Tackling climate change through standards

The world is facing a critical challenge.Increasing greenhouse gas emissions are raising the earth's average temperature.As a result, dramatic climate change is forecast and global scientific opinion predicts enormous developmental, economic, social and environmental stresses on our planet.Leading climate change experts have put forward a series of practical solutions to tackle climate change.These solutions include the technical standards published by the world's three leading international standardization organizations: the International Electro technical Commission(IEC), the International Organization for Standardization(ISO)and the International Telecommunication Union(ITU).In its groundbreaking report published in 2007, the Intergovernmental Panel on Climate Change(IPCC)cited technical standards, like those published by the IEC, ISO and ITU, as a means of mitigating climate change now, while offering the potential to reduce its effects in the future as new technologies are developed and mature.The three global organizations are coordinating their work to ensure that government, business and society are provided with the necessary tools to help combatglobal climate change and to support the reduction1

in greenhouse gas emissions by increasing energy efficiency, while facilitating sustainable development.The standards produced by the three organizations reach across all sectors identified in the IPCC report where mitigation technologies, policies and measures constraints and opportunities exist, including energy supply, transport, buildings, industry, agriculture, forestry, and waste.The IEC, ISO and ITU offer a system of standardization whose output includes standards for the following aspects of the fight against climate change

Monitoring and measurement of greenhouse gas emissions

Measuring the carbon footprint of networks and products

Designing and building energy efficient homes and workplaces

Benchmarking for good practices including environmental and energy efficiency labeling

Promoting good practice for environmental management and design, and for energy management

Disseminating innovative technologies that promise to help reduce the effects of climate change,Fostering the introduction of new energy-efficient technologies and services

International standards offer policy makers, industry and users the

common tools they need to work together on tackling climate change.The three partner organizations also offer a comprehensive system in which nations and the private sector can participate to establish the priorities for tackling climate change in the years ahead.As such, they offer practical solutions with the potential to be used as part of any international agreement following on from the Kyoto Protocol.Standards from the IEC, ISO and ITU offer the world's governments and industry the best possible benchmarks to be referenced in any policy making decisions or future climate treaties.The three organizations are working together with other international organizations to ensure that participants at the upcoming United Nations Climate Change Conference on 7-18 December 2009 in Copenhagen, Denmark, will be fully aware of the solutions offered by existing and future International Standard.2009年世界標準日祝詞

當今世界正面臨著嚴峻的氣候變化帶來的挑戰。不斷增加的溫室氣體排放導致地球的平均氣溫持續攀升。據此預測，未來將發生劇烈的氣候變化，科學家們還預測，我們共同生活的星球將面臨著經濟、社會

發展所帶來的環境壓力。

為此，權威專家已就應對氣候變化提出了一系列的解決方案，這些方案就包括由全球三大權威標準化組織——國際電工委員會（IEC）、國際標準化組織（ISO）和國際電信聯盟（ITU）制定發布的技術標準。

2007年，聯合國政府間氣候變化專門委員會（IPCC）發布的報告中引用了IEC、ISO和ITU發布的技術標準，并指出，這些標準是當前減緩氣候變化的一種技術途徑，而且隨著相關新技術的不斷發展和成熟，標準將越來越為減小氣候變化的影響發揮重要作用。

三大國際標準化組織共同協作，向政府、行業和社會提供應對氣候變化的必要手段，并通過提高能源效率來減少溫室氣體排放，從而促進可持續發展。

三大組織制定的標準覆蓋了IPCC報告中減排技術、政策法規、控制措施、存在的機遇等所有方面，及其涉及的能源供給、運輸、建筑、工業、農業、林業以及廢棄物處理等諸多領域。

IEC、ISO和ITU提供了一個系統的標準化解決方案，包括如下領域應對氣候變化的標準：

1.監測溫室氣體排放；

2.測算網絡及產品的碳足跡；

3.設計并建造高能效的住宅和工作場所；

4.環境和能效標識良好行為的衡量基準；

5.促進環境管理、設計以及能源管理良好行為準則；

6.推廣有助于減緩氣候變化的新技術；

7.推動采用提高能效的新技術與服務。

國際標準為政策制定者、行業和用戶提供攜手應對氣候變化的通用工具。三大標準化組織還提供一個完整的體系，使得國家和私有部門都能在今后享有優先制修訂應對氣候變化標準的權利。同樣，三大標準化組織還能夠提供可行的應對氣候變化的解決方案，這些方案很可能成為《京都議定書》之后其它國際協議的組成部分。

