雙語教學讓英語啞巴開口

講臺上，兩個學生正在用英語“吵架”！下面的學生也分成兩派，激動無比地打起了英語“口水仗”。而他們的老師，“深圳市優秀教師”徐永紅則笑瞇瞇地站在一邊，還不時地點頭贊許。原來，學生們正在就“如果你是市長，會怎么治理環境污染問題”這一命題展開英語辯論。

這是翠竹小學雙語班的一節自然課。可以說，翠竹小學雙語班的英語課堂是一個沒有門窗遮擋、沒有圍墻阻隔的“英語國度”。在課堂上，學生們演英語小品、編英語故事、進行英語辯論、用流利的英語播報氣象預報；在課堂外，學生們參加英語角、英語沙龍、英語廣播、英語智力競賽等活動，寫英語日記、創辦英語小報、開展各種社會調查，并用英文寫成調查報告。

雙語教學是翠竹小學一個亮點，它再一次體現了“因材施教”這個核心理念：根據學生不同的最佳學習期進行教育。張希懷校長認為，根據最佳學習期原理，孩子在小學階段，語言模仿與學習能力最強。抓住這個時期對他們進行早期語言開發，可以取得事半功倍的效果。

翠竹小學早在1994年就開始了“雙語教學”的實驗，是深圳市首批開展“雙語”實驗的學校。翠竹小學雙語班的學生從入學第一年開始，老師們采用英、漢兩種語言齊頭并進，同步教學。當他們小學畢業時，英語尤其是口語水平已經達到了高中學生的水平。

伊寧市“雙語”教學工作起步較早，從1995年起，市第七中學每年招一個“雙語”實驗班，理科使用漢語言授課。小學利用早讀課實行口語強化訓練，開始積極探索“雙語”教學工作。2004年，根據自治州黨委、政府《關于進一步推進“雙語”教學，提高少數民族教育質量的決定》精神，2005年，市委、政府出臺了《伊寧市大力推進民漢合校和“雙語”教學工作實施方案》，并組成專題調研組深入基層，廣泛征求民意。2007年，出臺了《關于進一步加強少數民族教育，大力推進“雙語”教學工作規劃》和《關于大力推行“雙語”教學的實施意見》，從2007年9月起在全市推行了“3+3”“雙語”教學模式，即：民語學前教育全部實行漢語教學、小學起始年級除音樂以外的其他課程全部實行漢語教學，從小學四年級起開設母語言課的“雙語”教學模式。實踐也充分的證明，“3+3”“雙語”教學模式不僅符合本地教育教學工作的實際，同時也符合廣大少數民族家長的愿望，與目前全疆運用的三種模式相比，該市推行的“3＋3”“雙語”教學模式是一種探索創新的教育教學模式，在促進“雙語”教學發展方面起到了積極作用。通過兩年多的實踐，截止目前，伊寧市共建有民語中小學67所，少數民族在校學生28350人。各民語學校均設有“雙語”班，共開設“雙語”教學班472個，學生17157人，占全市少數民族學生人數的61%。（市區有145個班，6031名學生，占“雙語”班學生數的35%；農村327個班，11126名學生，占“雙語”班學生數的65%）。全市“雙語”專任教師共720人（其中招聘592人，歷年培訓轉型128人），占少數民族專任教師隊伍總人數2948人的24%。城鄉“雙語”幼兒園教職工257人，其中公開招聘教師79人。兩年多來，廣大少數民族學生學習漢語的興趣越來越高，廣大少數民族家長渴望享受優質教育的愿望越來越強烈。通過調研發現：73%的家長關注“雙語”教學改革；81%的家長配合學校的“雙語”教學工作；77%的家長了解“3+3”“雙語”教學模式；100%的教師擁護“雙語”教學。在推進“雙語”教學發展中，主要采取了以下措施：

一是加大財政投入力度，加強了“雙語”幼兒園基礎建設。2008年，伊寧市出臺《伊寧市城鄉“雙語”幼兒園建設方案》。提出了2008年46個村及20個城鄉結合部全部建成“雙語”幼兒園，少數民族兒童入園率達到85%。2009年，35個城鄉結合部全部建成“雙語”幼兒園，少數民族兒童入園率達到了100%的建設目標。近三年，市委、市政府多方努力，通過干部捐款、財政補貼撥付等籌措資金近500萬元，加強了城鄉“雙語 ”幼兒園基礎建設，分別配備教材教輔、教學設備，落實了教師工資、貧困生補助等，促進了“雙語 ”幼兒園的發展。

二是加強教師隊伍建設，不斷提高教育教學水平。從2005年起，由教育、人事、編委、紀檢監察等部門聯合成立伊寧市“雙語”教師招聘工作領導小組，到2008 年共招聘8批“雙語”教師592人。每年教育局統一對招聘教師綜合考核，考核合格者繼續聘用，不合格者予以解聘。2009年，把592名“雙語”教師中具備條件和考核合格的356名納入市財政編制。2009年，由州教育局在全州范圍內招聘了“雙語”教師245人，進一步加強了“雙語”教學力量。

同時，加大了師資培訓力度，通過脫產培訓、集中培訓、漢語學校代培、校本培訓和自學等形式，在職民語教師中有128人轉型為“雙語”教師。現全市40歲以下在職民語教師有1374人，其中正在參加培訓的262人。2009年3月，市政府出臺了《伊寧市中小學“雙語”及40歲以下少數民族教師培訓方案》，計劃在2015年前將1374名在職民語教師全部培訓完畢。目前，全市8所漢語學校建立了“雙語”教師培訓基地，市財政每年投入16萬元培訓資金，加大對“雙語”教師的培訓力度，提高師資水平，促進少數民族地區“雙語”教學的發展。

三是廣泛開展教學交流，結對互學促進“雙語”教學發展。組織開展了“雙語”教師教材分析、教案編寫，案例分析，集體備課、說課、上研討課，加強交流，提高教學能力。每年還開展了“雙語”教師課堂教學調講賽、口語大賽、匯報演出等競賽提高“雙語”教師的綜合能力。召開了五屆“雙語”教學現場觀摩暨經驗交流會，“雙語”副校長座談會，總結推廣“雙語”教學先進經驗。

采取了“結對互學”模式，選派漢語學校骨干教師到民語學校任“雙語”副校長，主抓“雙語”教學和民語教師漢語強化培訓；民語學校“雙語”骨干教師到漢語學校任教研組長，加強教法交流和研究。“雙語”副校長橋梁作用顯著，民漢學校之間同上一堂課，換班上課，共同開展教研活動，一日體驗等活動不僅加深民漢師生感情，還提高教育教學質量。全市48所民、漢學校教師結成89個“一幫一”對子，“532工程”人員幫帶作用發揮明顯。

四是內地初、高中班報名人數逐年攀升，促進“雙語”教學持續健康發展。伊寧市內地初中班報名始于2004年，當年報名人數為1200余人。2009年為1555人。內高班報名始于2000年，當年報名人數為40余人。2009年為627人，報名人數逐年攀升。內初班、內高班家長、學生的宣傳也激發廣大少數民族學生學好漢語的興趣，有利促進“雙語”教學的持續發展。
