第十三屆中國西部國際博覽會秘書處誠摯地邀請您幫助我們在貴使館所在的國家宣傳西博會，邀請、組織企業出席2012年9月20-25日在中國四川省成都市舉辦的第十三屆中國西部國際博覽會（以下簡稱“西博會”），中國西部國際博覽會邀請函。

西博會創辦于2000年，由中國15個國家部委和西部12個省（區、市）及新疆生產建設兵團共同主辦，每年在中國成都舉辦。第十二屆西博會有來自中國、日本、韓國、美國、加拿大、澳大利亞、巴西、英國、法國、意大利、德國、荷蘭、丹麥、冰島、波蘭、馬來西亞、印度、巴基斯坦、阿富汗、哈薩克斯坦、以色列、希臘、挪威、瑞士、俄羅斯、埃及、肯尼亞、毛里求斯、南非、哥倫比亞、香港、澳門、臺灣等52個國家和地區的參展企業共計4564家。其中境外企業2014家，占參展企業總數的44%；境外企業參展面積5.04萬平方米，占總面積的42%。

參加第十二屆西博會的知名企業有：思科、希捷、松下、LG、戴爾、大唐電信(600198,股吧)、國家電網、富士康、長虹、九洲電器、希杰、中國工商銀行(601398,股吧)、華夏銀行(600015,股吧)、殼牌、成都客車廠、鋼城集團、東方電氣(600875,股吧)、攀成鋼鐵、中國南車(601766,股吧)、通威等，數量達到149家，參展面積12460平方米，占主展場總面積的10.4%。

第十二屆西博會期間共有292家境內外媒體1365名記者到會采訪報道。其中，中央媒體46家，兄弟省(區、市)媒體51家，境外媒體21家，網絡媒體28家。第十三屆中國西部國際博覽會將于2012年9月20-25日在四川成都世紀城新國際會展中心隆重舉辦，展場面積20萬平方米，將設“國際合作館、西部合作館、高新技術館、電子信息館、裝備制造館、農業產業館”

六大類展館，主要展示內容如下：

西部合作館：重點展示國家進行西部大開發的重大舉措和成果以及西部12省（市、區）及新疆建設兵團的產業特色和發展規劃；展示兩江新區、成渝經濟區、天府新城等西部發展樞紐。展示全國各省優勢產業和特色產品；

國際合作館：設東南亞展區、港澳臺展區、日韓及歐美展區、跨國公司展區及國際僑商展區。展示世界各國優勢產業和特色產品；

高新技術館：重點展示國際、國內自主創新的新技術和產品以及科研機構、高等院校等，搭建技術成果轉讓平臺，以科技促進產業發展；

電子信息館：重點展示國際國內電子信息技術及產品、消費類電子產品、家用電器、電子元器件組件、三網融合技術及新一代信息技術。

裝備制造館：室內展區展示航天航空及國際、國內大型設備制造；室外展區展示重型機械設備。

第十三屆西博會同期還將舉辦第五屆中國西部國際合作論壇、2012中國國際采購商大會等各種高規格專業論壇和貿易合作研討會。西博會將是您經貿、投資、對外合作的重要平臺和良好機遇，我們熱切地期待您的到來。

第十二屆中國西部國際博覽會總體方案

2011年是國家實施“十二五”規劃開局之年，是新一輪西部大開發開局之年，也是中國共產黨建黨90周年。充分發揮中國西部國際博覽會（以下簡稱“西博會”）的首腦外交平臺、投資促進平臺、貿易合作平臺作用，突出“西部合作”、“東西合作”、“中外合作”，高位求進，精心辦好第十二屆西博會，對于推動西部地區開放開發，促進西部地區經濟又好又快發展，具有十分重要的意義。

一、指導思想

以鄧小平理論和“三個代表”重要思想為指導，深入貫徹落實科學發展觀和中共中央、國務院《關于深入實施西部大開發戰略的若干意見》、黨的十七屆五中全會、中央經濟工作會議精神，緊緊抓住新一輪西部大開發和加快轉變經濟發展方式的重大戰略機遇，以“引領國際合作，拓展市場空間”為主題，更加強化共辦共享共贏理念，更加突出國際化、專業化、市場化，更加注重投資貿易成果，著力打造西部地區開放開發的最大窗口和最重要平臺。

