2005年新年鐘聲即將鳴響。在這辭舊迎新的時刻,我很高興通過中國國際廣播電臺、中央人民廣播電臺和中央電視臺,向全國各族人民,向香港特別行政區同胞和澳門特別行政區同胞,向臺灣同胞和海外僑胞,向世界各國的朋友們,致以新年的祝福!2004年,是中國人民在全面建設小康社會、加快推進社會主義現代化進程中開拓前進的一年。在這一年里,我們堅持以鄧小平理論和“三個代表”重要思想為指導,樹立和落實以人為本、全面協調可持續的科學發展觀,繼續深化改革、擴大開放、促迸發展、保持穩定,國民經濟保持良好發展勢頭,社會主義政治文明、精神文明建設取得新的成就,各項社會事業有新的發展,人民生活進一步改善。中國共產黨召開十六屆四中全會,總結執政的主要經驗,對加強黨的執政能力建設作出全面部署。當前,中國各族人民正在為實現國家富強、民族振興、社會和諧、人民幸福而團結奮斗。

女士們、先生們、同志們、朋友們!2005年,是中國全面實現第十個五年計劃目標的最后一年,也是中國推進全面建設小康社會進程的重要一年。我們將認真落實科學發展觀,堅持以經濟建設為中心,繼續加強和改善宏觀調控,加快調整經濟結構,著力推進改革開放,促進經濟平穩較快發展,推進政治文明和精神文明建設,努力構建和諧社會,把中國特色社會主義事業繼續推向前進。我們將繼續堅持“一國兩制”、“港人治港”、“澳人治澳”、高度自治的方針,嚴格按照香港特別行政區基本法和澳門特別行政區基本法辦事,支持特別行政區行政長官和政府依法施政,密切內地同香港、澳門的經貿聯系,保持香港、澳門長期繁榮穩定。
我們將堅持“和平統一、一國兩制”的基本方針和現階段發展兩岸關系、推進祖國和平統一進程的八項主張,促進兩岸人員往來和經濟文化等領域的交流,繼續以最大的誠意、盡最大的努力爭取和平統一的前景。我們愿在一個中國原則的基礎上,盡早恢復兩岸對話和談判。但是,我們絕不允許任何人以任何方式把臺灣從中國分割出去。我再次呼吁,包括臺灣同胞在內的全體中華兒女團結起來,反對和遏制“臺獨”分裂勢力及其活動,為早日完成祖國統一大業而共同努力。女士們、先生們、同志們、朋友們!國際形勢正處在深刻變化之中,和平與發展仍然是當今時代的主題。世界多極化和經濟全球化的趨勢繼續在曲折中發展,科技進步日新月異,為各國發展帶來了新的機遇。但是,影響和平與發展的不穩定、不確定因素也在增加,地區沖突、恐怖主義、南北差距、環境惡化、貿易壁壘等問題,使人類和平與發展的事業也面臨著嚴峻挑戰。
維護世界和平、促進共同發展,是各國人民的共同心愿。中國人民愿同各國人民一道,推動建立公正合理的國際政治經濟新秩序,提倡國際關系民主化,尊重世界多樣性,促進樹立新安全觀,努力實現全球經濟均衡可持續發展。中國人民對世界上仍陷于戰火、沖突、饑餓、貧困等苦難的人民懷著深切同情,衷心祝愿他們早日走上和平發展之路,并愿為他們提供力所能及的幫助。我相信,只要各國人民和有遠見的政治家,從人類的前途命運和共同利益出發,以合作謀和平,以合作促發展,攜手克服前進道路上的困難,我們就一定能夠共同創造人類的美好未來。

Ladies and Gentlemen, Comrades and Friends, As the clock counts down the few remaining hours to the Year 2005, through China Radio International, China National Radio and China Central Television, I am very delighted to extend my best wishes to Chinese people of all ethnic groups, people in the Hong Kong Special Administrative Region, Macao Special Administrative Region, and in Taiwan, overseas Chinese and friends of all countries in the world.In 2004, Chinese people worked hard and made new strides in creating a well-off society in an all round way, and pushing forward the country's socialist modernization drive.This year, guided by the Deng Xiaoping Theory and the important thought of “Three Represents”, we set up a human-oriented and sustainable development concept.We have deepened our reform and opening-up, promoted economic development and maintained social stability.The national economy has maintained a good growth;the construction of a political and spiritual civilization has made new achievements;and Chinese people's lives further improved.At the Fourth Plenary Session of the 16th Central Committee of the Communist Party of China, we summarized our experience in governance and mapped out a blue print for further improving our governing capability.At present, the Chinese people of all ethnic groups are working hard to achieve national prosperity and rejuvenation, social harmony and people's well-being In the past year, we held high the banner of promoting peace, development and cooperation, adhered to the independent foreign policy of peace, and adhered to peaceful development.We made great efforts to safeguard world peace and promote common development by playing a constructive role in a series of important issues concerning world peace and regional development.And we have also promoted friendly exchanges and cooperation between China and many other countries around the world.Ladies and Gentlemen, Comrades and Friends!2005 will be the final year of China tenth five-year development plan.It will also be an important year in building a well-off society in an all round way.We will observe the concept of scientific development, concentrate on economic