一、明確教科研工作的指導方針和發展目標

1.我市教科研工作的指導方針是：以科學發展觀為指導，認真貫徹國家、省和鹽城市《中長期教育改革和發展規劃綱要》的精神，全面落實教科研在教育發展中的先導地位，為教育決策和教育實踐提供科學優質高效的服務，促進全市各地、各學校將提高教育教學質量和辦學水平真正轉移到依靠教科研的正確軌道上來。

2.根據國家、省和鹽城市《中長期教育改革和發展規劃綱要》的精神，我市教科研工作的發展目標是：進一步調動全市廣大教育工作者的教科研積極性，營造濃厚的教科研學術氛圍，建立學科交叉、隊伍整合、資源共享的教科研體系，完善教科研與教學實踐融為一體的工作制度，創新科研評價和激勵機制，提高各級各類教科研機構的工作效率，形成一批對全市教育改革和發展具有重要推動作用的教科研成果。

三、拓展教科研工作的方法和途徑
