一、提出申請

常駐人員進出境自用機動車輛，應當由本人或其委托的報關企業向金華海關提交書面申請。委托他人辦理的，需出具有委托雙方親筆簽名的書面委托材料，并提供受委托人的身份證件。

二、進境手續

上述人員辦理進境機動車輛審批手續，必須確認車輛到港后，列明車輛情況，再到海關提出申請，填寫《自用物品申請表》（下稱《申請表》），一式四份，并本人簽字后交海關，同時向海關交驗下列單證正本及復印件：

金華海關自接受申請之日起5個工作日內答復。

１、身份證件：申請人有效《護照》，《港澳居民來往內地通行證》、《臺灣居民往來大陸通行證》；

２、工作證件：國家工商行政管理總局制發的《外國（地區）企業常駐代表機構工作證》、勞動和社會保障部制發的《外國人就業證》、《臺港澳地區人員就業證》、外國專家局制發的《外國專家證》、外交部制發的《外國常駐記者證》等證件；

3、所在常駐機構證件：《中華人民共和國海關常駐機構備案證》、外商投資企業的《自理報關單位注冊登記證明書》；

4、長期居留證件：護照上的長期居留證，或公安部門制發的《暫住證》，在停止發放《暫住證》的地區，對上述人員的常駐身份，各關可憑其長期居住地公安局（或者派出所）出具的長期居住證明予以確認；

4、提單、裝箱單等相關單證；

5、聘用單位出具的證明；

6、海關要求提供的其他證明文件。

三、出境手續

基本手續與辦理進境手續相同。常駐人員申請將原進境機動車輛復運出境的，持原《進境自用物品申請書》向金華海關申請審批后，由杭州海關在審核批準后開具《領/銷牌照通知書》，常駐人員憑此向公安交通管理部門辦理注銷牌照手續。金華海關收到《領/銷牌照通知書》回執聯后應將牌照注銷情況在《申請表》上批注。

三、受理期限

專家以外的常駐人員申請進境機動車輛時，金華海關自接受申請之日起5個工作日內答復。

四、金華海關將簽發的《申請表》第一、二聯制成關封，郵寄至進出境地海關，或經海關批準的申請人持海關關封，海關關封由進出境地海關拆驗。申請人自行或委托報關行在進出境地海關辦理報關手續。

第三篇：進出境自用物品申請表

一、業務流程

常駐人員遞交申請→預錄入→海關審批→簽發《進出境自用物品申請表》→常駐人員報關進口→辦理車輛有關手續→歸檔。

二、需要提交的單證

常駐人員申請進境自用物品，應當提交下列單證：

（一）身份證件；

（二）長期居留證件；

（三）《中華人民共和國海關進出境自用物品申請表》（以下簡稱《申請表》）；

（四）個人申請；

（五）所在單位任職證明；

（六）勞動就業證（或專家證）正本及復印件；

（七）企業批準證書復印件；

（八）企業營業執照復印件；

（九）發票及裝箱單復印件；

（十）自理報關單位注冊登記證明書復印件；

（十一）法規摘要；

（十二）海關認為必要的其他單證。

辦理機動車輛牌照申領手續，應提交下列單證：

1、進口車輛查驗登記表；

2、進出境自用物品申請表復印件；

3、《進口機動車輛隨車檢驗單》復印件；

4、進口貨物報關單及稅單復印件；

5、車輛掛牌申請；

6、海關認為必要的其他單證。

三、海關工作時限：對符合政策規定、單證齊全有效的進境自用物品申請和機動車輛牌照申領手續，5個工作日完成審批。

第四篇：辦理港澳通行證須知(適用于非常駐人員的各類人群)