development, continue to strengthen and improve macro-controls, accelerate economic restructuring, promote reform and opening-up, strive to achieve a rapid and stable development of the economy, push forward the construction of political and spiritual civilization, try to create a harmonious society and push forward the cause of building socialism with Chinese characteristics.In handling the affairs of Hong Kong and Macao, we will continue to implement the principles of “One Country, Two Systems”, “Hong Kong People Governing Hong Kong”, “Macao people Governing Macao” and “a High Degree of Autonomy”, and strictly observe the Basic Law on Hong Kong and the Basic Law on Macao.We will support the chief executives and regional governments of Hong Kong and Macao in governing their respective regions by law.We will also tighten economic and trade links between the Chinese mainland and Hong Kong and Macao, while maintaining the long-term prosperity and stability of the two regions.We will adhere to the principle of “One Country, Two Systems” and the “Eight-Point Proposal” to promote the exchange of people from both sides of the Taiwan Straits as well as economic and cultural exchange across the Straits.We will make every effort with our utmost sincerity to achieve a peaceful reunification of the country.We are willing to resume cross-strait dialogue at an earliest possible date on the basis of the “One China” principle.However, we will never allow anybody to separate Taiwan from China.Here I would like to once again call on all Chinese people, including Taiwan compatriots, to unite in their opposition to and contain secessionist forces and “Taiwan independence”, in order to realize national reunification as soon as possible.Ladies and Gentlemen, Comrades and Friends!The world is undergoing profound changes, but peace and development is still the theme of the era.The trends of world multi-polarization and economic globalization are developing with twists.Science and technology are progressing every day, bringing new opportunities for all countries around the world.However, some unstable and uncertain factors to world peace and development are also on rise, with regional conflict, terrorism, the gap between north and south, environmental degradation, and trade barriers challenging world peace and development.Maintaining world peace and promoting common development is the shared goal of people in all countries.The Chinese are willing to work with everyone in the world to promote the establishment of a new international political and economic order that is just and rational, promote democratization of international relations, respect diversities in the world, help establish a new security concept and endeavour to realize a balanced and sustainable development of the world economy.Chinese people are deeply sympathetic to people still suffering from warfare, conflicts, hunger and poverty.We sincerely hope they will walk on the road of peace and development as soon as possible;and we are willing to do what we can in providing assistance in this regard.I believe that as long as people around the world and politicians with vision give the future of humanity and common interests top priority while seeking peace and development through cooperation and jointly overcoming difficulties on the road of development, we will be able to create a better future for human kind.Finally,from Beijing I wish you all happiness and good health in the new year!

