摘要:本文闡述了投資環境的定義,分別從有利因素和不利因素對閘北區投資環境做了評價,并收集了相關數據給以以支持,并基于此提出了完善具有投資吸引力的基礎設施、大力促進招商引資工作、努力改善金融服務水平、大力引進具有先進技術含量的高新技術企業、創造良好的政策環境等若干條建議以改善閘北投資環境。
關鍵字:投資環境投資環境評價閘北區投資展望 2010年,上海經濟開始全面復蘇、逐步趨穩,閘北的投資環境如何,直接關系到閘北的發展乃至上海的經濟發展。因此,開展投資環境研究,找出投資環境的優劣,對于加強各區之間的合作、優化區域投資環境、制定經濟社會發展政策有著重要的意義。1.閘北投資環境現狀
從地理位置上講,閘北緊鄰虹口、普陀、黃浦,是上海火車站、鐵路北郊貨運站和長途客運總站所在地。區域內有鐵路、地鐵、輕軌、高架和高速公路5線交匯,上海地鐵最早的一號線便貫穿閘北。目前閘北日客流量超過30萬人次,運輸服務企業近千家,可以說人流匯聚,客貨運發達。
從商貿功能上講,閘北是上海集聚都市核心功能的一個重要區域。不夜城經過二十余年的重點開發建設,建成了一批酒店、商務辦公、住宅、娛樂和金融機構等設施。大寧國際商業廣場,依托浦西最大的綠地——大寧靈石公園和上海唯一的馬戲城,已經成為了上海市北地區集酒店、生活、購物、美食、娛樂于一體的公共活動中心。如今,又一全新打造的蘇河灣開發項目,將承擔起提升產業能級、重塑城市形象、引領閘北發展的重任。
在工業技術上,閘北的上海老工業基地——彭浦工業區擁有雄渾的工業文明和廣泛的工業服務人群。而如今,在閘北區人民政府的統一規劃下誕生的市北高新技術服務業園區正逐步發展成為區域經濟的主打力量和產業發展基地。2.投資環境評價 2.1 有利因素
(1)經濟水平持續增長。從基本數據來看,從2005年全區生產總值237.96億元至2009年的385.96億元,呈現出每年遞增的趨勢,人均GDP也由2005年的33.75萬元/人每年遞增至2009年的50.73萬元/人。由于金融危機的影響,2009年的經濟增長較前幾年增速有所減慢,但總體經濟趨勢仍然在穩步增長。同時,經濟的發展起到了對閘北投資環境明顯的改善作用,2005年全區固定資產投資僅為50.8億元,2006年至2008年增幅維持在7個百分點以下,2009年全區固定資產投資猛增至75.19億元,增長率到達35.2%,較以往各年多出近30個百分點,呈現出大幅度增長。
(2)環境狀況較好。閘北區人均公共綠地面積、全區綠化覆蓋率與所列中心市區相比,一直處于上等水平,并呈現出逐年遞增的趨勢。城區綠地面積一直保持較好的狀態,楊浦由于近幾年的飛速發展,政府加強對環境的改善作用,2008年綠化覆蓋率躍至第一并保持領先。閘北也不甘落后,2006年全區綠化覆蓋率超過普陀,近兩年與之保持并列,領先其他中心城區而僅次于楊浦,展現了閘北在環境狀況方面的優勢。
(3)重點產業對區域經濟的支撐作用不斷增強。交通商務服務業、商貿流通服務業、房產建筑業和生產性服務業在一批重點企業帶動下,發展勢頭良好,區級稅收逐年上升,占區級財政收入比重也呈現出上升趨勢,區四大重點產業成為經濟發展重要的推動力,發揮著支撐區域經濟發展的作用。2.2 不利因素
(1)金融服務水平落后。金融服務滯后是影響投資環境的一大重要因素。閘北的金融服務主要有兩個方面的問題,一是金融機構過少。外資銀行和其他類型的金融機構沒有進駐閘北,可提供的金融服務有限。二是國際金融服務落后。恒豐路黃金商務大道、上海多媒體谷、市北高新技術服務園區、東方環球企業中心四個板塊使閘北區成為上海發展總部經濟“后起之秀”,但外資企業進出口貿易的資金結算、匯兌等項目,仍需跨區辦理,時間成本加大,效率降低。
(2)市場建設欠缺。主要表現:一是調控作用發揮不夠,盲目做大做強,不夜城北廣場擴張已經啟動,但不夜城“水貨手
機市場”印象仍未消除。二是市場建設水平低、專業化程度差。目前,共和新路場中路閘北建材市場、七浦路服裝市場等雖然整體規模較大,但所提供的商品檔次水平較低、市場內各店鋪管理人員素質較低、管理不全面、流動性也較大,從而缺乏競爭力。三是高素質人才匱乏。目前閘北整體經濟水平較其他中心城區落后較大,人才流失較為嚴重,企業急需的人才很難在市場上得到。
(3)工業企業經濟效率低下。作為傳統工業園區,閘北工業企業利潤較少。閘北全年工業總產值和利潤總額均處于下等水平,其中利潤總額排在倒數第二位,與排名靠前的浦東、閔行、松江等區有非常大的差距。彭浦新村地段多為制造業國有企業,近幾年制造業產能過剩加之國有企業經營機制方面一直存有的弊病,無法達到各生產要素的最佳組合和資源的配置,引發經濟效率低下。
3.投資展望及若干建議
良好的區域投資環境衡量一個地區核心競爭能力和潛在發展能力的重要標志,也是地方實施全方位投資戰略的重要前提和基礎,根據閘北實際情況,改善投資環境,應繼續做好以下工作:
(1)要加快人才培養、人才引進。在一些特別重要的主導產業,能夠聚集起一批穩定服務于本地經濟的、具有較高知識水平、研發能力、管理能力的優秀人才。
(2)閘北以現代服務業為抓手,進一步優化投資環境,大力促進招商引資工作。根據閘北經濟發展的總體思想,招商引資的產業優勢和項目的吸引力,做到有的放矢;集中財力、物力、人力重點建設“一區六園”,把“一區六園”作為閘北經濟發展的“火車頭”。
(3)努力改善金融服務水平。對符合國家產業政策、有科技含量、有良好發展前景的中小型企業,有限給予信貸支持。積極引進各種經濟類型的金融機構,擴大企業貸款的選擇面,靠寬松的金融平臺擴大開放服務。
(4)大力引進具有先進技術含量的高新技術企業,加快科技產業和創新資源集聚。作為閘北投資及經濟發展的戰略重點,市北工業新區已正式更名為市北高新技術服務園區。政府要發揮橋梁作用,積極為園區發展出謀劃策,全面營造良好的環境,包括政策環境、經營環境、治安環境、輿論環境等,全面提高服務質量、水平和效率。
(5)依托閘北區位優勢,大力引進長三角地區的總部經濟和優質企業,特別是結合北廣場地區綜合改造,積極打造為長三角區域和各省市企業服務的優質平臺。
(7)創造良好的政策環境。參照相似地區成功做法,總結本地成功經驗,對已制定的各項優惠政策和政策規定,再修改、再充實和再完善,做到人無我有,人有我優。
未來幾年內,閘北將以不夜城地區1.42平方公里為核心,以蘇州河沿岸旅游休閑文化區、北郊物流園區等功能區建設為支撐,把整個閘北建設成環境宜人、功能集聚、輻射強大的現代交通商務區。加強完善周圍配套公共基礎設施建設,通過市場機制和招標形式出讓項目經營權,吸引有實力的企業進行投資和經營,為一定轄區內的公眾提供良好的服務。參考文獻:
