珍惜機遇 努力實踐---赴基層掛職鍛煉的心得體會

發布日期：2010-10-14 轉瞬間來基層一個月了，雖時間不長，但感觸頗多。這段時間的工作和生活，讓我更深地體會到自治區分行黨委和組織部安排年輕干部到基層掛職鍛煉的良苦用心。深入基層接受教育、掛職鍛煉是豐富閱歷、增長才干、提高素質最切實有效的方式。我愿把這一個月來初到基層行工作的一點體會與大家分享。

雖然曾在烏魯木齊縣支行的會計和信貸崗位上工作過6年，但隨著農發行業務領域的拓展，業務種類的充實、經營發展理念的轉換，如今支行的工作內容和經營管理模式發生了很大變化，與在自治區分行機關工作的思維角度和方法模式也有所不同，加之庫車縣與烏魯木齊在地域、經濟、文化、人文、民俗方面的差異，這種種差異都要求我盡快轉換思維、轉換視角、轉換觀念、轉換角色，做到情感相融、同甘共苦，讓自己迅速融入到這個新的集體之中，真正成為庫車縣支行的一份子。

一、對掛職鍛煉的理解

多種多樣的磨礪，可以積累經驗，能夠豐富人生。作為自治區分行首批掛職干部而言，我們要對掛職鍛煉有一個端正的認識，樹立從零干起，甘于吃苦、勇于奉獻的信念，踏踏實實、勤勤懇懇在基層學習鍛煉做好服務。置身一個全新的環境到縣級支行，深入農發行工作的一線前沿，這是一種挑戰，更是一種機遇。我們應盡快適應新環境，克難奮進，解決好掛職期間遇到的學習、工作、生活、社交等各方面的變化和困難，讓自己經受住各種挑戰和磨練，實現自身工作能力和水平的全方位提高。掛職鍛煉是自治區分行黨委為我們開辟了一個更為廣闊的天地，搭建了一個深入學習的平臺，我們應全身心的投入到基層，扎扎實實去學習和工作，以提高綜合素質和服務能力，切實起到鍛煉的目的，踏踏實實為基層行做些實事。

二、對基層行工作的淺顯認識

縣支行作為－線基層單位是政策執行的終端，麻雀雖小，五臟俱全。有會計結算、客戶營銷、計劃信貸、信息技術、文書檔案等日常業務，還有行政后勤、黨群工建等常規管理工作。從我來庫車行，就參與了籌辦職工食堂、社區凈化環境衛生、治安整頓、民族團結、計劃生育、精神文明創建、行務接待等工作，接受了企業文化建設檢查、安全保衛、保密工作檢查等其他非業務工作，這對于一直從事業務工作的我而言，其間的龐雜繁瑣是我始料不及的，其中的艱辛也是我從來沒有遇到過的。由于領導班子成員變動，需要調整成立名目繁多的領導小組就有40多種。支行一個部門要面對上級行的多個部門，一個崗位要承擔上面幾個崗位或部門的工作，同時還要很好的完成當地相關部門安排的各種形式多樣的工作任務，讓我切實感受到“上面千條線，下面一根針，左右逢其源，方可安太平”之難。通過和縣支行員工的接觸，從他們身上我看到了農發行員工在條件有限的情況下默默無聞認真工作、在平凡崗位上無私奉獻的寶貴精神，深切體會到縣支行的經營管理在新疆分行整個系統建設中的重要性，體會到基層實際工作的艱辛和復雜。

一是縣支行工作的綜合性較強，既要求較高的業務水平和研究分析能力，又要求有較強的綜合協調能力和切實執行能力，才能夠準確領會政策文件精神和貫徹上級部署的各項工作任務。

二是縣支行是我行工作的前沿戰線，直接與企業、當地政府和相關部門打交道，涉及到方方面面，相對變數較大，工作較復雜，企業情況各有不同，不是一眼能夠看到底、一個藥方治百病的，需要靈活機動、區別對待，具體問題具體分析，根據實際情況開展工作，不能因循守舊，死搬教條，所以對原則性與靈活性相結合的要求比較高。三是縣支行工作比較具體，直接面對政策執行終端的一線員工和企業人員，要把政策文件要求轉化為通俗易懂的群眾語言，才能做好服務工作，所以在工作中對理論與實際結合的要求比較高。尤其在南疆，少數民族占比較大，雙語服務的必要性顯得更加重要，大多數長期在南疆工作的同志都會雙語，對此，我給自己制定了每周學兩句維語的計劃。

四是支行工作頭緒比較多，人員相對少，面對龐雜細瑣的各項工作，要注意細刷梳理，抓住重點，統籌兼顧，所以在工作中，對重點工作與全面推進的統籌協調要求比較高。

三、在基層行應如何掛職鍛煉

首先是當好學生，掛職鍛煉是讓我們到基層行去學習提高，應不拘于原來的工作領域和業務范圍全面加強學習，注意理論聯系實際，在實踐中學習、分析、研究、總結，學習領導們長期積累的工作方法、經驗和高超的領導藝術，汲取群眾們豐富實際的民眾智慧，不斷積累充實自身的工作經驗。

其次是做好助手，服從支行和地區行的調遣，真正將自己溶于縣支行的集體中，以支行主人翁的姿態全力完成行領導和上級行安排部署的各項工作任務，立足本崗，做好分管的工作，團結班子成員，幫助行領導想辦法、出點子，多深入群眾，尊重每一個同事，真心、細心、盡心地傾聽群眾的心聲，堅持原則、切合實際地幫助群眾解決工作生活中遇到的困難，協助行長全力推進我行工作再上一個新臺階。

三是搭建好橋梁和紐帶，及時將支行干部員工的心聲和基層行在工作中遇到的困難，向上級行反映；同時也積極向支行干部員工宣傳自治區分行工作的流程和要求，循其規范的流程和要求做好基層工作，以進一步提高貸款申報、審貸的效率；另外發揮在自治區分行工作掌握的政策和資源，積極主動與當地財政、農業、扶貧辦、民委等部門接洽，幫助支行符合各類貼息貸款條件的企業能夠享受相關貼息政策，切實推進銀企雙贏。

在掛職期間，我們應更加嚴格要求自己，多學習、多實踐、多總結，立足崗位，腳踏實地，進一步增強大局意識、服務意識，努力使自己在政治思想素質、組織協調能力、宏觀思維能力等方面都有一定的提高，圓滿完成掛職任務。(自治區分行客戶一處曾曾, 現在庫車縣支行掛職)
