組織制定的標準覆蓋了IPCC報告中減排技術、政策法規(guī)、控制措施、存在的機遇等所有方面，及其涉及的能源供給、運輸、建筑、工業(yè)、農業(yè)、林業(yè)以及廢棄物處理等諸多領域。

IEC、ISO和ITU提供了一個系統(tǒng)的標準化解決方案，包括如下領域應對氣候變化的標準：

1.監(jiān)測溫室氣體排放；

2.測算網絡及產品的碳足跡；

3.設計并建造高能效的住宅和工作場所；

4.環(huán)境和能效標識良好行為的衡量基準；

國際標準為政策制定者、行業(yè)和用戶提供攜手應對氣候變化的通用工具。三大標準化組織還提供一個完整的體系，使得國家和私有部門都能在今后享有優(yōu)先制修訂應對氣候變化標準的權利。同樣，三大標準化組織還能夠提供可行的應對氣候變化的解決方案，這些方案很可能成為《京都議定書》之后其它國際協(xié)議的組成部分。

ERP被定義為企業(yè)忠實可靠的伙伴，對于大多數中小企業(yè)的老板而言，ERP這個詞既耳熟能詳，又霧里看花，他們所聽聞的，ERP是可以為企業(yè)帶來效益，但實際上，大多數老板仍是持有遲疑不決的態(tài)度。

對于幾萬元的投資，能否為企業(yè)創(chuàng)造出等值的效益，而BOSS們真正需求的目的又在哪？他們不明白的，是ERP靠什么來為企業(yè)創(chuàng)造效益。
