1同學(xué)們，老師們，朋友們：Teachers and students,Ladies and Gentlemen,今晚，我非常高興在中國大使館為英國參加歷屆“漢語橋”中文比賽的選手及其老師、親友舉行專場(chǎng)招待會(huì)。我謹(jǐn)對(duì)大家的到來表示熱烈的歡迎。A very warm welcome to the Chinese Embassy.It's a great pleasure for me to give this reception tonight for the 'Chinese Bridge' contestants and your teachers, families and friends.本來，我今晚的講話應(yīng)該全部用中文，但考慮到許多出席招待會(huì)的選手親友們還不會(huì)講中文，我也充分理解學(xué)習(xí)中文還需要一個(gè)過程，所以今天我還是講英文。同時(shí)鼓勵(lì)選手親友們也加

入到學(xué)習(xí)中文的行列中來。我不期待你們也爭(zhēng)金奪銀，而是希望你們通過學(xué)習(xí)中文，更多地理解和支持你們的親人參賽，更好地參與我們的中文活動(dòng)。Tonight would be a good occasion for me to speak in Mandarin.Yet I fully understand that some of you do not speak Mandarin or have only just started learning.So I will continue my speech in English.I want to encourage the families and friends of UK contestants to join the ranks of Mandarin learners.You may not win prizes in competitions like your loved ones.But by learning Mandarin, you would give even stronger support to your dear ones in their competition.And you would appreciate more our Mandarin events.我在今年初就提議舉辦今天的招待會(huì)，使館教育處也籌措了一段時(shí)間，但一直是“萬事俱備、只欠東風(fēng)”。終于，我們迎來了期待已久的這股強(qiáng)勁“東風(fēng)”。上個(gè)月，在中國舉行的第10屆“漢語橋”世界大學(xué)生中文比賽決賽階段中，英國賽區(qū)選拔推薦的董鵬德、大米、田原皓和羅斌四位同學(xué)分別榮獲一個(gè)一等獎(jiǎng)，兩個(gè)二等獎(jiǎng)和一個(gè)三等獎(jiǎng)，另外，董鵬德被授予“漢語語言使者”稱號(hào)，田原皓獲最佳網(wǎng)絡(luò)人氣獎(jiǎng)。如果說去年亞非學(xué)院蔣思哲同學(xué)摘得第九屆世界大學(xué)生“漢語橋”大賽桂冠是“脫穎而出”、“一枝獨(dú)秀”的話，今年，你們則是“群體性崛起”和“集體爆發(fā)”，創(chuàng)下了“英國隊(duì)”參賽以來最好成績(jī)。祝賀你們！所以，今天招待會(huì)第一層意義是“慶功宴”。I came up with the idea of hosting this reception earlier this year.The Education Section of the Embassy has been working on it for some time.I'm glad that today, as the competitions have drawn to a close, we are finally able to celebrate Chinese and British success.The annual 'Chinese Bridge' competition was created by Hanban in China.Since its start, over 800,000 students around the world have taken part in preliminary stages of the competition.This is a wonderful contribution to building cross-cultural understanding between young people from all around the globe.Let me now turn to the British success in this contest.Last month, the finals of the 10th 'Chinese Bridge' Chinese Proficiency Competition for Foreign College Students were held in China.I am delighted that the British team became a big winner in the competitions.I warmly congratulate the four members of the team, Peter Dolby, James Bilbow, Alexander Odahara and Adon Lawley.Respectively they won a first prize, two second prizes and a third prize.In addition, Peter Dolby was awarded the title of 'Chinese Language Envoy', and Alexander Odahara was named the 'most popular contestant' by Chinese internet users.A few months ago I gave a farewell message to this British team as they set off for China.I said that last year the British team had set a high challenge.This was Stewart Johnson's top prize in the 9th competition in 2010.This year's British team have certainly risen to the challenge.Theirs was the best performance Britain has ever achieved in the 'Chinese Bridge' contest.Their success this year is a superb achievement.Their win provides a shining light on the excellence of Mandarin teaching in Britain.As such,perhaps I may suggest the prizes belong to all Mandarin learners and teachers in this country.The success and prizes are a symbol of the progress in boosting the teaching of Mandarin in Britain.So my sincere congratulations to all British students and teachers of Mandarin!Today's event is first and foremost to celebrate your winning these prizes.第二層意義是“壯行宴”。近年，不僅是英國大學(xué)生連奏凱歌，中小學(xué)生在“漢語橋”比賽中同樣可圈可點(diǎn)，參加比賽人數(shù)越來越多，成績(jī)?cè)絹碓胶谩Ｔ谌ツ甑谋荣愔校瑏碜曰蒽`頓中學(xué)的冉皓立同學(xué)獲得了最佳演講獎(jiǎng)。今年的世界中學(xué)生“漢語橋”中文比賽開賽在即，聽說即將代表英國參賽的代表隊(duì)---卡爾迪語法學(xué)校正在全力準(zhǔn)備，我衷心預(yù)祝你們發(fā)揮出色，再創(chuàng)佳績(jī)。Second, we are here to wish you more victories!In addition to university students winning prizes, Mandarin students in primary and secondary schools are also doing extraordinarily well in the 'Chinese Bridge' competition.We have seen more of them join this contest.And equally striking is that their performances are getting stronger year by year.Last year, Harry Randall from Wellington College won a prize for the best individual speech.This year's competition for secondary school students is just around the corner.I am told that the team selected to represent Britain in 2011, the Calday Grammar School, is preparing with great vigour.I wish these school contestants every success!