二、總體目標

本屆西博會力求首腦外交取得新突破，投資促進取得新成效，貿易合作取得新成果。積極邀請全球發達經濟體、新興經濟體政要和重要國際組織標志性人物出席西博會；積極承接國內外產業轉移，促進重大投資項目成功簽約；積極推進專業客商邀請，強化貿易洽談配對，實現貿易成果最大化。

三、組織領導

第十二屆西博會由國家發展和改革委員會、商務部、工業和信息化部、科學技術部、農業部、國家工商行政管理總局、國家質量監督檢驗檢疫總局、國家旅游局、國務院僑務辦公室、中國國際貿易促進委員會、中國人民對外友好協會、中華全國工商業聯合會、中華全國供銷合作總社，重慶市、四川省、貴州省、云南省、西藏自治區、陜西省、甘肅省、青海省、寧夏回族自治區、新疆維吾爾自治區、內蒙古自治區、廣西壯族自治區人民政府，新疆生產建設兵團共同主辦；國務院國有資產監督管理委員會協辦；外交部支持；四川省人民政府承辦。

第十二屆西博會組織委員會由各主辦（協辦、支持）單位負責同志組成。組委會主任由中共四川省委書記劉奇葆、四川省人民政府省長蔣巨峰和國家有關部委、西部省（區、市）及新疆生產建設兵團主要領導同志擔任，常務副主任由中共四川省委常委、四川省人民政府常務副省長魏宏擔任，副主任由國家有關部委、西部省（區、市）及新疆生產建設兵團分管領導擔任，執行主任由四川省人民政府副省長黃小祥擔任。

組委會設秘書處，秘書處設在四川博覽事務局。

繼續實行輪值主席省制度。開幕式和中國西部投資說明會暨經濟

合作項目簽約儀式分別由輪值主席省（區、市、兵團）主要領導和分管領導主持。

第十二屆西博會輪值主席省為新疆生產建設兵團。

四、時間地點

（一）時間：2011年10月18日至22日。

（二）地點：四川省成都市。

五、展覽展示

展覽展示是實現西博會投資促進平臺、貿易合作平臺的主要途徑。本屆西博會展覽突出科技成果轉化，突出西部優勢產業，突出西部市場需求。主展場展覽面積12萬平方米，設西部合作館、國際合作館、高新技術館、電子信息館、裝備制造館、農業產業館六大展館和室外展區。

西部合作館：重點展示西部十二省區市和新疆生產建設兵團的投資環境和特色產業、旅游景區、旅游設施設備等。

國際合作館：重點展示歐美、日韓、東盟及南亞、跨國公司優勢特色產品。

高新技術館：重點展示高新技術企業、高新技術產品，突出高新技術成果的轉化和應用。

電子信息館：重點展示電子信息產業新技術、設備和產品。展示物聯網技術、三網融合、3D技術等。

裝備制造館：重點展示大型設備制造、節能環保、智能機械、先進制造、通用航空等行業最新技術成果和產品。

農業產業館：重點展示農業高新技術、溫室及節水灌溉、農業機械設備、農村可再生能源、品牌農產品等。

室外展區：重點展示新能源汽車、重型機械、環保技術等。

本屆西博會將設分展場，展覽涵蓋機電、家具、汽車、制藥等行業。

六、第四屆中國西部國際合作論壇

中國西部國際合作論壇（以下簡稱“西部國際論壇”）是打造西博會首腦外交平臺的重要載體。第四屆西部國際論壇以“泛亞合作與綠色發展”為主題，與聯合國開發計劃署共同主辦，重點邀請發達經濟體、新興經濟體政要出席并發表演講，力求在共同關心的問題上達成共識。在精心辦好“西部國際論壇”同時，還將舉辦與主題相關的分論壇。