THE PRESIDENT: Good morning.Laura and I and the American people are shocked and we are saddened by the terrible loss of life from the recent earthquake and the tsunamis(海嘯)in the Indian Ocean.Our prayers go out to the people who have lost so much to this series of disasters.Our hearts are also with the Americans who have lost loved ones in this tragedy.Our embassies are working with host governments to locate American citizens who are still missing and to assist those who have been injured or displaced.This morning, I spoke with the leaders of India, Sri Lanka, Thailand and Indonesia, and expressed my condolences and our country's condolences.I told them of our support;I praised their steadfast leadership during these difficult times.We're grateful to the American and international organizations that are working courageously to save lives and to provide assistance, and I assured those leaders this is only the beginning of our help.We are committed to helping the affected countries in the difficult weeks and months that lie ahead.We pledged an initial $35 million in relief assistance.We have deployed disaster experts to the region.All leaders expressed their appreciation for the hard work of our ambassadors and their embassy staffs to help the countries in need.As well, we're dispatching a Marine expeditionary unit, the aircraft carrier Abraham Lincoln, and the Maritime pre-position squadron from Guam to the area to help with relief efforts.Secretary Powell is working hard.He has spoken with his counterparts in Japan, India, Australia, as well as other nations who are helping with the response in order to begin building an international coalition for immediate humanitarian relief and long-term recovery and reconstruction efforts.Based on these discussions, we've established a regional core group with India, Japan and Australia to help coordinate relief efforts.I'm confident more nations will join this core group in short order.Under Secretary of State Mark Grossman will lead a U.S.task force to work with these partners to help coordinate interagency response in our own government and to encourage other nations to participate in the relief efforts.These past few days have brought loss and grief to the world that is beyond our comprehension.The United States will continue to stand with the affected governments as they care for the victims.We will stand with them as they start to rebuild their communities.And together the world will cope with their loss;we will prevail over this destruction.Let me answer some questions.(to be continued)布什總統關于援助亞洲海嘯災難答記者問
Q Mr.President, more than 50 people died yesterday, alone, in the Sunni Triangle area.And with the Sunnis backing out of the election, how concerned are you that the world and the Iraqis will view this election as credible?
THE PRESIDENT: Well, you said “with the Sunnis backing out,” you mean a Sunni party has backed out? Yes.I talked to President Yawer yesterday, who happens to be a Sunni, who on the one hand expressed concern about the security situation in Mosul, and on the other hand, reminded me that most people in Iraq--Sunni or Shia--want to vote.And so the task at hand is to provide as much security as possible for the election officials, as well as for the people inside cities like Mosul, to encourage them to express their will.Now, Osama bin Laden issued a statement, as you know, which made the stakes of this pretty clear to me.His vision of the world is where people don't participate in democracy.His vision of the world is where people kill innocent lives in order to affect their behavior and affect their way of living.His vision of the world is one in which there is no freedom of expression, freedom of religion, and/or freedom of conscience.And that vision stands in stark contrast to the vision of, by far, the vast majority of Iraqis and leaders like Prime Minister Allawi and President Yawer, whose vision includes the freedom of expression, the freedom of the right to vote.And so the stakes are clear in this upcoming election.It's the difference between the ability for individuals to express themselves and the willingness of an individual to try and impose his dark vision on the world, on the people of Iraq and elsewhere.And it's very important that these elections proceed.We just got off a conference call with our acting--not “acting”--Ambassador Negroponte is not in Baghdad, but Ambassador Jeffrey, his number two man, as well as General Casey, talking about how best to provide the security necessary for people to feel comfortable in voting.Yes, ma'am.Q Mr.President, were you offended by the suggestion that rich nations have been stingy in the aid over the tsunami? And is this a sign of another rift with the U.N.?
THE PRESIDENT: Well, I felt like the person who made that statement was very misguided and ill-informed.The--take, for example, in the year 2004, our government provided $2.4 billion in food, in cash, in humanitarian relief to cover the disasters for last year.That's $2.4 billion.That's 40 percent of all the relief aid given in the world last year, was provided by the United States government.No, we're a very generous, kindhearted nation.You know, the--what you're beginning to see is a typical response from America.First of all, we provide immediate cash relief, to the tune of about $35 billion [sic].And then there will be an assessment of the damage, so that the relief is--the next tranche of relief will be spent wisely.That's what's happening now.I just got off the phone with the President of Sri Lanka, she asked for help to assess the damage.In other words, not only did they want immediate help, but they wanted help to assess damage so that we can better direct resources.And so our government is fully prepared to continue to provide assistance and help.It takes money, by the way, to move an expeditionary force into the region.In other words, we're diverting assets, which is part of our overall aid package.We'll continue to provide assets.Plus, the American people will be very generous, themselves.I mean, the $2.4 billion was public money--of course, provided by the taxpayers.But there's also a lot of individual giving in America.In this case, I think it's very important for Americans who want to give to provide cash to organizations that will be able to focus resources and assets to meet specific needs.In other words, a lot of times Americans, in their desire to help, will send blankets or clothes.That may be necessary, but to me it makes more sense to send cash to organizations that could then use that cash to make sure we match resources with specific needs on the ground.There are many NGOs now involved that understand what is specifically needed to meet the needs of these countries.This has been a terrible disaster.I mean, it's just beyond our comprehension to think about how many lives have been lost.I know that our fellow citizens are particularly troubled to learn that many of the deaths were young children, and we grieve for their families, their moms and dads who are just, you know, heartsick during this--during these times.Yes, Holly.Q Sir, Schroeder this morning said that the Paris Club nations should put a moratorium on this debt of Somalia and Indonesia.Is that something that you think the U.S.and other Paris Club nations should do, put a moratorium on these countries' debt?
THE PRESIDENT: We'll look at all requests.Right now we're assessing the short-term needs.We are--there are two issues that are involved, obviously, in these disasters.One, what can we do immediately to help? And then, what needs to happen in the long-term to help these countries rebuild? And we're still at the stage of immediate help.But slowly but surely, the size of the problem will become known, particularly when it comes to rebuilding infrastructure and community, to help these affected parts of the world get back up on their feet.Q Mr.President, are you confident that the U.S.west coast residents--Hawaiian residents, Alaska residents--are well enough protected with early warning systems for possible tsunamis affecting this country and coastal--
THE PRESIDENT: No, I appreciate that question, it's a--I think that part of the long-term strategy in how to deal with natural disaster is to make sure we have--“we,” the world, has a proper tsunami warning system.As a matter of fact, the President of Sri Lanka also mentioned that to me.She said that one of the things that she and the Prime Minister of India discussed--I'm not sure they discussed it, but they're both thinking the same way, let me put it to you that way--is the development of a proper warning system.And I think it's going to be very--I can't answer your question specifically, do we have enough of a warning system for the west coast.I am going to--I am now asking that to our agencies and government to let us know.I mean, that's a very legitimate question.Clearly, there wasn't a proper warning system in place for that part of the world, and it seems like to me it makes sense for the world to come together to develop a warning system that will help all nations.Q And seeing that as we have, does it concern you that we may not have that mechanism in place? Or is this something we can use through our civil defense air raid siren system?
THE PRESIDENT: I just have to look into it, that's a very legitimate question.I am on the--I presume that we are in pretty good shape.I think our location in the world is such that we may be less vulnerable than other parts, but I am not a geologist, as you know.But I think it's a very legitimate question.I've so far focused on the international approach towards a tsunami warning systems and it seems like to me it's a--it makes sense for governments to come together and figure out how best to provide a warning system that will help all nations be prepared for such a disaster.Obviously, such a warning system was not in place.Yes, Richard.Q Mr.President, there continues to be criticism of the speed with which American troops are being armed in Iraq.Are you satisfied with the way the--
THE PRESIDENT: If the Iraqi troops are being armed?
Q No, the U.S.troops.THE PRESIDENT: Oh, I beg your pardon.Q Are you satisfied with the pace with which the U.S.troops are being armed in Iraq?
THE PRESIDENT: Are you talking about the armored vehicle issue, for example?
Q That and others.THE PRESIDENT: Well, I have looked at the statistics on that, and we have stepped up the production of armored Humvees significantly.The other issue is the rearmament of existing--of vehicles that are now in theater, vehicles that require a different armament structure than that which they initially were manufactured with.And I am told that those vehicles will be armed up by mid-summer of 2005.And what I know is, is that the Defense Department is working expeditiously with private contractors and with our military to get these vehicles armed up.Well, listen, thank you all for coming by.I'm sorry to disrupt your day, but I felt like it was important to talk about what is going to be one of the major natural disasters in world history.And it's important for the world to know that our government is focused and will continue to respond to help those who suffer.Thank you.Q Any plans for New Year's Eve?