第三是“感謝宴”。中國人向來是尊師重教，學(xué)生取得優(yōu)良成績(jī)，自然要?dú)w功于老師的悉心輔導(dǎo)。所以，我要感謝孔子學(xué)院和孔子課堂的院長、老師們，更要感謝長期在英國各大、中、小學(xué)從事中文教育、默默耕耘的老師們，你們辛苦了！我高興地得知，你們的隊(duì)伍正在壯大，你們的學(xué)生越來越多，你們的事業(yè)不斷發(fā)展。目前在英國，“漢語熱”持續(xù)升溫，近10萬英國人正在學(xué)習(xí)中文；超過500所英國中小學(xué)開設(shè)了漢語課程，一些學(xué)校甚至將中文作為必修課；54所大學(xué)開設(shè)了中文課程，特別值得一提的是，曾經(jīng)培養(yǎng)了眾多優(yōu)秀中文人才的杜倫大學(xué)在停招若干年以后，決定于今年10月恢復(fù)招收中文專業(yè)學(xué)生；孔子學(xué)院和孔子課堂經(jīng)過6年的發(fā)展，數(shù)量已分別增加到17所和57間，在歐洲名列首位。就在前天，我還參加了在英國議會(huì)舉行的英國孔子學(xué)院年會(huì)，勉勵(lì)孔子學(xué)院和孔子課堂加強(qiáng)可持續(xù)發(fā)展，不斷提高教學(xué)質(zhì)量，更深入地介紹中國文化。Third, our gathering tonight is a thank-you reception.We Chinese have an age-old tradition of respecting teachers and valuing education.So the Chinese custom is for part of the credit for students' success to go to their teachers.In this spirit, let me thank the leaders and faculty of the Confucius Institutes and Confucius Classrooms.Also, I must thank all those Mandarin teachers who have worked so hard and so long with their students in universities, secondary and primary schools up and down the country.Across Britain, I am much encouraged to note the growth of Mandarin teaching.It is clear Mandarin learning is gaining wider popularity in Britain.The

evidence is that there are more Mandarin teachers and learners every year.This enthusiasm for learning about China means that around 100,000 British people are learning Mandarin.As I speak, over 500 secondary and primary schools teach Mandarin.Some schools have even put Mandarin on their curriculum as a compulsory course.Meanwhile, Mandarin courses are taking a more prominent position in higher education.Mandarin is now available in 54 UK universities.I am particularly pleased to note the progress at Durham University.Over many years this university has trained so many excellent Mandarin learners.After a break of some years it is excellent news Durham has decided to enrol Mandarin 'major' students again in October this year.After 6 years of expansion, the numbers of Confucius Institutes and Confucius Classrooms have risen to 17 and 57 respectively.This growth is putting Britain way ahead of any other European country in Mandarin teaching.The day before yesterday, I attended the UK Confucius Institute Annual Conference held in the House of Parliament.In my address, I encouraged the Confucius Institutes and Confucius Classrooms in the UK to pursue these themes:

