項目研究背景、目的及意義

1.1 研究背景

隨著城市經濟的發展，人民生活水平提高，人們的出行方式也發生了重大變化。近幾年，汽車進入家庭的速度到了快速發展期，過去居民出行交通主要依賴自行車，現在更多地是依靠汽車，而伴隨著國家經濟能力不斷增強，人們生活不斷改善，今后較長時期內汽車進入家庭還將持續增長。近年來,為與交通發展所匹配，西安市城市道路建設、改造日新月異,改善了城市道路交通服務水平。雖然城市道路面積以較大速度增長,但仍遠遠落后于車輛的增長速度。隨著城市用地規模的擴大,城市人口的增長,機動化交通的快速發展,城市道路交通供求矛盾進一步加劇,交通狀況日益惡化。同時外來游客的增加,特別是在黃金周期間由于旅游景點的道路設施不完善,存在行車難、停車難等問題,也給西安市的城市交通帶來了嚴峻的挑戰。

1.2 研究目的及意義

西安市正處在蓬勃發展的時期,隨著城市經濟的快速發展,城區將會產生大量的人流、物流和車流,城市交通矛盾日益凸顯。認真分析西安市交通的特征, 正確審視城市交通的問題,科學合理地解決城市交通問題對陜西省的發展至關重要。

2.交通現狀調查及問題分析

城市交通擁堵的定義

城市交通擁堵是指某一時空由于交通需求和供給產生矛盾所引起的交通滯留現象，是道路交通設施所能提供的交通容量不能滿足當前交通需求量而又得不到及時疏通的結果。這是由陸化普編寫的《解析城市交通》一書中對于交通擁堵的解釋。

由于世界各國、各地的實際情況不同，交通擁堵的含義各國尚未有統一的標準。美國《道路通行能力手冊》在城市干線街道服務水平等級劃分中，將車速為22km/h以下的不穩定車流稱為擁擠車流。日本建設省1994年在制定新交通擁堵對策計劃時，確定一般道路擁堵長1km以上或擁堵時間10min以上為交通擁堵，首都高速公路擁堵量（擁堵時間×持續時間）在15hkm/d以上定義為交通擁堵。中國對路口和路段的交通擁堵有以下規定：對于有交通信號燈控制的平面交叉路口，當車輛在三次綠燈顯示的時間內仍未通過路口，則視為該交叉口處于擁堵的狀態；當車輛在五次綠燈顯示的時間內仍未通過路口，則視為該交叉口處于嚴重擁堵的狀態。當路段上車輛在行車道上排隊長度超過2000m時，視該路段為擁堵狀態；當路段上車輛在行車道排隊長度超過3000m時，視該路段為嚴重擁堵狀態。

2.1交通現狀調查及問題分析

近些年來，很多城西安市私家車數量逐年增多，并呈現越來越大的增長趨勢。2009年，西安市汽車銷量為24．21萬輛，同比增長34．0％，其中小轎車18．11萬輛，同比增長32．7％。今年，西安市民購車的熱情持續高漲，目前西安私家車已占到全市汽車保有量的80％。目前西安機動車保有量132萬輛。

造成城市擁堵的主要原因有以下幾點：

一，道路建設不合理：（1）缺少快速、便捷的環城高速線路，使得很多往來各城區的機動車被迫需要經過城市中心區。（2）一些交通道路設計過窄，道路之間沒有分叉路口，無法進行車輛分流。（3）、一些人流量很大的道路沒有人行道、地下通道或者人行天橋。大量行人來往于這些機動車道之間，就會造成部分車輛通行極其緩慢。（4）、停車場建設滯后，大量車輛無成本、無序停在交通道路上，影響了正常的交通秩序。

二，市民交通安全意識淡薄:（1）、部分司機駕駛違反交通規則，占用停車道，阻擋了整個公交車車道，影響了整個道路交通；還有一些司機駕車時候隨意左轉、掉頭；更有司機為了節省通行時間，本來是直行的卻在紅綠燈處占用左傳或者右轉車輛路線試圖并線。（2）、部分電動自行車、自行車和行人肆意穿行。很多行人常常行走在自行車道上，自行車和電動自行車則大都行駛在機動車道上，擠壓了公交車和機動車行使空間。