辦理港澳通行證須知

1、用黑色中性筆以正楷填寫內地居民往來港澳地區申請表（表格可

在我社或南湖公安局領取。）；

2、公安局指定照相館拍電子照片（附件一），另附回執單一張（帶條

碼照片一張貼在申請表內，回執單在市公安局做人像采集時交公安局）；

3、本人身份證正反兩面、戶口本個人頁原件復印件一份（請用A4

紙復印）；

4、在申請表“工作單位或派出所出具意見”一欄內蓋章（私企在職

人員備齊1-3項資料赴派出所蓋章，國企人員蓋單位章：公章、行政章或人事章即可，退休人員赴單位退管辦蓋章、未滿十六周歲由監護人出具意見。）；

5、蓋好章后，本人持1-4項資料去市公安局做人像采集與指紋錄入。

優點：對于辦理人員職業、職務無要求，通行證五年有效期，由個人

保管；簽注最長一年有效期。

缺點：每次最多做兩次香港簽注一次澳門簽注，一個簽注停留時間不

得超過7天，入境時必須上團隊名單表。

適用于：非常駐人員。

12.進/出境：進境、出境、其他（寫明原因，如報廢等）。13.進出境口岸：物品實際進出我國關境口岸海關的名稱。

14.啟運/運抵國（地區）：啟運國（地區）指進口貨物直接運抵我國的起始發出的國家（地區）；運抵國（地區）指出口貨物離開我國關境直接運抵的國家。

無實際進出境的，本欄目填報中國。請按海關規定的《國別（地區）代碼表》選擇填報相應的起運/運抵國（地區）的中文名稱。

15.裝貨/指運港：裝貨港指進口物品在運抵我國關境前的最后一個境外裝運港；指運港指出口物品運往境外的最終目的港。無實際進出境的，本欄目填報“中國境內”。請按海關規定的《港口航線代碼表》選擇填報相應的港口中文名稱。

16.運輸方式：水路運輸；鐵路運輸；汽車運輸；航空運輸；郵政運輸； 其它運輸（須注明具體方式）。

注：非郵政方式進出口的快遞物品，按實際運輸方式填報，如航空運輸；進出境旅客隨身攜帶的自用物品，應填報其它運輸。

17.運輸工具名稱：水路運輸填報船舶編號或船舶英文名稱；鐵路運輸填報車廂編號或交接單號；汽車運輸填報該跨境運輸車輛的國內行駛車牌號；航空運輸免予填報；郵政運輸填報郵政包裹單號；其它運輸填報具體運輸方式名稱。

18.航次(班)號：水路運輸填報船舶的航次號；鐵路運輸填報進出境日期；汽車運輸填報該跨境運輸車輛的進出境日期（8位）；航空運輸免予填報；郵政運輸填報進出境日期；其他各類運輸方式免予填報。

19.提運單號：水路運輸填報進出口提運單號，如有分提運單的，填報進出口提運單號+“*”+分提運單號；鐵路運輸填報運單號；汽車運輸免予填報；航空運輸填報總運單號+“_”(下劃線)+分運單號,無分運單的填報總運單號；郵政運輸填報郵運包裹單號；其他各類運輸方式免予填報。

20.件數：按提貨單或場站收據填寫。

21.毛重(千克)：按提貨單或場站收據填寫。計量單位為千克，不足1千克的填報為“1”。

22.備注：需向海關說明的其它情況。（中國駐外使領館館員在此欄填報離任回國證明書號、境外購車日期、發票號碼）

23.申請人身份類別：選擇以下一種身份填寫。

常駐人員；非居民長期旅客；來華定居旅客；中國駐外使領館館員；其他人員。

24.進/出境日期：運輸工具進/出境的日期，無實際進出境的填申報日期。25.包裝種類：選擇以下一種內包裝填報。木箱；紙箱；桶裝；散裝；托盤；包； 其它。

26.體積：按提貨單或場站收據填寫，計量單位為立方米。

27.標箱數：標準集裝箱數量（散貨填報為“0”，1個20呎集裝箱填報為“1”，1個40呎集裝箱填報為“2”，以此類推）。

28.內包裝件數：內包裝箱（如紙板箱）件數。

33.規格/型號：如普通電視機應申報熒幕尺寸，冰箱應申報容積數，汽車申報型號，如E320、750I等。

34.數量：按申請物品的實際數量填寫。如電腦主機1臺、CD片20片、家具5件。

35.單位：按法定計量單位填寫。36.幣制：按發票幣制填寫。37.總價：該項物品的總價。
