Nuclear terrorism is one of the most challenging threats to international security, and strong nuclear security measures are the most effective means to prevent terrorists, criminals, or other unauthorized actors from acquiring nuclear materials.核恐怖主義是對國際安全最具挑戰(zhàn)性的威脅之一,強(qiáng)有力的核安全措施是防止恐怖分子、犯罪分子及其他非授權(quán)行為者獲取核材料的最有效途徑。
In addition to our shared goals of nuclear disarmament, nuclear nonproliferation and peaceful uses of nuclear energy, we also all share the objective of nuclear security.Therefore those gathered here in Washington, D.C.on April 13, 2010, commit to strengthen nuclear security and reduce the threat of nuclear terrorism.Success will require responsible national actions and sustained and effective international cooperation.除了在核裁軍、核不擴(kuò)散及和平利用核能方面有共同目標(biāo)之外,我們在核安全方面也有共同的目標(biāo)。因此,我們于2010年4月13日齊聚華盛頓哥倫比亞特區(qū),承諾加強(qiáng)核安全和減少核恐怖主義威脅。這方面的成功需要負(fù)責(zé)任的國家行動以及持續(xù)和有效的國際合作。
We welcome and join President Obama’s call to secure all vulnerable nuclear material in four years, as we work together to enhance nuclear security.基于我們?yōu)樵鲞M(jìn)核安全而共同努力,我們歡迎并與奧巴馬總統(tǒng)共同呼吁在4年內(nèi)確保所有易流失核材料安全。
Therefore, we: 鑒此,我們:
1.Reaffirm the fundamental responsibility of States, consistent with their respective international obligations, to maintain effective security of all nuclear materials, which includes nuclear materials used in nuclear weapons, and nuclear facilities under their control;to prevent non-state actors from obtaining the information or technology required to use such material for malicious purposes;and emphasize the importance of robust national legislative and regulatory frameworks for nuclear security;
1、重申各國根據(jù)各自國際義務(wù),對維護(hù)各自控制的所有核材料,包括核武器中使用的核材料,及核設(shè)施的有效安全,以及對防止非國家行為者獲取惡意使用此類材料所需的信息或技術(shù)負(fù)有根本責(zé)任;強(qiáng)調(diào)建立強(qiáng)有力的國家核安全立法和監(jiān)管框架的重要性;
2.Call on States to work cooperatively as an international community to advance nuclear security, requesting and providing assistance as necessary;

3.Recognize that highly enriched uranium and separated plutonium require special precautions and agree to promote measures to secure, account for, and consolidate these materials, as appropriate;and encourage the conversion of reactors from highly enriched to low enriched uranium fuel and minimization of use of highly enriched uranium, where technically and economically feasible;
3、確認(rèn)高濃鈾和分離钚需要采取特別防范措施,同意在適當(dāng)情況下推動采取措施加強(qiáng)此類材料的安全、衡算和集中存放;在技術(shù)和經(jīng)濟(jì)可行的情況下,鼓勵將使用高濃鈾的反應(yīng)堆轉(zhuǎn)化為使用低濃鈾,并最大限度減少使用高濃鈾;
4.Endeavor to fully implement all existing nuclear security commitments and work toward acceding to those not yet joined, consistent with national laws, policies and procedures;
4、致力于全面履行所有現(xiàn)行核安全承諾,并根據(jù)各自國內(nèi)法律、政策和程序努力加入那些尚未加入的承諾;
5.Support the objectives of international nuclear security instruments, including the Convention on the Physical Protection of Nuclear Material, as amended, and the International Convention for the Suppression of Acts of Nuclear Terrorism, as essential elements of the global nuclear security architecture;
5、支持將經(jīng)修訂的《核材料實(shí)物保護(hù)公約》和《制止核恐怖主義行為國際公約》等國際核安全文書的目標(biāo)作為全球核安全體系的實(shí)質(zhì)要素;
6.Reaffirm the essential role of the International Atomic Energy Agency in the international nuclear security framework and will work to ensure that it continues to have the appropriate structure, resources and expertise needed to carry out its mandated nuclear security activities in accordance with its Statute, relevant General Conference resolutions and its Nuclear Security Plans;
6、重申國際原子能機(jī)構(gòu)在國際核安全框架中至關(guān)重要的作用,并將努力確保該機(jī)構(gòu)繼續(xù)擁有所需的適當(dāng)?shù)臋C(jī)制、資源和專業(yè)知識,以根據(jù)其《規(guī)約》、相關(guān)大會決議和《核安全計(jì)劃》,在其授權(quán)范圍內(nèi)開展活動;
7.Recognize the role and contributions of the United Nations as well as the contributions of the Global Initiative to Combat Nuclear Terrorism and the G-8-led Global Partnership Against the Spread of Weapons and Materials of Mass Destruction within their respective mandates and memberships;

8.Acknowledge the need for capacity building for nuclear security and cooperation at bilateral, regional and multilateral levels for the promotion of nuclear security culture through technology development, human resource development, education, and training;and stress the importance of optimizing international cooperation and coordination of assistance;

9.Recognize the need for cooperation among States to effectively prevent and respond to incidents of illicit nuclear trafficking;and agree to share, subject to respective national laws and procedures, information and expertise through bilateral and multilateral mechanisms in relevant areas such as nuclear detection, forensics, law enforcement, and the development of new technologies;

荷蘭核安全峰會,中國登高望遠(yuǎn)
時下,世界核安全形勢依然十分嚴(yán)峻。無論從中國核安全觀角度,還是各國研討核安全,都要基于這個現(xiàn)實(shí),應(yīng)對核安全危險。而維護(hù)世界和平,首先就要千方百計(jì)確保核安全。