Vice President Hu, thank you for your words of welcome.I am grateful for your hospitality, and honored by this reception at one of China's great universities.Tsinghua University was founded, with the support of America, to further the ties between our two nations.I know how important this place is to the Vice President, who earned his degree here and even more important, met his gracious wife Liu Yongqing here.I also thank the students here for this opportunity to meet with you, to talk a little bit about my country and answer some of your questions.The standards and reputation of this university are known around the world, and I know what an achievement it is to be here.My wife Laura and I have two daughters in college, one at Yale and the other at the University of Texas.We are proud of our daughters just like I am sure your parents are proud of you.My visit to China comes on an important anniversary.Thirty years ago this week, an American President arrived in China on a trip designed to end decades of estrangement and confront centuries of suspicion.President Richard Nixon showed the world that two vastly different governments could meet on the grounds of common interest, and in a spirit of mutual respect.As they left the airport that day, Premier Zhou Enlai said to President Nixon, ``Your handshake came over the vastest ocean in the world twenty-five years of no communication.''
During the 30 years since, America and China have exchanged many handshakes of friendship and commerce.And as we have had more contact with each other, the citizens of our two countries have gradually learned more about each other.Once, America knew China only by its history as a great and enduring civilization.Today, we see a China that is still defined by noble traditions of family, scholarship, and honor.And we see a China that is becoming one of the most dynamic and creative societies in the world as demonstrated by all the knowledge and potential right here in this room.China is on a rising path, and America welcomes the emergence of a strong, peaceful, and prosperous China.As America learns more about China, I am concerned that the Chinese people do not always see a clear picture of my country.This happens for many reasons, some of them of our own making.Our movies and television shows often do not portray the values of the real America I know.Our successful businesses show the strength of American commerce, but the community spirit and contributions of those businesses are not always as visible as their monetary success.Some of the erroneous pictures of America are painted by others.My friend, the Ambassador to China, tells me that some Chinese textbooks talk of Americans ``bullying the weak and repressing the poor.'' Another Chinese textbook, published just last year, teaches that special agents of the FBI are used to ``repress the working people.'' Neither of these is true and while the books may be leftovers from a previous era, they are misleading and harmful.In fact, Americans feel a special responsibility for the poor and the weak.Our government spends billions of dollars to provide health care and food and housing for those who cannot help themselves and even more important, many of our citizens contribute their own money and time to help those in need.American compassion stretches way beyond our borders.We are the number one provider of humanitarian aid to people in need throughout the world.As for the men and women of our FBI and law enforcement, they are themselves working people who devote their lives to fighting crime and corruption.My country certainly has its share of problems and faults;like most nations we're on a long journey toward achieving our own ideals of equality and justice.Yet there is a reason our nation shines as a beacon of hope and opportunity, a reason many throughout the world dream of coming to America.We are a free nation, where men and women have the opportunity to achieve their dreams.No matter your background or circumstance of birth, in America you can get a good education, start a business, raise a family, worship freely and help elect the leaders of your community and country.You can support the policies of our government, or you are free