七、主要活動

西博會期間舉辦的各類活動是實現西博會投資促進和貿易合作平臺的重要途徑。第十二屆西博會策劃安排重大活動和專項活動如下。

（一）重大活動

1．第十二屆西博會開幕式（主辦：15個國家部委，西部12省〈區、市〉及新疆生產建設兵團；承辦：四川省人民政府）。

2．第四屆中國西部國際合作論壇（主辦：聯合國開發計劃署，15個國家部委，西部12省〈區、市〉及新疆生產建設兵團；承辦：四川省人民政府）。

3．中國西部投資說明會暨經濟合作項目簽約儀式（主辦：國家發展改革委，西部12省〈區、市〉及新疆生產建設兵團；承辦：四川省招商引資局）。

4．第六屆中俄經濟工商界高峰論壇（主辦：商務部，俄羅斯經濟發展部，四川省人民政府；承辦：四川省人民政府）。

5．2011中國西部國際采購商大會（主辦：商務部，聯合國采購司，四川省人民政府；承辦：中國聯合國采購促進會，商務部流通產業促進中心，四川博覽事務局，四川省商務廳）。

6．第六屆中國—歐盟投資貿易洽談會（主辦：國家商務部，中國貿促會，四川省人民政府；承辦：成都市人民政府，四川省商務廳）。

八、來賓邀請

嘉賓層次和客商數量決定西博會的規格和規模，境外嘉賓和客商的數量決定西博會的國際化水平。第十二屆西博會來賓邀請工作分境內和境外兩個部分，嘉賓和客商兩個層面，擬邀請參會嘉賓和參展客商7萬人。

（一）境內部分

1．嘉賓。積極邀請黨和國家領導人、國家有關部委和各省（區、市）及新疆生產建設兵團領導、國內500強企業及重要商協會負責人等重要嘉賓參會。積極推動各省（區、市）及新疆生產建設兵團組團并帶企業參展參會。

2．客商。重點邀請國內包括中央企業在內的知名企業、相關生產企業、貿易公司、百貨連鎖企業、零售批發企業赴會洽談投資和參展、采購。

（二）境外部分

1．嘉賓。積極邀請外國政要、部長級官員、駐華使節、國際組織代表、港澳特區行政長官、國外友好城市和友好交流地區高官、專家學者等重要嘉賓參會。重點邀請發達經濟體、新興經濟體國家元首、政府首腦或其他政要參會。

2．客商。重點邀請重要國際商協會負責人、世界500強企業、著名跨國公司、區域及跨國連鎖企業、零售批發企業及相關行業客商、著名僑商赴會洽談投資和參展、采購。充分利用各種資源和渠道有針對性地加大國際參展商和采購商的招展、招商力度。

九、宣傳推廣

宣傳推廣是擴大西博會影響、打造西博會品牌的重要手段。第十二屆西博會的宣傳工作要會前、會中、會后有計劃有重點的開展，充分利用平面、電視和新媒體進行全方位宣傳推廣。加大新聞宣傳力度，積極爭取中央宣傳部支持，力求在中央主要媒體和境外主要區域、重點國家媒體尋得突破；加大營銷宣傳力度，進一步推廣西博會品牌，不斷擴大西博會的影響力。

大會舉辦前夕和召開期間，設立新聞中心，為各代表團的新聞宣傳工作做好服務。大會新聞中心負責聯系、協調中央、地方、國際等各類媒體報道。

十、會務保障

按照國際化標準、專業化水平、個性化服務的要求制定科學、嚴謹、周密、細致的系列會務保障工作方案，精心做好第十二屆西博會的各項會務保障工作。

（一）活動統籌。對納入總體方案的重大活動、國家部委參與主承辦的專項活動、西部省區市及新疆生產建設兵團舉辦的主題省活動，組委會秘書處免費提供會議場地，并負責科學安排時間，統籌協調場地，確保科學合理、銜接有序、服務一流。

（二）接待服務。按對口接待、熱情周到、來賓至上的原則認真細致的做好接待工作。組委會將協調四川省有關廳局和單位對口接待國家部委、各省區市、新疆生產建設兵團代表團及重要團組，并按一套二單三標的標準，免費為國家部委和省區市及新疆生產建設兵團代表團提供住宿。

（三）在線服務。加強西博會官方網站建設，進一步完善西博會綜合數據庫和信息化辦公系統，力爭實現與各主辦單位網站和國內重點投融資專業網站聯網，形成以現代數字技術為支撐的電子信息服務平臺，打造“永不落幕的西博會”。強化網站服務功能，做好網上報名、網上預約、客商配對、展會查詢、信息發布等在線服務工作，擴大在線互動交流。

