常言道“飯后一根煙，快活賽神仙”。在我國，煙草多年來一直保持著七個“世界第一”：煙葉種植面積第一；煙葉收購量第一；卷煙產量第一；卷煙消費量第一；吸煙人數世界第一；煙草利稅第一；死于吸煙相關疾病人數第一。據衛生部公布的數據顯示，我國目前煙民已達

3.5億，“被動”煙民5.4億，其中15歲以下兒童有1.8億。進入2000年以來，中國每年死于吸煙相關疾病約100萬人，是全球死亡人數的五分之一。一根小小的香煙給全世界乃至全人類帶來了歷史性的難題，這么多觸目驚心的世界第一使得禁煙問題備受關注。正方觀點：公共場所應該全面禁煙

辯手三觀點：全面禁煙只是一紙空文，法律毫無執行力。當一個法律只停留在立法階段的時候，當世界無煙日的時候在禁煙牌前依然炊煙裊裊生起的時候，還不把有限的公共資源用于教育感化中，卻無端的浪費立法資源，可悲可嘆。

總而言之，我認為公共場所不能全面禁煙，應該考慮煙民的權利，為他們創造一個狹小的空間供他們吸煙，同時避免大眾受“二手煙”的影響。