to openly disagree with them.Those who fear freedom sometimes argue it could lead to chaos, but it does not, because freedom means more than every man for himself.Liberty gives our citizens many rights, yet expects them to exercise important responsibilities.Our liberty is given direction and purpose by moral character, shaped in strong families, strong communities, and strong religious institutions and overseen by a strong and fair legal system.My country's greatest symbol to the world, the Statue of Liberty, was designed with great care.As you look closely, you will see that she is holding not one object, but two.In one hand is the familiar torch, the light of liberty.In the other is a book of law.We are a Nation of laws.Our courts are honest and independent.The President can't tell the courts how to rule and neither can any other member of the executive or legislative branch.Under our law, everyone stands equal.No one is above the law, and no one is beneath it.All political power in America is limited and temporary, and only given by a free vote of the people.We have a Constitution, now two centuries old, which limits and balances the powers of the three branches of our government: judicial, legislative and executive.Many of the values that guide our life in America are first shaped in our families, just as they are in your country.American Moms and Dads love their children and work hard and sacrifice for them, because we believe life can always be better for the next generation.In our families, we find love and learn responsibility and character.And many Americans voluntarily devote part of their lives to serving others.An amazing number nearly half of all adults in America volunteer time every week to make their communities better by mentoring children visiting the sick caring for the elderly and helping with a thousand other needs and causes.This is one of the great strengths of my country.People take responsibility for helping others without being told, motivated by their good hearts and often by their faith.America is a nation guided by faith.Someone once called us ``a nation with the soul of a church.'' Ninety-five percent of Americans say they believe in God, and I'm one of them.When I met with President Jiang Zemin in Shanghai a few months ago, I told him how faith has shaped my own life, and how faith contributes to the life of my country.Faith points to a moral law beyond man's law and calls us to duties higher than material gain.Freedom of religion is not something to be feared but to be welcomed, because faith gives us a moral core and teaches us to hold ourselves to high standards, to love and serve others, and to live responsible lives.If you travel across America, you will find people of many different ethic backgrounds and many different faiths.We are a varied country.We are home to 2.3 million Americans of Chinese ancestry, who can be found working in the offices of our biggest companies, serving in my own Cabinet, and skating for America at the Olympics.Every immigrant, by taking an oath of allegiance to our country, becomes just as much an American as the President of the United States.America shows that a society can be vast and varied, and yet still one country, commanding the allegiance and love of its people.All of these qualities of America were vividly displayed on a single day, September 11th, when terrorists attacked America.American policemen and firefighters, by the hundreds, ran into burning towers in the desperate hope of saving other lives.Volunteers came from everywhere to help with the rescue efforts.Americans donated blood, and gave money to help the families of victims.People went to prayer services all over America, and raised flags to show their pride and unity.None of this was ordered by the government;it happened spontaneously, by the initiative of a free people.Life in America shows that liberty, paired with law, is not to be feared.In a free society, diversity is not disorder.Debate is not strife.And dissent is not revolution.A free society trusts its citizens to seek greatness in themselves and their country.It was my honor to visit China in 1975, and a lot has changed in your country since then.China has made amazing