· I believe they should strengthen the sustainability of the foundations established.· In turn this will provide a platform to provide higher quality courses and so expose every more people to the Chinese culture and language.當(dāng)然，我也要感謝英國參賽選手的親友，特別是家長。正是由于你們的支持和鼓勵(lì)，英國同學(xué)們不僅在漢語學(xué)習(xí)不不斷取得進(jìn)步，而且在各項(xiàng)比賽中摘金奪銀。《金融時(shí)報(bào)》最近報(bào)道，根據(jù)對(duì)英國富時(shí)100指數(shù)公司所作調(diào)查，隨著英國努力擴(kuò)大對(duì)華出口，許多英國大企業(yè)都希望雇用有在華經(jīng)歷、了解中國（當(dāng)然包括懂得中文）的人才擔(dān)任公司高管，甚至進(jìn)入公司董事會(huì)。我想，這應(yīng)當(dāng)是一個(gè)給你們信心、令你們鼓舞的好消息，你們的付出、孩子的努力必將得到回報(bào)。As we celebrate this expansion and success, let us give thought to the families and friends of students.My deep thanks go to the families and friends of the young students, especially those of you with us today.I'm sure your support and encouragement to Mandarin learning is a key factor in the progress and success we are witnessing among the students.I believe that the study of Mandarin may also advance the careers of British students.The evidence is in a recent survey reported by the The Financial Times.This survey found that many FTSE 100 companies seek to hire senior executives and board members with a China background and knowledge of Chinese language and culture.This is a clear, encouraging signal that should give you confidence in your choice of Mandarin study.Your hard work will be rewarded one day.最后，今晚的招待會(huì)也是“歡迎宴”。在英國學(xué)習(xí)漢語只是第一步，要真正了解中國，我認(rèn)為還是要到中國去留學(xué)。因?yàn)椋?dāng)代中國是如此充滿活力和富于變化，只有實(shí)地到中國觀察和體會(huì)，才能真切地感受到中國的快速、全面發(fā)展及其深刻影響，才能深刻地理解中國為什么

要走一條適合中國國情的發(fā)展道路,同時(shí)也是一條和平發(fā)展道路。今晚，蔣思哲和董鵬德同學(xué)沒能前來參加招待會(huì)，這是因?yàn)樗麄円呀?jīng)開始自己的在華留學(xué)生活。我既為他們今晚的缺席感到遺憾，更為他們新的在華留學(xué)生活感到高興。而且，像他們這樣的留學(xué)機(jī)會(huì)現(xiàn)在越來越多。今年中國政府出臺(tái)了《留學(xué)中國計(jì)劃》，確立了今后十年赴華留學(xué)發(fā)展的戰(zhàn)略目標(biāo)，即到2020年，使中國成為亞洲最大的留學(xué)目的地國家，每年外國留學(xué)人員達(dá)到50萬人。為此，中國將加大資金投入，創(chuàng)新培養(yǎng)模式，提高教育質(zhì)量，完善服務(wù)管理，特別是要增加獎(jiǎng)學(xué)金名額。我們歡迎越來越多的英國年輕人到中國留學(xué)，了解中國的悠久文化，體驗(yàn)當(dāng)代中國的無窮魅力。Last but not least, our gathering tonight is a welcome reception.Learning Mandarin in Britain is merely the first step.To see China as it is, I believe a study experience in China is a must.China today is so vibrant and it changes so fast.Without first hand observation, it's difficult to feel China's development and what this means to world.Without visiting China it's even more difficult to understand why China has taken a path that fits in well with its realities, which is a path of peaceful development.Tonight, I regret that Peter Dolby and Stewart Johnson are not with us at the reception.Yet I am pleased that both of them have begun to study in China.I'm sure we will hear more such stories, because more opportunities will be offered to foreign students.To facilitate this process, this year, the Chinese government unveiled its Study in China Program.This is a strategy that aims to encourage more international students to be educated in China over the next ten years.By 2020, China will host 500,000 international students every year.That's more than any other country in Asia.To reach this strategic objective, China will take these steps: · provide more finance,· build new training facilities,· raise education standards