（四）安全保障。大會設立安全保衛專門機構，負責大會會場、活動場所、代表團和客商集中駐地的安全保衛工作；采取有力措施，加強大會公共衛生安全和食品衛生安全監管，確保安全工作萬無一失。

（五）氛圍營造。成都市負責動員社會各方面力量，為外來客商提供優質服務。要創新氛圍營造方式，結合已有的綠化、亮化工程，全方位、多角度展示成都良好的城市形象；認真抓好服務業管理、治安管理、衛生防疫、交通組織等工作；充分利用廣告位資源，支持做好西博會品牌推廣。

第七屆中國西部國際博覽會以“開放、合作、共贏、發展”為主題，我認為符合滋補地區的發展需求和時代特點。四川省政府和國務院有關部門一定要精心組織，密切合作，充分發揮博覽會平臺作用，加大招商引資力度，切實做好會前會后項目洽談和落實過程中的銜接與溝通工作，為參戰各方商品展銷、經貿交流創造有利條件。還要特別注意品牌建設和知識產權保護，建立和形成一套科學、高效、有序的組織管理體系，以公開、公正、公平的運作制度和誠信、熱情、周到的服務招商招客。把本屆博覽會辦出特色、辦出水平。

和海內外朋友表示誠摯的歡迎！Dear guests, Ladies and Gentlemen, Good morning!It gives me great pleasure to come to Sichuan and to Chengdu to participate in the 7th Western China International Economy & Trade Fair.On behalf of the State Council, I would like to congratulate on the opening of the Fair and to greet our guests and friends both

home and abroad with a heartfelt welcome.Western China is one of the cradles of the

Chinese people, and has nurtured

resplendent Chinese civilization over a

history of 5000 years.Western China

accounts for over half of the total land

area of China, and is endowed with rich

mineral resources, which can be translated

into huge market opportunities, and enables

the region with considerable advantages and

great development potential in various

areas including energy, agriculture,tourism, and science and technology.In the

new century, the CPC Central Committee and

the State Council, in view of the overall

situation of China’s reform and opening up

and socialist modernization drive, have

made a major strategic decision to develop

Western China.Over the past 6 years, our中國西部地區是中華民族的發祥地之一，在五千年的歷史長河中創造了璀璨的華夏文明。西部地區擁有我國一半以上的國土面積，蘊藏著豐富的礦產資源，具有巨大的市場空間，在能源、農業、旅游、科技等諸多方面，具有較大優勢和發展潛力。進入新世紀，黨中央、國務院從我國改革開放和社會主義現代化建設全局出發，作出了實施西部大開發的重大戰略決策。六年來，在中央和國務院的正確領導下，經過西部地區各族人民的艱苦奮斗、開拓創新，西部大開發取得了重大

進展和明顯成效：基礎設施

和投資環境不斷改善，經濟

增長速度普遍加快，生態建

設和環境保護得到加強，教

育科技衛生等社會事業穩

步發展，人才開發取得實

效。最為重要的是，西部地

區的人民群眾得到了實實

在在的好處；全國其他地區

也從西部地區的發展中受

益。

西部大開發是中國的一項

長期戰略，不僅未來5年要

繼續加以實施，而且將貫穿

于中國全面建設社會和現

代化事業的全過程。隨著西

部大開發戰略的深入推進，西部地區經濟一定會持續

快速健康協調發展，來自海

內外的朋友們也一定能在這里獲得更多的商機和更

加廣泛的合作空間。

辦了六屆，50多個國家和efforts in developing Western China have fruited in major progress and noticeable results, which should be attributed to the correct leadership of the CPC Central Committee and the State Council, and the hard work and the pioneering and innovative spirit of all the ethnic groups in Western China.Infrastructure and investment environment have been improving;economic growth has been accelerating at large;ecological construction and environmental protection have been enhanced;education, science and technology, health care and various other social causes are developing steadily.Concrete effects have also been reaped in human resources development.What is the most important is that the general public of Western China has obtained tangible benefits, and other regions of China are also benefiting from the development of China’s West.To develop Western China is a long-term strategy of our nation, which will be implemented not only in the coming 5 years, but through the complete process of our building a moderately prosperous society in an all-round way and realizing modernization.The furthering of the West Development Strategy will lead to sustained, rapid, sound and harmonious economic development in the west, which will in turn provide our friends, both home and abroad, with more business opportunities and wider room for cooperation.The Western China International Economy & Trade Fair is a grand international trade and economic gathering that incorporates commodity display and sales, and business exchanges and investment attraction in the western region.Since 2000, the Fair has been held successfully in Sichuan Province