progress in openness, and enterprise, and economic freedom.And this progress previews China's great potential.China has joined the World Trade Organization, and as you live up to its obligations, they will bring changes in China's legal system.A modern China will have a consistent rule of law to govern commerce and secure the rights of its people.The new China your generation is building will need the profound wisdom of your traditions.The lure of materialism challenges society in our country and in many successful countries.Your ancient ethic of personal and family responsibility will serve you well.Behind China's economic success today are talented, energetic people.In the near future, these same men and women will play a full and active role in your government.This university is not simply turning out specialists, it is preparing citizens.And citizens are not spectators in the affairs of their country.They are participants in its future.Change is coming.China is already having secret ballot and competitive elections at the local level.Nearly twenty years ago, Deng Xiaoping said that China would eventually expand democratic elections all the way to the national level and I look forward to that day.Tens of millions of Chinese today are relearning Buddhist, Taoist, and local religious traditions, or practicing Christianity, Islam, and other faiths.Regardless of where or how these believers worship, they are no threat to public order;in fact, they make good citizens.For centuries, this country had a tradition of religious tolerance.My prayer is that all persecution will end, so that all in China are free to gather and worship as they wish.All of these changes will lead to a stronger, more confident China a China that can astonish and enrich the world, a China that your generation will help create.This is one of the most exciting times in the history of your country a time when even the grandest hopes seem within your reach.My nation offers you our respect and our friendship.Six years from now, athletes from America and around the world will come to your country for the Olympic games.And I am confident they will find a China that is becoming a da guo, a leading nation, at peace with its people and at peace with the world.Thank you for letting me here.胡副主席,非常感謝您的歡迎致辭,非常感謝您在這里接待我和我的夫人勞拉。我也看到我的助理賴斯女士,她曾經是斯德莫大學的校長,因此她回到校園是最適合不過的了。非常感謝各位對我的熱情的接待,很榮幸能夠來到中國,甚至是世界最偉大的一座學府之一,這所大學恰好是在美國的支持下成立的,成立的目標是為了推動我們兩國間的關系。我也知道清華這所大學對于副主席先生有著十分重要的意義,他不僅在這里獲得了學位,而且是在這里與他優雅的夫人相識的。我想同時,也感謝在座的各位學生給我這個機會跟大家見面,談一談我自己的國家,并且回答大家的一些問題。

我和我的太太有兩個女兒,像你們一樣正在上大學,有一個女兒上的是德州大學,一個女兒上的是耶魯大學,他們是雙胞胎。我們對我們的兩個女兒倍感驕傲,我想你們的父母對你們的成就也是同樣的引以為榮的。我這次訪華恰逢一個重要的周年紀念日,副主席剛才也談到了,三十年前這一周,一個美國的總統來到了中國,他的訪華之旅目的是為了結束長達數十年的隔閡,和長達數百年的相互猜疑,本著相互利益,本著相互尊重的精神站在一起。那天他們離開機場的時候,周恩來總理對尼克松總統說了這樣一番話,他說,你與我的握手越過了世界上最為遼闊的海洋,這個海洋就是互不交往的25年。自從那時以來,美國和中國已經握過多次的友誼之手和商業之手。

我們國家毫無疑問有自己的問題和缺陷,像大部分的國家一樣,我們正走在一個漫長的道路上,走向自己理想中的平等和正義。但是我們國家成為一個希望的燈塔是有原因的,世界各地很多人夢想來到美國也是有原因的。我們是自由的國度。在美國無論男女都有機會實現自己的夢想,不論你的背景、家境如何,在美國都可以得到很好的教育,可以創辦企業,可以養育子女,可以自由的從事宗教活動,并且可以推選出自己社區和國家的領導人。在美國你可以支持我們政府的政策,同時你也可以公開、毫不掩飾的表示不同的觀點。有些人害怕自由,他們會說自有可能會導致混亂,但是實際上并不會這樣。因為自由的含義遠遠超越了人人為己,自由賦予了我們很多的權利,同時要求他們履行重大的責任。
我們的自由因為有道德,所以是一種由方向、有目的的自由,我們的自由在穩固的家庭中,在穩固的社區中,在強大的宗教中得到熏陶,同時也有法律監督。
我的國家最偉大的象征就是自由女神像,我不知道大家是不是看過她,她是經過精心設計的,她手里拿的是兩件東西,而不是一件,其中一件拿的是大家比較熟悉的火炬,是自由之光,另一個手上拿的是法典。我們美國是一個自由的國家,每一個法律都是獨立的。我是總統也無法干預法庭怎么判案,政府的行政部門還有立法部門中的任何人也不能。根據我們的法律每一個人都是平等的,沒有任何一個人游離于法律之外。在美國,所有的政治權利都受到限制,使人民通過自由投票授予了這些權利。我們有一部憲法,已經有二百年的歷史,它限制并且平衡三個部門之間的權利,這三個部門就是司法、立法和行政機構,我是行政機構的一員。
指導我們的很多的價值觀是在家庭中陶冶形成的,就像在中國一樣,美國的媽媽們,爸爸們疼愛他們的孩子,為他們辛勤地勞動,作出犧牲,因為我們相信,下一代的生活總會更好,在我們的家庭中,我們可以找到關愛,可以學習如何負起責任,如何陶冶人格。
很多美國人都抽出時間為其他人服務,成年中的一半人每周都拿出時間,使得他們的社區辦得更好,他們輔導兒童,探訪病人,照顧老人,并且幫助做許許多多數不勝數的事情。這就是我的國家的一大優點。我們主動承擔起責任,幫助他們,他們的原動力就是善良的心,還有他們的信仰。
如果你去美國旅行的話,你會見到來自不同種族背景,有著不同信仰的人。我們是一個多元化、多姿多彩的國家,在那里有230萬華人,他們在那里繁衍生息。在我們大公司的辦公室里有華人工作,在美國政府中有華人工作,在奧林匹克比賽中代表美國參加滑冰比賽的也有華人。
諸位,重視個人和家庭責任的古老道德傳統將使諸位受益匪淺。在中國如今經濟成功的背后,有著有活力的人才。在不久的將來,這些人無論是男是女,將在這個政府中發揮積極和全面的作用。清華大學它不僅在培養專家,它也是在培育公民。公民在他們國家的事務中不是袖手旁觀者,他們是建設未來的參與者。
所有的這些變化,將導致中國更加強大,更加有自信,這個中國將使世界矚目,也使世界更加豐富。這個中國就是諸位這一代人所幫助創立的中國,現在在中國的歷史上是一個非常令人振奮的時刻。此時此刻,就連最宏偉的夢想也似乎唾手可得。
我的國度,對中國提出尊敬和友誼,再過六年,來自美國和世界的運動員將到貴國來參加奧林匹克比賽,我堅信,他們能夠見到的中國將是正在變成一個大國的中國,一個走在世界前沿的國家,一個與其人民無爭,與世界和平相處的中國。