· and strengthen support services.In addition, more scholarships will be available to students from the rest of the world.We welcome more and more British young people to China to study.We want them to explore Chinese cultural heritage and experience China's immense appeal today.今年3月，當(dāng)我同威爾士親王一起出席威爾士蘭德福瑞公學(xué)孔子課堂揭牌儀式的時(shí)候，威爾士親王曾令人意外地用漢語對(duì)我說：“威爾士歡迎你！”在這里，我也對(duì)所有的漢語學(xué)習(xí)和愛好者說一句：“中國歡迎你！”Last March, I joined His Royal Highness The Prince of Wales at the official opening of the Confucius Classroom at Llandovery College in Wales.I was taken by surprise when His Royal Highness said to me in Mandarin, “威爾士歡迎你!”(“Wales welcomes you!”)Likewise, I have a

Minister Jeremy Browne, Deputy Speaker Nigel Evans, Excellencies and members of the diplomatic corps, Generals, MPs, My Lords, Ladies and Gentlemen，歡迎大家出席今晚的招待會(huì)，同我們一道慶祝中華人民共和國成立62周年。

Welcome to the reception tonight celebrating the 62nd anniversary of the founding of the People?s Republic of China.62年前，面對(duì)一個(gè)積貧積弱、百廢待興的國家，新中國的締造者們?yōu)樗奈磥砻枥L了一幅圖景，那就是中華民族“勇敢而勤勞地工作，創(chuàng)造自己的文明和幸福，同時(shí)促進(jìn)世界的和平和自由。”

years ago China was a poor and weak country badly in need of reconstruction.The founding fathers of the People?s Republic articulated a vision for the future of the country.Their blueprint was a call to action to the Chinese people.The message was this: · ?Let us work hard to create our own civilization.· We will build a happy life and contribute to world peace and freedom.?

Recently, the Chinese government published a white paper that is called ?China?s Peaceful Development.This document reaffirms to the world China?s commitment:

· China is committed to a path of peaceful development.We see this as the only path leading to China?s modernization and prosperity and greater contribution by China to the progress of human civilization.中國將堅(jiān)持科學(xué)發(fā)展。我們將以人為本，始終尊重人權(quán)和人的價(jià)值，走共同富裕道路；我們將促進(jìn)全面協(xié)調(diào)可持續(xù)發(fā)展，全面推進(jìn)經(jīng)濟(jì)、政治、文化、社會(huì)及生態(tài)各領(lǐng)域建設(shè)。

A close dialogue between Chinese and British leaders is a key factor in the strength of Sino-UK relations.We are encouraged to see a productive year for our relations in 2011.Premier Wen Jiabao and Vice Premier Li Keqiang both visited Britain.Vice Premier Wang Qishan came this month to co-chair the China-UK Economic and Financial Dialogue.Just this week State Councilor Dai Bingguo came to London to co-host the Strategic Dialogue.These visits and dialogues have further increased our common understandings.Both countries now agree on the need to boost our cooperation with new ideas and new approaches, while managing differences on the basis of mutual respect and mutual adjustment.This positive approach will help us to seek common ground despite our differences and promote common development.This year, trade between us has continued its double-digit growth.British exports to China have remained robust.These rose 28.6 percent year-on-year in the first 8 months of this year.That is faster than any of Britain?s top 15 export markets.And China is still a leading investor in Britain.Our people-to-people exchanges have further deepened.The best example is the rapid increase of people of all ages studying Mandarin in many parts of this country.So far 2011 has shown a deepening of Sino-UK relations in all areas.This trend will continue.A couple of months from now, a pair of giant pandas from China will settle in Britain as “Ambassadors of China-UK friendship”.展望明年，中英將迎來建立大使級(jí)外交關(guān)系40周年，英國將舉辦第30屆夏季奧運(yùn)會(huì)，中國將成為倫敦書展主賓國。我相信，雙方圍繞這些重要節(jié)點(diǎn)，共同作出努力，中英明年的交流將更加廣泛深入，合作將更加富有成果。

Next year will be another milestone in China-Britain relations: · We will celebrate 40 years of full diplomatic relations.· Britain will host the 30th Summer Olympic Games.· And China has been named the Guest of Honour of the 2012 London Book Fair.I have the confidence that together, we will use these landmark events to great effect.These will be the catalysts to widen exchanges and create ever more productive cooperation between our countries.最后，我提議，In closing, please join me in a toast:

英國中資企業(yè)協(xié)會(huì)會(huì)長楊世成先生，48家集團(tuán)俱樂部主席佩里先生，倫敦工商會(huì)會(huì)長斯坦布里奇先生，女士們，先生們：

新年伊始，很高興出席英國中資企業(yè)協(xié)會(huì)舉辦的新年招待會(huì)，使我有機(jī)會(huì)同中英兩國企業(yè)家歡聚一堂，共迎新年。

剛剛過去的2012年，是中英兩國企業(yè)家值得共同自豪的一年。去年1-11月，據(jù)中方統(tǒng)計(jì)中英雙邊貿(mào)易增長了7.1%，達(dá)到570億美元。這一成績(jī)的取得來之不易，因?yàn)橥谥袊瑲W盟的貿(mào)易下降了4.1%，英國是中國在歐盟主要貿(mào)易伙伴中唯一出口和進(jìn)口都實(shí)現(xiàn)正增長的國家。特別值得一提的是，中國從英進(jìn)口前11個(gè)月增長了17.8%，增幅在歐盟成員國中居第一位。

剛剛過去的2012年，是中國企業(yè)表現(xiàn)突出的一年。中國企業(yè)對(duì)英投資連出大手筆。根據(jù)不完全統(tǒng)計(jì)，2012年中國企業(yè)通過參股并購在英投資80多億美元，超過近幾年總和。中投公司、光明集團(tuán)、中石化、中海油、華為，不僅榜上有名，而且成為排頭兵。我相信，今后，中英雙方在基礎(chǔ)設(shè)施、油氣、核能、海上風(fēng)電、食品工業(yè)、信息技術(shù)等領(lǐng)域，還將取得更多突破，開展更多資本、項(xiàng)目合作。

剛剛過去的2012年，也是在英國的中資企業(yè)喜事不斷的一年。去年，我就參加了農(nóng)行開業(yè)典禮、工行遷址、中國電信在英開展新業(yè)務(wù)、南航開通直航等多場(chǎng)中資企業(yè)活動(dòng)。我也了解到，華為（英國）公司等中資企業(yè)在英簽了大合同，將進(jìn)一步加大在英投資，擴(kuò)大招收雇員。這表明，中國企業(yè)在英國正在不斷發(fā)展壯大。

隨著中英經(jīng)貿(mào)合作的不斷發(fā)展，有11年歷史的英國中資企業(yè)協(xié)會(huì)的隊(duì)伍也在不斷壯大，成員目前已經(jīng)達(dá)到120多家。作為在英中資企業(yè)的聯(lián)盟，我衷心希望協(xié)會(huì)今后在中英經(jīng)貿(mào)合作中發(fā)揮更大更重要的作用。

一是發(fā)揮鼓勵(lì)吸引作用。希望你們多現(xiàn)身說法，向國內(nèi)企業(yè)介紹在英投資、發(fā)展的成功經(jīng)驗(yàn)和秘訣，吸引更多的中國企業(yè)“走出來”，開拓英國和歐洲市場(chǎng)，走國際化經(jīng)營道路。

二是發(fā)揮交流促進(jìn)作用。希望你們不僅成為中資企業(yè)之間的交流平臺(tái)，更能加強(qiáng)與英國行業(yè)組織、企業(yè)協(xié)會(huì)的聯(lián)系，如48家集團(tuán)俱樂部、英中貿(mào)協(xié)、倫敦工商會(huì)等，經(jīng)常與他們聯(lián)合舉辦一些豐富多彩的活動(dòng)，使中國企業(yè)家更好地了解英國企業(yè)家，使中資企業(yè)更好地了解英國企業(yè)，為兩國企業(yè)之間合作牽線搭橋。

三是發(fā)揮“代言人”作用。中資企業(yè)在英發(fā)展，需要樹立良好的企業(yè)形象，這不僅需要每個(gè)中資企業(yè)自身的努力，也需要中資企業(yè)協(xié)會(huì)成為“集體代言人”，積極主動(dòng)地向英國各界介紹中國企業(yè)，不僅介紹他們吃苦耐勞的創(chuàng)業(yè)精神，而且介紹他們注重回饋的社會(huì)責(zé)任感，同時(shí)積極反映中資企業(yè)的合理訴求，維護(hù)他們的合法權(quán)益。