出特色、辦出水平。for six consecutive years.Accumulatively, nearly 20,000 visitors from over 50 countries and regions participated in the Fair, contributing to more than RMB 30 billion worth of deals reached on the spot.The Fair has become an important platform in the western region of China on which people discuss and explore the implementation of the West Development Strategy, and develop international trade and bring forward economic cooperation.It has also become an important window through which Western China presents to the outside world the profundity of its historical and cultural legacy, the fruits of its opening-up and reform as well as the bright prospect of its future development.The theme of the 7th Western China International Economy & Trade Fair is “Open, Cooperation, Common Win and Development”, which I think is consistent with the development needs of the western region and the characteristics of the time.The Sichuan Provincial Government and relevant departments of the State Council must carefully organize the event and closely collaborate with each other, make full use of the platform provided by the Fair and intensify the efforts to bring in foreign investment, make good connection and communication for the business networking before, during and after the Fair and in the course of the implementation of the business projects, and facilitate the participation of all parties in the exhibitions and other business exchanges.Moreover, special attention should be given

to the building of brand names and the protection of intellectual property.A set of organization and management systems featuring scientific operation, high efficiency and orderliness should be established.Businesses should be

同志們，朋友們，當前和今 后的一個時期，是我國全面建設小康社會、加快推進現代化進程的重要歷史時期，西部大開發也進入了一個新的歷史階段。我期待著：中國西部國際博覽會辦的一屆比一屆更好，越來越多的海內外朋友通過博覽會走進西部、認識西部、喜歡西部，越來越多的西部地區產品和企業更快更好地走出西部、走出中國、走向世界。

經濟變局下的中國西部戰略論壇邀請函

我們非常榮幸地邀請您參加由西北大學中國西部經濟研究中心、美國國家經濟研究局和《財經》雜志聯合主辦的“全球經濟變局下的中國西部戰略”國際論壇，中國西部戰略論壇邀請函。論壇將于6月27日在西安香格里拉大酒店舉行。

西北大學中國西部經濟研究中心是教育部人文社會科學重點研究基地之一，是全國135所基地中惟一一所以研究西部經濟發展為宗旨的基地。它在經濟發展理論與市場經濟理論、西部大開發理論與實踐、西部資源環境與可持續發展三個研究方向做出了重要貢獻。

美國國家經濟研究局(NBER)始建于1920年，是美國主流的非營利性私人經濟研究機構，因測定經濟衰退起止時間而廣為人知，范文《中國西部戰略論壇邀請函》。該機構對美國的經濟政策的制定有其關鍵性影響作用，其會員包括20位諾貝爾經濟學獎得主以及13位前美國總統經濟委員會顧問，其中包括于上世紀30年代創建國民生產總值概念的已故美國經濟學家西蒙。庫茲涅茨。此次西安之行是NBER訪問中國30年的紀念。

《財經》雜志建立于1998年，是中國最具全球影響力和戰略前瞻性的領袖媒體。它堅持獨家報道、獨特視角以及獨立調查等原則，并對中國經濟發展趨勢與國際政治經濟事務做出重要分析與預測。與此同時，自2004年起，《財經》雜志每年歲末舉辦權威性、前瞻性的《財經》年會，并從2012起參與組織“紐約論壇”等國際性會議。

“全球經濟變局下的中國西部戰略”國際論壇恰逢世界經濟處于再平衡的結構性調整階段，中國亦逐步走出過去外貿出口和投資拉動的經濟增長模式，并大力促進國內需求，以國民消費拉動GDp增長。在此背景下，西部經濟將迎來何種戰略機遇、西部的人口結構與質量將如何影響新的經濟戰略、西部財政政策又應如何調整，中美兩國的經濟學家將共同進行深入的分析和探索。