3月24日,在荷蘭海牙舉行第三次世界核安全會議在荷蘭海牙舉行。世界媒體都關(guān)注著中國國家主席習(xí)近平在會上的發(fā)言。這一天,習(xí)近平同美國總統(tǒng)奧巴馬在荷蘭海牙舉行會晤,討論中美關(guān)系和其他共同關(guān)心的國際和地區(qū)問題。習(xí)近平稱,面對當(dāng)前紛繁復(fù)雜的國際形勢,中美正在合作、需要合作和能夠合作的領(lǐng)域更加廣闊(見新華網(wǎng)2014年3月24日)。習(xí)近平這一表態(tài)被世界媒體解讀為此次核安全峰會“備課”。
還在習(xí)近平出發(fā)之前,中國外交部稱,習(xí)近平將在本次荷蘭海牙峰會上提出中國的“核安全觀”。這是中國再次公開提出“核安全觀”,也是世界各國第一個提出“核安全觀”(見新京報2014年3月21日)。
中國提出的“核安全觀”詳細(xì)內(nèi)容有待習(xí)近平講話中陳述。不過,所謂“觀”,就不同于一般的具體政策陳述,而是在更高層次的提案凝結(jié)的方法論和基本價值定位。具體政策陳述,而是在更高層次上提煉凝結(jié)的方法論和基本價值定位,如同“行于峰嶺,先看森林,再看樹木”,具有全局性、戰(zhàn)略性、穩(wěn)定性、持久性和指導(dǎo)性。媒體預(yù)測,中國首次提出“核安全觀”,將立足中國、放眼世界,并充分體現(xiàn)公共、平等、合作、效率內(nèi)涵。依筆者之見,中國在此提出“核安全觀”,無疑是表明在核安全問題上中國再次登高望遠(yuǎn)。實(shí)際上,自從2010年在華盛頓,2012年在首爾分別舉行第一第二屆核安全峰會以來,中國在核安全問題上不僅致力于構(gòu)建高度可靠的共同核安全價值體系,而且不斷地深化核安全的理論與合作。
在2012年首爾核安全峰會上,時任中國國家主席胡錦濤在講話中提出了堅(jiān)持科學(xué)性的核安全,強(qiáng)化核安全建設(shè)及安全的責(zé)任、深化部署交流合作;標(biāo)本兼顧,綜合治理,消除核擴(kuò)散等主張,獲得了峰會上許多國家的支持。多年來的國際形勢的變化,證明了中國不但堅(jiān)持一向秉持和主張的核安全理念,而且模范地遵守了核安全規(guī)則,表現(xiàn)了核責(zé)任大國的風(fēng)范,為中國提出“核安全觀”奠定了堅(jiān)實(shí)的基礎(chǔ)。
應(yīng)該說,中國在世界核安全問題上有所作為,并展現(xiàn)了高瞻遠(yuǎn)矚,還有著國際的因素。當(dāng)今核大國,份量最終的是美國和俄羅斯。而今,由于克里米亞事件,美歐與俄羅斯斗得不可開交。有諸多世界分析人士分析,克里米亞事件有可能會令美俄重新卷入冷戰(zhàn)的危險。盡管此結(jié)論有待時間的檢驗(yàn),不過至少表明,在短時間內(nèi)美俄的關(guān)系難以修好。美俄較勁,當(dāng)然有利于中國嶄露頭角,作為安理會成員之一,作為世界第二大經(jīng)濟(jì)系的中國,憑著獨(dú)特的治國理念和外交方針,成為世界維護(hù)和平的重大力量。因此,中國提出“核安全觀”,也應(yīng)是水到渠成。
時下,世界核安全形勢依然十分嚴(yán)峻。據(jù)國際原子能機(jī)構(gòu)統(tǒng)計(jì),世界核安全形勢十分嚴(yán)峻。據(jù)國際原子能機(jī)構(gòu)統(tǒng)計(jì),1993年至2011年,全球官方報告的核及放射性材料的遺失、盜竊等事件超過2164起。另外,世界現(xiàn)存的武器級核材料,足以制造出超過十萬枚核彈,而其一旦有部分落入國際恐怖分子和國際犯罪組織手中,后果不堪設(shè)想。無論從中國核安全觀角度,還是各國研討核安全,都要基于這個現(xiàn)實(shí),應(yīng)對核安全危險。而維護(hù)世界和平,首先就要千方百計(jì)確保核安全。
可以說,中國國家主席習(xí)近平將在海牙峰會首次提出“核安全觀”值得期待。

Good afternoon, everybody.We have just concluded an enormously productive day.大家好。我們剛剛結(jié)束了成就斐然的一天。
I said this morning that today would be an opportunity for our nations, both individually and collectively, to make concrete commitments and take tangible steps to secure nuclear materials so they never fall into the hands of terrorists who would surely use them.我在上午說過,今天我們各國面臨一個機(jī)會,可以分別和共同作出具體承諾和采取明確措施,確保核材料的安全,防止核材料落入那些無疑會利用它們的恐怖主義分子手中。
This evening, I can report that we have seized this opportunity, and because of the steps we’ve taken--as individual nations and as an international community--the American people will be safer and the world will be more secure.今晚,我可以這么說,我們成功地把握了這一機(jī)遇,作為具體的國家和國際社會,我們已經(jīng)采取了措施,美國人民將因此更安全,世界將更穩(wěn)定。
I want to thank all who participated in this historic summit--49 leaders from every region of the