各位選手、各位評(píng)委、各位來賓： Judges and contestants, Ladies and gentlemen，首先，祝賀“漢語橋”世界大學(xué)生中文比賽十周歲生日。我很高興再次出席英國區(qū)預(yù)選賽。當(dāng)你再到一個(gè)地方或再次出席一項(xiàng)活動(dòng)，中國有一句唐詩叫：“前度劉郎今又來”。恰好我姓“劉”，所以這句話形容今天的場(chǎng)合是再貼切不過了。

I come back to heat up the Mandarin fever.The contest is motivating the learning of Mandarin.I cannot tell you just how thrilled I am by that.Nearly one hundred thousand people are learning Mandarin in Britain.In your secondary and primary schools54 British universities teach Mandarin.7 of those universities offer Mandarin as a major subject.Then there are 13 Confucius Institutes and 54 Confucius Classrooms that have been opened.On a personal note, not long ago, I had the honour of joining His Royal Highness the Prince of Wales in the opening ceremony of a Confucius Classroom at Llandovery College in Wales.His Royal Highness said to me“Wei Er Shi Huan Ying Ni!”(Wales Welcomes You).What a wonderful example of leadership by the Prince to encourage young people to learn Mandarin!His example is very valuable.我再度前來，是要給正在學(xué)習(xí)漢語的廣大英國青年鼓一把勁。語言是文化的載體，是交流的工具。希望你們通過漢語學(xué)習(xí)，了解中國五千年文明歷史及深厚文化傳統(tǒng)，了解今天的中國正在努力建設(shè)一個(gè)和諧、民主、繁榮、現(xiàn)代化的國家。就在上周，中國全國人民代表大會(huì)通過了“十二五”規(guī)劃，這是中國未來五年發(fā)展的藍(lán)圖，其核心就是要轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式，調(diào)整經(jīng)濟(jì)結(jié)構(gòu)，大力發(fā)展社會(huì)事業(yè)，保障和改善民生。中國不會(huì)單純滿足于經(jīng)濟(jì)總量成為世界第二，而是要使所有民眾充分享受發(fā)展的成果，真正實(shí)現(xiàn)國強(qiáng)和民富。你們學(xué)習(xí)漢語，了解中國，可以說正當(dāng)其時(shí)，精彩無限，前途無量。

I come back to cheer for China-Uk friendship.China and the UK share much a great deal.We are both great nations who have made tremendous contributions to human civilisation.A key shared attribute is our inventiveness.A simple example is in creating revolutions in communications.China gave the world paper and printing.In turn UK used paper and printing to create another communications revolution.This was the invention of the postage stamps and low cost mail delivery.Both our countries play a major role in global affairs.Both are increasingly drawn together to promote economic development.Often our exchanges stress economics and trade.But I believe the optimal way to accelerate trade and economics is with much deeper cultural understanding.That is why this competition has such huge significance.Through building the bridge we link the young people of the world.Young people are the future and so the future of our friendship.最后，我愿用中文對(duì)今天的參賽選手說：“中國歡迎你們！”，“祝你們?cè)俅屋d譽(yù)而歸！”

Fellow delegates, Ladies and Gentlemen，很高興參加《泰晤士報(bào)》舉辦的非洲峰會(huì)，就國際社會(huì)如何共同促進(jìn)非洲發(fā)展交換看法。

It is a real pleasure for me to attend the Times CEO Summit on Africa and share with you my views on what we can do to help Africa.說起非洲，這與我的外交生涯密不可分。我第一次作為外交官常駐是在非洲南端的贊比亞，第一次出任大使則是在非洲北端的埃及。因此，我與非洲很有緣分，也很有感情。我一直很關(guān)注非洲大陸各方面的發(fā)展與進(jìn)步。