三，公共交通優先力度不夠：根據統計，2012年公共交通系統日均客運量為571.14萬人次，其中常規公交480萬人次（84.1%），軌道交通16萬人次（2.8%），出租車75萬人次（13.1%）。西安市目前在運營軌道交通線路2條；全市共有常規公交運營線路266條，公交線網密度偏低，主要道路上的線路重復系數高。線路平均長度達到22.5公里，高于8～12公里的合理運營范圍，并受擁堵影響造成全程時耗大幅增加，使服務水平和吸引力下降。公交線路向外延伸服務模式單一，缺少快線或大站快車服務。一次公交出行平均時耗達到了56分鐘，在所有交通方式中是最長的。

四，城市空間布局不合理，導致交通需求時空分布過度集中：長期以來形成的單中心城市結構導致的交通問題越來越突出。古城行政、辦公、商業、旅游、居住等各項職能高度疊加，盡管早已明確提出職能疏解，但實施效果不明顯。目前，古城內的人口和崗位密度仍然較高，在古城禁止開發的情況下，大量城市功能集中在古城與二環之間。

五，道路交通安全法律法規不完善:目前，道路交通安全法律法規還有許多方面存在管理漏洞，交通擁堵現象與日俱增，法律法規上缺乏對交通擁堵管理的相關規定。

六，管理不到位：（1）一些城市交通秩序疏導基本上還是依賴民警和紅綠燈崗亭，管理力量不足，交通管理科技手段較低。管理上采用警力、交通燈等形式，沒有大規模使用電子眼，未形成嚴密的道路交通安全系統，無法進行科學的管理。（2）交通安全措施和責任落實不到位，出現交通事故，沒有得到快速、有效的處理，導致交通長時間無法恢復，造成交通擁堵。(3)交通管理部門執法執勤力度不夠，遇到交通擁堵時未及時進行疏散。

七，交通安全宣傳不到位。人人參與交通、自覺維護交通的氛圍還不濃，各個交通主干道每天的車流量以及路況信息未及時發布，以至節假日、休息日群眾集中出行造成交通擁堵。

2.2道路交通狀況研究

關于道路交通狀況研究擬采取三步

第一步：資料收集： 在西安市區內選擇五個地點，鐘樓，北大街，一個大型寫字樓，公交車站，十字交叉口，統計不同時間段不同車型的流量，以及擁堵時間。

第二步：資料整理

將一天按照每兩小時劃分成十二個時間段，并按照地點整理每個時間段，總車流量，公共交通車流量，私家車車流量，自行車車流量。并計算出選擇公共交通人數所占的大概比例。

第三步：資料分析

根據收集的資料數據分析造成擁堵的原因。第四步：建立模型

建立西安市區交通擁堵模擬模型

2.3西安市交通量與擁堵狀況綜合分析

通過數據處理，從宏觀上分析西安市區交通量與擁堵狀況，針對具體的數據，結合對應原因，分析其內在規律，提出合理化建議。

3.依托工程

3.1 陜西省西安市交通概況 研究方法及擬采取的技術路線

4.1 研究方法 采用文獻、訪談、問卷、分層抽樣等技術手段。具體如下：

（1）文獻法：進行文獻回顧和交流，對現有文獻進行梳理與提煉，查閱研究的相關背景資料，掌握主要概念、理論和方法。

（2）訪談法：與當地交通局進行聯系，以訪談形式獲取有關當地交通現狀的資料

（3）問卷法：對各階層人群發放問卷，獲取人們出行意識的第一手資料。

（4）分層抽樣法：調查對象、范圍涵蓋各個階層、路段。（5）回顧性研究方法：對咸陽機場高速的整個交通安全進行回顧分析。

4.2 擬采取的技術路線

本報告通過實地調研數據整理分類，分析西安市區交通量與時間的相互關系，以此西安市交通進行研究，力圖撰寫完善專業的研究報告。（2）《西安市交通量預測表》（3）《西安市交通擁堵優化方案》