IEC、ISO和ITU制定的標準給全球的各國政府和企事業單位提供了最佳基準，使之可以在政策制定和未來的氣候議定書中加以參考引用。三大組織還正在與其他國際組織共同努力，爭取在2009年12月7日-18日丹麥哥本哈根召開的聯合國氣候變化大會上，確保代表們都能充分意識到，已有和即將制定的國際標準都將為氣候變化提供有效的解決方案。

Standards make the world accessible for all – 2010 World Standards Day

Geneva, Switzerland, 2010-10-14 – World Standards Day is celebrated each year on 14 October to pay tribute to the efforts of thousands of experts worldwide who collaborate within IEC, ISO and ITU to develop voluntary International Standards that facilitate trade, spread knowledge and disseminate technological advances.The theme of this year's World Standards Day message is “Standards make the world accessible for all”.With at least 650 million people globally affected by some kind of disability, combined with the rising numbers of older people in the world's population – one quarter of all citizens are 60 or older*– the issue of accessibility to products and services has become more important than ever.The World Standards Day message is signed by the leaders of the three principal international standardization organizations: Mr.Jacques Régis, President of the International Electrotechnical Commission(IEC), Dr.Alan Morrison, President of the International Organization for Standardization(ISO), and Dr.Hamadoun Touré, Secretary-General of the International Telecommunication Union(ITU).Accessibility is the degree to which a product, device, service, environment or facility is usable by as many people as possible, including by persons with disabilities.The issue of accessibility has become more critical with the increasing number of older people in the population

worldwide.But accessibility is not only an issue for the elderly or disabled.Accessibility solutions also allow products to be more appealing to a general audience.For example, a well designed wheelchair ramp for the benefit of the motor impaired also provides an easy and practicalenvironmental useful to everyone, including a new mother with a baby carriage.International standards developed by IEC, ISO and ITU, based on international consensus, give manufacturers and service providers the guidelines on how to design products accessible for all.For the three leaders, “International standards facilitate everybody’s access to products, structures and services.They include safety considerations, ergonomics and harmonized test methods all geared to increase accessibility.Standards also provide a platform for the dissemination of technological innovations both in developed and developing countries.They help markets to grow faster and increase global trade.”

The leaders of the three organizations conclude their message: “IEC, ISO and ITU coordinate their work and offer a system of standardization that helps designers, manufacturers and policy makers to make the world safer and more accessible for all, today and tomorrow.”

無障礙并不僅僅是老年人或殘疾人關注的問題。我們任何人在人生的某個階段，都有可能經歷暫時的行動不便。在這種情況下，即使是日常簡單的活動都可能變得十分復雜和困難。這時，國際標準能有效地指導生產商和服務提供商，設計和制造出方便所有人使用的產品。

--按照國際標準科學設計的輪椅坡道，對推著嬰兒車的新媽媽將十分方便；

--開關按鈕很大的設備，讓手部受傷的人更容易操作；

Today's world, both developed and developing countries, there are growing trends in urbanization, the trend for new buildings put forward higher requirements.As we all know, the world's population growth since 1950 has doubled, therefore, meet the growing needs of the global

population has become critical.Needless to say, the construction industry has grown into one of the world's largest industry, and economic, social and environmental elements of sustainable development has a huge impact.Critical period of development in the construction industry, an urgent need for us to green ideas and information and communication

technologies combined together to build energy-saving, safe, convenient communication, intelligent building.IEC, ISO and ITU to develop

international standards for us this hope into reality, and on a global scale to create the conditions for the effective promotion.Today, government, business and civil requirements to fire a new type of buildings, flood control, vulnerability to natural disasters and prevent terrorist attacks, to improve energy efficiency and reduce the negative

measurement and testing in areas such as designers, architects, engineers, building owners and government departments, development of green building to provide a solid foundation.IEC, ISO and ITU standards will be adopted by the green and intelligent buildings together, and to promote the new building to meet these two requirements.Application of digital information networks more and more electronic equipment into the buildings, such as lighting, heating system and security system, remote control is to make “intelligent building” a reality.In addition to the international standards covering various