Africa was an important part of my diplomatic career.My first posting as a young diplomat was in Zambia, a southern African country and my first ambassadorial post was in Egypt, a northern African country.I became attached to the continent and have followed its development closely.應(yīng)當(dāng)說，近年非洲大陸總體經(jīng)濟(jì)形勢(shì)有起色，經(jīng)濟(jì)平均增長超過4%。但同時(shí)，非洲也面臨不少挑戰(zhàn)，受國際金融危機(jī)影響非洲經(jīng)濟(jì)增速出現(xiàn)下滑，水旱災(zāi)害頻繁，糧食減產(chǎn)，生態(tài)環(huán)境惡化。國際社會(huì)有責(zé)任，也有義務(wù)向非洲國家提供幫助，并采取切實(shí)有效措施幫助非洲國家早日消除貧困，實(shí)現(xiàn)經(jīng)濟(jì)發(fā)展，推動(dòng)千年發(fā)展目標(biāo)如期實(shí)現(xiàn)。

Africa has been doing well in recent years, with annual growth of over 4%.Yet, Africa still confronts many challenges, from economic slowdown to frequent natural disasters, falling food production and environmental degradation.The international community is duty-bound to help Africa grow its economy, reduce poverty and attain the Millennium Development Goals.關(guān)于中國與非洲的關(guān)系，這些年倍受關(guān)注。在我看來，中非關(guān)系和中國對(duì)非政策可以從四個(gè)方面概括：“歷史悠久、真誠無私、平等互利、開放包容”。

In recent years, China-Africa relations have been discussed with much interest by the outside world.I would characterize China-Africa relations in the following 4 key terms:

第一，歷史悠久。中國不是這幾年才出現(xiàn)在非洲。600多年前，鄭和下西洋時(shí)曾4次抵達(dá)東非。上世紀(jì)五十年代起，非洲開始民族解放運(yùn)動(dòng)，中國始終與非洲兄弟站在一起。中非之間的合作也就是從那時(shí)開始積淀，并經(jīng)受了半個(gè)多世紀(jì)的考驗(yàn)。

First, long history.China's interaction with Africa is by no means something new.Over 600 years ago, Admiral Zheng He, the famous Chinese navigator, reached East Africa 4 times.China firmly stood with its African brothers in the 1950s in their independence struggle.China-Africa partnership has since stood the test of time and gone from strength to strength.第二，真誠無私。上世紀(jì)后半期，當(dāng)中國自身經(jīng)濟(jì)還十分困難的時(shí)候，中國就開始向非洲提供無私援助。中國對(duì)非援助覆蓋53個(gè)非洲國家，援建了900多個(gè)成套項(xiàng)目。坦贊鐵路既是中國無私援助的范例，也是中非友誼的象征，我當(dāng)年就曾目睹鐵路通車。達(dá)累斯薩拉姆市郊還建有當(dāng)時(shí)犧牲的中國援建人員的公墓。幾十年來，中國先后向非洲派出1.7萬人次醫(yī)療隊(duì)員。從2000年至2009年，中國免除了35個(gè)非洲國家的312筆債務(wù)，總額達(dá)189.6億元人民幣。中國還為3萬多名非洲留學(xué)生提供獎(jiǎng)學(xué)金，并為非洲培訓(xùn)3萬多各類人才。

Second, selfless assistance.China started to offer assistance to Africa from the second half of the last century despite serious economic difficulties at home.I personally witnessed the inauguration of the Tanzania-Zambia

Railway, an example of China's selfless assistance and a symbol of China-Africa friendship.Even today there is a cemetery in Dar-es-Salaam where Chinese railway engineers and workers were buried.China has since provided assistance to over 50 African countries and helped build more than 800 projects.A total of 17 thousand Chinese medical workers have been sent to Africa over the past decades.From 2000 to 2009, China cancelled 312 debts owed by 35 African countries with a total value of 18.96 billion RMB(nearly 1.9 billion pounnds).China also offered scholarships to over 30 thousand African students and trained more than 30 thousand African professionals.第三，平等互利。中非在政治上相互尊重和相互支持，中國從不把自己的意志強(qiáng)加給非洲國家。中非經(jīng)貿(mào)合作更是 “南南合作”的典范。雙方在貿(mào)易、投資、基礎(chǔ)設(shè)施建設(shè)等領(lǐng)域廣泛開展合作。