6研究可行性分析

6.1研究人員

項目參加人主要研究人員簡介：

參與此次暑期社會實踐的學生都由公路學院安促會本科生擔任，其中由往屆大三和大二主席團成員擔任領隊，由大一大二協會干事組成主要隊伍，所有成員都由組織內部精心挑選，在學校學院組織中都擔任工作，有很好的組織協調的團隊協作能力，且大多數人都有過社會實踐的經歷，熱衷于學術研究，具備一定的專業背景。

指導老師由公路學院博士擔任，認真負責，專注于專業方面的研究，曾經多次指導學生參與暑期社會實踐和相關課題研究，并且取得了較好的效果。

《咸高公路（X101縣道）道路交通安全調查報告》 安促會長期以來致力于農村公路交通安全的研究，對農村道路交通問題有深入的認識和了解，在專業領域有很好的優勢。6.3工作條件

長安大學交通工程專業的設置可追溯到

1982年，是國內開辦交通工程專業教學最早的教學機構之一。本專業依托交通運輸規劃與管理國家級重點學科，密切圍繞公路交通規劃、建設和管理的主線和城市交通系列問題，開展與公路交通和城市交通有關的應用基礎教學與科研工作，提倡學科交叉。培養具備道路與交通工程系統規劃、設計、施工與控制管理等方面知識，能在國家、省、市的發展計劃部門，交通規劃與設計部門、交通經濟與管理等部門從事交通運輸規劃、道路與交通工程設計、交通控制與管理系統開發、交通法規政策等方面工作的高級工程技術人才。

本專業經歷了近二十年的建設與發展，特別是經過“九五”和“十五”期間的“211”工程建設，在人才培養與科研水平方面取得了長足的發展，培養了一批中青年骨干教師和優秀畢業生，承擔了一些省部級聯合攻關課題，形成了具有特色的研究方向和理論體系。1990年獲得碩士學位授予權，1998年獲得博士學位授予權。2004年本專業被評為陜西省名牌專業。

交通工程專業培養出的合格畢業生能在國家、省、市的發展計劃部門、交通規劃與設計部門、交通經濟與管理部門等從事交通運輸規劃、道路與交通工程設計、交通運輸管理、交通控制系統開發等方面工作；二十多年來交通工程專業已培養了800余名本科畢業生（其中外國留學生近10名）和近200余名碩士和博士研究生。畢業生就業、留學接納范圍廣，適應性強。

公路學院（公路科學研究院)是教育部直屬的長安大學“211工程”重點建設的學院，歷經西安公路學院公路系、西安公路交通大學公路工程學院、長安大學公路學院。50多年以來，學院視富民興邦為天職，以發展公路交通科技為己任，緊密圍繞國家經濟建設，積極組織開展公路建設的重大課題和關鍵技術研究，為我國公路交通科技事業和基礎建設作出了突出貢獻，得到了黨和國家領導人及國務院有關部委的高度評價。

解決方法

（1）古城內疏散人口和行政辦公職能，控制開發，以綠色交通為主，限制小汽車使用。主城區以大運量公交為核心，提供多層次公交服務網絡，滿足不同層面的交通需求。古城內建設低碳交通區，即古城內步行、自行車+公交模式。

（2）公交車站站點進行合理化安排，并進行合理化設計。（3）進行媒體大力宣傳，增強市民交通安全意識和法制觀念，交通公德意識。

（4）完善停車政策，以靜制動，提高中心區停車費率，減少進入中心區的小汽車數量；推行“一車一位”政策，要求購車者自備停車泊位或出具停車泊位證明，適度限制小汽車購買；降低中心區停車配建指標，把配建指標與公共交通掛鉤，鼓勵地鐵站附近的零車位住宅；鼓勵私人機動車節制使用，對符合標準的給予停車優惠。鼓勵私人機動車停車換乘公交出行，公共交通站附近停車場收取較低停車費用。提升公交服務，吸引與轉化小汽車出行。

（5）建立并完善自行車出租站點網絡，短途鼓勵市民選擇租借自行車出行。