Third, equality and mutual benefit.China and Africa respect and support each other politically.China never imposes its will on Africa countries.China-Africa economic and business partnership is an example of South-South cooperation, covering extensive areas of trade, investment and infrastructure development.自2009年起，中國成為非洲第一大貿(mào)易伙伴國，雙邊貿(mào)易額連續(xù)超過一千億美元。中國已經(jīng)與45個(gè)非洲國家簽署了雙邊貿(mào)易協(xié)議。中非貿(mào)易絕不是有些人所說的單純的能源和資源貿(mào)易，雙邊貿(mào)易結(jié)構(gòu)日趨優(yōu)化。近年來，非洲的工業(yè)制成品和農(nóng)產(chǎn)品陸續(xù)進(jìn)入中國市場(chǎng)，受到中國消費(fèi)者的歡迎。

China became Africa's No.1 trading partner in 2009.Two-way trade has since exceeded 100 billion US dollars.China signed bilateral trade agreements with 45 African countries.China-Africa trade is by no means all about energy and resources.Trade has become more balanced in recent years.Industrial and agricultural products of Africa are increasingly popular among Chinese customers.截至目前，中非相互直接投資存量均已突破100億美元。再說到贊比亞，贊比亞-中國經(jīng)貿(mào)合作區(qū)是中國在非洲設(shè)立的第一個(gè)境外經(jīng)貿(mào)合作區(qū)，目前已引進(jìn)13家企業(yè)，完成實(shí)際投資6億美元，為當(dāng)?shù)靥峁┚蜆I(yè)崗位6000多個(gè)。這種新的投資形式既形成了產(chǎn)業(yè)集群，提高了企業(yè)效益，也為當(dāng)?shù)亟?jīng)濟(jì)做出了貢獻(xiàn)，其成功經(jīng)驗(yàn)正在向毛里求斯、尼日利亞、埃及、埃塞俄比亞等國推廣。

Two-way investment has exceeded 10 billion US dollars.Take Zambia as an example.13 companies have settled in the Zambia-China economic and trade cooperation zone, the first of such zones in Africa, with paid-in investment of 600 million US dollars and creating more than 6,000 jobs.Such a model of investment is being applied in other parts of Africa, such as Mauritius, Nigeria, Egypt and Ethiopia, as it contributes to the local economy by forming a cluster of businesses and increasing their efficiency.中國企業(yè)積極參與非洲國家基礎(chǔ)設(shè)施建設(shè)，涉及房建、道路、水利水電、石化、電信、供水等多個(gè)領(lǐng)域，提高了當(dāng)?shù)厝嗣竦纳钏健＿^去十年，中國在非洲建設(shè)了6萬公里道路和7000萬平方米房屋。中國還為非洲基礎(chǔ)設(shè)施建設(shè)積極提供融資支持。

Chinese businesses are also playing an active part in Africa's infrastructure development, building houses, water and power supply, and communications facilities to raise local people's living standards.In the past decade, China built 60,000 kilometres of road and 70 million square metre of housing for Africa.Many of these projects are built with Chinese financial support.第四，開放透明。中國與非洲發(fā)展關(guān)系光明磊落，也不具排它性，中國不會(huì)搞所謂的“新殖民主義”。近年來歐盟提出“中非歐”三方合作，我們對(duì)此持開放態(tài)度。事實(shí)上，中方已經(jīng)與聯(lián)合國糧農(nóng)組織、世界銀行等國際機(jī)構(gòu)在非洲開展了許多三方合作項(xiàng)目。我們也希望三方合作遵循以下原則：一是要充分尊重非洲國家的意愿；二是任何一方都不應(yīng)單方面制定“游戲規(guī)則”；三是合作結(jié)果會(huì)有利于非洲發(fā)展，提高效率，擴(kuò)大成果；四是不強(qiáng)求合作，從易到難，循序漸進(jìn)。

Fourth, openness and transparency.China-Africa cooperation is not exclusive, nor is it a tool of “neo-colonialism”.In recent years, EU proposed the idea of trilateral cooperation between China, Africa and EU.We are open-minded to the proposal.As a matter of fact, there is no lack of such trilateral cooperation – China has many projects in Africa in collaboration with the UN Food and Agriculture Organization and the World Bank.We hope that such cooperation will follow the following principles: One, African countries' wishes should be
